Fast Action and Immediate Status Report by Delhi Disaster Management Authority on Nuclear Medicine leak at IGI Airport

At around 0900 AM in the morning of 29th May 2015, an information was received about radioactive material is found leaking from some cargo material at Cargo Terminal at IGI, Delhi. Immediately, District Magistrate, New Delhi Sh Sanjay Kumar, IAS realising the gravity of the situation himself went to the Cargo Area of IGI Airport and established Incident Command Post to manage the disaster situation and then informed the Divisional Commissioner Delhi and other senior officials at Delhi Govt.

Emergency Operations Centre (EOC) of Delhi Disaster Management Authority also alerted all Emergency Support Functionaries. National Disaster Management Authority was also accordingly alerted.

District Magistrate (Disaster Management), DDMA Sh Kunal also went to NDMA to coordinate. The disaster situation was coordinated under overall guidance of Member(CBRN) NDMA Sh D N Sharma. Team from Emergency Response Centre(ERC) which is AMD (Atomic Mineral Division) of Deptt of Atomic Energy and Atomic Energy Regulatory Board team called under the overall guidance of Member(CBRN), NDMA Sh D. N. Sharma.

National Disaster Response Force team was also called.

Fire tender from Delhi Fire Service were first responder on the site and had covered the material with the asbestos sheet available with them.

Site was cordoned off by the Delhi Fire Service personnel, DDMA QRT personnel and support staff of the Airport. Meanwhile all other agencies reached on the spot including DCP (IGI Airport), ED (Security, DIAL), and senior officer of NDRF and CISF.

A Turkish Airlines flight from the Istanbul landed in the morning and which had a consignment for Fortis Hospital containing radioactive material. Material was procured after getting an NOC from the AERB. The staff which handled it felt that packaging is damaged and something is found leaking from three of total ten containers/packets. After seeing that it has the warning that it is ‘Radio Active Material Type A Package’ they informed the different authorities.

AMD team headed by Mr. Ganesh Kumar Sharma came with the equipment and went to check the samples. Initially they took the sample from the leaked fluid lying near the containers. Thereafter Shri Ajit Singh from AERB came and joined the team. Lastly a team from Institute of Nuclear Medicine and Allied Sciences (INMAS), DRDO also came. After following the procedure, it was declared that no radioactive material leak was found. The radioactivity was due to the normal consignment.

The Cordon was lifted accordingly.

Aam Aadmi Party supports the IIT Chennai Student Study Circle; supports its right to free speech and freedom of expression

The undemocratic move of the Union HRD ministry in banning the student’s study circle in IIT Chennai is an act taken in frustration over losing popularity of Prime Minister Narendra Modi and the BJP government in the centre. It has come as a shocker that IIT-Madras under the direct control of union HRD ministry  has banned a discussion forum for students following an anonymous complaint. The forum named after Dalit icon Ambedkar and Periyar was banned because it was instrumental in encouraging free speech and discussion around the erroneous and anti-people policies of the Narendra Modi government.

It is telling of the times as Modi government and his ministers are now feeling to be threatened by the activities of even students and more particularly students from the backward and Dalit communities. The institutions like IIT which stand for excellence in studies and for highest standards of free speech has been muzzled by the Modi government to counter the crisis of unpopularity which the government is facing.

The Ambedkar Periyar Student Circle (APSC) on the IIT Chennai campus must be allowed to function as usual and its part of the democratic rights of the students to voice their concern over the policies and politics of the country. The APSC as a discussion forum intends to promote the ideology and writings of B R Ambedkar and Periyar. It has all right to do so and no government can stop them from it.  The dictatorial tendencies of the Modi government in political realm as well in the areas of the socio-economic and cultural streams is a major concern for all the right minded citizens of the country.

AAP-led Delhi Jal Board provides golden opportunity for regularization of domestic unauthorized water connections

  • Charges reduced from Rs. 18,644 to Rs. 3,310 for regularization of domestic unauthorized water connections
  • The new scheme notified on 28.05.2015

DJB has notified today a new scheme for regularization of domestic unauthorized water connections. The scheme was approved by the Board in its last meeting. Under the new scheme the regularization charges have been substantially reduced. It is another major step by DJB towards enforcing better water accounting as well as reduction in the non-revenue water. It is also aimed at bringing more consumers in the billing net of DJB. Presently, DJB has 2.15 lakh consumers and it is estimated that a number of households/establishments are outside the DJB Billing network.

Under the new scheme the domestic consumers having unauthorized water connection(s) can apply for regularization of water connection by paying the nominal amount of Rs. 3310 only. Earlier such consumers had to pay Rs. 18, 644 which included penalty and water charge in the domestic category for three years plus other regular initial charges, for the regularization of an unauthorized water connection.

The measure is focussed on providing convenience to consumers and the Board is encouraging more and more people to apply for regularization of domestic unauthorized water connections to bring them into the ambit of its water and sewage network.   Recently the Government of NCT of Delhi has also reduced the water and sewer development charges by almost 80%. This decision coupled with the notification issued today to liberalize regularization of unauthorized connections in entire Delhi will bring a big relief to the citizens. It will also encourage people to regularize their water connections at a low cost in a hassle free manner. The number of consumers is expected to grow sharply, increasing revenue of DJB and bring down non-revenue water.

AAP Delhi Government bolsters citizens’ safety; app-based taxi services directed to submit data within a week

The transport department on Thursday directed Ola, Uber and other App based taxi services, the operations of which are already banned in the national capital, to furnish all relevant data within seven days.

The decision was conveyed by transport minister Mr Gopal Rai in a meeting with various taxi operators.

The minister asked the App-based taxi services to provide details about drivers registered with them and registration number of taxis.

App-based tax services were banned in the national capital in December last year following an unfortunate incident in a moving taxi registered with one of these companies.

For effective implementation of the ban, the Delhi government had written to the Centre in March this year for blocking the servers of App based taxi services.

These taxi operators have been informed by the transport department that their fresh applications for licencing will only be considered after they furnish affidavits agreeing to standard and stringent safety norms, particularly for women passengers.

AAP Delhi Government directs hospitals and nursing homes directed to treat heat stroke patients

The department of health has directed all hospitals in the National Capital Territory of Delhi – government, private and nursing homes – to make all necessary arrangements for ensuring immediate medical treatment to patients suffering from heat stroke.

The department has directed all directors/medical superintendants of government owned/funded, private hospitals and nursing homes to ensure necessary arrangements in their emergency departments in the form of cooled areas, manpower, medicines and IV fluids, ice packs, etc.

The department has informed the hospitals and nursing homes that due to persistent high temperature in the national capital since last few days, there is an apprehension of rise in cases of heat stroke going up.

Hospitals and nursing homes have been directed to be particularly alert in treating patients showing symptoms like fatigue, weakness, nausea, profuse sweating, rapid pulse, muscle cramps, rapid shallow breathing and paleness of skin.

The department has also directed all hospitals and nursing homes to make the patients aware about not ignoring the symptoms of heat stroke which can cause damage to vital organs of human body.

The department is also appealing to the Delhi Police and general public to make the homeless people they see on roads aware about the dangers of exposing themselves to high daytime maximum temperature.

Private Member’s Resolution and Amendments Passed by the Delhi Government against the MHA Notification dated 21st May 2015

  1. The Ministry of Home Affairs has issued a Notification No. S.O.1368(E) dated 21st May, 2015, through which it has sought to add entry no.41 of the State List to the list of reserved subjects.
  2. All the reserved subjects i.e. subjects which are beyond the legislative competence of the Legislative Assembly of National Capital Territory of Delhi, are explicitly mentioned in Article 239AA (3)(a), (b) & (c) and this article does not give any powers to the Central Government to add any entries to the list of reserved subjects through notification.
  3. The Ministry of Home Affairs has attempted to add entry no.41 to the list of reserved subjects without seeking the approval of the Parliament of India.
  4. The Ministry of Home Affairs has passed this notification without any jurisdiction to do so. Therefore, it is an illegal and invalid exercise of powers on the part of the Ministry of Home Affairs.
  5. The said notification, without any doubt, is contrary to and is violative of the provisions of the Constitution of India.
  6. This house finds this act of Ministry of Home Affairs as an attempt on the part of the Central Government, to encroach upon the Legislative Powers of this August House conferred by the Constitution, in a completely unconstitutional and illegal manner, by bypassing the Parliament and thereby even grabbing the powers of the Parliament itself.
  7. I would also like to bring to the notice of this August House the opinions received from the Constitutional Experts and Legal Luminaries like

  2. Shri K.K. Venu Gopal
  3. Shri Rajeev Dhawan
  4. Ms. Indira Jaising
  5. Shri Bishwajit Bhattacharyya
  6. Shri Vivek K. Tankha

All of them have very emphatically stated that the said notification is unconstitutional and illegal.

  1. This House, therefore, is of strong and unambiguous opinion that this notification is unconstitutional and invalid and expects the Government of NCT of Delhi to take all such necessary action, as it deems fit.
  2. In a democracy, the Parliament of India through its Hon’ble Members of Parliament is supreme and the Hon’ble Members of Lok Sabha and Rajya Sabha are the only authorised persons empowered under the Constitution of India to make changes in the Constitution under Article 368 of the Constitution of India. Therefore, the Central Government has sought to encroach upon the powers of Parliament also through this notification.
  3. The Hon’ble High Court of Judicature at Delhi in its recent order in the bail matter of Anil Kumar Vs. GNCT of Delhi, pronounced on 25th May 2015, has given a land mark judgement on the relationship between the Hon’ble Lieutenant Governor and his Council of Ministers. The copy of the said judgement is being presented to this August House for information of Hon’ble Members of this Legislative Assembly. In particular, I would like to quote the following from the decision of the Hon’ble High Court:-

“65. Thus, it appears to me, that the Union Government could not have issued the notification dated 23.07.2014 thereby seeking to restrict the executive authority of the GNCTD acting through its ACB to act on complaints under the PC Act only in respect of officers and employees of the GNCTD. By an executive fiat, the Union Government could not have exercised the executive power in respect of a matter falling within the legislative competence of the Legislative Assembly of the NCT, since the law made by Parliament, namely the GNCTD Act read with Article 239 AA put fetters on the executive authority of the President.

 

  1. After the judgement was reserved in the present application, the Ministry of Home Affairs has issued a notification bearing No.SO 1368(E) on 21.05.2015 thereby further amending the notification dated 08.11.1993 and, inter alia, providing that “ACB police station shall not take any cognizance of the offences against officers, employees and functionaries of the Central Government”. In my view, since the Union lacks the executive authority to act in respect of matters dealt with in Entries 1 & 2 of List III of the Seventh Schedule, the further executive fiat issued by the Union Government on 21.05.2015 is also suspect.”
  1. This house strongly condemns such attempt on the part of the Central government and finds it an assault on the federal structure of our country as enshrined in the Constitution of India.
  2. The Government of NCT of Delhi has not so far brought any legislation before this House regarding entry 41 of the State List. This house recommends the Government to bring a legislation for creation of a NCT Public Service.
  3. Several members of this House have brought to the notice of this August House that the situation in Health, Power, Water and some other essential services have started deteriorating since the issue of the notification, as this notification has brought confusion in the minds of the officers and employees of the Government. This resulted in indiscipline and complacency amongst the officers and the employees, thereby affecting the essential services.

In view of this, even though this House strongly feels that the Ministry of Home Affairs notification as illegal, however, for the purposes of smooth and quick solution to the issues and problems of people of Delhi, while not conceding that the ‘Services’ as a entry is with the Central Government, still the ‘Services’ includes only the conditions of service, and with no stretch of argument includes work allotment to the officers and employees of the Government. Hence, this House directs the Council of Ministers to continue allocating the work to its officers and employees.

The House expects the officers and employees of the Government to follow the orders related to work allotment without any fear. This House assures them that as long as they continue working sincerely in the service of the people of Delhi, this House will not let any officer or employee be victimised by any extraneous element, whatsoever.

  1. Further, this house urges his Excellency the President of India to invoke his powers under Article 143 of Constitution of India and to make a reference to the Hon’ble Supreme Court of India to clearly define the powers and responsibilities of the elected Government of National Capital Territory of Delhi, the Hon’ble Lieutenant Governor of the Delhi and Central Government with respect to Legislative and Executive functions of National Capital Territory of Delhi, to prevent recurrence of such incidents in future.
  2. I would further urge this house to write to all Hon’ble Members of parliament of Lok Sabha and of Rajya Sabha about the unconstitutional act of Ministry of Home Affairs, Government of India.

Amendments accepted by the government of Delhi and incorporated in the Private Member’s Resolution moved by MLA Somnath Bharti on May 26 :

  • Para 7 of the resolution moved by MLA Mr Somnath Bharti be be deleted.

Para 8 now be treated as Para 7 of the resolution.

2) A new Para 8 be inserted in the resolution which states: “This House, therefore, is of strong and unambiguous opinion that this notification is unconstitutional and invalid and expects the Government of NCT of Delhi to take all such necessary action, as it deems fit.”

3) The wording of Para 12 mentioned in the resolution be replaced with the following: “The Government of NCT of Delhi has not so far brought any legislation before this House regarding entry 41 of the State List. This house recommends the Government to bring a legislation for creation of a NCT Public Service.”

AAP commemorates the first anniversary of “Achche Din” at Jantar Mantar; reminds BJP of false promises and misleading media blitz

The people of Delhi led by the Aam Aadmi Party today held demonstration at Jantar Mantar to commemorate the first anniversary of the demise of “good days” or “Ache Din” for the people of the country – the day was observed the first “punyathithi” of Ache Din with the coming of the Narendra Modi led government a year ago. All likelihood of any chance of good day for the common man was laid to rest with the oath taking of BJP led NDA government on this day last year.  The people of Delhi are now convinced that the pretence of good days as promised by Narendra Modi is not even a distant possibility.

“People have lost all hope. The Modi government is unleashing a media blitz at government expenses to establish that good days have already arrived for the people. The fact remains that the people feel no difference on the ground. Food articles are more expensive, corruption is still present and farmers are committing suicide. Hence, we thought if Modi government is benchmarking these times are god days, then it means the worse is expected. The dream for good days for the people of the country died with the coming to power of Modi, ” said Delhi state convener of Aam Aadmi Party Dilip Pandey in a statement on the occasion.

Thousands of people from all walks of life and party workers participated in the rally held at Jantar Mantar.  Pandey also stated that in a year’s time, BJP was even struggling to keep its supporters happy.

“The Prime Minister did not have the courage to ask his supporters in the Mathura rally whether ‘achhe din’ had come or not. Because he knew ‘achche din’ had not come instead the common man was in despair,” Pandey said. The protesters carried garlanded posters bearing the message  “achhe dino ki punya tithi’ on the occasion.

Former Delhi minister and AAP MLA Saurabh Bharadwaj was the convener of the demonstration. Aam Aadmi Party will continue to expose the hypocrisy of the BJP led government in the centre and will fight all its anti-people policies on the road and in Parliament, Bharadwaj said on the occasion.

AAP Delhi Government’s Reaction on the Honourable High Court Judgment on Anti-Corruption Branch

The Delhi High Court verdict restoring the powers of the Anti Corruption Branch (ACB) is a decisive victory for the people of the national capital.

The High Court has also termed the latest notification issued by the union Ministry of Home Affairs (MHA) last week as “suspect” (Please see paragraph 66 of the judgment).

The move to curtail the original powers of the ACB through an ill-conceived notification by the union home ministry on 23 July last year (2014) has been categorically rebuffed by the High Court.

The High Court has observed:“Union government could not have issued the notification of 23/07/2014 thereby seeking to restrict the executive authority of the GNCTD (Government of National Capital Territory of Delhi) acting through its ACB to act on complaints under the Prevention of Corruption Act only in respect of officers and employees of the GNCTD.”

The court has further observed that the central government’s decision to issue the notification was clearly wrong:“By an executive fiat, the Union government could not have exercised the executive power in respect of a matter falling within the legislative competence of the legislative assembly of the NCT.”

The High Court verdict will strengthen the resolve of the people of Delhi to fight corruption and it will go a long way in having an effective anti-corruption mechanism in the national capital.

Delhi government is committed to eradicate corruption and make the national capital the first corruption-free state of India.

A delegation of the Safai Karamcharis under the banner of Joint Front of MCD Union met Delhi Chief Minister Mr. Arvind Kejriwal and Deputy Chief Minister Mr. Manish Sisodia on Monday at the Delhi Secretariat. The issue of non-payment of salaries to the Karamcharis was discussed during the meeting.

During the meeting, the Chief Minister told them that the Government of Delhi had paid its part to the corporations and nothing was due on part of the state government. The Chief Minister also apprised them of the fact that Rs. 600 crore was due to be paid by the Centre for MCD and the Delhi government has been asking the Centre for it.

“We have given all the money we were supposed to, in-fact we gave more than we were supposed to,” the CM said.

The delegation told the Chief Minister that the money was not reaching to the Karamcharis. They asked the Chief Minister to look into the issue and talk to Centre over it.

The Chief Minister told the delegation that if the corporation work efficiently and no-corruption takes place the corporations would come out of red and would make good profits.

The Chief Minister said that he will be calling a meeting on coming Monday (June 1, 2015) to look into the issue. All the three Commissioners, all Unions would be called for the meeting to look into the matter and try to find a solution on the ongoing problem of salaries of the Safai Karamcharis. The meeting will also take stock of the way the money given by the government recently was used.

The New and Improved Delhi Jal Board under the Aam Aadmi Party: 100 Achievements, 100 Days, 100 Actually Achche Din

100 Achievements in 100 days

  • Policy Level:
  1. Free water, upto 20 kiloliters a month (about 700 liters a day) provided to the citizens of Delhi w.e.f. 1st March 2015. This has benefited around 10.5 lakh consumers including residents of co-operative group housing societies.
  2. Major relief given to the residents of unauthorized colonies by reducing Water development charges in unauthorized colonies from Rs 440/sq meter to Rs 100/sq meter.
  3. Another big relief provided to residents of unauthorized colonies by reducing sewer development charges from Rs. 494/sq meter to Rs. 100/sq meter (reduction of 80%).
  4. Permission obtained from GNCT of Delhi for laying of water supply network in 237 more unauthorized colonies. Work will be taken up in these colonies immediately.
  5. Late payment surcharge of Rs.186 crores waived benefiting thousands of consumers.
  6. Process of empanelment of vendors started to enable people to purchase their own meters from market. New meters will be water and dust proof with 5 years guarantee.
  7. Regulations prepared for disposed of septic tank wastes through licensed vendors. This will ensure disposal of this waste into the drains and prevent pollution in river Yamuna.
  • Water Sector:
  1. 50 MGD Capacity Dwarka Water Treatment Plant (constructed in 2011) commissioned on 1st March 2015 benefitting about 13.5 lakh residents of Dwarka sub city, Najafgarh, Daulatpur, Ujwa, and adjoining areas.
  2. 20 MGD capacity Bawana Water Treatment Plant, constructed in 2002, commissioned on 21st April 2015, benefiting about 6 lacs residents of rural villages and adjoining area.
  3. Bawana UGR commissioned on 21st April 2015, benefiting about 2 lakh people under its command.
  4. Filtered water supply extended to villages & unauthorized colonies in the command of Bawana WTP in place of ground water. These villages and colonies are: Bawana, Daryapur, Nangal Thakran, Bajidpur Tharan, Katewra, Auchandi, Harevali, Panjab Khor, Jat Khor, Kutub Garh, Sultan Pur Dabas, Majra Dabas, Chand Pur Khurd, Chand Pur Dabas, Pooth khurd, Ghoga Village, Ghoga U/A colony, Ghoga Dairy, Lam Pur, Sannoth, Vishal Enclave and Bankner.
  5. Water supply extended to Bawana Industrial area.
  6. Water supply released to Narela UGR & Booster Pumping Station and flushing started. This will be commissioned shortly.
  7. The work of augmenting water supply from Palla tube wells & Ranney wells taken up.
  8. Implementation of SCADA system on 100 tube wells and 5 Ranney wells has been taken up.
  9. DJB took over water and sewer services of Dwarka Sub City from DDA and is working on improvement of these services.
  10. By taking over services of Dwarka from DDA, residents of Dwarka have already been benefitted by way of improved services.
  11. Command tank no. 3 of Dwarka Sub-City taken over from DDA and was made operational at its full capacity benefitting more that 1 lakh people under its command.
  12. Water supply at Command Tanks-2 & 4 taken over from DDA. Supply was augmented from 5 MGD to 17 MGD benefitting Dwarka Sub City: Sector-11(part), 19, 20, 22, 23, Airport & other areas, village & Pochampur village etc.
  13. Command Tank No.1 of Dwarka rehabilitated and made operational to extend water supply in Dwarka Sub City: Sector 1, 1A i/c Nasirpur isolated pockets, 7, 8 & 9 and other areas i.e. Palam, Mahendra Enclave Part-1, Nasirpur Village, Rajnagar-I &II. This will augment the water supply by 10 mgd and will benefit lakh of people starting from 1st week March 2015.
  14. Dependency of residents of Dwarka Sub City on tankers has been substantially reduced.
  15. Janakpuri Under Ground Reservoir (UGR) and booster pumping station of 15.5 ML capacity (constructed in 2011) commissioned on 1st March 2015. This has benefitted about 1.80 lakh people.
  16. Piped water supply extended to Mahavir Nagar, Krishna Park & Ganesh Nagar in Tilak Nagar. This has benefitted around 60000 people of this area.
  17. Shalimar Park UGR and Booster Pumping Station of 7 ML capacity commissioned on 18th February 2015 benefiting about 70,000 residents of Shalimar Park & Old Shahdara.
  18. 21 Tube wells bored in South, South-West & West districts for improvement of water supply.
  19. 24 Kilometers of new water pipelines laid during this period.
  20. 42 Kilometers of old and rusted water line replaced to improve water supply and avoid contamination.
  21. 78 more tankers deployed in water deficient areas.
  22. 4 Water ATMs installed in water deficit areas of Narela, Shahbad Daulatpur, Holambi & Dwarka.
  23. Work of installation of 500 ATMs will be taken up shortly.
  24. Hundreds of modern Piaos (water dispensers) will be installed in public places for providing free drinking water. Expression of interest invited.
  25. New laboratory set up in Dwarka for checking quality of drinking water being supplied from Dwarka WTP.
  26. New Laboratory set up in Bawana to check quality of raw water supplied.
  27. Action plan prepared for entire Delhi to deal with problem of water contamination.
  28. Old water tankers more than 15 years of age have been phased out.
  29. Orders placed for 250 procuring new water tankers for supplementing water supply in water deficit areas.
  30. To supplement water supply, use of treated effluent for non drinking purposes i.e. irrigation, horticulture, flushing and cooling etc. encouraged. New plan scheme prepared to create trunk network for utilizing treated effluent of 36 STPs.
  31. Project of Rs.2000 crores finalized to improve entire command area of Chandrawal Water treatment plant i.e. construction of new WTP of 105 mgd, strengthened and replacement of old peripheral mains, water auditing, reducing non revenue water and implementing SCADA from production to consumers’ end. Tenders will be invited within one month.
  32. Process of appointment of consultant taken up for project to improve entire command area of Wazirabad Water treatment plant i.e. construction of new WTP of 135 mgd, strengthening and replacement of old peripheral mains, water auditing, reducing non revenue water and implementing SCADA from production to consumers’ end.
  33. Project commenced for phasing out of old concrete water mains with Mild steel water pipes with cement lining has been initiated to reduce water loss through leakages.
  34. Delhi Jal Board was awarded for best water management through water ATMs in water deficit areas.
  35. Through concerted efforts, water production increased from 835 mgd to 870 mgd improving water supply in different parts of Delhi.
  36. Special drive launched for detection of hidden and surface leakages. 150 leakages identified and plugged saving lakhs of liters of water.
  • Yamuna Cleaning:
  1. To prevent sewage flow into river and drains, the work of interceptor sewer was taken up. Progress of the project expedited, overall 75% progress of Interceptor sewer has been achieved.
  2. Package-1 of Interceptor sewer and part of package-2 has been commissioned diverting thereby 30-35 MGD of sewage from drains to Sewage Treatment Plants which will reduce pollution level in River Yamuna.
  3. Trial run of 15 MGD capacity Sewage Treatment Plant being set up at the mouth of Delhi Gate drain started. It will treat sewage coming from walled city area.
  4. Drains directly out falling into river Yamuna, trapped into Ring Road and Bela Road trunk sewers.
  5. Drain No. 14 has been trapped into Ring Road Trunk sewer reducing some pollution load in River Yamuna.
  6. A comprehensive action plan prepared costing Rs.3659 crores for trapping all wastewater falling in Najafgarh and supplementary drain. It comprises of setting up 15 STPs, 3 SPS, trunk sewer and related projects.
  7. Project report for projects amounting to Rs.1666 crores prepared and submitted for financial assistance to National Mission on Clean Ganga for funding.
  8. Project report for projects amounting to Rs. 650 crores submitted trunk and peripheral network to Ministry of Urban Development for providing funds under “urban development fund”.
  • Sewerage Sector:
  1. Sewage treatment has been increased from 370 MGD to 410 MGD.
  2. 20 MGD capacity Sewage treatment plant at Nilothi commissioned.
  3. 25 MGD capacity Sewage Treatment Plant has been completed and commissioned at Yamuna Vihar.
  4. For improvement of sewerage system in Madangir, the work of rehabilitation of peripheral sewer of a length of about 1.5 Km with state of art technology has been taken up.
  5. 15 MGD capacity Rohini STP has been commissioned
  6. All new STPs are being set up with latest technology for higher treatment standard i.e. BOD<10 & SS<10 ppm.
  7. Biogas based power generation started at Kondli to make STP self sustainable, and save on power bill.
  8. Action plan prepared to increase biogas based power generation to 70000 KWH by end of current financial year. Work on the action plan also commenced.
  9. 15 decentralized STPs are being planned to set up in outer districts areas to prevent sewage flow in natural drains.
  10. Funds got approved from Yamuna Action Plan for rehabilitation of old STPs i.e. Rithala and Kondli for producing higher standards of treated effluent and power generations.
  11. Rana Pratap Bagh Sewage Pumping station of 2.5 MGD commissioned.
  12. After rehabilitation of Shakurbasti peripheral sewer line, around 15 trolleys have been removed and sewerage system is made functional resulting into optimum utilization of Keshopur STP.
  13. Around 170 Km of peripheral sewer line proposed for rehabilitation with latest technology for increasing life of the conveyance mains and improve carrying capacity.
  14. Rehabilitation work of sewer line opposite Lajpat Nagar Metro station completed.
  15. Sewerage facility provided in Ganesh Nagar & Pandav Nagar.
  16. The concept of community managed water supply and sewerage services has been initiated. 5 pilot projects started.
  17. Pilot project to produce potable water from sewage successfully completed at Keshopur.
  18. Action plan prepared for entire Delhi to deal with problems of sewage overflow.
  19. Work commenced on Recycling plant at Delhi Jal Board H.Q. for using treated effluent for horticulture purpose.
  20. Sewage treatment capacity has been increased from 613 MGD to 704 MGD.
  21. Sewage Master Plan for Delhi finalized by the Board. The plan will enable focused action in extending sewerage scheme in entire Delhi.
  22. Facility of self meter reading and self generation of water bills being provided to consumers.
  1. Revenue:
  1. Monthly Water Bill of Dwarka residents has been reduced as DJB tariff is lower than DDA tariff.
  2. Waiver scheme was launched up to 15th April 2015 for depositing water bills without late payment fee.
  3. Special camps organized in ZRO offices from 2nd May to 30th May 2015 for resolving billing and metering related issues.
  4. Special camps are proposed to be organized for facilitating consumers to apply for new water connections in unauthorized colonies to avail benefit of decision of the Government to drastically reduce water development charges.
  5. For the 1st time, 100% billing done through hand held devices. On the spot bills issued to consumers.
  6. Special camps planned for facilitating consumers to apply for new sewer connections in unauthorized colonies to avail benefit of the decision of the Government to reduce sewer development charges.
  7. Alternate Resources Mobilization division set up to mobilize additional resources and make DJB financially self sufficient. Target of revenue mobilization of Rs.100 crores for this division fixed.
  8. Liberalized scheme launched for regularization of unauthorized water connections. Earlier citizens were charged around Rs.14000 to regularized a water connection which has now been reduced to Rs.3310/-.
  • Effective Redressal of Public Grievances:
  1. Facility of on line registration of complaints on DJB website launched. This is backed by Computerized Complaint Management System and 24×7 toll free complaint number ‘1916’.
  2. Number of seats in the call centre increased from 28 to 38.
  3. State of Art Revenue building has been constructed in GK-1 to provide modern facilities to consumers who visit for resolving their engineering and revenue related problems at single point.
  4. Three more such centers planned and are proposed in remaining zones i.e. East, West and North.
  • Administration:
  1. Land measuring 28 Bigha 02 Biswa at village Dichaun Kaan, Delhi has been taken over from BDO for construction of UGR which will benefit residents of these villages.
  2. Scholarship amounting to Rs. 50.86 lacs has been given to the children of the employees of Delhi Jal Board.
  3. Retirement and Terminal dues have been given   to 206 retiring employees of Delhi Jal Board on the day of their retirement.
  4. Hospitals and Diagnostic Centres/Eye Centres and Dental clinics included in the panel of DJB for providing better health services to DJB employee.
  5. Night patrolling started to check security and functioning of DJB installations. This has improved alertness, checked misuse of DJB installations and improved efficiency.
  • Reform projects & Renewable Energy:
  1. Scheme of setting up solar parks on DJB land and building initiated to produce clean energy, save money and reduce dependence of DJB on DISCOMS
  2. Project started to make Haiderpur Water Treatment Plant energy efficient on PPP model through Power Grid Corporation. Entire expenditure will be borne by the agency who will replace old Electrical and mechanical equipments. DJB will share revenue with agency earned in saving of electricity bills.
  3. For the first time Hydropower generation started from treated effluent at Chilla STP.
  4. Solar Power Plant commissioned at Jhandewalan to provide clean energy to DJB Headquarters. The plant has been set up through DSIIDC.
  5. Work on community managed water and sewer facility started. Detailed guidelines and manual prepared.
  • E governance
  1. Web based online tanker monitoring system strengthened. GPS also being installed in 450 additional tankers.
  2. System for public monitoring of water tankers established. Through this internet based system people can track the tanker coming to their locality and quantity of water it is carrying.
  3. Enterprise Resource Planning (ERP) system implementation started in DJB   to streamline its functioning, make the functionary transparent and efficient and place the same in public domain.
  • Anticorruption Measures
  1. Massive Anticorruption Drive launched in Delhi Jal Board, strict action including lodging of FIR, suspension of 31 employees and charge sheet issued to 36       employees.
  2. 11 Employees dismissed, 7 employees retired.
