CABINET APPROVES RS 209 CRORE FOR SETTING-UP 1,000 MOHALLA CLINICS IN DELHI

On the eve of Diwali, the Delhi Cabinet in its meeting on Tuesday chaired by the Chief Minister Delhi, Shri Arvind Kejriwal, decided to provide an allocation of Rs 209 crore for setting-up 1,000 Aam Aadmi Mohalla Clincis in the national capital.

Earlier, for this financial year the government had made a budgetary provision for setting up 500 Mohalla Clinics.

The Public Works Department has been given the task of setting-up clinics for providing quality public health care to the people of Delhi at their doorstep.

In a paradigm shift, the government is reorganizing all the health facilities and a four tier structure is being created. This will consist of :

1) Mohalla Clinics

2) Poly clinics (multi speciality clinic)

3) Multi speciality hospitals (earlier called secondary level hospitals)

4) Super speciality hospitals (earlier called tertiary level hospitals)

The first Mohalla clinic on a pilot basis was inaugurated by the Chief Minister on 19 July at Peeragarhi in West Delhi, and the average OPD attendance in this clinic is 140 patients with peak attendance of 230.

It is proposed to set-up every Mohalla Clinic in about 50-60 sq meter built up area, in a plot of about 100-150 sq. meter, in a semi permanent structure built with a modern technology and latest design in an economical way.

The clinic will attend to people living within one kilometer distance and the government hopes that people will not have to walk for more than 10-14 minutes to have access to primary health care.

There will be a medical officer, pharmacist, auxillary nursing midwife, lab technician and an outsources security guard in every Mohalla Clinic.

It is proposed to provide basic medical care, based on standard treatment protocols in these clinics.

The usual timing will be from 8 AM to 2 PM and it is also proposed that some Mohalla Clinics may be run in evening shifts also.

Every Mohalla Clinic will be linked to the Poly clinics for logistical support and for referral of patients needing specialist care.

Delhi Government celebrates National Consumer Day; strives for protection under Consumer Protection Act

Delhi Government on Wednesday celebrated National Consumer Day at the Delhi Secretariat. Mr. Imran Hussain, Minister for Food & Civil Supplies and Consumer Affairs was the Chief Guest to mark the occasion which was also attended by Secretary-cum-Commissioner, Food & Civil Supplies and Consumer Affairs along with President of State Commission Justice Beena Birbal, Members of State Commission and Presidents & Members of and District Forums along with other Senior Officers from various Departments and college and school children with their teachers.

National Consumer Day is celebrated on 24th December which coincides with the Day when Consumer Protection Act was enacted in 1986 with the prime objective of protecting consumers from exploitation and unfair trade practices on the part of manufacturers, retailers and service providers.  The Act has provisions for compensating consumers for supply of sub-standard goods or sub-par/ deficient services. Since 24th December is holiday, so to involve all stakeholders it was decided to have this function on 23rd December.

The Theme of this year’s National Consumer Day is “Safe & Healthy Food Combating Food Adulteration”.

On the occasion, school children from Govt. Co-ed Sr. Secondary School, Laxmi Bai Nagar and college students from Miranda House, ARSD College, Bharti College etc.  presented skit play, Nukkad Natak conveying the message of consumer awareness, consumer interests with special emphasis on the harmful effects of adulterated food.

Mr. Hussain stressed on the need for educating common man about his rights as consumer where he is entitled to know the MRP, weight, quantity, expiry date etc. or the goods or services supplied by manufacturers, retailers etc. The Minister further asked Food & Civil Supplies and Consumer Affairs Department as well as Department of Food Safety to lay special emphasis for ensuring that consumers are provided only unadulterated and healthy food items.

The Minister lauded the efforts of participating college and school children in conveying the message of consumer awareness through their performance and encouraged them to further spread the message through their parents, relatives, fellow students and friends so that unfair and unhealthy practices causing exploitation of consumers on the part of manufacturers and suppliers could be put under effective societal control.

Mr. Imran Hussain expressed the hope that with increased awareness about consumer rights, consumers will be able to avail quality products and services and also value of their money.

The Bill Banvao Inam Pao  App launched by the  Department of Trade and Taxes Delhi has been a huge success. The App was launched by the Hon’ble Deputy  Chief Minister of Delhi, Shri Manish Sisodia on 18th January 2016.  The App enables people to upload bills of their purchases.

Giving the details of the scheme the Commissioner, VAT, Shri S. S. Yadav informed that immediately after launch, the said App, has  gained huge  popularity and thousands of people have downloaded the App. This app can be downloaded from Playstore for Android phones and Appstore for Apple phones. The app can also be downloaded by giving a missed call on the phone number 01125776903.

Shri Yadav further informed that within a period of less than 2 weeks after launch of the App the department has received 3,500 bills through this App from 18th to 31st January, 2016. 1% of the entries received will get prize equal to 5 times the value of goods purchased (excluding tax), subject to a maximum of Rs.50,000/-.   Thus, for the month of January, 35 people will get the prize through the draw of lots.

He said that the draw of lots will be done in a computerised and transparent manner and will be supervised by a committee headed by Special Commissioner of VAT and having representatives of IT and Finance Departments  of Government of NCT of Delhi. The draw of lots will be held this week and after verification,  prize winners will be awarded by the Hon’ble Deputy Chief Minister of Delhi at a  function to be organised at Delhi secretariat next week.

The bills received under the Scheme will help the department in identifying dealers involved in tax evasion and fraud.  Each bill will be verified to ensure that the dealer is not manipulating the bills or evading the sales data.  The participation of people in such large number through the App will ensure that the tax paid by the people reaches the Government.

शिक्षा निदेशालय, दिल्ली सरकार ने दिनांक 10 फरवरी 2016 को त्यागराज स्टेडियम में एक भव्य समारोह आयोजित करके अपने सर्वश्रेष्ठ विद्यालयों एवं विद्यार्थियों को सम्मानित किया ।

कार्यक्रम में माननीय श्री मनीष सिसोदिया, उपमुख्यमंत्री/शिक्षा मंत्री, दिल्ली सरकार, मुख्य अतिथि थे । समारोह में क्षेत्रीय विधायक श्री मदन लाल जी उपस्थित थे । इनके अतिरिक्त विशिष्ट अतिथि श्री के0के0 शर्मा, मुख्य सचिव, दिल्ली सरकार, श्रीमती पुण्य सलिला श्रीवास्तव, शिक्षा सचिव एवं श्रीमती पद्मिनी सिंगला, शिक्षा निदेशिका, दिल्ली सरकार की गरिमामयी उपस्थिति भी इस समारोह में रही ।

Delhi Assembly Speaker Ram Niwas Goel’s clear stand on the necessity of an LoP and clear role of LGs/Governors

Mr Ram Niwas Goel, Speaker of Legislative Assembly of National Capital Territory of Delhi has called for the Presiding Officers to be more accommodative for more productive and meaningful functioning of Legislature.

Taking part in the discussion on “Changing Public Perception of Legislatures: The Role of Legislators in strengthening public faith in democratic institutions“ in the 78th Conference of Presiding Officers of Legislative Bodies in India, being held at Gandhinagar, Mr Goel made three specific suggestions to advance the cause.

While highlighting the fact that the opposition plays a key role in functioning of the Legislature, Mr Goel called upon his colleagues to facilitate functioning of opposition. He gave the example of Delhi Assembly, where the leader of opposition party, which doesn’t even account for 5% of the total strength of the House, was given the status of Leader of Opposition.

He pointed out that he did not choose to apply non existent 10 % rule which was invoked earlier in the 16th Lok Sabha, to deny the position to BJP in Delhi. He also emphasised on the need for better connect between the people and the Legislative Bodies. He informed the Conference that the Assembly of Delhi has applied for licence to start an independent television channel to be totally owned and run by the Assembly.

He appealed to the Speaker of Lok Sabha that as the head of POs Conference she initiates measures to secure a mechanism wherein every legislature which applies for licence automatically gets it as a matter of right.

Since the proposed channels will be in the lines of LSTV and RSTV, there should not be any problem in granting the licence, he said.

He also sought the help of Speaker, Lok Sabha in getting necessary clearances from the centre in making legislatures paperless through e-vidhan project for which Delhi Assembly is one of the applicants.

The third point that he had made is in connection with the developments in Arunachal Pradesh where the Governor’s role amounted to encroachment into rights of the Legislature that were guaranteed under Constitution.

Recalling that Sarkaria Commission had proposed consultation with Chief Minister of the State, Vice-President of India and Speaker, Lok Sabha, he appealed that there has to be  a fair mechanism to appoint Governors to avoid subversion of Constitution by Governors as is witnessed in Arunachal Pradesh. Mr Ram Nivas Goel also endorsed the views expressed by Speaker of West Bengal Assembly and Chairman of Andhra Pradesh Legislative Council who were critical of encroachment of judiciary into the arena earmarked exclusively for Legislature.

Delhi Cabinet passes resolution requesting hon’ble LG to direct the DDA to pay Rs 1,575 crore dues to the MCDs

Delhi cabinet, in its meeting chaired by the Deputy Chief Minister Mr Manish Sisodia on Monday passed a resolution requesting the hon’ble Lieutenant Governor of Delhi to direct the Delhi Development Authority (DDA) to immediately pay its outstanding tax dues of atleast Rs 1575 crore to the three Municipal Corporations.

This will facilitate immediate release of salaries to sanitation workers, teachers and doctors by the North and East Municipal Corporations.

As per the information provided by the Municipal Corporations their outstanding dues against the DDA are as follows :

1)      East MCD : Outstanding dues upto the period ending 31/03/2016 is Rs 353,18,74,177

2)      North MCD : It has calculated the Property Tax at around Rs 808 crore

3)      South MCD : As on date, total outstanding amount against DDA is Rs 593, 08, 23,787

As per the directions of the hon’ble High Court of Delhi, series of meetings have been convened by various authorities, including the Chief Secretary on 31/10/2015, Additional Secretary, Union Urban Development Ministry on 10/11/2015 & 16/11/2015, Principal Secretary, Urban Development, Delhi Government on 27/11/2015 and finally Deputy Chief Minister of Delhi on 21/01/2016, to resolve the issue, but the DDA has not complied so far.

Therefore, the Delhi government has now requested the hon’ble LG, who is also the chairman DDA, to direct this organization to pay the long outstanding dues of the three corporations.

PWD Minister Mr Satyendar Jain has informed that the cleaning work has been continuing round the clock since over 60 hours now.
Please find attached the data from 22 constituencies across Delhi, which had reported maximum problems of garbage piling due to the strike of sanitation workers.
The PWD officials, who have been supervising the work being done in the field by PWD and DJB workers, have reported that part from cleaning road sides, the teams have sucessfully cleaned dhalaos across these areas and disposed the garbage at designated landfill sites.

दिल्ली सरकार ने आज एक कैबिनेट बैठक में प्रस्ताव पारित करके उप-राज्यपाल से अनुरोध किया कि वो डीडीए पर एमसीडी की बकाया रकम भुगतान करवाने के लिए दखल दें।

उप-मुख्यमंत्री मनीष सिसोदिया ने एक प्रेस कांफ्रेंस में कहा कि डीडीए पर ईस्ट एमसीडी का 353 करोड़ रुपये, नार्थ एमसीडी का 808 करोड़ रुपये और साउथ एमसीडी का 593 करोड़ रुपये टैक्स कलेक्शन का बकाया है।

उन्होंने कहा कि सरकार इस बात को लेकर बहुत चिंतित है कि एमसीडी  कर्मचारियों को सैलरी नहीं मिल पा रही है। उनकी मांग गलत नहीं है। ये कर्मचारी दिल्ली के ही लोग हैं। उप-मुख्यमंत्री ने कहा कि एमसीडी, डीडीए से अपने टैक्स कलेक्शन के बकाया भुगतान लेने में असफल रहा है। इसलिए ये दिक्कत आ रही है। ऐसे में कैबिनेट ने प्रस्ताव पारित करके माननीय उप-राज्यपाल से ये अनुरोध किया है क्योंकि वो डीडीए के चेयरमैन भी हैं।

उप-मुख्यमंत्री मनीष सिसोदिया ने प्रेस कांफ्रेंस में आंकड़े प्रस्तुत करते हुए बताया कि किस तरह आम आदमी पार्टी की मौजूदा सरकार ने पिछली कांग्रेस सरकार और उप-राज्यपाल शासन की तुलना में एमसीडी को सैलरी के लिए ज्यादा रकम दी।

उप-मुख्यमंत्री ने कहा कि हमने कांग्रेस और एलजी शासन यानी बीजेपी शासन की तुलना में काफी ज्यादा रकम सैलरी के लिए दी। सवाल ये है कि जब एमसीडी को कम रकम मिलती थी तब उसे सैलरी देने में दिक्कत नहीं होती थी, तब हड़ताल नहीं होती थी, अब जबकि ज्यादा रकम मिल रही है तब वो अपने कर्मचारियों को सैलरी नहीं दे रही। एमसीडी के नेताओं को बताना चाहिए कि ये पैसा आखिर गया कहां?

पीडब्ल्यूडी और डीजेबी ने उठा लिया लगभग 80 फीसदी कूड़ा

एमसीडी के सफाईकर्मचारियों की हड़ताल के बाद दिल्ली सरकार ने पीडब्ल्यूडी को जगह-जगह कूड़े के ढलाव साफ करने के काम में लगाया था। बाद में दिल्ली जल बोर्ड को भी इस काम के लिए मैदान में उतार दिया गया। हड़ताल की वजह से पूर्वी दिल्ली में सबसे ज्यादा प्रभाव पड़ने की आशंका थी लेकिन पिछले 60 घंटे की लगातार मेहनत और तीन शिफ्ट में काम करके अलग-अलग इलाकों ढलावों से तकरीबन 80 फीसदी कूड़ा उठा लिया गया है। दिल्ली के उप-मुख्यमंत्री ने एक प्रेस कांफ्रेंस करके क्षेत्रवार तरीके से बताया कि किन इलाकों में लगभग कितनी सफाई हो चुकी है।
