·         Deputy CM Manish Sisodia directs implementation of measures within a definite timeframe

·         Mr Sisodia directs vacuum cleaning of roads again and water sprinkling on PWD roads to control dust immediately.


Deputy Chief Minister Mr Manish Sisodia on Tuesday chaired a high-level meeting to review the preparedness of air pollution control measures with the onset of winter season.

The meeting was attended by PWD & Health Minister Mr Satyendar Jain and Environment Minister Mr Imran Hussain, Chief Secretary Mr KK Sharma and senior officials from the Environment, PWD, Delhi Pollution Control Committee and Delhi Jal Board.

Deputy Chief Minister directed following decisions to be implemented, which emerged after an elaborate discussion at the meeting

i)                    Dust control measures from construction activities.


(a)     DPCC is to take regular action on construction sites having built up area more than 20,000. Sq. mtr.   DPCC is to submit a detailed note in this regard to the Deputy CM.

(b)   SDMs and AEs(PWD)  (who have already been authorized to take regular action against construction sites having built up area 400 sq. mtr to 20,000 sq. mtr.) to take action against construction sites   and  violating dust pollution controlling norms.

(c)    SDMs and AEs (PWD) who also to take action/challan against those storing construction materials on roads.

(d)   Swachh Delhi App developed by the Urban Development Department to be also linked with dust complaints from construction sites.  Deputy CM directed public awareness to be created so that the public can send complaints using this App.

(e)    MCDs to include demolition cost while sanctioning building plans.


ii)                  Prohibition of burning of leaves, garbage etc.


(a)    SO (Horti.) of concerned park is to be challaned if burning is observed in any park.

(b)   SI/ASI (Sanitation) of land owning agencies to be challaned if burning of garbage/leaves is observed on roads.

(c)    Redesign of the DPCC Whats App helpline No. 9717593574, by analyzing last 10 days data with respect to action taken and feedback from implementing agencies.


iii)                Vacuum cleaning of roads


(a)     PWD to re-introduce the mechanism for vacuum cleaning of roads which was stopped during Monsoon.

(b)   PWD to initiate sprinkling of  roads and dust cleaning on 100 ft. and above roads measuring about 500 km length  once in a week. Jet pressure pump technique to be used for water sprinkling on footpah edges, road bumps and central verges. Deputy CM directed this process to be initiated within a fortnight.

(c)    PWD to explore installation of mist fountain at five important traffic intersections,  to start with, namely Mukarba Chowk, Anand Vihar etc.

(d)   PWD to explore possibility for installing air purifier at traffic intersections.

(e)    PWD to invite tenders for hiring the operator for vacuum cleaning on a long term basis.



iv)                Green Crematoriums

Chief Secretary is take a meeting with MCDs, NDMC and Environment/DPCC regarding green crematorium (on pilot base) for installation of emission control device (like chimney, wet scrubber etc.).  This should be a joint project of MCDs and DPCC. The DPCC is to monitor air quality level before and after the pilot project.


v)                  Waste Management


(a)    Delhi government to inspect three landfill sites viz., Bhalaswa, Okhla and Ghazipur since these are a matter of concern. The Deputy CM directed that immediate steps be taken to control/trap Methane to reduce its emissions in open air. DPCC and DJB will submit a report to the Deputy CM after exploring the use of sludge on the landfill sites.

(b)   Power Department to initiate process of installation of waste to energy plant at Rajghat power station.

(c)    Matter is to be taken up with GAIL with respect to controlled burning methane gas and covering of landfill sites with inert material, alum sludge from water treatment plant of DJB.  Chief Secretary is to take meeting with MCDs, DJB and DPCC in this regard.

vi)        Pollution from passenger waiting vehicles (buses, auto etc.) at border areas of Delhi.  Matter to be taken up with the central government in the upcoming inter-state meeting on 04.11.2016 at MOEF& CC, GOI.


The Deputy Chief Minister has decided to take a weekly review of the steps decided in the meeting. Mr Sisodia will also meet officials of concerned departments on a regular basis.
