Minister of Home, Govt. of NCT of Delhi, Shri Satyendar Jain administered Sadbhavana day pledge to the officers and employees of Delhi Government at Delhi Secretariat today to observe “Sadbhavana Divas”. The Sadbhavana Divas is observed on 20th August – the birthday of Shri Rajeev Gandhi by the Govt. of India, its’ ministries & subordinate offices the 20thAugust this year falling on Sunday which is closed Holiday of Central Govt. offices, therefore, this year the Sadbhavana Divas is being observed on Friday on 18th August, the office Memorandum of the office of Ministry of Home affairs, Govt. of India said.

 

Shri Jain administered the Sadbhavana day pledge to the officers and employees of Delhi Govt. that they will work for the emotional oneness and harmony of all the people of India regardless of caste, region, religion or language. Further they shall resolve all differences among them through dialogue and constitutional means without resorting to violence.

Delhi Government to build 5012 EWS Houses, 10 early childhood centers and 50 more Mohalla Clinics

  • DUSIB (Delhi Urban Shelter Improvement Board) approves construction of 5012 EWS Houses at three locations
  • These EWS houses to be constructed at an estimated cost of Rs 654 crore
  • Board ratifies decision to set-up 50 Mohalla Clinics on DUSIB land

Chief Minister of Delhi, Shri Arvind Kejriwal on Tuesday chaired the 19th Board meeting of the Delhi Urban Shelter Improvement Board (DUSIB), at the Delhi Secretariat. The minister of Urban Development, Shri Satyandar Jain and CEO, DUSIB, Shri V. K. Jain were also present in the meeting.

 

Following important decisions were taken :

 

1) The Board granted Administrative Approval and Expenditure Sanction for Rs. 654.33 crore as under for construction of 5012 EWS houses :-

 

(a) Construction of 3780 EWS Houses at Pocket-F Bhalswa Jahangirpuri amounting to Rs. 493.40 crores

(b) Construction of 784 EWS Houses at Dev Nagar Karol Bagh amounting to Rs. 102.28 crore

(c) Construction of 448 nos. EWS houses at Kasturba Niketan Lajpat Nagar  amounting to Rs. 58.65 crore

 

All these housing complexes for in-situ rehabilitation of urban slums in Delhi will be 14 storied each.  The Board will request the Delhi government to allocate Rs 500 crore as seed money for taking up the proposed projects.

 

2) The Budget of DUSIB for the financial year 2017-18 was presented a budget of Rs. 381.47 cores and approved for Rs. 165.72 crore for non plan side and Rs. 215.75 crore for plan side.  The Board will undertake the execution of plan works to the tune of Rs. 215.75 crores which will include construction of jan Suvidha Complexes, environmental up-gradation in urban slums and construction of Night Shelters.

 

3) The Board approved setting up of Early Childhood Care & Education Centre by allotting 10 Basti Vikas Kendras to Ambedkar University, Delhi in association with Directorate of Higher Education, Delhi government.

 

4) The Board also ratified the decision of granting NOC and user permission for setting up of 50 Mohalla Clinics on DUSIB land in different JJR colonies.

Delhi Government commemorates the Indian freedom struggle with freedom fighters!

Minister of Labour and General Administration, Govt. of NCT of Delhi, Shri Gopal Rai today inaugurated Two Days Seminar (Interactive Programme) on “SWANTANTRATA SANGRAM KI VIRASAT–BHARATIYA RASTRAVAD” organized by Freedom
Fighter Cell, General Administration Department of Govt. on Delhi at Delhi Secretariat. The Seminar, starting from today will culminate tomorrow.

Shri Gopal Rai lauded the role of freedom fighters during the freedom struggle and Quit India movement launched by the father of the Nation, Mahatma Gandhi and remembered supreme sacrifice given by thousands of the freedom fighters and revolutionaries.

The participants included freedom fighters Shri R. Madhavan, Shri G.B.N. Pandey, Shri Nand Lal Gupta, Shri Sahdev Kapoor, Shri Om Prakash were also present on this occasion. Shri Rai also honoured the freedom fighters by offering them Shawls and Flowers.

Environment Min @ImranHussaain conducts surprise inspection at FCS HQ

Shri Imran Hussain, Food & Civil Supplies Minister, Govt. of NCT of Delhi today paid a surprise visit to headquarters of Food & Civil Supplies Deptt. at Vikas Bhawan, I P Estate,  to check its functioning.

During the visit,  the Minister took a round of the various branches of the Department located at the Headquarters. The Minister also interacted with Commissioner, Food & Civil Supplies (FCS) and Special Commissioner (FCS)  besides other senior officers of the Department and enquired about their roles and responsibilities.

 Sh. Imran Hussain emphasized about the need for proper record management for efficient performance of Food & Civil Supplies Department. Hon’ble Minister also directed that representations and grievances of citizens/ ration card beneficiaries should be rederessed expeditiously which will ensure that ration card beneficiaries are not deprived of due benefits under National Food Security Act 2013.

Sh. Imran Hussain has in recent weeks conducted surprise inspections in Gandhi Nagar, Burari, Mangolpuri and Dwarka to check the functioning of Fair Price Shops for distribution of Specified Food Articles. The Minister directed Commissioner, F&CS to forward Action Taken Report duly indicating details of action taken against the erring FPS owners as per law, including suspension/sealing of FPS, if any. Department was also asked to apprise the Minister about disciplinary action initiated against Department officers/officials found responsible for failure to check malfunctioning of the FPS inspected by the Minister.

New Delhi: At an award ceremony organised by DUSIB at Dandi Park, Jamuna Bazar, Dy. CM Shri Manish Sisodia awarded certificates of completion of training, as well as a tool kit worth Rs. 1000/- to 113 homeless citizens who are living in various Night Shelters built by Delhi Govt.’s DUSIB (Delhi Urban Shelter Improvement Board). Many of them have also got jobs in the market by now. Apart from Chief Guest Dy CM Shri Manish Sisodia, the award ceremony was attended by MLA Ms. Alka Lamba and DUSIB CEO V. K. Jain.

Laying down the vision of Delhi Govt., the Dy. CM said “Delhi Govt’s effort is to ensure that there are no homeless people in Delhi. Every year Delhi Govt. used to get a scolding from the Hon’ble Supreme Court & High Court on the number of homeless who used to die in Delhi but in the last 2 years, CEO Mr. V.K. Jain has put up such a wonderful team in DUSIB that we can say this with confidence & pride that no one dies on Delhi roads due to winter cold. I’m happy that from giving shelters to homeless we’ve reached a stage where we are fulfilling the needs of the society by giving out trained cooks, plumbers, electricians & even massage therapists from our shelters. I congratulate all the NGOs & agencies which played the role of imparting this training. I dream that when the assistant electricians going out from here meets us years down the line, they would have provided jobs to many more electricians.”
DUSIB has been identified as the nodal agency for implementation of welfare for the homeless in Delhi. Presently DUSIB is managing more than 187-Shelters which provide food, health facilities & rehabilitation. DUSIB in association with Delhi Directorate of Training & Technical Education of Delhi Govt as well as with the selected NGOs started skill training to homeless people in 10 shelters as a pilot project, which was inaugurated by the LG and the Chief Minister. The financial support is coming from DTTE & the curriculum of these courses are also prepared by DTTE’s Industrial Training Institutes.
This is a life changing initiative for all these 113 men & women who can now hope to find better work & acceptance in the society. For the remaining of the 150 trained candidates, the exam was conducted in Aug 2017 & result is awaited.

Food and Civil Supplies Minister, Shri Imran Hussain has directed the department to conduct surprise inspections in major wholesale markets of Delhi to check hoarding of onions.

 

Shri Hussain has expressed concern regarding rising retail prices of onions and in such a scenario the possibility of hoarding cannot be ruled out.

 

The minister has directed the department to carry out intense inspections of whole sale markets such as Azadpur Mandi, Okhla Mandi, Ghazipur Mandi, Keshopur Mandi, etc. The Minister also directed inspection of retail markets in different parts of Delhi as well.

 

It was directed to constitute teams of officers from Market Intelligence Cell, Enforcement Branch and Circle Offices of the Food and Civil Supplies Department who shall visit these markets on daily basis.

 

Since the food items reach wholesale Mandis at night, around 3.00 AM from where the items are sold out by early morning to retail markets, it was directed that the teams shall visit Mandis from 3.00 AM to 7.00 AM.

 

The teams shall also visit godowns of the commissioned agents/ whole sellers/Aarhatiyas/retailers to check  soaring onion prices. Special authorization is being issued by the Food and Civil Supplies Department to the Officers for carrying out these inspections.  Area SHO may also be informed about the constitution of teams for surprise inspections for necessary operational support.

 

Shri Hussain directed the Food and Civil Supplies Department to send inspection reports on day to day basis for his perusal.

Nearly eight thousand kgs of plastic bags seized in Delhi and Rs three lakh fines collected

Environment Minister Mr Imran Hussain has announced that nearly eight thousand kilograms of plastic bags (less than 50 microns) have been seized, 492 challans/notices issued and around Rs three lakh environment compensation realised so far in Delhi, as part of the ongoing efforts to implement the plastic ban.

Mr Hussain conducted a meeting with senior officers from Municipal Corporations, Local Bodies, Revenue Department, Urban Department, Environment Department and Delhi Pollution Control Committee to review the progress made on the implementation of the ban on less than 50 micron plastic carry bags in Delhi.

During the meeting, officers informed the Minister that directions of Hon’ble NGT are being implemented by all concerned departments and plastic carry bags are being seized and challans are being issued.

As per the reports submitted by various departments, a total of 7739 kg of plastic carry bags (less than 50 microns) have been seized, 492 challans/notices have been issued and a total of Rs 2,90,000/- amount has been realized as Environment compensation.

Mr Hussain directed the officers to strictly implement the directions of Hon’ble NGT regarding sale, storage and use of less than 50 micron plastic carry bags at the shops, markets and other establishments and send regular action taken report.

To spread awareness about ban, the minister also directed all concerned departments to issue public notices in newspapers, distribute leaflets/pamphlets to the shops and general public and conduct awareness workshops/drives. Public sensitization and voluntary abstinence from plastic carry bags will goa long way in implementation of the ban.

The minister directed that concerted and coordinated efforts are required to be taken on a regular basis by the various agencies charged with this responsibility viz. Municipal Corporations/Local bodies, Revenue Department etc., along with Environment Department and the DPCC.

Chief Minister of Delhi, Shri Arvind Kejriwal today greeted the people on the occasion of celebrating the 71st Independence Day at a function organized by Delhi Government at Chhatrasal Stadium where he unfurled the Tricolour- National Flag.

The Deputy Chief Minister, Shri Manish Sisodia, Health Minister, Shri Satyendar Jain, Labour Minister, Shri Gopal Rai, Environment Minister, Shri Imran Hussain, Minister of SC/ST welfare, Shri Rajender Pal Gautam, Deputy Speaker, Vidhan Sabha, Rakhi Birlan, a number of MLAs, Acting Chief Secretary, Shri S.N. Sahai & senior Officers of Delhi Government were also present on this occasion.

The Chief Minister inspected the parade in the state level function and took the Guard of Honour from the contingents of Delhi Police, Civil Defence, Delhi Fire Service, DDMA, NCC & Schools Children.

The Chief Minister also awarded medals to five officers and Ex-officers of Delhi Fire Services for their distinguished services. These officers included Shri P.S Dahiya, Ex. Asst. Divisional Officer, Shri Ved Chikara, Asst. Divisional Officer, Shri Narendra Singh, Station Officer, Shri Surender Kumar, Leading Fire man and Singh B. M. Pawar, Asst. Wireless Officer.

Shri Kejriwal said that in the last 70 years we have been working hard to realize the dream of India as a great nation. We have achieved a lot; however, a lot more remains to be accomplished. The world is changing fast, new challenges are emerging and we have to overcome these challenges and continue with faster pace on the path of progress and prosperity. This solemn occasion is the time for all of us to reflect upon how each of us can contribute to the cause of building our great nation in our unique way.

The Chief Minister said that Delhi Government is the first Government of India carry out a comprehensive outcome Budget 2017-18. This will prove to be a milestone in bringing openness and accountability in public spending. The primary goal of the Government in the past two and half years have been to provide the best possible facilities in Education and Healthcare to all citizens to Delhi. 38 % of the total Budget 2017-18 has been allocated only for education and health sectors. By doing show we have been able to improve our education and healthcare facilities in the capital.

Speaking on the occasion, Shri Kejriwal stressed upon the need to make the citizens “smart” first and then think for making the “smart cities” and “smart villages”.

He said that the Citizens can become smart, only when they will be provided with better education, extending proper healthcare facilities, imparting them skill education and inculcating in them the feeling of patriotism and love for the country.

There after the villages and cities will automatically become smart cities and smart villages, Shri Kejriwal said.

He said that during the 70 years after achieving freedom, the respective Governments spent a very less part of the Budget on educating the people and extending and providing proper Healthcare and facilities to them. He said Delhi Government has spent 38 percent of the Budget on the education and better Health services for the people with the result school education and Health care and Health facilities improved and upgraded.

The Chief Minister Said that to improve the quality of education in Government Schools, the Government has taken measures to upgrade the professional skill of the teachers. An integrated approach was adopted for capacity building by SCERT, whereby apart from innovative in house capacity  building prorammes the 89 Head of Schools were given exposure to various National &  International Institutions of repute viz. Cambridge University, U.K & leadership training programme for 57 HOS(Head of Schools) at IIM Lucknow, IIM Ahmedabad & National University of Educational Planning & Administration (NUEPA).  SCERT has also organized around 1 lakh capacity building programmes of School Management Committees (SMC).

He Said that we will prepare the students to learn skill to become self reliant so that they can earn livelihood and can give employment to other youth also. We have established a world class skill centre in Vivek Vihar and we will establish 25 more world class skill centers in Delhi, where the government will be able to impart skill training to 25000 students. The Chief Minister said that the Government School recorded pass percentage of 88.27% and Rashtriya Pratibha Vikas Vidyalays recorded a pass percentage 99.72% at the 12th level and 92.44% at 10th level during the academic session in 2016-17. 372 Govt. School students passed the JEE main examination.

He said that Delhi Government has taken several patient centric initiatives during past few months. Major achievements and initiatives have been taken up:-

                             I.        All Essential Drugs as per essential drug list are provided free of cost to all patients attending the public health facilities of Delhi Govt.

                           II.        Laboratory diagnostics services are provided free of cost to all patients attending the Mohalla Clinics of Delhi Govt.

                         III.        The radiological services such as MRI, CT, PETCT, Radior Nuclear Scan, Ultrasound, Color Doppler, Echo, TMT, EEG and EMG are being provided free of cost to all residents of Delhi at 23 NABH accredited DGEHS empanelled radiological centres subject to referral from the public health facilities of Delhi Govt.

                         IV.        Free high end Radiological diagnostics for 11 tests by empanelling 23 Private Diagnostic centers for which 30 Delhi Government Hospitals and 25 Polyclinics have been authorized to refer the patients to these 23 empanelled Diagnostic centers.

                           V.        Free surgery scheme for 52 surgeries by 48 empanelled Private Hospitals for which 24 Delhi Government Have been authorized to refer the patients to these 48 empanelled Private Hospitals

                         VI.        Free dialysis service is provided in 3 hospitals with sixty dialysis machines viz. Rajiv Gandhi Super Specialty Hospital (RGSSH), Lok Nayak Hospital (LNH) and Dr. Headgewar Arogya Sansthan (DHAS).

                       VII.        To achieve the target to setup 1000 “Aam Admi Mohalla Cinic” in different part of Delhi, the government has made a special drive of land inventory so that the target can be achieved.

                     VIII.        At present, 23 Polyclinics are functioning. Further a proposal has been initiated to establish more polyclinics in current financial year.

                         IX.        Delhi Government’s aim is to raise the total bed strength from 10000 beds to 20000 beds in its hospitals for providing better health care services to citizens of Delhi. In view of this the following hospital projects have been taken up;

(a) Hospital –Cum-Medical College at Dwarka.

(b)  Hospital at Burari

(c) Hospital at Ambedkar Nagar

                           X.         “Home to Hospital care” Ambulance Services Scheme has been launched by Govt. of Delhi. Under this scheme CATS ambulances are providing free ambulance services for all kind of medical emergencies at doorstep. At present.

Chief Minister appealed people to fight against dengue and Chikungunya in the capital.

Lambasting at the labour contractors, the Chief Minister warned the contractors to mend their habits of siphoning the wages of the labours and provide them minimum wages as per rule. He said that he has received a number of complaints from the labours that the contractors are exploiting them to the extent that they give them less money of their wages and get their signatures on bigger amount which was accruable to them. To curb this menace of exploitation of the labour in the hands of the contractors, the Chief Minister said that Delhi Government is planning to create regular/permanent jobs for the labours which are engaged in need based work of 365 days.

The Chief Minister sought the co-operation of all the political parties and Lt. Governor of Delhi in this mission.

He also stressed upon the need for ensuring women security in the society with deterrence. He said the people involved in crime against women should be dealt with hard punishment irrespective of his position and status.

The Chief Minister expressed his concern over the hatred prevailing in the society in the name of religion, caste, creed and lynching of human being. He said that such feeling of hatred is weakening our society and is against the spirit of the constitution.

Shri Kejriwal concluded his speech with a song “ Hai Preet Jahan Ki Reet Sada, main Geet wahan ke Gata Hoon, Bharat Ka rahane walan Hoon, Bharat Ki baat Sunata Hoon”.
