वजीराबाद में नाले की सफाई के दौरान जान गंवाने वाले एक मजदूर के परिवारवालों से मिलने के लिए दिल्ली के मुख्यमंत्री श्री अरविंद केजरीवाल 23 जनवरी, बुधवार को उनके घर पहुंचे। मुख्यमंत्री ने परिवार की मदद के लिए 10 लाख रुपये की घोषणा की है। मुख्यमंत्री श्री अरविंद केजरीवाल ने यह भी आश्वासन दिया है कि परिवार के एक सदस्य को नौकरी दी जाएगी।

उल्लेखनीय है कि एक स्थानीय कॉन्ट्रैक्टर के जरिये नाले की सफाई के लिए गये इस मजदूर की रविवार को मृत्यु हो गई थी। परिवार से मिलने के बाद मीडिया से बातचीत के दौरान मुख्यमंत्री ने कहा, सीवर की सफाई के दौरान एक मजदूर की मृत्यु हो गई थी। यह बेहद दुखद और दर्दनाक है। सीवर की सफाई के मामले में दिल्ली सरकार ने बहुत कड़े नियम बना रखे हैं लेकिन कई बार, कुछ कॉन्ट्रैक्टर और इंजीनियर नियमों का उल्लंघन करते हैं। ये लोग पर्याप्त सुरक्षा के मजदूरों को नाले में उतार देते हैं। यह मामला भी ऐसा ही लग रहा है। इस मामले में लापरवाही करने वाले कॉन्ट्रैक्टर्स और इंजीनियर्स के खिलाफ हम सख्त कार्रवाई करेंगे।

मुख्यमंत्री ने यह भी कहा, दिल्ली सरकार इस परिवार को 10 लाख रुपये की आर्थिक मदद दे रही है। इसके अलावा इनके परिवार के एक सदस्य को हम नौकरी भी देंगे। मैं खुद मीटिंग लूंगा और सुनिश्चित करूंगा कि नाले की सफाई के दौरान कोई भी कॉन्ट्रैक्टर या कोई अन्य व्यक्ति नियमों का उल्लंघन न करे। हम यह भी सुनिश्चित करेंगे कि भविष्य में ऐसी घटनाएं दोबारा न हो। इस हादसे में कॉन्ट्रैक्टर ने नियमों का उल्लंघन किया है। कॉन्ट्रैक्टर के खिलाफ कार्रवाई की जाएगी। इस मामले में हम इंजीनियर्स की भूमिका को भी देखेंगे। दिल्ली सरकार ने नालों और सीवर की सफाई के लिए नियम बना रखे हैं। इसके तहत पर्याप्त सुरक्षा इंतजामों और अन्य नियमों के पालन के साथ सफाई की जानी चाहिए।

Chief Minister of Delhi Sh. Arvind Kejriwal on Wednesday, January 23 met the family of the deceased labourer who died while cleaning a drain in Wazirabad. He announced financial help of Rs. 10 lakh to the family of the deceased.

The Chief Minister also assured the family that one member from the family will be given a job.

The labourer died on Sunday, while cleaning a drain at the behest of a local contractor.

Speaking to the media, the Chief Minister said, “A labourer died here while cleaning a drain. It is very sad and painful. Delhi Government has set a very stringent norm for cleaning of drains and sewers, but many times, some contractors & engineers violate the rule and ask the labourers to enter the drain or sewer without proper safety kit and all. This also prima facie looks like a similar case. We will take strong action against the contractor & the engineer involved in this.”

“Delhi Government will give a financial help of Rs. 10 lakh and also provide job to one member of the family. I will myself take a meeting and ensure that the contractors or anyone don’t violate the rules for cleaning of drains and sewer so that such incidents don’t occur again. The contractor has made several violations and action will be taken accordingly; we will also look into the role of the engineers,” said the Chief Minister.

Delhi Government has fixed norms for cleaning of drains & sewers. The cleaning has to be done with proper safety kit and other norms also have to be followed.

Delhi govt gives three-fold hike in margin money to ration dealers


·         Food & Supplies Minister Imran Hussain announces the decision following cabinet approval

·         Ration dealers now to get Rs two per kg in place of existing 70 paisa per kg

Food and Civil Supplies Minister Mr Imran Hussain on Saturday announced that the Delhi government has increased by three times the margin money for ration dealers in the national capital.

The announcement by the minister comes following the Cabinet approval to the department’s proposal for hiking the margin money from existing Rs 70 per quintal to Rs 200 per quintal to the ration dealers for distribution of foodgrains through manual mode.

(The cabinet, headed by the Chief Minister Mr Arvind Kejriwal has approved the Food Department proposal to hike the ration dealers margin money from 70 paisa per kg to Rs two per kg in offline mode – manually)

It includes rice and wheat distributed by ration dealers under National Food Security Act, 2013 apart from sugar.  The ration dealers will get the benefit of enhanced margin money from the month of March 2019.

Delhi Ration Dealers Association had been demanding for a long time that margin money for manual distribution of food grains may be increased in order to enable themrun Fair Price Shops (FPSs) in a sustainable and viable manner.

Mr Hussain further informed that the decision to increase margin money has been taken by the government keeping in mind various factors including dailywages of fair price shop holders, storage cost, shortage incurred during retail distribution, electricity charges and reasonable commission/profit.

Due consideration has also been given by the government towards the cost of owning/hiring a space for FPS in various parts of Delhi and  the payment of wages by the FPS owners as applicable to skilled worker.

The Minister expressed confidence that the decision to increase margin money will bring relief and succour to the ration dealers. They will work with renewed vigour and enthusiasm in distributing due ration to the poor beneficiaries.

Mr Hussain further informed that the decision to increase margin money will also help in curbing the unlawful activities by certain vested interests such as black marketing, diversion of ration, siphoning off ration, depriving ration to the beneficiaries, disbursing lesser than entitled ration etc.

Revenue Minister inaugurates East District e-Sub Registrar Office & e-District Centre

·          Shri Kailash Gahlot says Delhi govt believes in transparency in governance  

Revenue Minister Shri Kailash Gahlot on Monday inaugurated an e-Sub Registrar office at Geeta Colony and an e-District Centre for the East District of Delhi.

The new building of e-Sub Registrar (Geeta Colony) office has been constructed by the DTTDC at an approximate cost of Rs 8.67 crore after demolishing the old structure at the same site.

Speaking on the occasion, Revenue Minister Shri Kailash Gahlot said :“Delhi government believes in transparency in governance. Doorstep delivery of services was an important step in this direction and the Department should ensure reduction in pendency in this ambitious scheme.”

With the new building, the office has been converted into a modern e-Sub Registrar office. Online appointment is now available for various documents  registration. On an average, 40-50 documents are presented in this office daily. This office mainly caters to the areas of Geeta Colony ,Mayur Vihar, Jagatpuri, Khichripur, Dallupura, Kondli, Vasundhara Enclave, Common Wealth Games Village etc.

During the construction period, the SR (Geeta Colony) office was temporarily shifted in the building of SR (PreetVihar)..

The new building has been constructed by adopting Green Building Technology. While  designing it, the convenience of the visiting public has also been taken into consideration. It is now a two storeyed building with a capacious air conditioned waiting hall having all public essential facilities like drinking water ,  toilet etc. Wheel chair facility is also available for differently abled people.

(In the old building, there was no waiting hall for the public. Further, it also had no drinking water and  toilet facilities for the visiting public).

e-District Center

The Bhagidari Hall has also been renovated recently and converted into an e-District Centre at an approximate cost of Rs 1.10 crore.

The new hall is fully air conditioned having sufficient waiting area for the public.

This e- District Centre caters to the residents of Patparganj, Kondli, Laxmi Nagar,Krishna Nagar and Trilokpuri.

Token vending machine has been installed at the new hall for the convenience of public and the token number is displayed on the LCD screen placed above each counter. Now, the public is not required to stand in a queue for getting their various work done like issuance of OBC/SC certificate, income/domicile certificate and marriage registration etc.

Earlier the applicants had to visit different rooms of the concerned sub- division for their work and no waiting area was also availablefor them. Now all the facilities are available at one place.

Environment minister directs all departments to be ready with anti-pollution measures

The Minister for Environment and Forests, Shri Imran Hussain chaired a meeting to review the steps being taken for prevention, control and mitigation of air pollution in Delhi and NCR. The meeting was attended by the Secretary (Environment & Forests), Member Secretary (DPCC), Director (Environment), PCCF and APCCF.

However, Commissioners of North MCD, South MCD, East MCD and VC (DDA) etc., were not present in the meeting. Representatives of DPCC, North MCD, East MCD, PWD, DCB, DDA, Revenue Department, Transport Department and Traffic Police attended the meeting.

The Minister directed to take measures for prevention and control of road dust/re-suspension of dust and other fugitive emissions. He also directed to take measures for prevention and control of air pollution from construction and demolition activities as well as air pollution from vehicles.

He directed that Development Agencies should ensure that all construction sites should adhere to C& D Waste Rules 2016 to avoid any dust emission from construction activities. No Construction Material should be kept open and regular sprinkling of water at all construction sites must be done. All high rise building should have the arrangement of water sprinkling for dust suppression. Strict Action against the violators of norms should immediately be initiated by the respective authority.

He also directed the Transport Authorities/Traffic Police to deploy more staff so that strict action should be taken on the overloaded vehicles and vehicles carrying uncovered construction material. The Minister stressed upon the need to stop the entry of non destined vehicles in Delhi as Eastern and Western Peripheral Expressways have become operational.

He also stressed upon intensifying the actions by all the concerned departments/agencies keeping in view the onset of winter. Municipal Corporations were also directed to explore feasibility of water sprinkling in inner lanes of the colony before sweeping as lot of dust is emanated from manual sweeping of roads. PWD has been directed to increase the deployment of more Mechanical Sweeping Machines on more than 60 feet roads and with the arrangement of Water sprinkling on roads.

The Minister also reviewed the Action being taken by various Departments/Agencies on the Graded Response Action Plan (GRAP) as notified upon the directions of Hon’ble Supreme Court of India to combat air pollution in Delhi and NCR. He also reviewed the steps being taken by Departments & Agencies for prevention and control of biomass burning including crop residue, garbage burning, Road , Re-suspension dust vehicular Pollution etc.

Secretary (Environment) apprised the Minister about the progress made on Green Budget Scheme of Delhi government, viz, Conversion of Industrial fuel to PNG, Conversion of coal based Tandoors to Gas based, Conversion of boilers in Hotels &Restaurants to clean fuel, Greening of city by Mass Plantation.

He also mentioned that DPCC had deployed 83 Home Guard volunteers as Environmental Marshals in wards of three Municipal Corporations. These Air Marshalls have observed 9845 number of violation cases in Delhi. DPCC has taken action against 2656 number of polluting units since 1.1.2018.Action has also been taken by SDMC, EDMC, NDMC against 10196 numbers of units operating illegally in non-conforming areas in Delhi.

The Minister of Environment after reviewing the progress directed all the stakeholder departmental officers to intensify their actions as per the various categories of Graded Response Action Plan (GRAP) and ensure all preparedness to deal with winter season episodic air pollution in Delhi.

Chief Minister, Shri Arvind Kejriwal has announced a compensation of Rs five lakh each to the families of 17 persons who lost their lives due to fire in a private hotel at Karol Bagh in central Delhi early morning.

The Chief Minister said the government has ordered a magisterial inquiry to ascertain the cause of fire and the reasons behind it.

“It is an extremely painful incident and the cause of fire has not yet been ascertained. A magisterial probe is being set-up, which should be able to determine the cause of fire and lapses which could have led to such a painful incident. If there were violations of building bylaws, that will also be under the ambit of this probe. All relevant angles will be brought under the ambit of the probe,” the Chief Minister said.

Before the Chief Minister, the Home Minister, Shri Satyendar Jain inspected the incident spot.

Shri Jain said a bare inspection of the area reveals that most of the buildings in the vicinity have more than four floors and have apparently come up in blatant violation of the building regulations and without the requisite fire safety standards/precautions.

On the directions of the Chief Minister, Shri Jain wrote to the Revenue Minister, Shri Kailash Gahlot for instituting a magisterial inquiry into the matter as to how the hotel building had more than four floors, whether deliberate violations were allowed to allow the building to operate commercially against building bylaws and responsibility be fixed for lapses, which led to such a serious and painful incident.

The Minister has directed the Fire Services Department to carry out an immediate inspection of the buildings in the area having more than four floors and take strict action as per the fire safety standards and guidelines to prevent recurrence of such incidents in future.

DCPCR to conduct comprehensive school evaluation exercise in all Delhi schools through Quality Council of India as System Integrator through DHE, GNCTD #DelhiGovernance #AAPatWork

5)      The cabinet approved the Department of Higher Education proposal for nominating the Quality Council of India (QCI) as System Integrator (SI) for Comprehensive Evaluation Exercise of Schools (Government, Municipal, Aided and Unaided) in Delhi Being Undertaken by Delhi Commission For protection of Child Rights (DCPCR) :


CABINET approval has been granted for allowing Quality Council of India (QCI) to be engaged as System Integrator (SI) by Delhi Commission For Protection of Child Rights(DCPCR) to assist in the project management of comprehensive school evaluation exercise of all schools (Government, Municipal, Aided and Unaided) in Delhi, on nomination basis.

Several high level meetings were held with Secretary (Education), Director (Education), Director (SCERT), and all the three Directors of Education of the three local bodies. In addition, consultations have been undertaken with nearly 100 Principals and teachers of all kinds of schools (Government, Municipal, Aided and Unaided) in Delhi and their feedback incorporated. Series of consultations have also been done with various key civil society organizations that have been playing critical role in the Delhi’s education system and their feedbacks incorporated.

Section 31(1) of Right of Children to Free and Compulsory Education Act casts the responsibility of monitoring of implementation of the said Act on Delhi Commission For Protection of Child Rights (DCPCR). Since the Act makes DCPCR the statutory authority for monitoring of the implementation of the Act to recommend measures for effective implementation, it is critical to devise systemic, and systematic processes for comprehensive evaluation of schools.

In the Right to Education(RTE) State Advisory Council meeting dated 01.11.2017, it was decided that Delhi Commission For Protection of Child Rights (DCPCR), hereafter referred as “DCPCR” or “Commission”, shall conduct comprehensive evaluation of school ( Government, Municipal, Aided, and Unaided) on academic levels of students, meeting of RTE norms with respect to infrastructure, teachers and security measures for students. The minutes of the meeting is at Annexure-I.

In this regard, the DCPCR had constituted Working Group comprising representatives from Directorate of Education, Government of NCT of Delhi (GNCTD), East Delhi Municipal Corporation, North Delhi Municipal Corporation, South Delhi Municipal Corporation, New Delhi Municipal Council, SCERT/DIETs, Delhi Cantonment Board, private schools and civil society organizations. The Working Group after deliberations of nearly three months submitted its report outlining the evaluation framework, process and use-cases.

Deputy CM makes over one crore records of official documents public


·         Centuries old land records upto 1993 now available to the public

Deputy Chief Minister Shri Manish Sisodia on Wednesday launched the web Portal of Delhi Archives (www.archives.delhi.gov.in) of the Delhi government at the C. D. Deshmukh Auditorium of the India International Centre.

Delhi Archives is a custodian of records of the Delhi Government and was established in the year 1972 with a sole aim to preserve the Archival Heritage of the historic city – Delhi. The department is having archival records pertaining to the heritage of the city for the period 1803 onwards.

The web Portal of Delhi Archives is a glimpse of the Project of Digitization and Micro-filming of Archival Records which was initiated by the department and was inaugurated by Shri Sisodia on 31st August 2017.

Under the project, four crore pages of records are being digitised and microfilmed within a span of 30 months and would be uploaded on the website of the department for access of the public.

Till date, more than 1.60 crore of records have been digitized so far and out of which approximately 60 lakh pages of records are uploaded on the web Portal for the benefit of general public and research scholars.

The number of uploaded records would gradually increase in due process and four crore pages will be uploaded in stipulated period.

The main objective of this project is to facilitate the access of archival and property records of more than 200 years old to the general public and research scholars for search of specific information and records.

Anyone can access these records through dedicated portal by registering his/her credentials on http://archives.delhi.gov.in/abhilekh.

With the help of this portal Aam Aadmi can access the government records with a click of mouse. This is a prestigious project of the Kejriwal Government sanctioned and go live within a period to facilitate the access of archival and property records. Perhaps, this is one of its own kind probably in Asia in term of quantum of records.

Deputy Chief Minister praised the efforts of the department and said that it will curb corruption and facilitate the Aam Aadmi to access the government record with a click of mouse.

Shri Sisodia said that this would not only facilitate the users but also give a long life to the records. He also emphasised that the portal will help in preventing the ‘polluting history’ promoting through Whats App and provide the correct historical facts before the Aam Aadmi.

Ms. Rinku Dhugga, Secretary (ACL) said that this is a revolutionary step to give the access of archival records to common man to arise archival awareness about the heritage.

Delhi govt cancels all public engagements on Friday due to Pulwama terror attack

Delhi government on Friday cancelled all its public programmes, including inaugurations of various developmental works and festivals, as a mark of respect to the 40 CRPF personnel who lost their lives in the highly condemnable terror attack in Pulwama (Jammu and Kashmir) on Thursday.

Chief Minister Mr Arvind Kejriwal cancelled the inauguration of the new office building of District Magistrate (West) at Shivaji Palace, Raja Garden, New Delhi.

He also cancelled the inaugural programme of replacement of old sewer line in Basti, Hazrat Nizamuddin at Markaj road, Nizamuddin, New Delhi and also the inauguration of DUSIB toilet block at Motinagar.

The Chief Minister has regretted all invitations for participation in marriage and other functions for Friday.

In his message condemning the Pulwama terror attack the Chief Minister said :“Our 40 brave CRPF brothers have lost their lives in a brutal and cowardly attack by terrorists. Entire country is in grief and there is tremendous anger among the people on this highly condemnable and cowardly act. We salute the martyrs and we stand firmly with their families. The government and people of Delhi are fully with the Central government at this hour and we support whatever action the Central government and our armed forces deem fit. We are ready for any cooperation to deal with this dastardly attack,” Mr Kejriwal said.

While, the Deputy Chief Minister, Shri Manish Sisodia cancelled the inaugural programme of seven new world class skill centres at integrated institute of technology, sector-9, Dwarka, wherein the inaugurations of seven world class skill centres at Vevek Vihar, IBBS  BTC Pusa, IIT Dwarka, SSE  Wazirpur, SSE Jhandiawalan, RIT Rajokari, and  DPSRU Campus Pushp Vihar were to be done by him.

The Deputy Chief Minister also cancelled the inauguration of 32nd Garden Festival organised by Delhi Tourism at Garden of Five Senses, Saidulazab, New Delhi.

All ministers – Mr Satyendar Jain, Mr Kailash Gahlot, Mr Imran Hussain and Mr Rajinder Pal Gautam also cancelled all their public engagements as a mark of respect to the CRPF martyrs.

Deputy Chief Minister Shri Manish Sisodia on Thursday met the protesting employees of Delhi government and said the elected delhi government was in agreement with their demands, which should be immediately accepted by the hon’ble Lieutenant Governor and the Union Home Minister.

“In this decisive fight, the government is with you”, the Deputy Chief Minister assured the employees, in his meeting with them.

The employees working with various departments of the Delhi Government are on a sit-in protest and hunger strike since almost a week, demanding implementation of the Sahai Committee Report, recruitment and promotions in vacant positions and general transfer posting policy.

Shri Sisodia said he will seek appointments with the hon’ble Lieutenant Governor and the Union Home Minister to apprise them of their genuine demands.

Shri Sisodia strongly stressed that the Delhi government must have authority over the Services Department not only for its smooth functioning, but also for creating a positive environment for the employees, the lifeline of any government.

“Since May 2015, we are fighting to retain the Services with Delhi Government.  This is not a personal fight, but a fight against the repressive system” said Shri Sisodia.

The Deputy Chief Minister said he is pained to see that the DASS cadre has been continuously subjected to injustice.

He appealed to the employees to call off their hunger strike, since it affects the health of those sitting on protest.

  Shri Sisodia conveyed the assurance from the Chief Minister that the elected government is committed towards the interests of employees working for the Delhi government.  (ENDS)
