CM & Deputy CM call on the Union Finance Minsiter Ms Nirmala Sitharaman

·         CM & Deputy CM assure full cooperation from the Delhi government

·         CM says Centre & Delhi governments need to work together for Delhi’s betterment

·         Finance Minister apprised of Delhi not getting its due share in central taxes

·         CM tells the Finance Minister to provide funds for Municipal Corporations

Chief Minister of Delhi Mr Arvind Kejriwal and Deputy Chief Minister & Finance Minister Mr Manish Sisodia called on the Union Finance Minister Ms Nirmala Sitharaman at her North Block office on Thursday.

The Chief Minister and the Deputy Chief Minister congratulated Ms Sitharaman on assuming the important charge of Finance Minister.

Mr Kejriwal assured the Union Finance Minister of full cooperation from the Delhi government and stressed upon the need for the two governments to work together for the betterment and further development of the national capital.

The Chief Minister said the goal of his government is tirelessly work for the welfare of Delhi.

The Chief Minister and the Deputy Chief Minister told the Union Finance Minister that Delhi contributes around Rs 1.5 lakh crore as Income Tax towards the Central exchequer, however in return Delhi gets merely Rs 325 crore as share in central taxes, which too has been frozen since nearly two decades. In comparison, the share of other states in central taxes is quite high.

The Chief Minister told the Union Finance Minister that the more the Centre invests in Delhi, it will lead to a boom in economy here and Delhiites will provide more tax collections to the Centre.

The Union Finance Minister was also apprised of the fact that the Centre provides grants to states for the civic bodies, however, Delhi has been deprived of this and therefore the Municipal Corporations are not getting any help from the Centre.

The Chief Minister and the Deputy Chief Minister requested Ms Sitharaman to provide funds for the Municipal Corporations to improve their financial conditions.

The Delhi government also requested the Union Finance Minister to clear Rs 3,000 crore pending integrated goods and services tax (IGST) dues of Delhi. The IGST dues for the first year of the roll-out of the indirect tax in 2017-18 (FY18) are still pending.

We are willing to work with all stakeholders in the industry and resolve any hurdles that they face in the roll out of EVs in the city.”

Shri Jasmine Shah, Vice Chairperson of DDC-Delhi, added, “Delhi aims to become the EV capital of India. Electrification of final mile delivery vehicles has the potential to kick-start the transition to EVs in the city. We expect this pilot to pave the way for other market segments and are committed to its success.”

Regarding the UML pilot working group Dave Mullaney, Director for RMI’s global freight transport initiative said, “The use of EVs for final mile delivery is ready to take off. The participants who are working with us and their excitement to be on this pilot shows that clearly. It is an incredibly exciting group that includes titans of Indian industry, global e-commerce giants and brand new homegrown startups. We look forward to working with companies and the Delhi government to make the city a global leader in final mile electrification.”

Samhita Shiledar, RMI’s project manager for the pilot, remarked on the high level of partnership between public and private sectors. “Collaboration between different public and private sector players has been crucial to the pilot. The level of commitment and enthusiasm from a wide range of stakeholders is unique and will position Delhi to be a first mover in EV space in India and an example for other cities to follow.”

Delhi wakes up to CCTVs installed through #DelhiGovernance by #AAPatWork; from protest to sit-in to tech consultancy, this project took whatever it takes

Labour Minister, Shri Gopal Rai inaugurates installation of CCTV cameras in Babarpur constituency

·         CCTVs will act as major deterrent to crime, will create fear of law: Shri Gopal Rai

·         CCTVs will give confidence to women to step outside freely:  Shri Gopal Rai

The Delhi government is committed to creating a secure environment for citizens, especially for women and children. Despite not having the Delhi Police under the government’s control, several steps are being taken to strengthen rule of law. In this direction, the biggest project towards security of women is the installation of CCTV cameras throughout the city.

After Deputy Chief Minister, Shri Manish Sisodia inaugurated the installations in his constituency Patparganj earlier this week, Labour Minister Gopal Rai inaugurated the project in his Babarpur constituency on Wednesday. For the last six months, MLAs and the CCTV manufacturer BEL, along with the local RWAs have been surveying their area and have identified spots for surveillance.

After inaugurating the installation, Shri Gopal Rai said, “The security of the people of Delhi is not just a commitment of this government; it is something the government is actively working to achieve. It is an important day for Babarpur as the installation of CCTV cameras begins today. This was a key promise of our government to the people and is being fulfilled today.”

Stressing on the need for this project with respect to women security, Shri Gopal Rai said, “Today women in Delhi are afraid to step outside their homes. CCTV cameras strike at this fear itself. Women can now step outside their homes with the confidence that Delhi government’s cameras are watching out for their security. If anyone misbehaves, they will be captured on camera and nabbed immediately. The Delhi Police SHO of the area will have a live feed of all cameras to avoid any delays in accessing footage.”

“The footage will also reach our command centre at the PWD headquarters over internet for which a WiFi connection has been provided by the government. I appeal to all people to keep in touch with local RWAs for any issues with respect to the CCTVs and inform the administration in case of any problems faced,” said the Labour Minister.

–          CM requests quick Central approval for Yamuna floodplains natural water storage project, which will end Delhi’s water shortage

–           Union Minister appreciates Water Harvesting and localised STPs initiatives of Delhi government

Chief Minister, Shri Arvind Kejriwal on Monday demanded that Delhi’s share in water allocation which was fixed at 875 cusecs in 1996 and has remained static since then needs to be urgently raised with upward revision since the population of the national capital has nearly doubled since then.

The demand was made by the Chief Minister in the call-on meeting with the Union Jal Shakti Minister, Shri Gajendra Singh Shekhawat, which was attended by Delhi Urban Development Minister, Shri Satyendar Jain, Chief Secretary Delhi, all top officials from the Union Ministry and the Delhi Jal Board.

Shri Kejriwal informed the Union Minister that Delhi’s water requirement was last fixed in 1996 when the population of the city was 1.25 crore, and in the last 23 years Delhi has undergone massive expansion since then and the population has also shot up during last more than two decades.

The Chief Minister appealed to Shri Shekhawat to urgently address the issue of increasing the water allocation of Delhi.

“Today’s water requirement of Delhi cannot be met with what was fixed in 1996, I also appeal to you to consider the fact that Delhi is the country’s capital and all concerned authorities must ensure that drinking water is available to all the residents. It must be the primary responsibility of all,” the Chief Minister said.

Shri Kejriwal said drinking water demand must be given priority over the demand for water for irrigation.

The Chief Minister said the water demand in Delhi will further go up in coming months and years with the Delhi Development Authority’s (DDA) Land Pooling policy coming up. According to policy, atleast 16 lakh new flats will be constructed in the city and this will further increase the water demand in a major way.

The Chief Minister requested the Union Minister to expedite the necessary appx3rovals for the Delhi government’s ambitious project for natural water storage in the Yamuna floodplains.

Shri Kejriwal explained that with this project Delhi will be able to meet its water demand for atleast half year with the storage of single day Monsoon rain.

Shri Shekhawat assured that the Union Ministry will examine the Delhi government’s proposal and give its opinion within three days of receiving it.

The Chief Minister informed in the meeting that Delhi government is giving top priority to water conservation and as a major step Rain Water Harvesting is being made compulsory in all Delhi government school buildings and government buildings. This will ensure water conservation in a big way.

Delhi government is also installing localised Sewage Treatment Plants (STPs) in all Delhi government schools buildings to minimise wastage of water.

Delhi government is also working on a project to conserve water in residential areas, which will begin with the Group Housing Societies, where the plan is to install a double piping system for segregating toilet and kitchen/bathroom waste water for recycling.

The Union Minister appreciated the Water Conservation efforts of the Delhi government. Yamuna cleaning and other important issues were also taken up for a healthy discussion during the meeting. (ENDS)

CM @ArvindKejriwal directs officials to submit ATRs for vulnerable city water logging points to prevent urban flooding #Sustainability #DelhiGovernance #AAPatWork #Resilience

CM directs officials to submit status report on vulnerable water logging points of Delhi

·         Chief Secretary directed to submit the report within a week

·         CM tells officers shortcomings in previous years in dealing with water logging

·         Chief Secretary says accountability & responsibility of every concerned officer to be fixed

·         CS tells officers ugly pictures and visuals of Delhi water logging not acceptable

Chief Minister, Shri Arvind Kejriwal on Tuesday directed the senior officials to take all possible effective measures to ensure that residents of Delhi do not face any inconvenience due to water logging during coming Monsoon days.

The Chief Minister’s direction came during the programme to launch the Flood Control Order report for the current year, in presence of his cabinet colleagues and all the top officers of the Delhi government and civic agencies.

Shri Kejriwal directed the Chief Secretary, Shri Vijay Dev to ask all the concerned departments to provide a list of all the already identified vulnerable water logging points across Delhi within next seven days, along with the status report of what has been done to prevent water logging and problem areas, if any, before the Monsoon sets in.

“All departments do a good job in implementing flood control measures in Delhi, but let us be clear that there are shortcomings in tackling water logging during Monsoon. Vulnerable water logging points are known and it must be ensured that the problem does not occur in the already known points. If for any reason like a structural defect at any point, water logging can’t be prevented, then it should be clearly recorded,” the Chief Minister said.

Shri Kejriwal lauded the efforts of various departments and inter-departmental coordination in tackling floods in the Yamuna Flood Plain areas and other low lying areas during Monsoon, particularly when water is released in Yamuna from neighbouring states and the river breaches the danger mark.

Chief Secretary Shri Vijay Dev directed the officers of the concerned departments to ensure that no ugly pictures of water logging bring a bad name to Delhi during Monsoon.

“Ugly photographs and visuals of water logging are simply not acceptable”, the Chief Secretary said.

Shri Dev said accountability and responsibility of each and every officer under whose jurisdiction the respective areas fall will be fixed in case water logging happens.

He said every concerned department and officer will be monitored for the work during Monsoon.

The Chief Secretary said any department under whose jurisdiction any drain, road or any other water logging point comes, should be prepared to ensure that they are all clean.

Delhi Government’s NSUT to increase student intake to 12,000 students, specializing in environment, architecture and applied sciences with dozens of post-doctoral fellowships #AAPatWork #DelhiGovernance

Deputy CM & Education Minister inaugurates Netaji Subhash University of Technology

·         The university will be able to provide education to 12,000 students

·         Delhi Assembly had passed a bill for the creation of NSUT in December 2015

·         Following Centre’s approval after two and a half years, NSUT inaugurated on Wednesday

Delhi government on Wednesday dedicated a new technical university to the people of Delhi.

Deputy Chief Minister and Education Minister, Shri Manish Sisodia inaugurated the Netaji Subhash University of Technology (NSUT).

“It is a matter of happiness for Delhi to get a new technical university and now the responsibility of making this university world class lies with the students, faculty and the vice chancellor. The government has done its job by creating the university, now it is over to you,” Shri Sisodia said on the occasion.

After the creation of the university, 12,000 students will be able to study here, whereas the current intake is 3700 students. The university will have B.Tech and M.Tech programmes along with MSc courses.

Recalling the sequence of events which led to the creation of the university, Shri Sisodia said whenever a new government takes over, concerned officers of the department make a presentation of the ongoing and pending projects.

The Deputy Chief Minister said between 14th February and 13th March 2015, he held meetings with the officers of the Education Department and placed his vision, but he felt that it was one-sided since he spoke and others listened. “It was a monologue,” Shri Sisodia said.

To change this, the Deputy Chief Minister said he along with all senior officers of the Education Department decided to meet at a village near Raipur in Chattisgarh on 2nd April 2015, in an institute working on education.

“We stayed there for a week and discussed what we thought about education. It was there that we visualised the NSUT dream and in August 2015, the Delhi cabinet approved the draft bill for creation of NSUT,” Shri Sisodia said.

However, after the Delhi Assembly passed this bill, it took two and a half years for the Central government to approve the NSUT.

On the occasion, the Deputy Chief Minister announced that the Delhi government has asked all the heads of educational institutions of higher education that they should provide a vision of how their institution will be in top 10 of the world, and the government will not allow resources to come in the way.

This University will adopt concretely planned and highly structured research and study programmes viz flexible and adoptive academic curriculum, Industry Institute partnership for better redressal of community issues, engagement of global faculty and students with a diversified background and coherent faculty participation for a progressive development. Facilitation and development of technical incubation centres to bridge the gap between academics and industry. Instead of a closed system NSUT will be envisaging an open system by engaging alumni, experts and intellectuals from diverse fields.

NSUT will create specialized divisions in selected areas such as management, architecture, medical sciences, applied sciences, energy, environmental studies, nanotechnology etc.

NSUT will introduce Post-Doctoral fellowships, Post-Doctoral research programmes with suitable compensation, freedom and traveling grant. Periodic advertisements for the above mentioned programs would be carried out time to time as per the need. Postgraduate student’s curriculum and research will be in tune with employers need for their better placement. In each department, there will be a placement cell for better coordination with the central placement cell.

The growth of NSUT and its further expansion will result in the creation of a much larger pool of competent faculty, professionals and researchers which will result in achieving excellence and would make a significant contribution towards making Delhi the `Knowledge Capital’ of India.

Delhi Government: Where the public school leadership goes to Oxford and Cambridge to further autonomy-accountability! #AAPatWork #DelhiGovernance

60 Delhi govt school principals to go to Cambridge in October

·         So far 119 principals have been to Cambridge since February 2015

·         Deputy CM appeals to principals to learn about autonomy and accountability

Delhi government is sending 60 principals of its government schools to the prestigious Cambridge University for Leadership Programme training this month, Deputy Chief Minister and Education Minister, Shri Manish Sisodia announced on Monday.

The Deputy Chief Minister said the principals will be sent in two batches of 30 each.

The first batch will be at Cambridge between October 8 and 17. The training for the next batch will be from 19th to 28th October.

Addressing the principals, Shri Sisodia said the Delhi government has increased it teachers training budget more than 11 times from Rs nine crore to Rs 102 crore.

After the improvement in infrastructure in Delhi government schools, the next desire of the society and parents is that children studying in government schools should get world class education, therefore an important step in this direction is that teachers should be trained at the best level, Mr Sisodia said.

“Teachers should have first hand experience of best education practices of the world and it is with this perspective that our government stresses on teachers training at best institutes of the world,” Mr Sisodia said.

Recalling what teachers training meant when he had taken over as Education Minister of Delhi, Shri Sisodia said at that time it was widely thought training meant attending seminars and there was no concept of teachers training, however, now meaningless seminars have been replaced by real training.

He also touched upon the obstacles in arranging the international training programmes for government schools teachers and principals. “The system has shown resistance to this initiative of sending you to premier institutes across the world. The only way to beat that resistance is to make your visit meaningful by learning from best practices across the world. Let’s ensure that no decision by any Education Minister faces resistance to send educationists for such exposures, and that can happen only if there is visible change in your schools after your learnings. We fundamentally believe that unless teachers & principals are not exposed to world class education, we cannot expect the same or better from them,” Mr Sisodia said.

Shri Sisodia appealed to the principals not to confine themselves to merely training seekers at Cambridge, but as Education Administrators, and should understand the administrative functioning also.

“My suggestion is go with prior preparation, be properly prepared and be completely focused during your training tenure,” the Deputy Chief Minister said.

“All of you are being sent on tax payers money, therefore in return I expect you to be harbingers of change in making Delhi government schools education world class. This will be a great service,” Mr Sisodia said.

The Deputy Chief Minister told the principals they would get a chance to visit schools there and they should form an understanding about the autonomy and accountability of schools.

“I am in favour that schools and heads of schools should be given complete autonomy, the autonomy however, comes with accountability. I would like to know your views about autonomy and accountability there,” Mr Sisodia said.

Mentioning about the School Management Committees (SMCs), Mr Sisodia asked the principals to learn about the concept, role and decision making abilities of such committees in the United Kingdom.

Mr Sisodia encouraged the teachers and principals to be active on social media platforms. “Please share your Cambridge experiences on Facebook and Twitter. This will help your colleagues and other teachers across the country to pick up best education practices across the world,” he said.

During last three and a half years, Delhi government has been consistently and regularly sending teachers and principals for world class training to the best institutes of the world.

So far, 119 Delhi government school principals have attended the 10-day Inspiring Leadership Improving Performance at Cambridge.
