CM announces Rs five lakh compensation for families of Zakir Nagar fire victims  

·         Mr Arvind Kejriwal inspects the site of fire incident and meets the injured in hospital

·         Exact cause of fire will be ascertained and responsibility will be fixed if lapses are found

Chief Minister Mr Arvind Kejriwal on Tuesday announced a compensation of Rs five lakh each for the families of six persons who lost their lives due to fire in a building at Zakir Nagar, and Rs two lakh each to those injured in the fire.

The announcement was made by the Chief Minister after he inspected the incident site along with Delhi Waqf Board chairman and MLA, Amanatullah Khan.

The Chief Minister also went to the Holy Family Hospital to meet the persons injured in the fire.

“A very bad incident of fire took place last night, in which six persons lost their lives and 11 have been injured, who are currently admitted in the Holy Family Hospital. The Fire Department managed to bring the fire under control, but lives of six persons could not be saved,” the Chief Minister said.

Mr Kejriwal stated :“Delhi government will provide a compensation of Rs five lakh each to the families of those who have lost their lives and Rs two lakh each to the injured. The government will also ascertain the exact cause of the fire and all efforts will be made that there is no repeat of such incidents.”

The Chief Minister said he has been told prima facie the cause of fire appears to be short circuit, but it will be probed and strict action will be taken if any negligence or lapse is found. Responsibility will also be fixed.

जाकिर नगर में एक बिल्डिंग में आग लगने की वजह से 6 लोगों की जान चली गई और 11 लोग जख्मी हो गये। दिल्ली के मुख्यमंत्री श्री अरविंद केजरीवाल ने घटनास्थल का दौरा किया और जख्मी लोगों को देखने के लिए होली फैमिली अस्पताल भी गये। इस घटना पर मीडिया से बातचीत करते हुए श्री अरविंद केजरीवाल ने कहा,

कल रात को बहुत बुरा हादसा हुआ। बहुत बुरी आग लगी है। जिसमें 6 लोगों की मौत हो गई है और 11 लोग जख्मी हैं। ये सभी होली फैमिली हॉस्पिटल में एडमिट हैं। फायर डिपार्टमेंट के लोगों ने मेहनत करके आग बुझा दी है। लेकिन कई लोगों की जान नहीं बच पाई है। ये बहुत बुरा हादसा है। जिन लोगों की मौत हुई है उनके परिवारों को दिल्ली सरकार  की तरफ से हम लोग 5-5 लाख रुपये का मुआवजा देंगे और जो लोग घायल हैं उनको 2-2 लाख रुपये का मुआवजा दिया जाएगा। हम इस हादसे की जांच कराएंगे कि ये किन कारणों से हुआ। जो भी कारण हों, कोशिश करेंगे कि आगे से ऐसा कोई हादसा न हो। अभी बताया जा रहा है कि ये शॉर्ट सर्किट की वजह से हुआ है। अगर कोई लापरवाही हुई है तो उसकी जांच कराएंगे और जिम्मेदारी तय करेंगे।

Following CM’s directions, Minister, Shri Imran Hussain announces major relief for Autorickshaw drivers

·         No road try test after re-calibration of auto fare meters

·         Advisory issued to manufacturers for capping software upgradation of auto fare meters at Rs 400

Following directions from the Chief Minister, Shri Arvind Kejriwal, the Consumer Affairs and Legal Metrology Department Minister, Shri Imran Hussain on Wednesday announced a major relief for autorickshaw drivers of Delhi by discontinuing the practice of road try test after re-calibration of auto fare meters.

Shri Hussain informed that the Chief Minister had directed him to hold consultation meeting with all stake-holders to simplify the procedure for re-calibration of auto fare meters. This initiative of Kejriwal government will benefit the auto rickshaw drivers as well as the commuters, as recalibration will be done faster, which will also save cost and time.

Delhi government had recently revised the auto fares. This has necessitated re-calibration of auto fare meters after up-gradation of their software. The re-calibration of auto fare meters is about to start shortly.

Shri Hussain also informed that the Auto Rickshaw drivers were also complaining about charging of exorbitant prices by Manufacturers, Repairers and Dealers of Auto Rickshaw fare meters for upgradation of software.

The Minister announced that for providing relief and succour to Auto Rickshaw drivers, an advisory has been issued to the Manufacturers, Repairers and Dealers of Auto Rickshaw fare meters for not charging more than Rs.400/- per meter plus applicable GST for undertaking software upgradation post revision of auto fares.        

Previously, after re-calibration and initial verification by Weights & Measures Department (now renamed Legal Metrology) in its laboratory at Wazirpur, the Auto Rickshaw drivers had to go for the road try test at RewlaKhanpur, Najafgarh.

The Auto Rickshaw drivers were demanding that road try test at the far away location at Najafgarh was inconvenient to them and it was also causing loss of a day’s earning. They were requesting for making the re-calibration process smooth and convenient and for conducting at central location.

Shri Hussain informed that after convening several high level meetings and discussing the issue, the Legal Metrology Department of Delhi was directed to re-examine the proposal in totality. The Department after examining the legal provisions of Legal Metrology Act and in consultation with Department of Consumers Affairs, Government of India, decided to discontinue road try test which was proving to be inconvenient to Auto Rickshaw drivers.

The Legal Metrology Department shall henceforth issue verification certificate after carrying out Simulated Road Test Method in the laboratory of the Department itself.

The Simulated Road Test shall be conducted at the Taxi Meter Unit of Legal Metrology Department located at Wazirpur Industrial Area. Presently the Autos/Taxis have a device fitted with vehicle called “Transducers” which convert the distance to be measured into pulses or digital data which are passed to the Auto/Taxi Meter to calculate and indicate the fare.

The Department has so far been testing the Auto/Taxi Fare Meter with the help of electronic pulse generating machine in the lab situated at Taxi Meter Unit which checks the auto/taxi fare meter on the basis of pulse generated for distance travelled and calculates fare. Thereafter the meters were being tested on road through Road Try Test at RewlaKhanpur. From now onwards, the Auto Rickshaw drivers will not go for the Road Try Test at RewlaKhanpur and the verification certificate of Auto Fare Meter Testing will be issued after testing atWazirPur Laboratory only.

Deputy Chief Minister, Govt. of Delhi, Shri Manish Sisodia today inaugurated the “Orientation Programme” organised by the Indira Gandhi Delhi Technical University for Women (IGDTUW), wherein eminent educationist, experts and the Students participated.

Inaugurating the programme, Shri Sisodia said that the girls when get educated and empowered can empower the entire nation and thus play an important role in building blocks of any country and as more technical women means less Gender Gap in Industries.

He said that the universities are treasure of knowledge and the pursuit of truth, which enhances the overall development of the students and help them achieve their dreams.

Shri Sisodia said that the orientation program familiarizes the new students with the new work culture and academic environment offered by the University and goes a long way in laying a strong foundation for the student’s life in the University System.

He said that the programme will guide and assist students through the transition from their familiar school environment to the diverse challenges of student life at a university, where they are expected to operate independently and take responsibility for their actions and choices because we believe that a sound education is a holistic one that not only provides academic qualifications, but also helps develop well-rounded individuals who will become responsible members of society.

Encouraging the students, Shri Sisodia said, “Don’t have fear of failure. Don’t allow to ride it upon you. If it rides on you, it will harm your carrier. Put it your feet and step ahead. You will succeed in your life. (Failure se daro mat, na use apne upar haavi hone do. Failure agar haavi ho gaya to kamyaavi nahi milegi. Failure ko paron ke niche rakhkar aage badho aur safal ho gao).

Director, DTTE & Higher Education, Shri S.S.Gill, Vice Chancellor of IGDTUW, Dr. Amita Dev, were also present on this occasion.

An exhibition of the Vehicles and Various Projects was also set up. The students of IGDTUW have fabricated all terrain vehicles and racing cars, with which they have participated in various National and Internal Level Competitions. The incubates of the Anveshan Foundation, which is an incubation centre funded by Delhi Government, displayed a variety of Artificial Intellect and Robotic Projects. They were highly appreciated by the Guests.

The orientation program is organized every year and provides the students with an opportunity to visit to various on-campus facilities, departments, labs, library, computer centre, hostels, medical centre etc. The students got to know about the various rules and regulations and what is in store for them at the University, so as to increase their comfort level regarding their decision to join the IGDTUW. The VC, Head of the Departments, the Registrar, the Librarian, Hostel warden and Training and Placement officer addressed the students during the orientation program which was followed by a visit to the campus by the new batch of students.

Chief Minister, Shri Arvind Kejriwal and Deputy Chief Minister, Shri Manish Sisodia on Wednesday addressed more than 10,000 Anganwadi workers at the Indira Gandhi Stadium.

The mega-programme was organised to distribute smartphones to all workers in an effort to digitise all operations of the Anganwadi sector. On this occasion, Delhi government’s ambitious Early Childhood Care Curriculum was also launched.

The smartphones being provided are aimed at reducing the administrative burden of Anganwadi workers and improving the efficiency of the department. It will also help to maintain a real time monitoring mechanism of the status of all centres. This will be a major step towards enhancing the quality of Anganwadis in the city.

Chief Minister, Shri Arvind Kejriwal said at the event, “There is a perception that Anganwadis are merely centres for providing food to children. Children would come, they were given food and sent back. Now an Early Childhood Care Curriculum is being introduced so that Anganwadis provide the kind of care and education that is provided at the expensive playschools. Even the poor will have access to the facilities that the rich do. Anganwadis will now be developed into playschools.”

Deputy Chief Minister, Shri Manish Sisodia, who is also the Minister for Women and Child Development said, “Across the world it has been acknowledged that 80% of children’s’s brain development takes place by the age of 6. But India has continued to neglect early childhood care. Delhi’s Anganwadi reforms are an effort to change that, and build a model for the country.”

Speaking about the smartphones being provided to the 10,000 workers, Mr Kejriwal said, “Whenever governments have to provide electronic appliances to people on a large scale, ordinarily they provide substandard products. But we are providing you a high end phones, ones that ministers, IAS officers use. You don’t have to worry about the data charges either, the government will take care of it.”

“Earlier you would have to maintain 11 or 12 registers monthly at each Anganwadi. Now using this smartphone, you will be able to enter everything into our database and the government will directly have access to that information. This is a digitisation of the entire Anganwadi sector that will not only benefit you, but also the department,” the Chief Minister said.

Stressing on his government’s commitment to the welfare of Anganwadi workers, the chief minister said, “I recall that many of you had come to us with the low salary problem. We could have hiked your salary then as per the norm by 10 or 20%, which was also what you had demanded. Instead we had hiked your wages by 100%. Delhi’s Anganwadi workers may now be the highest paid in the country.”

“If you are unhappy at your workplace, how will you improve the conditions there? We have tried to rid your work environment of all the difficulties you would face. If you ask for a salary hike now, we will grant it. Don’t worry about your salary, it is my job to keep you happy. But then it is your responsibility to keep Delhi’s children happy. I won’t give you reason to complain, but then you cannot give Delhi’s parents any reason to complain too,” said Mr Kejriwal.

Laying out his vision for the sector, the Chief Minister said, “Today whenever someone talks about electricity, water, schools, hospitals, Mohalla clinics, people across the country vouch for the work being done in Delhi. It is my dream that soon Delhi should also be known at the state where Anganwadis are the best. The same system was running for the last 70 years and had run government schools to the ground. But over the last five years, it was the same set of individuals who turned around the schools of Delhi. We didn’t replace the teachers or Principals, we just gave them a better environment to work in. Now the same 10000 Anganwadi workers who were neglected by earlier governments will turnaround the Anganwadis of Delhi.”

Speaking about his government’s programmes, the chief minister also said, “People would come to me asking for special favours to appoint them as Anganwadi workers. I am not in the business of doing anyone out of turn special favours. Even my son doesn’t get such benefits. But that’s when I realised that Anganwadi workers are coming from poor households, who are trying very hard to make ends meet. For all of you we have taken the step of making electricity free up to 200 units. Isn’t this another way of hiking your salaries? Won’t this help you to run your households better? Even your water is free. Your children are studying in government schools. Manish Sisodia has transformed these schools as well. We want your children to live better lives, become doctors, engineers. They should not have to face the hardships that you may have faced. We have also made provisions to send the elderly in your families on a tirth yatra.”

Deputy Chief Minister, Shri  Manish Sisodia said, “Today we are launching the Early Childhood Care Curriculum along the lines of the world’s best early childhood care methodologies. In 5-6 months people will start coming to you to get advice on how to provide quality child care. The chief minister was very happy when I took this scheme to him. He is very concerned about the welfare of Anganwadi workers. He directed us to also provide usage charges for data along with the smartphone. Delhi is the only state where every single Anganwadi worker is being provided with a smartphone.”

Mr Sisodia told the gathering that the government overcame all obstacles in ensuring that Anganwadi workers get quality smartphones and the entire process took more than a year.

“It has become a practice that if something is to be provided the mindset is that complete a formality by providing something ordinary. We were determined that if mobile phones are to be provided to Anganwadi workers, these must be instruments which will help them professionally in reducing their physical workload,” Mr Sisodia said.

The Deputy Chief Minister said the mindset that Anganwadis are places where young children are only to be fed, has to change. “Nutrition is an important component in Anganwadis functioning, but we will turn these into such centres of children learning that these will become models for the rest of the country.”

सीएम केजरीवाल ने 10000 आंगनबाड़ी वर्कर्स को बांटे उन्नत किस्म के स्मार्टफोन, सभी हुए ऑनलाइन। 

आंगनबाड़ी के बच्चों के लिए लाॅन्च किया अर्ली चाइल्डहुड केयर कैरिकुलम

 दिल्ली सरकार आंगनबाड़ी केंद्रों को हाईटेक कर रही है। उन्हें प्लेस्कूल जैसा माहौल देने की कोशिश की जा रही है। इसी क्रम में आज दिल्ली सरकार ने आंगनबाड़ी केंद्रों में कार्यरत 10000 वर्कर्स को स्मार्टफोन प्रदान किए। साथ ही बच्चों के लिए अर्ली चाइल्डहुड केयर कैरिकुलम लाॅन्च किया गया। 

इस अवसर पर मौजूद दिल्ली के सीएम अरविंद केजरीवाल ने बताया कि अब आंगनबाड़ी केंद्रों को कंप्यूटराइज्ड किया जा रहा है। यहां काम कर रही वर्कर्स को अब 11-12 रजिस्टर मेन्टेन नहीं करने होंगे। वह स्मार्टफोन के जरिए ही पूरी जानकारी दे सकेंगी। उन्होंने कहा कि 2015 से पहले आंगनबाड़ी केंद्र केवल खाना बांटने के सेंटर की तरह जाने जाते थे। इसमें हमने बदलाव किया है। उन्होंने कहा कि हम चाहते हैं कि सभी को समान शिक्षा मिले। अमीर लोग अपने बच्चों को प्राइवेट स्कूल, प्ले स्कूल में दाखिला करा देते थे। जबकि गरीबों के पास सरकारी स्कूल और आंगनबाड़ी केंद्रों का ही रास्ता बचता था। इसलिए हम ऐसा माहौल दे रहे हैं कि आंगनबाड़ी केंद्रों को भी प्ले स्कूल की तरह विकसित किया जा सके।

मुख्यमंत्री श्री  अरविंद केजरीवाल ने कहा कि आज जब देश में बिजली, पानी, हेल्थ, सरकारी स्कूलों की बात की जाती है तो दिल्ली में अच्छे काम का जिक्र होता है। इसी तरह आने वाले साल में हम आंगनबाड़ी केंद्रों में भी इस तरह के बदलाव करना चाहते हैं। जहां बच्चों को बुनियादी शिक्षा और उचित पोषक आहार मिले।

मोबाइल का खर्चा भी देगी दिल्ली सरकार

जिन आंगनबाड़ी वर्कर्स को स्मार्टफोन दिए गए हैं, उनके मोबाइल का खर्च भी दिल्ली सरकार ही वहन करेगी। सीएम केजरीवाल ने कहा कि आंगनबाड़ी वर्कर्स गरीब घर से आती हैं, उनकी सैलरी आदि को लेकर कई समस्याएं थीं। सबसे पहले हमने उनकी समस्याओं को दूर करने का प्रयास किया। उनकी सैलरी डबल कर दी। गरीबों को फ्री बिजलीपानी की सुविधा दी। उन्होंने कहा कि आगे भी जो समस्या होंगी, उन्हें दूर किया जाएगा। जब आप दुखी होगे तो आपका काम में मन नहीं लगेगा। आपको हमने खुश किया है, अब आपका काम इन बच्चों को खुश करना है। 

दिल्ली में बदली सरकारी स्कूलों की तस्वीर

उन्होंने दिल्ली सरकार के सरकारी स्कूलों की व्यवस्था का जिक्र करते हुए कहा कि आज दिल्ली के स्कूलों का माहौल बदल दिया। इससे दिल्ली के सरकारी स्कूलों में कार्यरत टीचर्स और हेडमास्टर का नाम हो रहा है। ये वही टीचर और हेडमास्टर हैं जो पहले से पढ़ाते आ रहे थे, हमने उनको नहीं बदला, सरकारी स्कूलों के माहौल को बदल दिया।

आंगनबाड़ी वर्कर्स को मिलेगी राहत

गौरतलब है कि अभी तक आंगनबाड़ी वर्कर्स को 11-12 रजिस्टर अपने साथ रखने पड़ते थे, अपने सेंटर का रिकार्ड रखने के लिए। लेकिन सारा काम कंप्यूटराइज्ड होने से अब वह स्मार्टफोन के जरिए आॅनलाइन सारी जानकारी मुहैया करा सकेंगी। दिल्ली सरकार के इस कदम से आंगनबाड़ी में फर्जीवाड़ा की संभावनाएं भी कम हो जाएंगी। इन आंगनबाड़ी वर्कर्स को उन्नत किस्म का स्मार्टफोन दिया गया है, जिसे अधिकारी वर्ग वगैरह यूज करते हैं। इस अवसर पर दिल्ली के डिप्टी सीएम मनीष सिसोदिया, मुख्य सचिव विजय गोयल समेत हजारों की संख्या में आंगनबाड़ी कार्यकर्ता मौजूद रहीं।

बच्चों के 80 प्रतिशत दिमाग को विकसित करने पर काम शुरू किया आप सरकार ने: श्री मनीष सिसोदिया

इस अवसर पर दिल्ली के डिप्टी सीएम श्री मनीष सिसोदिया ने कहा सारी दुनिया में 6 साल से कम के बच्चों को अच्छी पढ़ाई की व्यवस्था कर रखी गई है। लेकिन हमारे देश में ऐसा नहीं है। देश में आज पहली बार राजधानी दिल्ली में यह योजना शुरू की गई है, जिससे बच्चों को आंगनबाड़ी केंद्रों में प्ले स्कूल जैसा माहौल मिले। जो बड़े परिवारों की प्ले स्कूल में लर्निंग होती है, वही लर्निंग आंगनबाड़ी पहुंचने वाले बच्चों को मिले।

नए लाॅन्च किए गए कैरिकुलम को तैयार करने वाली टीम को धन्यवाद देते हुए श्री  सिसोदिया ने कहा कि चारपांच महीने इंतजार कर लीजिए, कैरिकुलम की कापी मांगने देशभर की सरकारें यहां आएंगी। हिमाचल के मंत्री यहां आए थे, उन्होंने इस कार्य की काफी तारीफ भी की थी। आंगनबाड़ी केंद्रों में चल रही पूर्व की व्यवस्थाओं का जिक्र करते हुए उन्होंने कहा कि सारी दुनिया के वैज्ञानिक कहते हैं कि 6 साल में बच्चे का 80 परसेंट दिमाग डेवलप हो जाता है, लेकिन हम यहां केवल खाना खिलाने तक इंटरेस्ट रखते हैं। अब उनके खुश रहने, उनके दिमाग को डेवलेप करने पर काम शुरू हुआ है।

उन्होंने बताया कि दिल्ली के सीएम अरविंद केजरीवाल आंगनबाड़ी कार्यकर्ताओं के हितों का ध्यान रख रहे हैं। उन्होंने उनकी सैलरी 5 हजार से बढ़ाकर दस हजार कर दी। ये देश के इतिहास में पहली बार हुआ, वर्कर्स की सैलरी डबल की गई हो। उन्होंने कहा कि आंगनबाड़ी केंद्रों को प्ले स्कूल जैसा माहौल मिले। इसके लिए यहां की वर्कर्स को सैलरी, लीव भी उन्ही की तरह मिले। इस ओर दिल्ली सरकार काम कर रही है। इस दौरान सिसोदिया ने खुले मंच में आंगनबाड़ी कार्यकर्ताओं से बात भी की और उनकी समस्याओं को भी जाना। उन्होंने कहा कि दिल्ली के 6 लाख बच्चों का भविष्य उनके हाथों में हैं, आप दिल्ली के बच्चों का भविष्य संवारें। उन्होंने कहा कि जिस तरह गवर्नमेंट स्कूलों का माहौल बदला है, हम चाहते हैं कि उसी तरह अब आंगनबाड़ी में बच्चों को भेजकर अभिभावक खुश हों।

मिला उन्नत किस्म का स्मार्टफोन

उन्होंने कहा कि हम चाहते थे कि मंत्रियों, अधिकारियों के हाथों में जिस तरह का फोन होता है, हम चाहते थे कि आंगनबाड़ी कार्यकर्ताओं के पास भी ऐसा फोन हो। इसको लेकर काफी विरोध भी हुआ। अच्छी क्वालिटी का फोन दिलाने के चलते ही हम एक साल लेट भी हो गए। सरकार अब उनके डेटा का खर्चा भी वहन कर रही है। सारा काम ऑनलाइन होने  से सरकारी दफ़्तरों  चक्कर लगाने से भी छुट्टी मिलेंगीं। अब सब काम  सभी डाँटा मोबाइल  ही बना कर भेज दिये जाएँगे।

· Chief Secretary, Delhi to finalize the further modalities of the scheme.

Hon’ble Lieutenant Governor, Delhi, accorded in-principle approval to the mandatory “Annual Health Check up Scheme” in respect of all employees under Govt. of NCT of Delhi, aged 40 years and above. The mandatory Annual Health Check-up shall be made part of their Annual Performance Assessment Report to ensure its implementation in letter and spirit.

With the introduction of this scheme, all employees of Delhi Government will be eligible for Annual Health Check up scheme with the introduction of this scheme. The scheme shall benefit approximately 1.5 lakh employees currently working in Delhi Government. Such facilities were so far available to IAS officers and Group A Civil Services Officers only.

The introduction of the scheme will definitely prove to be a milestone in ensuring good health for all the employees under Govt. of NCT Delhi. The decision of Hon’ble LG in this regard will go a long way in improving the overall productivity and efficiency of the Administration.

The employee concerned will be able to visit any of the authorized/empanelled Hospitals for Annual Health check-up and will be eligible for reimbursement for the same.

Chief Secretary, Delhi has been separately requested to work out the finer modalities for getting the “Annual Health Check-up” by each and every employee irrespective of their grade in service.

Chief Minister announces free electricity for domestic consumers using upto 200 units every month

· Honest governance ensures cheapest electricity rates in Delhi and robust electricity infrastructure

In a mega announcement, Chief Minister, Shri Arvind Kejriwal on Thursday announced that Delhi government has decided to provide free electricity to domestic consumers using upto 200 units every month. This major relief to electricity consumers has come to into effect immediately, meaning the new scheme has been implemented from 1st August itself.

“Electricity is now free for those consuming upto 200 units per month. For those using between 201 to 400 units every month, they will be getting 50 % subsidy on their electricity bills,” the Chief Minister announced.

Tracing the journey of major electricity sector reforms in Delhi, Shri Kejriwal said when his government was formed four and a half years ago, the electricity sector was in a complete mess. Today electricity consumers are getting 24 x7 electricity at cheapest rates in the country, discoms financial health has improved considerably, electricity infrastructure has been strengthened beyond imagination and people no longer need inverters and generators in Delhi.

In 2013, we had launched a movement against exploitative electricity bills. Whichever house we would go to at the time, people would show use their bills that went into thousands for 100-200 units of consumption. During our 49-day government IN 2014, on 8th or 9th February an interesting incident occurred. Electricity distribution companies were in such a financial distress that they didn’t have any cash left to continue operations. They gave us an ultimatum that if the government doesn’t give us a certain sum to bail us out, Delhi will face a blackout the next day. They said they don’t have any money to purchase electricity.

There were four major issues with respect to electricity when we came in.

1) Each year Delhi’s power tariffs would be hiked arbitrarily. People were extremely concerned about their rising power bills.

2) Discoms were on the verge of bankruptcy, and a blackout was imminent. Even after 2015 there were a few occasions when this threat was looming on Delhi.

3) The power infrastructure of Delhi was crumbling. The cables, transformers needed to supply electricity had not been changed for years. Transformers were burning up. No investment was being made into augmentation and maintenance of the existing infrastructure.

4) Power cuts were a harsh reality of that time. People had to rely on generator sets, inverters to access 24×7 power.

In the last four and a half years, there has been a striking turnaround on all four counts. It is our relentless effort and honest intent that has led to historically low power prices in Delhi. Not only have prices not gone up, they have actually decreased. This is a miracle in itself.

Second, discoms are in a healthy financial condition today. They’re no longer making losses, they’ve turned a profit. The regulatory assets, which are accumulated losses are also substantially falling year on year.

Third, the power infrastructure has been upgraded on a massive scale. Wherever there was a requirement for new cables, transformers, they’ve been installed. Other than a handful parts of the city where some local faults persist, and we are working to mitigate those as well, we have worked to provide 24×7 electricity to the entire city in the last five years.

Fourth, power cuts are a thing of the past. This year the peak load during summer months was 7,400 MW. This is unheard of. Under previous governments, when the load would cross 6,400 MW, Delhi entire grid would be vulnerable for collapse. In 2013, the power cuts in Delhi were to the tune of 11.7 crore units. In 2018, this figure has plummeted 1.7 crore units, which is about 10 percent of the number of cuts five years ago. I’m not just saying this, we have solid data to back up this claim. Even the 1.7 crore units of cuts would be eliminated when the remaining transformers will be changed. The transmission losses in Delhi have gone down from 17% in 2013 to 8% today.

One might wonder, what is the story behind this miracle? Electricity bills went down, discoms’ revenues went up, their condition improved, power cuts reduced, investment into infrastructure also went up – how did this happen?

It is because the line losses have been almost eliminated. Delhi has the lowest line losses in the country today. In the last 4.5 years, the transformation that has happened in the power sector is historic.


The announcement I’m making today is big. This has been possible because the people of Delhi had elected an honest party to power in 2015. Households in Delhi that consume up to 200 units of electricity each month will no longer have to pay electricity bills. Their bills are being waived off. If you consume between 201 to 400 units, you will receive a 50% subsidy, but you will not get the benefit of 200 units of free electricity.

There are two reasons for doing this. Similar to the lifeline water commitment of the government under which each household gets a certain amount of free water, we believe each household should get lifeline electricity free. In 200 units an ordinary household can run basic appliances like a fridge, a TV, two light bulbs, fans. If any family is poor in the city, will they not use electricity? The government is committing to provide a basic lifeline power supply to all households.

Second, our experience in the lifeline water policy scheme was that a large section of people, instead of wasting water, started conserving water. Those who were consuming slightly more than 20,000 liters of water, began reducing consumption to under 20,000 to avail the free water benefit. Our expectation is that a similar trend will be seen after the lifeline electricity scheme is in place as well. Power conservation will be incentived. The increasing load on Delhi, which has become 7,400 MW today will also be under control. The subsidy needed to fund this is more or less the same as the previous subsidy we had provided. We have restructured the same subsidy.

What will be the impact of this scheme? From now on, up to 200 units of power will attract a zero bill. Under the previous government, in 2013, people were paying ₹928 for 200 units of electricity. Until yesterday, this figure was at ₹ 622 for 200 units. From today onwards, this will now cost nothing. For 250 units, in 2013 the bill was about ₹1250. Until yesterday, this was ₹ 800. From now on, consumers will only have to pay ₹ 252 per month. For 300 units, the bill in 2013 was ₹1585. Until yesterday this was ₹971 and from now on it will be ₹526. For 400 units, the bill was ₹2250 in 2013. Until yesterday this was ₹1320 and from now on it will be ₹1075.

I am happy to share today Delhi is supplying the cheapest electricity in the country today. In Mumbai, 200 units cost ₹1400, Delhi will pay zero. Mumbai pays ₹3310 for 400 units, Delhi pays ₹1075. Bangalore pays ₹135p for 20p units, Delhi pays 0. For 400 units, Bangalore pays ₹2910 and Delhi only pays ₹1075. Gurgaon pays ₹975 for 200, ₹1820 for 400 units. Noida pays ₹1310 for 200 units and for 400 units, almost ₹2500. In Amritsar under congress, ₹1318 for 200 and for 400 units, it is ₹2700.

I know the TV debates will criticise us for giving “freebies”. On the one hand if infrastructure has improved, the discoms are in good financial health, revenues have gone up, transformers have been augmented and you are getting 24×7 electricity then the reason you’re getting free electricity is because the people voted for an honest government. We are not siphoning off public money for ourselves. We are investing public money back into the people. The country’s politicians, ministers, MPs, MLAs, the senior officers are all enjoying free power. But no one calls those freebies. All I’m doing is extending those benefits to this country’s aam aadmi. Ordinary people of this country work all day long, run their households honestly, raise their children. I am trying to give them the same facilities that we provide to this country’s politicians and bureaucrats. What am I doing wrong if I am giving aam aadmis the status of a khaas aadmi? This is a historic step.

In the month of August 35% consumers use less than 200 units of power, and in the winter months this goes up to 67% consumers.

दिल्ली में बिजली कटौती, इन्वर्टर, जेनरेटर अब इतिहास बन चुके हैं

बिजली क्षेत्र में ऐतिहासिक सुधार ईमानदार सरकार के कारण संभव

नई दिल्ली। हमने दिल्ली में जब सरकार संभाली थी, तब बिजली कंपनियों की हालत ये थी कि उनके पास अगले दिन की बिजली खरीदने के पैसे नहीं थे। ब्लैकआउट होने वाला था। पूरी दिल्ली में बिजली की कटौती होती थी। साल दर साल बिजली के रेट बढ़ते थे। पिछले पांच साल में केवल और केवल कड़ी मेहनत और साफ नीयत से हम इस मुकाम पर पहुंचे हैं कि दिल्ली में 200 यूनिट तक बिजली फ्री हो गई है। 201 से 400 यूनिट तक लगभग 50 फीसदी सब्सिडी दी जा रही है। इससे ऊपर भी बिजली काफी सस्ती हो गई है। अब 24 घंटे बिजली रहती है। बिजली कंपनियों की माली हालत बहुत अच्छी हो गई है। दिल्ली में हमने इतने ट्रांसफॉर्मर लगा दिये हैं और इतने केबल बिछा दिये हैं कि अब दिल्ली के अंदर 24 घंटे देश में सबसे सस्ती बिजली लोगों को मिल रही है। ये चमत्कार केवल और केवल दिल्ली के लोगों की वजह से हुआ है क्योंकि आप लोगों ने एक ईमानदार सरकार को वोट दिया था। दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने गुरुवार को ये बातें कहीं।

दिल्ली सचिवालय में हुई एक प्रेस कांफ्रेंस में मुख्यमंत्री श्री अरविंद केजरीवाल ने कहा, दिल्‍ली में जब हम लोगों ने जिम्‍मेदारी संभाली थी तो बिजली क्षेत्र का बहुत बुरा हाल था। हमें याद है कि बिजली के अंदर गड़बड़ियों के खिलाफ हमारा आंदोलन शुरू हुआ था। मार्च 2013 में मैंने 15 दिन का अनशन किया था। (अनशन के फोटो इस प्रेस रिलीज के साथ संलग्न हैं)

दिल्ली में हम जहां भी जाते थे लोग हमें अपने बिजली के बिल दिखाते थे कि देखिये 200 यूनिट के, 300 यूनिट के हजारों-हजारों रुपये के बिल आया करते थे। लोग उन बिलों से बहुत ज्‍यादा परेशान थे। लोग कहते थे कि बच्‍चों का पढ़ाएं, रोटी खाएं या बिजली के बिल भरें। जब हमने 49 दिन वाली सरकार संभाली, तो बिजली कंपनियों की वित्तीय हालात इतनी ज्‍यादा खराब थी कि उन्होंने 8 या 9 फरवरी 2014 को बोल दिया था कि अगर आज दिल्‍ली सरकार ने इतने करोड़ रुपये नहीं दिये तो कल पूरी दिल्‍ली के अंदर ब्‍लैकआउट होने वाला है। कल की बिजली खरीदने के लिए हमारे पास पैसे नहीं हैं। वहां से आज तक की यात्रा, मौटे-मौटे तौर पर देखें तो चार समस्‍याएं बहुत बड़ी थीं जब हम लोगों ने दिल्‍ली में सरकार संभाली थी। सबसे पहली समस्‍या, हर साल बिजली के बिल अनाप-शनाप बढ़ाए जाते थे। दिल्‍ली की जनता अपने बिलों को लेकर बहुत परेशान थी। दूसरी समस्‍या, बिजली कंपनियां कंगाली के कगार पर थीं। तीसरी समस्या यह थी कि पूरी दिल्‍ली के अंदर बिजली का इंफ्रास्ट्रक्चर बैठ चुका था। कई-कई सालों से ट्रांसफॉर्मर नहीं बदले गये थे। केबल्स नहीं बदली गईं थी। चौ‍था, दिल्‍ली में भारी बिजली कटौती होती थी। हर साल लोगों को इन्वर्टर खरीदने पड़ते थे। जेनरेटर खरीदने पड़ते थे।

श्री अरविंद केजरीवाल ने कहा, इन सबको लेकर हमारी सरकार में खूब काम हुआ है। हमारी कड़ी मेहनत और हमारी साफ नीयत की वजह से बिजली के बिलों में भारी गिरावट आई है। पूरे देश में एक भी राज्‍य ऐसा नहीं है जहां पर बिजली के बिल न बढ़े हों, और हर साल न बढ़ते हों, ऐसे में दिल्‍ली के अंदर बिजली के बिल न बढ़ना उल्‍टे कम होना किसी चमत्‍कार से कम नहीं है। बिजली कंपनियों की वित्तीय हालत आज बहुत अच्‍छी है। आज बिजली कंपनियों के पास पर्याप्‍त रकम है। आज बिजली कंपनियों को घाटे कम हो रहे हैं। पिछले साढ़े चार सालों में बिजली के क्षेत्र में इंफ्रास्ट्रक्चर में जबरदस्त सुधार हुआ है। पूरी दिल्‍ली में बड़े स्‍तर पर ट्रांसफॉर्मर लगाये गये हैं। पूरी दिल्‍ली में बहुत बड़े स्‍तर पर केबल्स बदली गई हैं। अब हमने पूरी दिल्‍ली में 24 घंटे बिजली का इंतजाम किया है। बिजली कटौती बंद हो गई है।

इस साल गर्मियों के मौसम में पीक लोड 7400 मेगावाट का था। हमारे से पहले वाली सरकार में जब 6400 मेगावाट का लोड पार कर जाता था तब कहा जाता था कि दिल्ली का पूरा ग्रिड बैठ जाएगा। इस साल 7400 मेगावाट पर हमने दिल्ली चलाई। इसके अलावा साल 2013 में 11.7 करोड़ यूनिट्स के पावर कट लगे। वहीं, 2018 में 1.7 करोड़ यूनिट्स के पावर कट लगे। इस तरह 10 फीसदी से भी कम पावर कट रह गये हैं। पावर कट में 85 फीसदी कमी आई है। ये भी खत्म हो जाएगा। कुछ इलाके ऐसे बचे हैं जहां ट्रांसफॉर्मर को लेकर दिक्कत है, उसको हम युद्ध स्तर पर ठीक करा रहे हैं। अगर मैं बीआरपीएल का उदाहरण दूं तो वहां पर 17 फीसदी लाइन लॉसेस थे, जिसको हमने कम करके 8 फीसदी कर दिया है। दिल्ली में बिजली के बिल भी कम हो गये और कंपनियों का पैसा भी बढ़ गया, कंपनियों की माली हालत भी बहुत अच्‍छी हो गई। पावर कट भी ठीक हो गये और इंफास्‍ट्रक्‍चर में भी भारी इन्वेस्‍ट हो गया। आज दिल्‍ली के अंदर पूरे देश में सबसे कम लाइन लॉसेस हैं। आज जो पिछले साढ़े चार साल के अंदर सुधार हुआ है वह किसी चमत्‍कार से कम नहीं है। ये ऐतिहासिक है।


मुख्यमंत्री ने कहा, आज की ये घोषणा इसलिए संभव हुई क्योंकि दिल्ली के लोगों ने एक ईमानदार पार्टी को, ईमानदार राजनीति को वोट दिया था। उसकी वजह से आज दिल्ली में जो लोग 200 यूनिट तक खपत करते हैं उनको अपने बिजली के बिल देने की जरूरत नहीं पड़ेगी। उनके बिजली के बिल माफ हो गये हैं। अगर आप 201 से 400 यूनिट तक इस्तेमाल करते हैं तो लगभग 50 फीसदी की सब्सिडी मिलेगी। इसके पीछे मोटे-मोटे तौर पर हमारे दो तर्क हैं। हमारा ये मानना है कि अगर कोई आदमी गरीब है और उसके पास पैसे नहीं हैं, तो क्या वह पानी नहीं पियेगा। क्या वह बिजली इस्तेमाल नहीं करेगा। बेसिक लाइफलाइन का कमिटमेंट जैसे पानी को लेकर हमारी सरकार का था, वैसा ही अब बिजली के क्षेत्र में कर रहे हैं। पानी के मामले में पहले कुछ लोग कहते थे कि अगर हम 20 हजार लीटर पानी फ्री कर देंगे तो लोग पानी बरबाद करेंगे। लेकिन देखने में आया है कि पानी की बचत होने लगी। बचत इसलिए होने लगी क्योंकि जो 21 हजार या 22 हजार लीटर पानी खर्च करता था वह सोचने लगा कि अगर मैं 20 हजार तक ही खर्च करूं तो मेरी भी बचत हो जाएगी। उसी तरह से बिजली के मामले में होगा। जो लोग 210 यूनिट या 300 यूनिट तक खर्च कर रहे हैं वो भी सोचेंगे कि अगर बिजली खर्च 200 यूनिट से नीचे आ जाए तो मेरा भी बिल जीरो हो जाएगा। इससे बिजली की बचत को बहुत बढ़ावा मिलेगा। दिल्ली पर जो लोड बढ़ता जा रहा है जो 6,400 से 7,400 मेगावाट हो गया है, उस पर भी कंट्रोल आएगा। इसको करने के लिए सब्सिडी लगभग उतनी ही है जितना पिछले सालों में होता आया है। हमारा 1,800 से 2,000 करोड़ रुपये के करीब सब्सिडी का बिल हर साल होता है। सबसिडी के बिल में कोई खास बढ़ोतरी होने की उम्मीद नहीं है। उसी सबसिडी को हमने इस साल रिस्ट्रक्चर किया है कि किसको कितना देना है।

श्री अरविंद केजरीवाल ने कहा, मुझे बहुत खुशी हो रही है कि देश में सबसे सस्ती बिजली आज दिल्ली में मिल रही है। एक तरफ अगर इंफ्रास्ट्रक्चर में सुधार हुआ। बिजली कंपनियों की माली हालत में सुधार हुआ। रेवेन्यू बढ़ गया। इतने ट्रांसफार्मर लग गये। आपको 24 घंटे बिजली मिल गई। ये फ्री इसलिए हो रहा है क्योंकि आप लोगों ने ईमानदार सरकार को वोट दिया था। हम पैसे नहीं खाते। जो पैसे बचते हैं हम उनको आपको दे रहे हैं।

हमारे देश के नेताओं, मंत्रियों, विधायकों, सांसदों, अधिकारियों की बिजली फ्री है। उस पर कोई सवाल नहीं उठाता। अगर आम आदमी को भी, जो कि 24 घंटे मेहनत करके अपना परिवार चलाता है, मैं वही सुविधाएं देने की कोशिश कर रहा हूं, जो हमारे देश के नेताओं और अफसरों को मिल रही हैं, तो उसमें मैं गलत कर रहा हूं। अगर मैं इस देश के आम आदमी को खास आदमी वाली सारी सुविधाएं देने के लिए कोशिश कर रहा हूं तो इसमें मैं गलत क्या कर रहा हूं। एक सवाल के जवाब में मुख्यमंत्री ने ये भी बताया कि अगस्त के महीने में लगभग 35 फीसदी उपभोक्ता हैं जो 200 यूनिट से कम बिजली खर्च करते हैं। ये बढ़ते-बढ़ते सर्दियों के मौसम में लगभग 70 फीसदी हो जाते हैं।

– 100 interviews will be conducted of Delhi residents over the next 2 years

Delhi Archives, in collaboration with Ambedkar University, Delhi, launched the Delhi Government’s ‘Oral History Programme’ at the India International Centre today.

The project spearheaded by the Deputy Chief Minister, Govt. of NCT of Delhi,  Sh Manish Sisodia, is an extension of its’ agenda to democratize knowledge. By recording the memories of 100 of Delhi’s ordinary residents from different strata of society over the next two years, the project aims to document the history of the city from the perspective of its inhabitants.

Dy CM, Shri Manish Sisodia, who was unable to make it to the program sent his written message: “The historical narrative is dominated by the voices of the ruling class, excluding the experiences of ordinary citizens. This imbalance leaves a critical gap that fails to project the real picture. It is perhaps for this one-sided historical perspective that history becomes unrelatable to most people. The story of Delhi is not just about epic wars and the fall and rise of kingdoms, it is also about intimate details, the songs, festivals, weddings, the recipes, the businesses that will come alive for the younger generation.

The first phase of the initiative will map senior citizens connect with Delhi. The elderly are a treasure trove of stories and the custodians of our history.  Known for its composite culture, Delhi’s history will have much to offer to the country. Through common experiences and shared histories, people might realize we have more in common than what those wanting to polarise our society would want us to believe.  It is also essential to disseminate oral history as it will help tackle constant attempts to manipulate our past to advance a particular narrative.”

Today’s program began with a panel discussion on the topic “Oral History in the City: Potential and Possibilities” with noted historian Prof S. Irfan Habib, veteran chronicler Shri R.V. Smith, AUD Prof Dr. Denys Leighton, Cultural Advisor Ms. Abhinandita Mathur and archivist Ms. Usha Purie as participants, and noted researcher and historian Shri Sohail Hashmi as the moderator.

After screening two short films, distinguished guests such as Prof Anu Singh Lather (VC, Ambedkar University), Ms Rinku Dhugga (Secretary, ACL, Delhi Archives) and Mr Ajay Garg (Director, Delhi Archives) joined in the discussion. An MoU was signed between Ambedkar University and Delhi Archives as a formal beginning to the project.
