मुख्यमंत्री अरविंद केजरीवाल ने कहा कि कोरोना मरीजों को प्लाज्मा के लिए दर-दर की ठोकरें खाने के लिए मजबूर नहीं होना पड़ेगा। दिल्ली सरकार ने लोगों की परेशानियों को देखते हुए आईएलबीएस अस्पताल में प्लाज्मा बैंक बनाने का फैसला लिया है। यह देश का पहला प्लाज्मा बैंक होगा, जो अगले दो दिनों में शुरू हो जाएगा। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि आईएलबीएस अस्पताल कोरोना अस्पताल नहीं है। कोरोना से ठीक हो चुके मरीजों को दोबारा संक्रमण होने की यहां संभावना नहीं है। प्लाज्मा दान करने वालों के आने -जाने की व्यवस्था सरकार करेगी। उन्होंने प्लाज्मा दान करने के लिए लोगों को प्रेरित करने में मीडिया से महत्वपूर्ण भूमिका निभाने की अपील की। साथ ही कहा कि दिल्ली सरकार भी लोगों को फोन करके इसके लिए तैयार करेगी। मुख्यमंत्री अरविंद केजरीवाल ने यह भी कहा कि प्लाज्मा थेरेपी कोई संजीवनी बूटी नहीं है, लेकिन जिनकी हालत ज्यादा खराब नहीं है, उनके लिए काफी मददगार साबित हो सकती है। अभी तक सरकारी अस्पतालों में 35 लोगों को प्लाज्मा दिया गया, जिनमे से 34 ठीक हो गए और प्राइवेट अस्पताल में 49 लोगों को दिया है, जिसमे 46 लोग ठीक हो गए हैं।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि कुछ हफ्ते पहले तक दिल्ली में बेड की बहुत समस्या थी। लोग अस्पताल में बेड के लिए दर -दर की ठोकरें खाते थे। अगर परिवार में कोई बीमार हो जाए, तो वे एक अस्पताल से दूसरे अस्पताल, दूसरे स्थान से तीसरे अस्पताल भागते थे। वे जिस अस्पताल में जाते थे, उन्हें सुनने को मिलता था कि बेड भरे हुए हैं। बेड खाली नहीं है। मेरे पास भी बहुत फोन आते थे। रात-रात भर जाग कर मैं लोगों के लिए अलग-अलग अस्पतालों में बेड का इंतजाम करता था। पिछले 1 महीने में हम लोगों ने कई कदम उठाए हैं, जिसकी वजह से आज दिल्ली में बेड की कमी नहीं है। अस्पतालों में अभी कुल 13,500 कोरोना के बेड हैं। उनमें से करीब 6000 बेड भरे हुए हैं और 7500 बेड अभी भी खाली हैं।

*कोरोना मरीज को प्लाज्मा देने से आॅक्सीजन और रेस्पिरेशन स्तर में सुधार आता है – अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि पिछले कुछ दिनों से मैं देख रहा हूं कि प्लाज्मा को लेकर काफी अफरा-तफरी मची हुई है। मेरे पास बहुत लोगों के फोन आ रहे हैं। लोग कह रहे हैं कि हमारे मरीज को प्लाज्मा दिलवा दीजिए। लोग प्लाज्मा के लिए दर-दर की ठोकरें खा रहे हैं। मुख्यमंत्री ने कहा कि दिल्ली देश का पहला राज्य है, जहां पहली बार प्लाज्मा का परीक्षण किया गया। हमने दो-ढाई महीना पहले बताया था कि हम लोग प्लाज्मा थेरेपी का ट्रायल कर रहे हैं। हमने 29 मरीजों पर प्लाज्मा थेरेपी का परीक्षण शुरू किया, उसके नतीजे काफी उत्साह वर्धक थे। मुख्यमंत्री अरविंद केजरीवाल ने बताया कि कोरोना में मरीजों के साथ दो चीजें होती है। एक तो उसका ऑक्सीजन स्तर नीचे चला जाता है। एक सामान्य व्यक्ति में ऑक्सीजन का स्तर 95 होना चाहिए और यदि यह 90, 85 या 80 पर पहुंच जाता है, तो खतरनाक हो जाता है और दूसरा उसका रेस्पिरेशन का स्तर बहुत ज्यादा बढ़ जाता है। मरीज की सांस फूलने लगती है। एक समान्य व्यक्ति में रेस्पिरेशन का स्तर 15 होना चाहिए। यह 20, 25 या 30 तक पहुंच जाता है। यह देखने में आया है कि यदि मरीज को प्लाज्मा दे दिया जाए, तो उसके ऑक्सीजन स्तर में काफी अच्छी वृद्धि होती है और उसके रेस्पिरेशन का स्तर भी कम हो जाता है।

*अस्पताल या डॉक्टर आईएलबीएस अस्पताल से संपर्क कर ले सकेंगे प्लाज्मा – अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि 29 मरीजों पर प्लाज्मा थेरेपी के किए गए परीक्षण की रिपोर्ट हमने केंद्र सरकार को सौंपी और उसके आधार पर केंद्र सरकार ने दिल्ली सरकार के अस्पतालों के साथ ही कई प्राइवेट अस्पतालों को भी प्लाज्मा थेरेपी करने की इजाजत दी। अब हमें प्लाजमा थेरेपी की अनुमति तो मिल गई है, लेकिन प्लाज्मा कहां से आएगा? प्लाज्मा वही लोग दे सकते हैं, जिनको कोरोना हुआ था और वह ठीक हो गए। उनके खून के अंदर एंटीबाॅडीज बनती हैं, जो उन्हें कोरोना से बचाती हैं। यदि उनके खून से प्लाज्मा निकालकर कोरोना के मरीज को दे दिया जाए, तो वह ठीक हो जाता है। उसके शरीर में भी एंटीबॉडीज बननी चालू हो जाती है। इस समय लोग प्लाज्मा लेने के लिए दर-दर की ठोकरें खा रहे हैं। इसलिए दिल्ली सरकार ने तय किया है कि हम दिल्ली में प्लाज्मा बैंक बनाएंगे।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि यह कोरोना के मरीजों का इलाज करने के लिए यह अपनी तरह का पहला प्लाज्मा बैंक होगा। देश भर में यह शायद पहला प्लाज्मा बैंक होगा। हम यह नहीं कह रहे हैं कि केवल सरकार प्लाज्मा ले पाएगी और अगर कोई प्लाज्मा डोनेट करना चाहता है तो कोई और नहीं ले पाएगा। अगर कोई परिवार है, उनको प्लाज्मा चाहिए और उनका कोई रिश्तेदार है, जो कोरोना से ठीक हो चुका है। यदि वह प्लाज्मा देना चाहता है, तो परिवार उनसे ले सकते हैं। हमें कोई परेशानी नहीं है। हमारा मकसद यह है कि अभी जो प्रयास चल रहे हैं, उसको और मजबूत किया जाए। हमारा मकसद उसको कमजोर करना नहीं है। लिहाजा, दिल्ली सरकार प्लाज्मा बैंक बनाएगी। इसकी जो भी औपचारिकता है, उसको पूरी कर ली गई है। इस प्लाज्मा बैंक से सभी को प्लाज्मा मिलेगा चाहे वह सरकारी अस्पताल हो या प्राइवेट अस्पताल हो। हमारे आईएलबीएस अस्पताल में प्लाज्मा बैंक बनाया जाएगा। अगर किसी को प्लाज्मा चाहिए तो उस अस्पताल या डॉक्टर को लिखकर देना पड़ेगा कि उनको प्लाज्मा थेरेपी की जरूरत है। कोई खुद से नहीं कह सकता है कि उसे प्लाज्मा चाहिए। इसमें डॉक्टर की रिकमेंडेशन जरूरी है। डॉक्टर या अस्पताल आईएलबीएस से संपर्क करेंगे और आईएलबीएस उन्हें प्लाज्मा दे देगा। यह प्लाज्मा बैंक अगले 2 दिन में शुरू हो जाएगा, तब तक हम इसकी सारी कार्यवाही पूरी कर लेंगे।

*कोरोना से ठीक हो चुके मरीजों को प्लाज्मा दान देने के लिए आगे आना होगा- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि इसमें सबसे महत्वपूर्ण यह है कि जो लोग ठीक हो गए हैं, उन लोगों को सामने आकर प्लाज्मा डोनेट करना पड़ेगा। अभी भी लोग प्लाज्मा दान कर रहे हैं, लेकिन अभी इसकी कोई व्यवस्था नहीं है। अब इसकी व्यवस्था बना दी जाएगी। इसलिए जो लोग ठीक हो चुके हैं, उनसे मेरी हाथ जोड़कर के प्रार्थना है कि जिंदगी में किसी की जान बचाने के कम मौके मिलते हैं। यह मौका आपको मिला है। मेरी सभी लोगों से अपील है कि जो लोग कोरोना से ठीक हो चुके हैं, वह लोग सामने आकर के अपना प्लाज्मा डोनेट करें, ताकि दूसरे लोगों की जान बचाई जा सके। यह एक तरह से भगवान की सच्ची भक्ति है।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि मैं बता दूं कि किसी को यह गलतफहमी न हो कि प्लाज्मा कोई संजीवनी बूटी है और इससे सभी की जान बच जाएगी। उन्होंने कहा कि अगर कोई मरीज अंतिम स्टेज में पहुंच गया है, वह दूसरी अन्य बीमारियों से भी घिरा है, उसके कई अंग फेल हो चुके हैं और वह वेंटिलेटर पर जा चुका है, ऐसे मरीज को बचाना मुश्किल होता है, लेकिन जिन मरीजों की अभी हालत ज्यादा खराब नहीं हुई है, सिर्फ इतना समझ लिया जाए कि उनके लिए यह मददगार साबित होता है। एलएनजेपी के प्रमुख डॉ. सुरेशका कहना है कि पिछले कुछ दिनों में 35 मरीजों को प्लाज्मा दिया गया है, जिसमें से 34 की जान बच गई और एक की मौत हो गई। दिल्ली में एक और बड़ा प्राइवेट अस्पताल है। उन्होंने 49 लोगों को प्लाज्मा दिया, जिनमें से 46 लोगों की जान बच गई। मुख्यमंत्री ने कहा कि हो सकता है कि यह जो 34 और 46 लोगों की जान बची हैं, वे लोग वैसे भी बच जाते। यह मात्र एक आंकड़ा है, उनमे से कितने बचते या नहीं बचते, यह कह नहीं सकते।

*एक नंबर जारी किया जाएगा, जिस पर प्लाज्मा दान करने के लिए संपर्क कर सकते हैं- अरविंद केजरीवाल* 

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि प्लाज्मा दान करने वालों के मन में कुछ गलत फहमियां है। डोनर को लगता है कि वह कोरोना के अस्पताल में प्लाज्मा दान करने जाएगा, तो कहीं उसे दोबारा कोरोना न हो जाए। वैसे तो दोबारा कोरोना नहीं होगा, फिर भी हमने आईएलबीएस अस्पताल में प्लाज्मा बैंक की व्यवस्था की है। यह अस्पताल, कोरोना अस्पताल नहीं है। आपके आने-जाने और टैक्सी का सारा इंतजाम दिल्ली सरकार करेगी। सिर्फ आप हां कर दीजिए कि मैं प्लाज्मा दान देना चाहता हूं। आईएलबीएस में अच्छी व्यवस्था की गई है। प्लाज्मा देने में एक व्यक्ति को आधा से पौन घंटे तक का समय लगता है।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि अगले कुछ दिनों के अंदर हम एक नंबर जारी कर देंगे, जो लोग भी प्लाज्मा दान करना चाहते हैं, वे लोग उस नंबर पर कॉल कर हमें बता सकते हैं। हम उनसे संपर्क कर प्लाज्मा लेने का सारा इंतजाम कर दिया जाएगा। इसके अलावा जितने लोग भी कोरोना से ठीक हुए हैं, उन्हें सरकार की तरफ से भी फोन जाएगा। उन्हें प्लाज्मा दान करने के लिए प्रेरित किया जाएगा, ताकि ज्यादा से ज्यादा लोग अपना प्लाज्मा दान दे सकें। यह जितने एंटीबॉडीज टेस्ट हो रहे हैं, इसमें भी बहुत से ऐसे लोग हैं, जिन्हें कोरोना हुआ और वे ठीक हो गए और उन्हें पता भी नहीं चला। इस टेस्ट से भी यह पता चलेगा कि उनके शरीर के अंदर एंटीबॉडीज बन रही है, उसे कोरोना हुआ और वह ठीक हो चुका है। रिकॉर्ड के मुताबिक दिल्ली में अभी तक 52,000 लोग ठीक हो चुके हैं। इसके अलावा भी और बहुत से लोग होंगे, जिन्हें कोरोना हुआ और वे ठीक हो गए, लेकिन उन्हें पता भी नहीं चला। ऐसे सभी लोगों को प्लाज्मा दान करने के लिए प्रेरित किया जाएगा, ताकि ज्यादा से ज्यादा लोगों की मदद कर सके और उनकी जान बचा सके।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि लोगों को प्लाज्मा काम करने के लिए प्रेरित करने में सबसे बड़ी भूमिका मीडिया की होगी। इसमें कोई पार्टी बाजी नहीं, कोई राजनीति नहीं, हमें सबकी जान बचानी है, चाहे वह किसी भी धर्म का हो, जाति का हो या पार्टी का हो। उसमें पत्रकार भी आते हैं। मेरी मीडिया के लोगों से निवेदन है कि वह लोग अभियान चलाकर ज्यादा से ज्यादा लोगों को प्रेरित करें कि वे लोग प्लाज्मा डोनेट करें और दूसरों की जान बचा सके।

CM Shri Arvind Kejriwal on Monday said a plasma bank will be started in Delhi for the treatment of coronavirus patients. The plasma bank will start operation in the next two days. CM Kejriwal appealed to the patients who have recovered from COVID-19, to donate their plasma and urged the media to run campaigns to motivate more and more people to donate plasma and save lives. The Delhi CM explained that the Plasma Bank will be set up at the ILBS hospital and the Delhi government will ensure full safety of the donors. He said that every patient, whether admitted to a private hospital or a government hospital, will receive plasma from the bank. However, Plasma will be given only after a doctor’s prescription. CM Kejriwal said that the setting up of the Plasma Bank by the Delhi government to treat the COVID patients is the first of its kind initiative in the country.

Addressing a digital press briefing on Monday, CM Shri Arvind Kejriwal said, “Until a few weeks back, there was a shortage of beds in Delhi. People started struggling for beds during the first week of June, and people were running from hospital to hospital in search of beds. I used to receive calls late at night, and I used to be awake all night to get beds arranged for the people in different hospitals. In the last month, we took various steps because of which there are a sufficient number of beds in Delhi. Now, there are 13500 beds in Delhi, out of which 6000 beds are occupied and 7500 remain vacant.” 

“But since the last few days, I have observed that there is chaos regarding the high-demand for plasma therapy in Delhi. I am now getting calls from people asking for plasma trials for their relatives and family members who are admitted to hospitals. Around two months ago, Delhi was one of the first states to start plasma therapy trials. In the first phase, we conducted plasma therapy trials on 29 patients, and you may remember that the results were very positive. People suffering from Corona suffer most because of two things, his oxygen level falls. The normal oxygen level should be 95, but it is dangerous when it falls to 90, 85, or 80. Second, the respiration level increases drastically, wherein the patient starts experiencing breathlessness. The ideal respiration level should be 15, but in Corona, it increases up to 20, 25, and in some cases, it goes up to more than 30.” CM Arvind Kejriwal said that it has been observed that plasma therapy helps increase oxygen levels and stabilize the respiratory rate of patients. 

“We had submitted the results of the first 29 plasma therapy trials to the centre and the central govt allowed plasma therapy trials in Delhi govt and many other private hospitals,” said the CM. 

“Even after obtaining permission from the central government, our biggest challenge was arranging plasma for every patient. Plasma can be donated by people who have recovered from Corona, there are antibodies in their blood that save them from Corona. If these antibodies are transfused into other Corona infected patients, the patients also start recovering quickly from Corona,” he added. 

CM  Shri Arvind Kejriwal said that because people have now started struggling to obtain plasma for the therapy process, the Delhi government has decided to set up a plasma bank, which will be one of its kind for the treatment of patients suffering from Corona. “This will probably be the first plasma bank of the country. We are not claiming that only the govt will be able to take plasma if a patient needs plasma and his/her family can arrange for plasma from somebody who wants to donate, they must do so. Our motive is to aggravate the already existing efforts on this procedure. All the arrangements and formalities for setting up the bank have been done in the last 2-3 days. Any active COVID patients admitted in both private and government hospitals would be able to avail of plasma from this bank. The plasma bank will be set up in the ILBS hospital of the Delhi govt. If a patient needs plasma, their doctor has to recommend plasma therapy and it cannot be randomly sought by any COVID patient. After a recommendation, the concerned hospital or the doctor has to inform ILBS for plasma. This plasma bank will begin in two days and all the modalities will be finalized until then,” said CM Kejriwal. 

CM Shri Arvind Kejriwal appealed to the patients who have recovered from Corona to come forward and donate plasma. He said, “Patients who have recovered should come out and donate plasma. I know that they are still doing it, but there are no major arrangements to do that. This will establish a proper plasma therapy system in the city. We hardly get chances of saving people’s lives, this is your chance to save lives. I want to request you with folded hands to come and donate plasma so that lives can be saved. This is like worshipping God in its truest sense.” 

“I want to make it clear that plasma is not the ultimate cure of Corona, not all lives can be saved by it. It is extremely difficult to save the patient who is in his last stage of infection, is suffering from multi-organ failures and extreme co-morbidities. But it is helpful for patients with moderate symptoms, mainly those whose condition is not serious yet. I talked to Dr. Suresh, who is the head of the LNJP Hospital. He informed me that in the last few days, he has given plasma therapy trials to 35 patients, out of which 34 people have survived and one patient passed away. Another hospital in Delhi gave plasma trials to 49 patients, out of which 46 survived,” he added.

Urging more Covid-19 recovered patients to donate blood plasma in the coming days, CM Arvind Kejriwal said, “There are some misconceptions amongst plasma donors. They feel that if they go to a COVID hospital to donate plasma, they might get infected again. This is not true, you will not get infected again. We have made proper arrangements in ILBS hospital that is not a Corona hospital. The government will also be paying for their conveyance if and when they say yes to donating plasma. The whole procedure takes around 30-45 minutes.” 

In the next few days, the government will set up a helpline in which potential plasma donors can call or WhatsApp. They will be contacted and all arrangements of the donation will be made accordingly. He also said that the health officials from the govt would also start calling recovered Covid-19 patients and convince them to donate plasma.

CM Shri Arvind Kejriwal said, “The antibody tests will be conducted in Delhi to avail information on the antibodies level in the patients who have recovered from Corona. As per the records, there are 52,000 people in Delhi who had Corona, recovered from it, but they did not even feel it.” 

“Media has a huge and very important role to play in this initiative. There should be no politics on the matter. We have to save every life, be it from any caste, class, religion, or party. This also includes people from all professions. I want to request my media friends to run campaigns to inspire and motivate people to donate plasma and save more and more lives in the coming days,” he added.

Addressing a digital media briefing, Chief Minister Shri Arvind Kejriwal asserted that increased number of hospital beds, increased number of testing and isolation, oximeters to home insolation patients, plasma therapy trials, and survey and screening are the five key weapons to combat the COVID-19 spread in Delhi. He also said that the Delhi government is conducting 20,000 COVID-19 tests per day and has 13,500 beds for those infected by the virus. He also said that from today, the Delhi govt is starting a massive serological survey to understand the spread of COVID-19, in which a door-to-door survey will be conducted. Delhi Chief Minister said that the Delhi government has provided oximeters to coronavirus patients in home isolation and procured 4,000 oxygen concentrators. CM Kejriwal also thanked the Central government for helping out the Delhi government in the fight against the COVID pandemic.

CM  Shri Arvind Kejriwal said, “Delhi is fighting a tough battle against Corona. As your Chief Minister, I want to brief you on the struggles that Delhi had to face in its fight against the Corona pandemic. Our fight started in the month of March. In March, when the pandemic had spread across the globe in various nations, Indians living abroad expressed their desire to return to their homes in India. The central government took the right decision by arranging for flights for people in other countries to come back to India.” 

In the month of March, as many as 35,000 Indians came to Delhi, especially from nations that had been badly hit by Coronavirus. CM Kejriwal said, “These people were screened at the airports for fever. Some were sent to RML and Safdurjung, but many were sent to their respective homes. Some people were quarantined, but more or less 35000 people were sent back to their homes. There was very little information, facts, and guidelines available on Corona. When these people went back to their homes, naturally, the Corona got transmitted to their contacts. In those days, there were no testing kits or testing labs available, testing was not done at the scale it is done today,” 

“Then, the lockdown happened. Because people were at their homes all the time, Corona did not spread rapidly and the transmission rate was low. When the lockdown started lifting in the last week of May, we had anticipated a spike in the number of Corona cases. This spike in Delhi can be noticed around May 15. As we entered the month of June, the cases had increased more than expected, and we started noticing the lack of beds and testing in Delhi. Because of a lack of beds, people were not able to get the treatment and there was also a sudden spike in the death rate in Delhi. We had two options, first was reimposing the lockdown and the second was fighting Corona. On asking the people of Delhi, we came across the view that the lockdown has to be lifted someday or the other. Till when is Delhi going to remain in lockdown? The people said the lockdown can not continue indefinitely,” added the CM. 

CM Shri Arvind Kejriwal briefed the five key weapons of the Delhi government in its fight against Corona, “It was decided that we will collectively fight a battle against Corona. Five weapons were prepared to fight a hard-hitting battle against Corona,” added the CM.

CM  Shri Arvind Kejriwal said, “Our first step was increasing hospital beds. We noticed that people were running from hospital to hospital in search of beds. I used to receive calls late at night, and I used to be awake all night to get beds arranged for the people. I have stopped receiving calls for the last few days. In the last month, we have increased the hospital beds for the treatment of the people of Delhi on a large scale. Our first decision was reserving 40% of bed capacity for the treatment of Corona patients in all the big hospitals in Delhi. Our second decision was declaring some of the hospitals in Delhi as fully dedicated COVID hospitals. Our third decision was attaching hotels to the hospitals. If a hospital has 100 beds, the hotel attached to it will have 200 beds, and the total bed strength of the hospital will increase to 300 beds. In this way, we have increased the capacity of the hospitals. Some hotels were against it, and they went to the court to overturn our decision. We won the court case, and now 3500 beds have been installed in the hotels. Around 2000 beds have been prepared at the Radha Soami Satsang Beas Centre, and 10000 beds will soon be prepared for the treatment of Corona patients at the care centre. At the newly constructed Burari Hospital, 450 beds have been prepared for Corona treatment temporarily. In the first week of June, there were no beds available in Delhi. However, in the last week of June, there are 13500 beds in Delhi, out of which 6000 beds are occupied and 7500 remain vacant. There is no dearth in the number of beds in the government and private hospitals in the city. The Delhi government will be arranging for more beds in the coming days.” 

CM Shri Arvind Kejriwal said that the second weapon in their fight against Corona is testing and isolation. He said, “In the first week of June, we observed that people were not able to get tested accurately. Some labs were also showing inaccuracy in the results, they showed negative results positive and positive results negative. In the first week of June, we were conducting 5000 tests daily, now we are conducting 20000 tests daily. Now, we are not receiving any complaints regarding testing. We are conducting tests in every street and identifying Corona patients and isolating them. I want to thank the central government for providing antigen kits for conducting rapid testing in Delhi. We have also procured 6 lakh kits to conduct these tests, but the initial kits were given by the central government. They have supported us,”  

“Our third weapon is oximeters and oxygen concentrators. The biggest issue in Corona is that a person may die due to constantly lowering oxygen levels. People who are recovering at home have been provided oximeters by the Delhi government, that detects your oxygen level accurately. We have advised the patients to check their oxygen level after every two hours. These oximeters are working as a Suraksha Kawach for Corona patients. If a person comes to a hospital, he should not suffer because of a lack of oxygen cylinders. We have procured around 4000 oxygen concentrators, and all beds in the Delhi government hospitals have attained supply of oxygen for the patients,” added the CM. 

CM Shri Arvind Kejriwal said the fourth weapon of the Delhi government against Corona is conducting plasma therapy on patients with moderate symptoms. He said, “Our fourth weapon against our fight with Corona is plasma therapy, which has shown the path to the other states in the country. The first plasma therapy trial was given to 29 patients in Delhi. These first trials were highly successful, and the results were shared with the Drug Controller of India (DCI), which then permitted the trials for Delhi govt and private hospitals in Delhi. Plasma therapy has not proven to effective in the treatment of patients with extreme co-morbidities or serious patients, but it has proved to be effective on moderate patients and it prevents the deteriorating condition.” 

CM Shri Arvind Kejriwal said that the Delhi govt is starting a massive serological survey to understand the spread of COVID-19, in which a door-to-door survey will be done. He said, “Our fifth weapon is survey and screening. The serological survey in Delhi is starting from today. Through this survey, we will be able to detect in what places is the Corona spreading rapidly. Many such surveys and screening are conducted in Delhi,” 

“These are the five weapons in Delhi in our battle against Corona. We want to thank the central government for supporting us in this battle. We want to thank the media for telling us our shortcomings, because of which we were able to address the grievances of the people and bring improvements. Many organizations are helping the Delhi government in its fight against the pandemic. Our victory is definite, we will certainly defeat Corona, and these five weapons will prove to be very effective in our battle,” he added.

दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने कहा कि हम पांच प्रमुख हथियारों की मदद से कोरोना के खिलाफ जंग लड़ रहे हैं। हमें यकीन है कि हम जीतेंगे और कोरोना हारेगा। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि बेड की पर्याप्त संख्या, जांच व आइसोलेशन, ऑक्सी मीटर व ऑक्सीजन कंसंट्रेटर, प्लाज्मा थेरेपी और सर्वे व स्क्रीनिंग, यह हमारे पांच हथियार हैं। उन्होंने दिल्ली निवासियों से कोरोना के खिलाफ चल रही लड़ाई में उठाए गए कदमों की जानकारी साझा करते हुए कहा कि दिल्ली में 13,500 बेड में से अभी भी 7500 बेड खाली हैं, केवल 6000 बेड पर ही मरीज हैं। होम आइसोलेशन के मरीजों को आपातकाल में आॅक्सीजन मुहैया कराने के लिए हमनें 4 हजार आॅक्सीजन कंसंट्रेटर खरीदे हैं। आज से दिल्ली में बड़े पैमाने पर सेरोलाॅजिकल सर्वे शुरू किया जा रहा है। इससे पता चलेगा कि दिल्ली में कोरोना किस स्तर तक फैला हुआ है। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि केंद्र सरकार ने हमारा कदम-कदम पर साथ दिया। हमें एंटीजन किट के साथ जांच की अनुमति दी। इसके लिए हम केंद्र सरकार के आभारी हैं।

*विदेश से दिल्ली में 35 हजार लोग आए, जिनकी वजह से कोरोना फैलता गया- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने प्रेस कांफ्रेंस कर कहा कि दिल्ली कोरोना के खिलाफ एक बहुत ही कठिन लड़ाई रही है। मुख्यमंत्री अरविंद केजरीवाल ने कोरोना के खिलाफ अभी तक के संघर्ष की जानकारी देते हुए कहा कि कोरोना के खिलाफ हमारी लड़ाई मार्च महीने में शुरू हुई, जब पूरी दुनिया के अंदर कोरोना फैला हुआ था, खासकर जिन- जिन देशों में कोरोना फैला था, वहां से भारतीयों ने कहा कि वे अपने देश लौटना चाहते हैं। केंद्र सरकार ने सही निर्णय लिया और उन सभी लोगों को अपने देश लाने के लिए फ्लाइट का इंतजार किया। मार्च के महीने में, खासकर उन देशों से जहां कोरोना ज्यादा फैला था, वहां से करीब 35000 लोग दिल्ली आए। इन लोगों की एयरपोर्ट पर स्क्रीनिंग की जाती थी और देखते थे कि बुखार है क्या? कुछ चंद लोगों बुखार था, उन्हें आरएलएम और सफदरजंग अस्पताल में भर्ती कराया और बाकी सभी को घर भेज दिया। इसके अलावा कुछ लोगों को क्वारंटाइन किया गया था। उस समय कोरोना वायरस के बारे में जानकारी कम थी, गाइड लाइंस कम थी। विदेश से आए लोग अपने-अपने घर गए और एक से दूसरे और दूसरे से तीसरे लोगों में कोरोना फैलता गया। उस दिनों में टेस्टिंग किट भी उपलब्ध नहीं थी और टेस्टिंग लैब भी नहीं थे, इसलिए जांच भी नहीं हो पाती थी। इसके बाद लॉकडाउन किया गया और लाॅक डाउन की वजह से लोग अपने-अपने घरों में थे, इसीलिए कोरोना थोड़ा कम फैला।

*लाॅकडाउन खुलने के बाद उम्मीद से अधिक केस बढ़े- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि मई महीने के अंतिम सप्ताह में, जब लॉकडाउन खुलना शुरू हुआ, तब उम्मीद थी कि कोरोना थोड़ा बढ़ेगा। 15 मई के आसपास से हम देखते कि कोरोना बड़ी तेजी से बढ़ने लगा। जब लॉकडाउन खुला, तब उम्मीद थी कि कोरोना के केस बढ़ें, लेकिन कोरोना के केस उम्मीद से कहीं ज्यादा बढ़े और जून के पहले सप्ताह तक हमें दिल्ली में बेड और जांच की कमी आने लगी और जब कुछ लोगों को बेड नहीं मिले, तो मौत का आंकड़ा भी बढ़ने लगा। मुख्यमंत्री ने कहा कि तब हमारे पास दो विकल्प थे। एक विकल्प दिल्ली में दोबारा लाॅकडाउन लगाने का था और दूसरा कोरोना से लड़ाई लड़ने का था। हमने जनता से पूछा, जनता का कहना था कि कब तक लॉक डाउन रहेगा? कभी न कभी तो लाॅक डाउन हमें खोलना पड़ेगा। आज नहीं तो, कल, 1 महीने, 2 महीने बाद लाॅकडाउन तो खोलना पड़ेगा। इसके बाद निर्णय लिया गया कि कोरोना से लड़ेंगे। हम कोरोना से मिलकर सामना करेंगे और तब पूरा प्लान बनाया गया। कोरोना से युद्ध लड़ने के लिए पांच हथियार तैयार किए गए।

*पहले बेड की कमी थी, लेकिन अब बेड खाली हैं- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि पहला हथियार बेड की संख्या बढ़ाई गई। हमने देखा कि लोग एक अस्पताल से दूसरे और दूसरे अस्पताल से तीसरे अस्पताल में दौड़ रहे हैं। लोगों को बेड नहीं मिल रहे हैं। मेरे पास लोगों के रात-रात भर फोन आते थे और मैं रात-रात भर जाकर के लोगों को बेड का इंतजाम करता था। पिछले कुछ दिनों से लोगों के फोन आने बंद हो गए हैं। पिछले 1 महीने में हमने दिल्ली के अंदर कोरोना के मरीजों के इलाज के लिए बहुत बड़े स्तर पर बेड का इंतजाम किया है। हमने सबसे पहला निर्णय लिया कि दिल्ली के सभी बड़े अस्पतालों में कम से कम 40 प्रतिशत बेड कोरोना के मरीजों के लिए सुरक्षित कर दिए। दूसरा ने बड़ा निर्णय लिया कि दिल्ली के कुछ बड़े सरकारी और प्राइवेट अस्पतालों को पूरी तरह से कोविड-19 अस्पताल घोषित कर दिया गया। हमने तीसरा बड़ा निर्णय लिया कि हमने कई बड़े होटलों को अस्पतालों के साथ अटैच कर दिया। अस्पताल में 200 पेड़ हैं और होटल में 100 बेड और लगा दिए गए। इस तरह से अस्पताल के पास कुल 300 बेड हो गए। हमारे इस फैसले से कई होटल संचालक नाराज हुए और वह हाईकोर्ट भी चले गए। हमने कोर्ट में लड़ाई लड़ी और हम यह लड़ाई जीत भी गए। पिछले 1 महीने में हम लोगों ने होटलों के अंदर करीब 3500 बेड तैयार किए हैं। मुख्यमंत्री अरविंद केजरीवाल ने बताया कि राधा स्वामी सत्संग ब्यास में 2000 बेड और तैयार हो चुके हैं। कुल 10 हजार बेड बहुत जल्द तैयार हो जाएंगे। बुराड़ी अस्पताल में अभी निर्माण कार्य चल रहा है। उसमें अस्थाई तौर पर 450 बेड और तैयार कर रहे हैं। पिछले 1 सप्ताह में कोरोना के खिलाफ युद्ध में हमारा पहला हथियार यह था कि बेड की संख्या बहुत बड़े स्तर पर बढ़ा दी जाए। जून के पहले सप्ताह में दिल्ली के अस्पतालों में बेड नहीं मिल रहे थे। आज दिल्ली में कोरोना के करीब 13500 है, जिसमें से 7500 खाली पड़े हैं, केवल 6000 बेड ही भरे हैं। दिल्ली में अभी प्राइवेट और सरकारी अस्पतालों में कहीं पर भी पेड़ की कमी नहीं है, लेकिन हमें अभी हाथ पर हाथ धरे नहीं बैठना है। हम और भी बेड का इंतजाम कर रहे हैं।

*अब दिल्ली में बड़े स्तर पर जांच हो रही है- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि दूसरा हमारा हथियार जांच और आइसोलेशन था। जून के पहले सप्ताह तक लोगों को जांच के लिए धक्के खाने पड़ते थे। कुछ जांच करने वाली लैब ने गड़बड़ करनी शुरू कर दी थी। प्राइवेट लैब वाले पॉजिटिव केस को निगेटिव दिखा देते थे और निगेटिव को पॉजिटिव दिखा देते थे। हमें उनके खिलाफ कार्रवाई करनी पड़ी और हमने कई सारे कदम उठाएं। जून के पहले सप्ताह में जहां प्रतिदिन 5000 सैंपल की जांच हो रही थी। वहीं, आज दिल्ली में 20,000 सैंपल की जांच प्रतिदिन हो रही है। पूरे देश में लगभग सबसे ज्यादा जांच दिल्ली में हो रही है। अब जांच को लेकर किसी की शिकायत नहीं आ रही है। हम खूब जांच कर रहे हैं, गली-गली में जांच कर रहे हैं और चिन्हित करते हैं कि कौन कोरोना का मरीज है? उसको आइसोलेट कर देते हैं। यह बहुत बड़े स्तर पर दिल्ली में चल रहा है। मैं इसके लिए खास तौर पर केंद्र सरकार का शुक्रिया करना चाहता हूं। केंद्र सरकार ने हमें एंटीजन टेस्ट में मदद की। उन्होंने हमें कुछ किट दिए। हालांकि अब दिल्ली सरकार ने छह लाख कीट खुद भी खरीद लिया है, लेकिन पहले हमें एंटीजन टेस्ट शुरू करने के लिए किट्स हमें केंद्र सरकार ने दिए। केंद्र सरकार ने हमें परमिशन भी दी और टेस्ट करना सिखाया।

*हर बेड पर आॅक्सीजन की व्यवस्था करने की कोशिश कर रहे हैं- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि कोरोना के खिलाफ लड़ाई में हमारा तीसरा हथियार ऑक्सी मीटर और ऑक्सीजन कंसंट्रेटर है। करोना में सबसे बड़ी समस्या मरीज में ऑक्सीजन की कमी हो जाती है। ऑक्सीजन की कमी होने की वजह से मरीज की मौत हो जाती है। इसलिए हमने जितने लोग अपने घरों में इलाज करा रहे हैं, उन सभी लोगों को आॅक्सी मीटर दे दिए हैं। ऑक्सीमीटर में अंगूठा डालकर के पता किया जा सकता है कि ऑक्सीजन स्तर क्या है। हमने सभी मरीजों से अपील की है कि वे हर घंटे, 2 घंटे में अपना ऑक्सीजन स्तर मापते रहें। यदि आप के ऑक्सीजन का स्तर कम होता है, तो हमें फोन कर दें। हम आपको तुरंत ऑक्सीजन मुहैया करा देंगे और जरूरत पड़ने पर अस्पताल में भर्ती करा देंगे। इस तरह ऑक्सीमीटर मरीजों के लिए कवच का काम कर रहा है। इसके अलावा यदि कोई अस्पताल में आए, तो उसको ऑक्सीजन सिलेंडर की कमी नहीं होनी चाहिए। इसके लिए हम कोशिश कर रहे हैं कि सरकार के हर बेड में ऑक्सीजन की व्यवस्था हो। इसलिए हमने करीब 4000 ऑक्सीजन कंसंट्रेटर खरीदे हैं। दिल्ली सरकार के अस्पताल में हर बेड पर ऑक्सीजन मुहैया कराने की कोशिश की जा रही है।

*20 हजार लोगों का सेरोलाॅजिकल सर्वे किया जाएगा- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि कोरोना की खिलाफ लड़ाई में हमारा चैथा हथियार प्लाज्मा थेरेपी है। प्लाज्मा थेरेपी के मामले में दिल्ली ने पूरे देश को एक तरफ से रास्ता दिखाया है। सबसे पहले प्लाज्मा थेरेपी दिल्ली में प्रयोग किया गया। शुरुआत में 29 मरीजों को प्लाज्मा थेरेपी दी गई। इन 29 मरीजों पर परीक्षण काफी सफल रहा। इसकी रिपोर्ट हमने केंद्र सरकार के ड्रग एंड कंट्रोलर ऑफ इंडिया को दिए। इसके बाद ड्रग एंड कंट्रोलर ऑफ इंडिया ने दिल्ली सरकार और केंद्र सरकार के अस्पतालों के अलावा अन्य प्राइवेट अस्पतालों में भी प्लाज्मा थेरेपी की मंजूरी देनी शुरू कर दी है। अब प्लाज्मा थेरेपी कई लोग इस्तेमाल कर रहे हैं। जो मरीज काफी गंभीर हो जाते हैं। वे वेंटिलेटर पर चले जाते हैं या उनके कई अंग फेल हो जाते हैं, उनके ऊपर प्लाज्मा थेरेपी ज्यादा काम नहीं करती है, लेकिन माॅडरेट मरीज की हालत और खराब होने से प्लाज्मा थेरेपी बचाती है।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि कोरोना के खिलाफ हमारा पांचवा हथियार सर्वे और स्क्रीनिंग है। आज से दिल्ली के अंदर सेरोलॉजिकल सर्वे शुरू हो रहा है। इस दौरान 20,000 लोगों का सेरोलाॅजिकल सर्वे किया जाएगा। दिल्ली सरकार की टीमें घर- घर जाकर के सर्वे कर रही है। इस सर्वे से पता चलेगा कि दिल्ली में किस स्तर तक कोरोना फैला हुआ है। दिल्ली में इस तरह के और भी सर्वे और स्क्रीनिंग चलते रहेंगे। इस तरह से हम इन पास हथियारों से कोरोना के खिलाफ लड़ाई लड़ रहे हैं। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि हम खासतौर पर केंद्र सरकार का शुक्रिया करना चाहते हैं, जिन्होंने हमें कदम -कदम पर साथ दिया। इसके अलावा हम मीडिया का भी शुक्रिया करना चाहते हैं, जिन्होंने समय-समय पर हमारी कमियां और गलतियां बताईं और हमें उनको सुधारने का मौका मिला। दिल्ली में बहुत सारी समाज सेवी संस्थाएं हैं, जो इस पूरी मुहिम में दिल्ली वालों की मदद कर रही हैं। हमारी जीत निश्चित है, लेकिन यह जीत कब होगी? यह नहीं कर सकते हैं। करोना हारेगा, दिल्ली जीतेगी और यह पांचों हथियार खूब कारगर साबित हो रहे हैं।

 Environment minister Gopal Rai on Saturday called an emergency meeting to discuss threat of a potential locust attack in Delhi. He said that a small segment of locusts moving towards Palwal in Haryana has entered the Jasola Bhati area of the Delhi border. He said the authorities have been alerted through an advisory issued by the agricultural department of Delhi. South and South West districts have also been kept on high alert. 

Shri Gopal Rai said, “An emergency meeting was called with the Development Commissioner, Divisional Commissioner and Agricultural Director to discuss the locust issue. We have taken stock of the situation and we have got information that a large group of locusts is heading towards Palwal in Haryana. However, a small segment has also entered the Jasola Bhati region of the Delhi border. We have a land that belongs to the forest department in that area.” 

Shri Gopal Rai said that considering the situation, the Delhi govt. has issued directions to the forest department to take measures, such making high decibel sound such beating drums, playing loud music etc to get rid of locusts. “Along with this, chemical spraying is also being done to save the vegetation. South district, West district, and South West district have been kept on high alert and their district magistrates have been intimated through the Divisional Commissioner to ensure all preparations are being done. An advisory on behalf of the agricultural department has also been issued and sent to the DMs, SDMs, MCDs, and all other authorities, on steps to be taken to deal with the situation,” he added. 

Shri Gopal Rai assured that the govt is monitoring the situation very closely. He said, “This is a small segment of locusts and we are monitoring the situation very closely. The wind is towards the direction of South Delhi, their route can change. दिल्ली में टिड्डियों के दल को प्रवेश करने के खतरे को देखते हुए दिल्ली सरकार ने दक्षिण और दक्षिण-पश्चिमी जिले में हाई अलर्ट जारी कर दिया है। कैबिनेट मंत्री गोपाल राय ने डेवलेपमेंट कमिश्नर, डिविजनल कमिश्नर और एग्रीकल्चर डायरेक्टर के साथ बैठक कर टिड्डियों को भगाने के लिए आवश्यक तैयारियां पूरी करने के लिए दिशा-निर्देश दिया है। उन्होंने बताया कि डीएम, एसडीएम और एमसीडी को एडवाइजरी भी जारी कर दी गई है।

दिल्ली सरकार के कैबिनेट मंत्री गोपाल राय ने कहा कि दिल्ली में टिड्डियों के दल के आने का खतरा है, उसे देखते हुए हमने दिल्ली के डेवलपमेंट कमिश्नर, डिविजनल कमिश्नर और एग्रीकल्चर डायरेक्टर समेत अन्य अधिकारियों के साथ बैठक की है। हमने बैठक में सारी चीजों का जायजा लिया है। अभी जानकारी मिल रही है कि टिड्डियों का एक बड़ा दल धीरे-धीरे पलवल की ओर बढ़ रहा है, लेकिन उसकी एक छोटी सी टुकड़ी दिल्ली के बॉर्डर पर जसोला भाटी की तरफ प्रवेश की है। वहां पर हमारे वन विभाग का पूरा क्षेत्र है। इसे देखते हुए हमने वन विभाग को तुरंत दिशा निर्देश जारी कर दिया है।वहां पर ढोल, ड्रम और डीजे बजाने के निर्देश दिए गए हैं। इसके अलावा जो भी कदम उठाए जा सकते हैं, जिससे की टिड्डियों का दल भाग जाए, उसके लिए दिशा-निर्देश जारी कर दिया जाए। साथ ही साथ, वहां पर केमिकल के छिड़काव के लिए निर्देश दिए गए हैं। आज बैठक में निर्णय लिया गया कि दक्षिणी और दक्षिण- पश्चिमी जिले के जिलाधिकारियों को डिविजनल कमिश्नर के माध्यम से निर्देश दिया गया है और इन जिलों को हाई अलर्ट पर रखा गया है। उनसे कहा कि वे अपने यहां पर अभी से तैयारियां पूरी करके रखें। इसके अलावा, एग्रीकल्चर विभाग की तरफ से एक एडवाइजरी भी जारी की गई है। दिल्ली के सभी डीएम, एसडीएम और एमसीडी सहित सभी अथॉरिटी को दिल्ली सरकार की तरफ से तत्काल एडवाइजरी जारी की जा रही है। 

कैबिनेट मंत्री ने गोपाल राय ने कहा कि दिल्ली में अभी टिड्डियों की जो टुकड़ी आई है, वह बहुत छोटी टुकड़ी है। हम पूरी स्थितियों पर नजर रखे हुए हैं। दक्षिणी दिल्ली और दक्षिणी- पश्चिमी दिल्ली को हमने हाई अलर्ट पर रख दिया है। अभी हवाओं का जो रुक है, वह साउथ की तरफ जा रहा है। अगर हवा में कोई बदलाव आता है, तो शायद दिल्ली की तरफ इनका रुख बदल सकता है। इसलिए पूरी स्थितियों को मॉनिटर किया जा रहा है। इसके लिए हमने अपने डेवलपमेंट कमिश्नर को नियुक्त किया है। हम केंद्र सरकार के अधिकारियों के संपर्क में भी रहेंगे, ताकि हरियाणा में टिड्डियों के आवागमन में बदलाव आता है, तो हम उसके लिए तैयार रहेंगे और समय रहते कार्रवाई करेंगे।

एडवाइजरी जारी कर जिलाधिकारियों को यह कार्य करने के दिये निर्देश

सभी जनपदों को जारी एडवाइजरी में कहा गया है कि सभी जिलाधिकारी हाई अलर्ट पर रहेंगे और अपने जिला फायर विभाग से सामंजस्य बना कर रखेंगे, ताकि जरूरत पड़ने पर रसायन के घोल का छिड़काव जारी दिशा निर्देश के मुताबिक किया जा सके। 

इसके अलावा, जिलाधिकारियों को सलाह दी गई है कि वे गांवों में मुनादी कराने के लिए स्टाफ की तैनाती करें और ग्रामीणों को गाइड करें। ग्रामीण ड्रम, तेज आवाज में म्यूजिक, डीजे, पटाखे और नीम की पत्ती आदि जलाकर भी टिड्डियों को भगाने का प्रयास करें। 

इसके अलावा टिड्डियों से बचने के लिए यह निम्न कदम भी उठाने के निर्देश दिए गए हैं-

1-दरवाजे और खिड़कियों को बंद रखें

2-पौधों को प्लास्टिक से ढंक कर रखें।

3- टिड्डियों का झुंड दिन में उड़ता है और रात में आराम करता है, उन्हें रात के समय आराम न करने दें।

4- रात के समय मेलाथियान और क्लोरोपायरिफास के छिड़काव से लाभदायक होगा, छिड़काव के समय सुरक्षा के लिए पीपीई किट पहन कर रखें।

 दिल्ली के मुख्यमंत्री अरविंद केजरीवाल और केंद्रीय गृह मंत्री अमित शाह ने संयुक्त रूप से छतरपुर के राधा स्वामी सत्संग ब्यास परिसर में स्थित 10,000 बेड वाले सरदार पटेल कोविड केयर सेंटर की तैयारियों का निरीक्षण किया।

मुख्यमंत्री अरविंद केजरीवाल ने तैयारियों का निरीक्षण के बाद एक ट्वीट कर कहा, ‘मुसीबत की इस घड़ी में दिल्ली को बचाने के लिए मैंने सबसे सहयोग मांगा और सबने बढ़ चढ़ कर सहयोग किया। केंद्र सरकार और राधा स्वामी ब्यास के सहयोग से अपने दिल्ली वालों के लिए इतना बड़ा कोरोना सेंटर बन गया है।’

 दिल्ली सरकार द्वारा दुनिया के सबसे बड़े कोविड केयर केंद्र में से एक यह सेंटर हल्के और एसिम्प्टोमैटिक मरीजों के लिए तैयार किया गया है। इस केंद्र में किसी भी मरीज में ऑक्सीजन सेचुरेशन  स्तर में गिरावट होने पर बेड के एक हिस्से में ऑक्सीजन सपोर्ट चिकित्सा प्रदान करने की क्षमता है।

मुख्यमंत्री अरविंद केजरीवाल ने गृहमंत्री अमित शाह को इस सप्ताह की शुरुआत में इस कोविड केयर सेंटर में आने के लिए आमंत्रित किया था और केंद्र सरकार से अनुरोध किया था कि वे इस सेंटर को संचालित करने के लिए चिकित्सा स्टाफ भी उपलब्ध कराए। भारत तिब्बत सीमा पुलिस (आईटीबीपी)  इस सेंटर में सभी चिकित्सा अभियान का संचालन करेगी।

कई अन्य निजी और गैर-लाभकारी संगठनों ने सरदार पटेल कोविड केयर सेंटर की स्थापना में अपना सहयोग प्रदान किया है। केंद्र का सफल रोलआउट कोरोना वायरस महामारी के दौरान इंटर गवर्नमेंट और संगठनात्मक सहयोग का एक अभूतपूर्व उदाहरण है।

Delhi Chief Minister Shri Arvind Kejriwal and Union Home Minister Shri Amit Shah jointly inspected the preparedness of the 10,000 bed Sardar Patel Covid Care Centre situated at the Radha Soami Satsang Beas campus at Chhatarpur. 

Shri Kejriwal said in a tweet after the visit, “In this hour of difficulty, I sought help to save Delhi and everyone has come forward to contribute enthusiastically. With the support of the Central government and Radha Soami Satsang Beas, such a large Covid centre has come up for Delhiites.”

The Centre which will be one of the world’s largest at its full capacity is being setup by the state government for treating mild and asymptomatic patients. The centre also has capacity to provide oxygen support therapy on a section of the beds in case of drop in any patients’ oxygen saturation. 

CM Shri Kejriwal had invited Shri Amit Shah to visit the Centre earlier this week and also requested the Centre to provide medical staff to run the centre. The Indo Tibetan Border Police (ITBP) will carry out all medical operations at the centre. 

Several other private and non-profit organisations have provided their support in the setting up of the Sardar Patel Covid Care Centre. The successful rollout of the Centre is a phenomenal example of inter-governmental and organisational cooperation in the face of the Coronavirus pandemic.

 Addressing a digital press briefing, Chief Minister Arvind Kejriwal on Friday said that that the number of coronavirus cases in the national capital is high but the situation is under control and there is no need to worry. The Delhi CM said that patients under home isolation have been sent pulse oximeters which will act as their ‘Suraksha Kawach’. He also said that the Delhi government has increased testing by three times but positive cases have increased by around 3000 per day only. Out of the total COVID19 patients, approx. 45,000 people have recovered. The Delhi CM said that Delhi has been getting mild cases over the past week, which is why out of 13500 total beds in the hospitals, Delhi has been using 6,000 COVID beds for the past week as most cases have mild symptoms and are recovering at their homes. CM Kejriwal said that the Delhi government has received permission to do more plasma therapy treatment in Delhi. Plasma therapy has been effective in serious cases that do not have extreme co-morbidities and it may help reduce COVID deaths.

CM Arvind Kejriwal said, “As of today, there are 74000 Corona cases in Delhi, but if we try to comprehend these cases, I would say that the situation is under control, it is worrisome but there is no need to panic. A few days back, we used to conduct around 5000-6000 tests daily, out of which around 2000-2500 cases were found to be positive. We have increased the testing three times, and now instead of 5000 tests per day, we are conducting 18000-20000 tests per day. We have seen that even if the testing has increased three-fold in the last few days, the Corona positive cases have only increased from 2000 to 3000-3500. If in the coming days, we conduct 1-2 lakh tests daily, it is natural to observe a spike in the number of Corona cases.” 

“A favorable thing is that out of 74000 cases, around 45000 cases have recovered, which shows that people are recovering from Corona swiftly. There have been around 2400 deaths due to Corona in Delhi, and out of the 26000 active Corona patients in Delhi, only 6000 people are in hospitals. The rest of the cases are asymptomatic or have mild symptoms, and are recovering in home isolation,” he added. 

CM Arvind Kejriwal said that for the last one week, the number of beds occupied in the hospitals by Corona patients has remained stagnant. “I was observing the data for the last few days. In the last week, the number of beds occupied has been stagnant at around 6000. Even if there has been a spike in 3000-3500 Corona cases daily, the new cases do not require beds. Most of the Covid-19 cases in Delhi are mild and most of them don’t require hospitalization. The number of people recovering and getting discharged from the hospitals, are the same as the number of people who require hospitalization. Right now, we have prepared 13,500 beds in our hospitals, out of which 7500 beds remain vacant and 6000 beds are occupied. I feel that we would require more ICU beds in the coming days since we have to now focus on saving more lives in Delhi,” said the CM. 

CM Arvind Kejriwal said that even though there is no sudden requirement of beds in the hospitals, the Delhi government is working round the clock to ensure more beds are added in the foreseeable future. He said, “We held a cabinet meeting today, where we have sanctioned the permit and the amount to increase the capacity of beds by 450, in a newly constructed hospital in Burari. You must have read it in the papers, I visited a banquet hall which is opposite to the LNJP hospital, and has been converted into a COVID care facility with 100 beds. Just like this banquet hall, we will acquire more banquet halls in the coming days and convert them into COVID care facilities by installing more beds in them. We will also attach them to various COVID hospitals in Delhi. It is not that we are not doing anything, even though we do not require more beds at the moment, we are preparing for tomorrow. In the first week of June, we did face some issues in the availability of beds to Corona patients. I was myself arranging beds in the middle of the night for patients. But now, the situation is under control. Delhi government has arranged for around 3500 beds in the hotels in the last 10 days, which has increased the overall bed capacity. In the coming days, with the installation of more beds in Burari hospital and banquet halls, our bed count will increase.” 

“We are also increasing beds in the ICUs in GTB, LNJP and Rajiv Gandhi Hospitals for better treatment of the people. I pray to God that people are not infected from Corona, but just in case that happens, I hope and pray that they recover soon,” he added.  

CM Arvind Kejriwal said that plasma therapy and providing pulse oxymeters to the patients recovering from Corona are the two foremost steps to ensure there are no deaths due to COVID. “To ensure that there are no deaths from Corona, we have taken two major steps. The first is plasma therapy, which you must have heard me mention in my briefings a few days back. Delhi was the first state in the nation where plasma therapy was used, the trials were conducted on 29 patients in the LNJP for the first time. The therapy yielded outstanding results on the patients, after which we have gotten permission to conduct 200 more plasma therapy trials in Delhi. Amongst the government hospitals, LNJP and Rajiv Gandhi hospital has gotten permission to conduct plasma therapy trials. Many private hospitals have also asked for permission to conduct plasma therapy,” said the CM. 

CM Arvind Kejriwal said, “The results have shown that the patients who are in a serious condition, is on a ventilator or is suffering from multi-organ failure, it is hard to save the patient through plasma therapy. But, those with moderate symptoms can recover, and plasma therapy can avert their condition from getting worse in the future. So, we hope that we can save lives through plasma therapy in the future. The results of plasma therapy in LNJP Hospital have shown that the death rate in the hospital has decreased to less than half as compared to earlier in the last few days.” 

CM Arvind Kejriwal advised the patients who have been provided pulse oxymeters to use them every two hours. He said, “The biggest problem faced by a Corona patient is lowering oxygen levels. If the oxygen level of a patient falls to 90, it is considered dangerous, and if it falls below 85, it is considered very serious. If your oxygen levels fall to 85-90, you will experience trouble breathing. It was also observed that some Corona patients had no symptoms at all, but their oxygen levels stooped drastically and they succumbed to Corona. Keeping this in view, we have implemented a system that all the people who are recovering in home isolation, and are asymptomatic or have mild symptoms, we have sent oxymeters to the houses of all these patients. These oximeters will act as their ‘Suraksha Kavach’. For those who have received the oxymeters, please use the oxymeter to measure your oxygen levels every 2 hours. It is very easy to use. If your oxygen level falls below 94, please contact us immediately, and oxygen will be sent to your home. Yesterday, I spoke to a patient who is recovering from Corona in home isolation and has used the oxymeter provided to him by the Delhi government. He is very happy and satisfied with the oxymeter.”

CM Arvind Kejriwal played an audio clip of his conversation with a home isolation patient, Mr. Kanan. The patient said he was fine and had no symptoms. The CM advised the patient to check his oxygen levels every two hours because if the oxygen level falls below 90 or 85, it may be very dangerous. The patient informed the CM that his oxygen level was above 97.6 and he has been checking his oxygen levels regularly. The CM also asked the patient if the medical team of the Delhi government had been calling him to guide him through the home isolation process, and Mr. Kanan said the medical team of the Delhi govt has been calling him everyday to guide him through the home isolation process. Mr. Kanan thanked CM Arvind Kejriwal for speaking to him. 

“There are thousands of Corona patients who have recovered at their homes or are recovering at their homes. We are taking all the necessary steps for their recovery and also for the recovery of patients in the hospitals. I pray for the speedy recovery of all Corona positive patients, said the CM.

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि एक तरफ, हम दिल्ली में मौतों की संख्या पर लगाम कसने के लिए होम आइसोलेशन में इलाज करा रहे मरीजों को ऑक्सी पल्स मीटर दिए हैं और दूसरी तरफ, एलएनजेपी और राजीव गांधी अस्पताल में 200 और मरीजों पर प्लाज्मा थेरेपी का परीक्षण कर रहे हैं। हमें इन दो कदमों से दिल्ली में मौतों की संख्या कम होने की पूरी उम्मीद है। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि दिल्ली में कोरोना के केस बढ़े हैं, लेकिन अभी स्थिति नियंत्रण में है। दिल्ली में अब तीन गुना अधिक जांच की जा रही है, जिससे केस अधिक दिख रहे हैं। पहले प्रतिदिन 5-6 हजार जांच होने पर दो से ढाई हजार पाॅजिटिव केस आते थे और अब 18 हजार जांच होने पर 3 से 3.5 हजार केस आ रहे हैं। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि दिल्ली में प्रतिदिन 3 से 3.5 हजार केस आने के बावजूद पिछले एक सप्ताह से 6 हजार के आसपास बेड की जरूरत बनी हुई है। जितने मरीज ठीक हो रहे हैं, लगभग उतने ही अस्पताल में भर्ती हो रहे हैं।

*जांच की संख्या बढ़ने से मरीजों की संख्या भी बढ़ी है- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने प्रेस कांफ्रेंस कर कहा कि दिल्ली में करीब 74000 कोरोना के केस हो चुके हैं। उन्होंने कहा कि 74000 केस काफी केस हैं, लेकिन इसको अगर हम समझने की कोशिश करें, तो मैं यही कहूंगा कि अभी स्थिति काबू में है। चिंता की बात है, लेकिन घबराने की बात नहीं है। कुछ दिन पहले तक हम लोग लगभग 5 से 6 हजार टेस्ट रोज किया करते थे, तब 2 से ढाई हजार केस रोज आ रहे थे। अब हमने जांच की संख्या बढ़ाकर 18000 कर दी कर दी है। पिछले कुछ दिनों से 18 से 20 हजार जांच प्रतिदिन हो रही है। इस तरह हमने करीब 3 गुना जांच की संख्या बढ़ाकर कर दी है। जाहिर तौर पर जब हम जांच इतने बड़े स्तर पर कर रहे हैं, तो केस भी थोड़े से बढ़ रहे हैं। जब हम 5 से 6 हजार जांच रोज कर रहे थे, तब दो से ढाई हजार के केस पॉजिटिव आते थे और अब जब 18 हजार जांच रोज कर रहे हैं, तो 3 से 3.5 हजार केस ही बढ़े हैं। हमने टेस्ट 3 गुना कर दिए लेकिन पॉजिटिव केस, पहले 2 से 3 हजार आते थे और अब 3 से 3.5 हजार आने लगे हैं। जाहिर तौर पर अगर कल को हम एक लाख, दो या तीन लाख जांच करेंगे, तो केस थोड़े से ज्यादा आएंगे।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि अच्छी बात यह है कि 74000 अभी तक कुल केस हुए हैं, इनमें से 45000 लोग ठीक हो चुके हैं। लोग बड़ी तेजी से ठीक हो रहे हैं। ज्यादा टेस्ट करने की वजह से केस की संख्या ज्यादा दिख रही है, लेकिन लोग ठीक भी बहुत तेजी से हो रहे हैं। उन्होंने बताया कि दिल्ली में अभी तक करीब 2400 लोगों की मौत हुई है। आज की तारीख में दिल्ली में कोरोना के करीब 26000 मरीज हैं। उन 26000 मरीजों में से केवल 6000 लोग ही अस्पताल में भर्ती हैं। बाकी लोग अपने घर पर इलाज करा रहे हैं। इनमें हल्की खांसी या बुखार है।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि पिछले 1 सप्ताह में कुल बेड की संख्या जिन पर मरीज अभी हैं, वह लगभग 6000 के आसपास रही है, जबकि दिल्ली में प्रतिदिन 3 से 3.5 हजार नए मरीज आ रहे हैं, लेकिन इन मरीजों को रोज नए बेड की जरूरत नहीं पड़ रही है। इसका मतलब यह है कि यह गंभीर मरीज नहीं हैं। दिल्ली में जितने लोगों को कोरोना हो रहा है, वह हल्के लक्षणों वाला हो रहा है। लोगों को कोरोना होता है और वह ठीक हो जा रहे हैं। अस्पताल जाने की कम लोगों को जरूरत पड़ रही है और जितने लोगों को अस्पताल से छुट्टी मिल रही है लगभग उतने ही लोगों को अस्पताल में भर्ती होने की जरूरत पड़ रही है। इस तरह पिछले एक सप्ताह से दिल्ली में बेड की जरूरत लगभग 6 हजार बनी हुई है। अभी हमने दिल्ली में करीब 13,500 बेड तैयार कर रखें है। इसमें से करीब 7500 बेड अभी खाली हैं और सिर्फ 6000 बेड पर ही मरीज हैं।

*आईसीयू के और बेड बढ़ाने की जरूरत पड़ सकती है- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि मुझे लगता है कि आने वाले समय में सम्भवतः आईसीयू बेड की जरूरत पढ़ सकती है। अब हमें लोगों की जान बचाने के लिए आईसीयू बेड बढ़ाने पड़ सकते हैं और हम दोनों की व्यवस्था कर रहे हैं। आज हमने कैबिनेट की बैठक की थी। बैठक में हमने बुराड़ी के अस्पताल में 450 बेड और बढ़ाने की अनुमति दे दी है और इसका पैसा भी हमने स्वीकृत कर दिया है। दिल्ली में बैंक्वेट हॉल के अंदर हमने 100 बेड का इंतजाम किया है। इसी तरह हम दिल्ली के कई और बैंक्वेट हॉल को अलग-अलग अस्पतालों से जोड़ेंगे और उन बैंक्वेट हॉल में हम बेड का इंतजाम कर देंगे। हम हाथ पर हाथ धरे नहीं बैठे हैं। हम अभी से कल की तैयारी कर रहे हैं। अगर अचानक ज्यादा बेड की जरूरत पड़ती है, तो हम उसके लिए पहले से ही तैयारी कर रहे हैं।

*जून के पहले सप्ताह में बेड की थोड़ी दिक्कत हुई थी, लेकिन अब नहीं- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि जून के पहले हफ्ते में कुछ ऐसे दिन थे, जब पूरे दिल्ली में बेड की थोड़ी सी कमी हुई थी। तब मैं भी रात-रात भर जागकर लोगों के फोन रिसीव करके उनके लिए बेड का इंतजाम करता था। लेकिन आज स्थिति नियंत्रण में है। हमने पिछले 10 दिनों में होटलों के अंदर करीब 3500 बेड के इंतजाम किया है। उन होटलों को हमने अस्पतालों से अटैच कर दिया है। इस वजह से भी दिल्ली में बेड की संख्या काफी बढ़ गई है और आने वाले दिन में भी हम बैंक्वेट्स हॉल में और बेड लेंगे, बुराड़ी अस्पताल भी तैयार हो जाएगा। साथ ही कई और कदम उठा रहे हैं। इसके अलावा आईसीयू के अंदर भी बेड बढ़ा रहे हैं। जीटीबी, राजीव गांधी और एलएनजेपी में हम आईसीयू के बेड बहुत बड़ी संख्या में बढाने जा रहे हैं। ताकि अगर गंभीर मरीजों को जरूरत पड़े तो उन्हें बेड दिलाया जा सके।

*प्लाज्मा थेरेपी की मदद से मौतों को कम होने की उम्मीद- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि भगवान न करे कि आपको कोरोना हो और अगर कोरोना हो भी जाए, तो इससे किसी की मौत नहीं होनी चाहिए। उसे रोकने के लिए हमने दो महत्वपूर्ण कदम उठाए हैं। एक है प्लाज्मा थेरेपी। दिल्ली पहला राज्य है, जहां हमने प्लाज्मा थेरेपी को बड़े उत्साह के साथ शुरू किया। हमने एलएनजेपी अस्पताल में इसके परीक्षण किए। शुरू में 29 मरीजों के ऊपर इसका परीक्षण किया गया और इसके नतीजे बहुत अच्छे आए। प्लाजमा थेरेपी के उन नतीजों को हमने केंद्र सरकार को सौंपा। अब हमें 200 और मरीजों के ऊपर प्लाज्मा थेरेपी का परीक्षण करने की इजाजत मिली है। अब सरकारी अस्पताल में एलएनजेपी और राजीव गांधी अस्पताल में प्लाज्मा थेरेपी का परीक्षण करने की इजाजत मिली है। इसके बाद, कई निजी अस्पतालों ने भी प्लाज्मा थेरेपी का परीक्षण करने की इजाजत ले ली है।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि इसके नतीजे दिखाते हैं कि यदि कोई मॉडरेट मरीज है, कोई गंभीर मरीज है, जिसके कई अंग फेल हो चुके हैं। ऐसे मरीजों को शायद प्लाजमा थेरेपी से बचा पाना मुश्किल हो, लेकिन जिन लोगों की हालत अभी ज्यादा बिगड़ी नहीं है, यदि उनको प्लाज्मा थेरेपी दी जाए, तो उनकी हालत आगे और बिगड़ने से रोका जा सकता है। अभी तक के नतीजों ने ऐसा दिखाया है। हमें उम्मीद है कि प्लाज्मा थेरेपी के जरिए हम मौत की संख्या को कम करने में शायद सफल हो पाएं। एलएनजेपी के नतीजे दिखाते हैं कि जब से प्लाज्मा थेरेपी शुरू की गई है, वहां पहले जितनी मौतें होती थी, आज उसके मुकाबले करीब आधी ही हो रही हैं।

*होम आइसोलेशन के मरीजों के लिए सुरक्षा कवच है ऑक्सी पल्स मीटर – अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि कोरोना में मरीज में ऑक्सीजन का स्तर अचानक कम हो जाता है। एक आम आदमी में आॅक्सीजन का स्तर 95 होना चाहिए। अगर यह 90 से कम हो जाए, तो या खतरा माना जाता है। अगर यह कि 85 से कम हो जाए, तो बहुत गंभीर माना जाता है। अगर ऑक्सीजन लेवल 90 या 85 हो जाए, तो सांस लेने में तकलीफ होती है और बहुत ज्यादा सांस रूकती है और बहुत ज्यादा तकलीफ होती है। वहीं, इस बीमारी में कुछ मरीज ऐसे भी हैं जिनमें देखा गया कि ऑक्सीजन का लेवल बहुत नीचे चला गया, लेकिन उनमें कोई लक्षण ही नहीं है और अचानक उनकी मौत हो जाती है। इसी के मद्देनजर रखते हुए हमने एक फैसला लिया है कि जिन लोगों का घरों में इलाज चल रहा है वे होम आइसोलेशन में है, हल्के लक्षणों वाले हैं या बिना लक्षणों वाले हैं, जिनको कोरोना है, लेकिन कोई लक्षण नहीं है। ऐसे लगभग सभी मरीजों के घरों में हमने ऑक्सी मीटर पहुंचा दिया है। यह ऑक्सी पल्स मीटर आपका सुरक्षा कवच है। जिन लोगों का ऑक्सी मीटर मिला है, वे लोग कोशिश करके हर घंटे, 2 घंटे में अपना ऑक्सीजन स्तर मापते रहें। अगर आपका ऑक्सीजन स्तर 94 के नीचे आ जाए तो आप तुरंत हमें फोन कर दें, आपके घर पर आपातकाल में ऑक्सीजन पहुंचा दिया जाएगा और जरूरत पड़ेगी, तो आप को अस्पताल में भर्ती करा दिया जाएगा।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि कोरोना से पीड़ित मिस्टर कानन का इलाज घर पर चल रहा है। उनसे मैंने फोन पर बात कर पूछा कि आपको ऑक्सी पल्स मीटर मिल गया है, तो उन्होंने बताया कि मिल गया। मुख्यमंत्री अरविंद केजरीवाल से बातचीत करते हुए मिस्टर कानन ने बताया कि वे अब बिल्कुल ठीक हैं। उन्होंने बताया कि उन्हें अभी कोरोना है, लेकिन अब वे बिल्कुल ठीक हैं। अभी कोई लक्षण नहीं है। मुख्यमंत्री अरविंद केजरीवाल ने कानन को बताया कि करोना में सबसे ज्यादा ऑक्सीजन स्तर पर ध्यान रखना होता है। ऑक्सीजन सैचुरेशन स्तर 95 होना चाहिए। अगर यह 95 से नीचे आता है और 90 से नीचे चला जाता है, तो थोड़ा खतरनाक हो जाता है और 85 से नीचे चला जाए, तो और भी खतरनाक हो जाता है। ऑक्सीजन का स्तर नीचे जाने पर सांस लेने में दिक्कत होती है। यह बीमारी ऐसी है कि इसमें कभी-कभी पता नहीं चलता है, बीमारी के कोई लक्षण नहीं दिखाई देते हैं, फिर भी ऑक्सीजन लेवल नीचे चला जाता है। इसीलिए हमने सभी को ऑक्सी पल्स मीटर दिया है। श्री कानन ने बताया कि उनका ऑक्सीजन स्तर 97 से ऊपर है। उन्होंने बताया कि घर में माता-पिता और पत्नी के अलावा बच्चे हैं, लेकिन वे एक अलग कमरे में रह रहे हैं। मुख्यमंत्री अरविंद केजरीवाल ने उनसे अपील की कि घर के बुजुर्गों को संपर्क में आने से बचाइएगा, क्योंकि उन्हें इससे ज्यादा खतरा रहता है। आगे मुख्यमंत्री ने उनसे पूछा कि दिल्ली सरकार से आपको गाइड करने के लिए फोन आते हैं। इस पर श्री कानन ने बताया कि उन्हें दिल्ली सरकार से रोज फोन आते हैं।

•  26 जून 2020 को महिला एवं बाल विकास विभाग ने निषेध निदेशालय के साथ मिलकर अंतरराष्ट्रीय नशा निरोधक दिवस मनाया। 

विभाग ने वीडिओ कॉन्फ्रेंसिंग के ज़रिए नशा मुक्ति के बारे में चर्चा की। चर्चा का विषय रहा, कोविड-19 महामारी में पदार्थ के उपयोग के विकारों के लिए चुनौतियां, जिसमें महिला एवं बाल विकास विभाग सचिव सहित कई संस्थाओ और स्टेक होल्डर्स ने हिस्सा लिया।

कैबिनेट मंत्री, राजेंद्र पाल गौतम ने इस मीटिंग के शुरुआत में ड्रग्स दुरुपयोग के मामलों को बारीकी से जाँचने की आवश्यकता को सामने रखा और कहा यदि इसे जड़ से मिटाना है तो सभी संस्थाओ को साथ मिलकर काम करना होगा। उन्होंने बच्चों और युवाओं के बीच नशीली दवाओं के दुरुपयोग के बढ़ते कारणों को देखने पर भी जोर दिया,जो पुनर्सुधार केंद्रों में परामर्शदाताओं द्वारा किया जा सकता है।

 “एक गंभीर मुद्दा जो हमारे समाज को प्रभावित करता है वह है नशीली दवाओं के दुरुपयोग की समस्या, खासकर बच्चों और युवाओं में।  वे बहुत कम उम्र में, नशे की गिरफ्त में आ जाते हैं क्योंकि उनके पास ड्रग्स और मादक पदार्थों की उपलब्धता बेहद आसानी से हो जाती है।  अपराध की दृष्टि से, यह वास्तव में एक गंभीर मुद्दा है – हमें यह जानना होगा इसकी, आपूर्ति कौन कर रहा है?  लेकिन सबसे ज़रूरी ये जानना है कि इन नशीले पदार्थों की मांग इतनी अधिक क्यों बढ़ रही है?  इतनी कम उम्र में युवा वयस्क मादक पदार्थों की गिरफ्त में क्यूं फंस रहे हैं? हमें यह देखना होगा कि कैसे हम इन युवाओं और बच्चों को बेहतर काउंसलिंग दे सकते हैं और सफलतापूर्वक पुनर्वास कर सकते हैं?  “- राजेंद्र पाल गौतम

राजेंद्र पाल गौतम ने सभी विभागों, संस्थानों और स्टेकहोल्डर्स को नशीली दवाओं के दुरुपयोग की समस्या को हल करने के लिए एक दूसरे के साथ समन्वय में काम करने की आवश्यकता पर बल दिया।  उन्होंने यह भी सुझाव दिया कि ड्रग रिहैबिलिटेशन सेंटरों को सक्रिय रूप से सर्वेक्षण करना चाहिए ताकि यह पता लगाया जा सके कि उनके केंद्रों में कितने लोगों का सफलतापूर्वक पुनर्वास किया गया था। इसे गुणात्मक रूप से मापा जाना चाहिए अर्थात् यदि पुनर्वास केंद्र से किसी व्यक्ति को छुट्टी दे दी गई थी, तो वह वापस तो यहां नहीं आया या वापस नशे की गिरफ्त में आया हो।  यह पुनर्वास केंद्रों में दी गई काउंसलिंग और देखभाल की प्रभावशीलता को मापने में मदद कर सकता है।

सभी प्रतिभागियों ने महिला और बाल विकास विभाग की, कोरोना महामारी के दौरान की गई इस पहल का स्वागत किया और नियमित आधार पर इन जागरूकता कार्यक्रमों का संचालन करने पर जोर दिया।  इस तरह के कार्यक्रमों में युवाओं को शामिल करने के लिए बढ़ावा दिया जाना चाहिए, ताकि बेहतर परिणाम मिल सके। 

एस.बी. शशांक, निदेशक निषेध निदेशालय, ने प्रसिद्ध टीवी धारावाहिक ‘अंधी गलियां’ के बारे में उल्लेख किया जो 1985 में, मादक पदार्थों की समस्या पर दूरदर्शन पर प्रसारित किया गया था।  उन्होंने कहा, इलेक्ट्रोनिक मीडिया के ज़रिए इसी तरह की जागरूकता और संवेदनशीलता की आवश्यकता है। 

 “साल में सिर्फ एक बार जागरूकता कार्यक्रम करने से, हमारे समाज में नशेखोरी की समस्या से निजात नहीं मिल पाएगी।  हमें समन्वय में काम करने की और उन सभी अंतर्निहित कारणों पर भी गहन शोध करने की आवश्यकता है जो मादक पदार्थों के सेवन की समस्या को बढ़ाते और उकसाते हैं।  इस शोध के बाद ही, हम कोई ठोस नीति बना पाएंगे, जो इस समस्या को प्रभावी और कठोर तरीके से निजात दिला सकेगी  – राजेंद्र पाल गौतम

•  On 26th June, Department of Women and Child Development along with Directorate of Prohibition, Govt of NCT of Delhi observed the International Day against Drug Abuse and Illicit Trafficking. 

On this day, the Department hosted a dialogue via video conferencing on the theme – The COVID-19 Pandemic: unique challenges for the management of substance use disorders and success stories of recovery. Secretary and Director of Women and Child Develooment along with several institutions and stakeholders took part in the video conference such as:-

1. Institute of Human Behaviour and Allied Sciences (IHBAS)

2. Delhi State Legal Service Authority (DSLSA)

3. All India Institute of Medical Sciences (AIIMS)

4. Delhi State Aids Control Society

5. Integrated Rehabilitation Centre for Addicts

6. Ministry of Social Justice and Empowerment 

7. Narcotics Control Bureau 

8. Medical In-Charge, Drug de-addiction and Demand Reduction Centre, Sultan Puri 

9. Registrar of Delhi High Court.

Cabinet Minister Rajendra Pal Gautam in his inaugural address highlighted the need to monitor closely the cases of Drug Abuse in Delhi which can be effectively done only when all bodies and institutions work together.  He also stressed on looking into the underpinning causes of drug abuse among children and young adults which can be done by professional counsellors in Drug Rehabilitation Centres

“One of the serious issues that plague our society is the problem of drug abuse especially in children and young adults. They, at a very early age, become addicts as they have easy access to drugs and narcotic substances. From the point of view of crime, this is indeed a serious issue – who is supplying? Is there a drug racquet? But what is more important is to look into the underlying causes such as why is the demand for drugs rising? Why are young adults getting trapped in drug abuse at such a young age? and How can we provide better counselling to these people and successfully rehabilitate them? “ – Rajendra Pal Gautam.

Rajendra Pal Gautam stressed upon the need for all departments, institutions and stakeholders to work in close coordination with each other in order to solve the problem of drug abuse. He also suggested that the Drug Rehabilitation Centres should actively conduct survey research to find out how many people were successfully rehabilitated in their centres. This should be measured qualitatively i.e if there was any relapse as soon as the person was discharged from the rehabilitation centre. This can help in measuring the effectiveness of the counselling and care provided to the person in the rehabilitation centres.

All the participants welcomed this move by the Department of Women and Child Development and stressed to conduct these awareness programs on routine basis. Involvement of youth in such programs should be promoted to have a result oriented approach.

S.B. Shashank Director of Prohibition, mentioned about famous TV serial which used to be telecast on Doordarshan in 1985 under the programme name Andhi Galiyan, related to the problem of Drug Addiction. Similar kind of awareness and sensitisation is needed in today’s time for broadcast on electronic media, too he stressed.

“Creating awareness programs once a year is not enough to tackle the problem of drug abuse in our society. We need to work in close coordination and also thoroughly research all the underlying causes which push and perpetuate the problem of drug abuse. It is only after this research, that we can make a sound policy which effectively and rigorously tackles this problem.” – Rajendra Pal Gautam.

Deputy Chief Minister and Education Minister of Delhi, Shri Manish Sisodia convened a meeting with the Secretary Education, Director of Education, and other senior officers from the Directorate, along with the District Deputy Director of Education, to decide on the subject of reopening schools in Delhi.

Experiences related to continuing education through various programmes during the lockdown situation induced by COVID 19, were also discussed. Various points on introducing specific plans for every class were also discussed in the meeting. It was also decided to keep all schools closed till 31st July keeping in mind the current coronavirus situation. 

It should be noted that Hon’ble Deputy CM had also written a letter to Hon’ble Union HRD Minister, Shri Ramesh Pokhriyal ‘Nishank’, early this month, suggesting the steps to see schools in the new role.  

*The aim of today’s meeting was to design a plan of action for schools so that whenever they reopen after July, they are well prepared.- DoE official*

A district-wise report based on the suggestions from 829 teachers from Delhi Govt. and Private schools, 61 Head of Schools, 920 students, and 829 parents received online and suggestions from 23262 teachers and 98423 parents at the school level formed the basis of district wise report. This report was presented to the Hon’ble Deputy CM by the Deputy Directors of the DOE, in the presence of the Director, Education and Secretary, Education. 

*DoE received various suggestions on changing the approach towards reopening of schools. Continuing online classes and activities with the help of parents were agreed upon. Pointers to cut down the syllabus upto 50% were also discussed*

Shri Manish Sisodia and his team received various suggestions on changing approaches to learning and reopening of classes in Delhi schools. One of the suggestions in the meeting was that primary classes should be held once or twice in a week with a strength of 12-15 students in a class. Another point was made that classes can be conducted on alternate days for students of classes 3 to 5. Continuing with the online classes wherever possible, carrying proper sanitization work in classrooms, distributing masks to students, thermal screening of every student at the school entrance gate, and reduction of the syllabus were some of the major suggestions given at the meeting. 

Along the same lines, conducting classes once or twice a week for students of classes 6 to 8 was suggested. It was also proposed at the meeting to conduct classes for three days in a week. DoE officials also stressed on reducing the syllabus by 30 to 50% to reduce the burden of the already stressed-out students. There was also a suggestion to ban students’ mass activity and crowd.

*Let’s design a plan to reopen schools in a way that would prepare our students to adjust to the new circumstances and not fear them. It would help our students to learn to live with Corona- Dy CM Sisodia*

For classes 9 and 10, it was suggested to the Hon’ble Education Minister that classes should be taken in very small groups once or twice a week. Some members were of the view that Class 10 students should have classes every day. But it was strongly agreed that online classes should not be withdrawn and online library facilities should also continue like before. Videos by the Khan Academy on different subjects for easy learning and understanding of students should also continue. 

It was suggested during the meeting that classes of 11th and 12th should be conducted on alternate days and online classes should be carried on remaining days. There was also a suggestion of reducing their syllabus. Some also suggested that only 3 to 4 hours of classes should be carried per day.

In the meeting, Deputy CM Manish Sisodia said “ In the light of all the suggestions we should make a plan to reopen schools in a way that would teach the students to live with the corona and prepare them for a new role in new circumstances.”

दिल्ली में स्कूलों को पुनः खोलने संबंधी योजना पर आज *डिप्टी सीएम मनीष सिसोदिया ने अधिकारियों के साथ उच्च स्तरीय बैठक की*। लॉकडाउन के दौरान विभिन्न माध्यमों से शिक्षा जारी रखने संबंधी अनुभवों पर भी चर्चा हुई। बैठक में अलग अलग कक्षाओं के अनुरूप विशिष्ट योजना बनाने संबधी सुझावों पर चर्चा हुई.  इसके अलावा इस बात पर भी सहमति बनी की वर्तमान परिस्थितियों को देखते हुए *स्कूल फिलहाल 31 जुलाई तक बंद रखे जाएं*.

उल्लेखनीय है कि श्री सिसोदिया ने केंद्रीय मानव संसाधन मंत्री डॉ रमेश पोखरियाल निशंक को पत्र लिखकर स्कूलों की नई भूमिका पर विचार करने का अनुरोध किया था। उन्होंने लिखा था कि हमें अभी तय करना है कि हम खुद अपने देश और समाज की जरूरतों को ध्यान में रखते हुए अपने स्कूलों का पुनर्निर्माण करेंगे या फिर इंतजार करेंगे कि कोई अन्य देश कुछ कर लें, उसके बाद हम उसे अपने यहां कॉपी पेस्ट करें।

*आज की बैठक का उद्देश्य यह विचार करना था कि स्कूल जुलाई के बाद जब भी खुलें, वो किस प्रकार की तैयारी के साथ खुलें*.

*बैठक में दिल्ली के सरकारी और निजी विद्यालयों के 829 शिक्षकों, 61 स्कूल हेड, 920 स्टूडेंट्स तथा 829 अभिभावकों के ऑनलाइन सुझावों और स्कूल स्तर पर 23262 टीचर्स और 98423 अभिभावकों के सुझाओं पर आधारित जिले वार रिपोर्ट पर विचार किया गया*। इन रिपोर्ट को शिक्षा निदेशालय के उप शिक्षा अधिकारीयों नें शिक्षा सचिव और शिक्षा निदेशक की उपस्थित में, उपमुख्यमंत्री श्री मनीष सिसोदिया को प्रेजेंट किया.

*प्राथमिक कक्षाओं के बारे में सुझाव आया कि 12 से 15 स्टूडेंट की सप्ताह में एक या दो कक्षा लगाई जाए*। क्लास थ्री से फाइव कक्षा वैकल्पिक दिन में लगाने का सुझाव आया। स्टूडेंट्स के लिए जहाँ तक संभव हो ऑनलाइन शिक्षा जारी रखने, सभी कक्षाओं में समुचित सैनिटाइजेशन करने, स्टूडेंट्स को मास्क का वितरण करने, प्रत्येक स्टूडेंट की विद्यालय में प्रवेश के समय थर्मल स्क्रीनिंग करने तथा सिलेबस कम करने जैसे सुझाव भी आए।

*इसी तरह कक्षा 6 से 8 के लिए छोटे समूह में सप्ताह में एक या दो दिन क्लास करने का सुझाव आया*। कुछ लोगों ने सप्ताह में 3 दिन क्लास का भी सुझाव दिया। सिलेबस को 30 से 50 फीसदी तक कम करने पर भी कई लोगों ने जोर दिया। स्टूडेंट्स की सामूहिक गतिविधि तथा भीड़ पर रोक लगाने का भी सुझाव आया। 

*कक्षा नौवीं और दसवीं के लिए सप्ताह 1 या 2 दिन छोटे समूह में क्लास करने का सुझाव आया*। कुछ लोगों ने कक्षा दसवीं के लिए प्रतिदिन क्लास का सुझाव दिया। ऑनलाइन क्लास जारी रखने,  यूट्यूब चैनल खान अकादमी के वीडियो जारी रखने का सुझाव आया। 

*11वीं और 12वीं की क्लास वैकल्पिक दिनों में कराने तथा शेष दिनों में ऑनलाइन शिक्षा का सुझाव दिया गया*। इनके सिलेबस में भी कटौती का सुझाव आया। कुछ लोगों ने सुझाव दिया कि प्रतिदिन सिर्फ 3 से 4 घंटे की क्लास की जाए।

बैठक में डिप्टी सीएम मनीष सिसोदिया ने कहा कि हमें सभी सुझावों के आलोक में स्कूलों को पुनः खोलने की ऐसी योजना बनानी चाहिए जो स्टूडेंट्स को कोरोना के साथ जीना भी सिखाए तथा नई परिस्थितियों में उन्हें नई भूमिका के लिए तैयार कर सके।

COVID-positive persons will not be required to visit COVID Care Centres for a clinical assessment for home isolation or hospitalisation, *Delhi Deputy Chief Minister Mr Manish Sisodia* said after an SDMA meeting on Thursday. He said that it has been decided to withdraw the Centre’s order regarding the requirement of COVID Care Centre visit by COVID-positive persons at the State Disaster Management Authority (SDMA) meeting. Mr Sisodia said that those found COVID-19 positive would be *clinically assessed by medical officers at their homes*. The Deputy CM of Delhi who is also handling the additional portfolio of the Health Minister said that the *home isolation has been highly successful in Delhi and around 30,000 coronavirus patients had been cured under the system*.

“Today I am bringing some good news for the people of Delhi. As per the earlier system followed in Delhi, when a person is tested positive for Coronavirus then the Delhi Govts’ medical team would visit his home. The medical team would then check his symptoms and their severity, if he had a fever, cough, etc. Thereafter team would also check whether he is fit for home isolation or not. If the medical team found the symptoms severe or learnt that the patient had comorbidities, then they would send him to the hospital. In the absence of the provision/arrangement of home isolation for asymptomatic patients, the medical team would refer him/her to a Quarantine Centre. This was the protocol being followed in Delhi till last Friday. Last Saturday, the Central Govt. and the Hon’ble LG first issued an order mandating 5-day Institutional Quarantine for every person testing positive for COVID.  We held discussions with them and requested scrapping of this order. Eventually, they agreed,” he said.

He added that this new rule by the Central Govt. mandating every person testing positive to visit a Quarantine  Centre for clinical assessment had been adding to the woes of the troubled people. “we had requested the Central Govt to rethink this decision. Central Govt. has approved our request and decided to roll it back to the older system of medical team visits at patients’ homes,” said Mr Sisodia.

“People were very troubled that if they are found COVID positive then they will have to visit a Quarantine Centre. I also read a few reports in the media about people who had tested positive for COVID 19,  and were worried that they would have to go to the Quarantine Centre, even when they were asymptomatic and are fit for home isolation,” said Mr Sisodia.

He informed that the old system of screening COVID patients at their homes by Delhi Govt’s medical team has again been put into force by the approval of the Central Govt.  “The medical team will assess the health condition of the patients and the severity of his symptoms. The team will also note if there is an arrangement for home quarantine for the concerned patient. Only after noting that the patient is asymptomatic or have very mild symptoms, that the team would approve home isolation for him. And if the patient’s symptoms are serious, then the team would take him to a hospital,” said the Deputy Chief Minister.

He said that so this new rule by Hon’ble LG for mandatory clinical assessment at Quarantine Centre has been scrapped. Now Home isolation can be granted to those who are eligible for it. Patients will not need to stand in huge queues outside the Quarantine Centre now.

“Lastly, I would just want to say, home isolation is a great arrangement which is being successfully practised not in Delhi but in the entire world. Around 30,000 patients have been cured under Home Isolation. So, the arrangements like this which facilitate speedy recovery of patients should not be scrapped,” said Mr Sisodia.

The Deputy CM said I will read from the order that was passed in the SDMA meeting today: The patient shall be allowed home isolation, if,  as per the assessment of home isolation team sent by district surveillance officer; if the patient is mild or asymptomatic, unless having comorbid conditions, and has a residence of two rooms or a separate room and a separate toilet for the patient, then he will be allowed for home isolation.” He concluded that to summarise this, if you have a house with two rooms or if you have access to a separate room and a separate washroom for your use only, then in the absence of symptoms of COVID, you are allowed to stay at home. To fight and recover from COVID 19, home isolation has proven to be beneficial.

दिल्ली में होम आइसोलेशन की व्यवस्था दोबारा बहाल कर दी गई है। अब सभी मरीजों को क्वारन्टीन सेंटर जाकर जांच कराने की बाध्यता खत्म कर दी गई है। आज यह फैसला एसडीएमए की बैठक में लिया गया। *उपमुख्यमंत्री मनीष सिसोदिया ने बताया कि अब रैपिड टेस्ट के दौरान मरीजों की स्क्रीनिंग टेस्टिंग सेंटर पर होगी, जबकि हल्के वह एसिमटोमैटिक मरीजों को घर पर इलाज की अनुमति रहेगी*। इसके लिए  उनके पास अलग से कमरा व शौचालय होना अनिवार्य होगा। उन्होंने बताया कि बीते शनिवार को एलजी ने एक आदेश जारी कर सभी कोरोना मरीजों के लिए क्वारन्टीन सेंटर जाकर जांच जांच कराना अवश्य कर दिया था। इससे लोग दुखी थे, अब यह व्यवस्था को खत्म कर दी गई है।

दिल्ली के उपमुख्यमंत्री मनीष सिसोदिया ने एक बयान जारी कर कहा कि विगत शुक्रवार तक दिल्ली में हमने शानदार व्यवस्था बना रखी थी। पहले कोरोना पॉजिटिव मरीजों के घर हमारी मेडिकल टीम जाकर जांच करती थी। वह मरीज के बुखार, ऑक्सीजन लेवल तथा अन्य मेडिकल स्थिति की जांच करती थी। अगर वह सिम्प्टोमिक हो या कोई अन्य जटिलता हो, तो अस्पताल भेजा जाता था। अन्यथा होम आइसोलेशन के लायक होने पर घर की स्थिति की जांच की जाती थी। जिनका होम आइसोलेशन संभव हो, उन्हें यह सुविधा मिलती थी। 

लेकिन एलजी और केंद्र सरकार ने पहले तो होम आइसोलेशन बंद करा दिया। पांच दिनों तक हर मरीज को अस्पताल में रहना जरूरी कर दिया गया। इससे सबको परेशानी बढ़ी। किसी तरह हमने उस आदेश को वापस कराया।

इसके बाद शनिवार को फिर एलजी ने एक आदेश निकाल कर सभी कोरोना मरीजों को क्वारन्टीन सेंटर जाकर जांच कराना जरूरी कर दिया गया। इस आदेश से लोग काफी परेशान थे। जिन्हें 102 या 103 डिग्री बुखार हो, उसे भी जाकर लाइन में लगना जरूरी कर दिया गया। जबकि यह काम हम उन्हें घर बैठे कर देते थे। सबको सेंटर जाना तकलीफ बढ़ाने वाली बात थी। इससे लोग दुखी थे। 

*इसलिए हमने केंद्र से अनुरोध किया था कि हमारी व्यवस्था जारी रहने दी जाए। खुशी की बात है कि हमारी बात मान ली गई है। अब फिर वही हमारा सिस्टम लागू हो गया है*।

अब जिसे भी कोरोना पाया जाएगा, हमारी मेडिकल टीम उसके घर जाकर स्क्रीनिंग करेगी। मरीज की मेडिकल स्थिति की जांच करेगी। अस्पताल जाना जरूरी हुआ तो अस्पताल भेजा जाएगा। अन्यथा होम आइसोलेशन में इलाज होगा। इस तरह बीच में जो तीन-चार दिन की परेशानी हुई, वह अब खत्म हो गई है।

*दिल्ली में हमने होम आइसोलेशन की शानदार व्यवस्था की है। देश भर में यह सबसे अच्छी व्यवस्था है। दिल्ली में अब तक 30,000 से ज्यादा मरीज ठीक हो चुके हैं। किसी भी नई और अच्छी व्यवस्था को आगे बढ़ाना चाहिए। उसे बंद करने से परेशानी बढ़ती है*।

खुशी है कि आज एसडीएमए की बैठक में इस पर हमारे अनुसार निर्णय हो गया। आदेश में लिखा गया है कि रैपिड टेस्ट के दौरान मरीजों की स्क्रीनिंग टेस्टिंग सेंटर पर हो जाएगी। लेकिन शेष मरीजों को होम आइसोलेशन की अनुमति होगी। माइल्ड और एसिम्प्टोमैटिक मरीजों को घर पर इलाज की अनुमति होगी। बशर्ते कि उनके लिए अलग कमरे और अलग शौचालय की व्यवस्था हो।

Chief Minister Arvind Kejriwal on Thursday launched a video call facility for coronavirus patients admitted at the Lok Nayak Jai Prakash (LNJP) hospital to talk to their loved ones. He also congratulated the doctors for working for and successfully treating the Corona patients since 100 days now. While launching the video conferencing technology for the patients, CM Arvind Kejriwal interacted with the hospital doctors and patients admitted to the hospital through video calling. 

CM Arvind Kejriwal said, “We are launching a new technological facility. Till now, the problem was that if a COVID positive patient was admitted to the hospital, relatives of the patient were not able to meet them or talk to them. The relatives and family members were not able to get information on the condition of the patient. Now, tablets have been installed in every ward of the hospital. The family members can visit the hospital and talk to the patient through video conferencing.”

Briefing Shri Arvind Kejriwal on the services provided by LNJP hospital to the Corona patients through a presentation, the team of doctors said that LNJP has been declared as the first purely dedicated Corona care hospital in the country with 2000 beds, all attached with oxygen support. Around 2751 patients have been recovered and discharged successfully by the hospital, which is the highest recovery figure country-wide. The facilities provided by various wards including the gynecology ward, surgery ward, etc, were also presented to the CM and the Dy CM. 

The help desk has been established in the hospitals on the directions of the CM. Tablets have been installed in coronavirus wards and at a counter outside, which can be used by patients and their relatives for video calling. Earlier the relatives of the patients were not happy with the information about the patients not being provided to them. 

Various technological advancements such as the installation of CCTV cameras, TVs, etc were also portrayed. Dy CM Shri Manish Sisodia suggested that the use of these tablets is also beneficial for the doctors and the administration to be in regular touch with the patients, instead of physically being present besides the patient which exposes them to the risk of Corona. 

CM Arvind Kejriwal interacted with the HODs and the doctors in various departments through the use of the video calling through the tablets. He said, “I want to congratulate you for completing 100 days as a Corona dedicated hospital and treating Corona patients. LNJP was declared a COVID-19 hospital on March 17 and since then, it has been a long journey and it has been a difficult, tough, and arduous journey for all of you. I have heard a lot of times about you all, that it has been days since you have not visited your homes and not met your family members. I know that it is not easy to wear a PPE kit and sweat it out for 8 hours day after day. To walk into a ward full of patients knowing that you may get yourself infected. But you are putting service before fear, and fighting the disease with humanity. We know that there is no cure to this disease, and the doctors are fighting a battle against the virus without any weapons with them. But what will save people is your perseverance. I know you are all doing your best to help every patient find the strength within themselves to fight this incurable disease.” 

“I know that there are negative stories in the media about the hospital, I have seen videos floating around blaming the hospital and the doctors for lack of treatment and various other reasons. It is easy for the media to blame doctors, but I understand that you all are doing your best. We must take every feedback positively and make things even better for our patients. No matter what the media does, I promise you that I will stand by you. I am telling the media that all this lack is because of Kejriwal and not because of the doctors or the nurses. You are all doing an amazing job and we all stand like a rock behind you. We are with you if you face any difficulty in the future. Obviously, there is a scope for improvement and we will keep improving hospital facilities as and when required. But we all are very very proud of you. I had recently said that we are fighting two wars with China simultaneously. On the border with China and with the virus in our hospitals. The doctors are fighting a war against the virus and our soldiers are fighting on the border against China. And I want to tell you that each and every citizen stands behind you in the same way we stand behind our soldiers,” said the CM.

CM Arvind Kejriwal also interacted with the patients inside the ICU ward of the LNJP Hospital. He asked the well-being of the patient, who had been infected by Corona since 14th June. The patient told the Chief Minister that he was highly satisfied with the services of the hospital, and appreciated the doctors and the medical and nursing staff of the hospital. The next patient to interact with the CM was an elderly citizen, who said that it was through the efforts of the medical team of the LNJP hospital, that she was recovering steadily from Corona. 

The doctors also informed the CM and the Dy CM, that a diabetic Corona patient was given plasma therapy, and his condition has been improving ever since. His saturation levels have increased from 80% with the oxygen mask, to 90% now, and the patient is out of danger and has been shifted out of the ICU ward. 

Briefing the media following his visit, CM Arvind Kejriwal said, “It has been 100 days since the LNJP hospital has been working on the treatment of Corona patients. LNJP was declared a COVID-19 hospital on March 17. It is the country’s largest COVID-19 dedicated hospital, and since March 17, it has successfully treated 2,700 COVID positive patients and sent them home. It is the only COVID-19 hospital in the country with 2,000 beds,” 

CM Arvind Kejriwal said that corona patients with mild symptoms or who are asymptomatic are generally treated at home itself. The patients who are very serious and are need hospitalization, are admitted to LNJP. “Their treatment was also not easy. But, all the doctors, without thinking about themselves or their families, have worked here day and night for the service of the people. You may imagine how difficult it is for the doctors to spend so many hours in a PPE kit. The medical team, nurses, and doctors of the LNJP hospital are doing a tremendous job. Recently, the media had highlighted some lack of facilities in the hospital, and I want to say that all these inadequacies are because of the administration and the government. The doctors and nurses are doing a great job, and there is no lack in their service to the people. We are trying our best to do away with those shortfalls, and we have overcome some of them. You can keep telling us the shortcomings and we will keep on improving and addressing them,” added the CM. 

CM Arvind Kejriwal said that for the first time, the plasma therapy was tried in the LNJP hospital and it came out to be successful. He said, “Plasma therapy is being used on a large scale here, which has decreased the death rate of the hospital. A Corona positive pregnant mother, might not get admission to any hospital in Delhi for delivery. There have been 114 deliveries in LNJP Hospital yet, and also facilities of dialysis are also available in this hospital.”

दिल्ली सरकार के एलएनजेपी अस्पताल ने कोरोना मरीजों का इलाज करते हुए आज 100 दिन पूरा कर लिया है। 100 दिन पूरे होने पर मुख्यमंत्री अरविंद केजरीवाल और उपमुख्यमंत्री मनीष सिसोदिया ने अस्पताल पहुंचे और निडर होकर मरीजों का इलाज कर रहे डाॅक्टरों व नर्सों का उत्साहवर्धन किया।  इस दौरान मुख्यमंत्री अरविंद केजरीवाल ने अस्पताल में वीडियो कांफ्रेंसिंग सुविधा की शुरूआत की। अब कोविड मरीज से उनके रिश्तेदार अस्पताल के बाहर स्थापित टैब की मदद से वीडियो कांफ्रेंसिंग पर बात कर उनका हाल जान सकेंगे। कोविड मरीजों को वीडियो कांफ्रेंसिंग पर बात कराने की सुविधा प्रदान करने वाला एलएनजेपी संभवतः पहला अस्पताल बन गया है। मुख्यमंत्री अरविंद केजरीवाल ने वीडियो कांफ्रेंसिंग के जरिए कई मरीजों से बात कर उनका हाल भी जाना। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि हमारे डाॅक्टरों और नर्सों में कोई कमी नहीं है। अस्पताल में जो भी कमियां हैं, वह हमारी और प्रशासन की तरफ से हैं। हम उन कमियों को दूर करने की पूरी कोशिश कर रहे हैं।

मुख्यमंत्री अरविंद केजरीवाल ने मीडिया से बातचीत करते हुए कहा कि एलएनजेपी अस्पताल को कोरोना मरीजों का इलाज करते हुए आज 100 दिन पूरे हो गए हैं। 17 मार्च 2020 को एलएनजेपी को कोविड अस्पताल घोषित किया गया था। एलएनजेपी पूरे देश का सबसे बड़ा कोविड अस्पताल है। यहां पर दो हजार बेड हैं। 17 मार्च से अब तक एलएनजेपी अस्पताल करीब 2700 मरीजों का इलाज करके घर भेज चुका है। जाहिर तौर पर जो बिना लक्षणों वाले मरीज होते हैं, वे घर पर ही इलाज कराते हैं। लेकिन जो मरीज गंभीर होते हैं, उन लोगों का इलाज करना आसान नहीं था। फिर भी सभी डाॅक्टरों ने बिना अपनी परवाह किए, अपने परिवार की इच्छाओं के विपरित यहां रात-दिन काम किया। आप समझ सकते हैं कि पीपीई किट में इतने घंटे भीषण गर्मी में बिताना मुश्किल होता है। एलएनजेपी अस्पताल के डाॅक्टर और नर्सेंज बहुत अच्छा काम कर रहे हैं। बीच-बीच में मीडिया के लोगों ने अस्पताल में कुछ कमियां बताई थीं। वह सभी कमियां हम लोगों की वजह से है। हमारे डाॅक्टर और नर्सेज में कोई कमी नहीं है। अस्पताल में जो भी कमियां हैं, वह हमारी और प्रशासन की तरफ से हैं। हम उन कमियों को दूर करने का प्रयास भी कर रहे हैं। कई सारी कमियों को हमने दूर भी की है। आप हमारी कमियों को बताते जाइए, हम उन कमियों को दूर करते जाएंगे।

*एलएनजेपी एकमात्र अस्पताल, जहां कोरोना पीडित गर्भवती महिला की सकुशल डिलीवरी हो रही- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि एलएनजेपी अस्पताल में एक सबसे बड़ी बात यह हुई है कि पहली बार यहां पर प्लाज्मा थेरेपी का प्रयोग किया गया और वह सफल रहा। अब उस प्लाज्मा थेरेपी को यहां पर बड़े स्तर पर इस्तेमाल किया जा रहा है और उसकी वजह से एलएनजेपी अस्पताल में मौत की दर काफी कम हो गई है। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि एलएनजेपी अस्पताल एकमात्र अस्पताल है, जो कोरोना से ग्रसित गर्भवती महिला की सकुशल बच्चे की डिलीवरी कर रहा है। अगर कोई महिला गर्भवती है और उसे कोरोना हुआ है, तो वह सारे अस्पतालों में धक्के खाती रहती है, उसको कोई भर्ती करने, उसका आॅपरेशन और बच्चे की डिलीवरी कराने के लिए कोई तैयार नहीं होता है, लेकिन एलएनजेपी अस्पताल में अब तक 114 महिलाओं की डिलीवरी कराई जा चुकी है। इसके अलावा, अगर कोई कोरोना का मरीज है और उसे डायलसिस चाहिए, तो यह सुविधा बहुत कम अस्पतालों में उपलब्ध है, लेकिन यहां पर उसकी बहुत अच्छी सुविधा है।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि अब कोरोना मरीज से उसके परिवार के लोग वीडियो काॅल पर बात कर सकते हैं। अभी तक कोरोना का मरीज अस्पताल में भर्ती है, तो उसका रिश्तेदार उससे नहीं मिल सकता था। रिश्तेदार को पता नहीं चल पाता था कि उसका मरीज ठीक है या नहीं है। उससे उसके माता-पिता बात करना चाहते हैं। इसके लिए अब यहां पर सुविधा शुरू कर दी गई है। अब हर वार्ड में टैब लगा दिए गए हैं। मरीज का रिश्तेदार बाहर स्थापित टैब की मदद से वीडियो कांफ्रेंसिंग कर सकते हैं।

इससे पहले, मुख्यमंत्री अरविंद केजरीवाल ने एलएनजेपी अस्पताल में डॉक्टर के साथ बैठक के दौरान कहा कि आप जो लड़ाई लड़ रहे हैं, उसे मैं समझता हूं। प्रत्येक डॉक्टर हर जिंदगी बचाना चाहता है। इस बीमारी के साथ, आप बिना किसी हथियार के लड़ाई लड़ रहे हैं। इसका कोई इलाज नहीं है। लेकिन जो चीज लोगों को बचाएगी, वह आपकी दृढ़ता है। मुझे पता है कि आप इस लाइलाज बीमारी से लड़ने के लिए हर मरीज के अंदर क्षमता पैदा करने की पूरी कोशिश कर रहे हैं।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि कोई भी कल्पना नहीं कर सकता कि हर डॉक्टर अभी क्या कर रहा है? इतनी गर्मी में प्रतिदिन 8 घंटे उस पीपीई को पहनना आसान नहीं है। यह जानकर कि आप स्वयं संक्रमित हो सकते हैं, मरीजों से भरे वार्ड में जाते हैं। लेकिन आप डर से पहले सेवा कर रहे हैं और मानवता के साथ बीमारी से लड़ रहे हैं।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि हर दिन कोई न कोई वीडियो ऐसे मरीज के बारे में सामने आता है, जो इलाज से दुखी होता है या फिर परिवार टूट जाता है। डॉक्टरों को दोष देना मीडिया के लिए आसान है, लेकिन मैं समझता हूं कि आप सभी अपना सर्वश्रेष्ठ कर रहे हैं। लेकिन हमें हर प्रतिक्रिया को सकारात्मक रूप से लेना चाहिए और चीजों को और बेहतर बनाने के लिए अपनी पूरी कोशिश करनी चाहिए। कोई फर्क नहीं पड़ता कि मीडिया क्या करने की कोशिश करेगा, मैं आपसे वादा करता हूं कि मैं आपके साथ खड़ा रहूंगा। मीडिया को केजरीवाल की आलोचना करने दें, इससे कोई फर्क नहीं पड़ता, लेकिन उन्हें हमारे डॉक्टरों और हमारे अस्पताल को दोष नहीं देना चाहिए।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि इतने लंबे समय से मरीज के स्वास्थ्य के लिए उनके साथ देश में कोई अन्य अस्पताल नहीं है। एलएनजेपी से अब तक काफी मरीज ठीक हुए हैं। हमने दुनिया को दिखा दिया है कि हम असंभव को सम्भव सकते हैं। किसी निजी अस्पताल ने भी कोरोना पॉजिटिव गर्भवती महिलाओं को भर्ती करने का साहस नहीं दिखाया है और आपने बिना किसी डर के बच्चों की डिलीवरी कराई है।

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि इसे कोविड अस्पताल घोषित हुए 100 दिन पूरे हो चुके हैं और मुझे लगता है कि यह आगे भी रहेगा, लेकिन हमें अभी लंबा सफर तय करना है। यदि हम मजबूत होंगे, तभी हम इस बीमारी को हरा पाएंगे।

उन्होंने कहा कि दिल्ली अपने सभी डॉक्टरों पर भरोसा करती है। मैंने हाल ही में कहा था कि हम एक साथ दो युद्ध लड़ रहे हैं। पहला, चीन के साथ सीमा पर और दूसरा, हमारे डॉक्टर अस्पतालों में वायरस से लड़ रहे हैं। मैं आपको बताना चाहता हूं कि देश का हर नागरिक उसी तरह आपके पीछे खड़ा है, जिस तरह से हम अपने सैनिकों के पीछे खड़े हैं।

आईआईटी दिल्ली से पढ़ाई कर रहे सुशांत कोरोना होने पर एलएनजेपी अस्पताल में भर्ती हैं। उन्होंने मुख्यमंत्री अरविंद केजरीवाल से बात करते हुए बताया कि 14 जून को उन्हें पता चला कि उन्हें उन्हें कोरोना हुआ है। उन्होंने बताया कि 7 जून को उनका जन्मदिन था। उनकी पत्नी ने एक कार्यक्रम का आयोजन किया था। उन्होंने संभावना जताई कि केक के जरिए उन्हें संक्रमण होना लगता है। अभी मैं आईसीयू में भर्ती हूं, लेकिन अब तबीयत काफी ठीक है। उन्होंने बताया कि अस्पताल में सभी सुविधाएं काफी अच्छी है। यहां पर डाॅक्टर और सपोर्टिंग स्टाफ बहुत अच्छे हैं। इनके पास काफी काम का बोझ है, फिर भी अच्छा काम कर रहे हैं। मैने इन्हें काम करते हुए देखा है। मेरे बगल में कुछ वृद्ध लोग हैं। उन्हें मैं अपने दादा की तरह मानता हूं। उन्हीं के वार्ड में भर्ती एक वृद्ध महिला ने बताया कि अब वह काफी ठीक हो गई हैं। उन्होंने मुख्यमंत्री अरविंद केजरीवाल को आर्शीवाद देते हुए कहा कि डाॅक्टरों और आपकी मेहरबानी रही है। अब किसी तरह की कोई परेशानी नहीं है।

Addressing an online media briefing on Wednesday, *Deputy Chief Minister Manish Sisodia said that he has written to Union home minister Amit Shah to restore the old Covid-19 testing rules in Delhi*. He said that he had requested Lt Governor to change the rule under which every Covid-19 patient is required to visit a quarantine center for assessment. *He said it has been two days and he has received no response from the Lt. Governor*, which is why he has now sought intervention from Home Minister Mr. Amit Shah. He also said that *Delhi currently has two models to fight COVID-19, but this is not a fight between Amit Shah’s model and Arvind Kejriwal’s model and that the governments should implement a system in which people don’t face problems*.

Dy CM Shri Manish Sisodia said, “Around 3000-4000 COVID positive cases are being recorded in Delhi everyday. Yesterday, we had around 4000 new Coronavirus patients in the city.”

“Yesterday, I wrote a letter to Hon’ble LG regarding his order which has pushed for a new arrangement of compulsory clinical assessment at quarantine centres for positive patients. This rule needs to be changed as it has paved the way for extreme chaos in Delhi. As per the old system, when a person tested positive for COVID 19, he would either go for home isolation (for asymptomatic cases) or be hospitalized (when showing severe symptoms) or be kept under institutional quarantine, if he does not have the provision of self-isolation at home,” he added.

The order passed by the Hon’ble LG has made it mandatory for every person tested positive for COVID-19 to go to a quarantine centre, irrespective of whether or not he has arrangements of practicing home isolation, or whether or not he wants to go for hospitalization. Shri Manish Sisodia said, “This has burdened the administration and the healthcare system because earlier, asymptomatic patients who had no arrangements for isolation at their homes were admitted to the quarantine centres. But now, every patient, irrespective of the fact that he has a very mild fever or is showing severe symptoms, he has to visit the quarantine centre to get a check-up. This has also burdened the entire ambulance system. Now, the administration has to arrange for buses to take people to quarantine centres. This has created a huge chaos in Delhi.”

I have received no response from Lt. Governor regarding scrapping of new order, I have now written to Amit Shah Ji for his intervention: Shri Manish Sisodia 

In a letter written on Monday, Shri Manish Sisodia had requested Hon’ble LG to scrap this model because of its non-suitability to a city like Delhi. “I had asked him to call for an immediate meeting of the SDMA to scrap and reverse this model. It has been two days but he has not responded to my request, and no SDMA meeting has been called for,” said the Dy CM.

He said, “Today, I have written to Hon’ble Home Minister Amit Shah in this regard. I have thanked him for intervening in Delhi’s coronavirus crisis actively and extending support to the Delhi Govt, but now I have highlighted to him in my letter that this arrangement of sending every person to quarantine centre for clinical assessment should stop or this would lead to an immense state of chaos and confusion in Delhi.”

Elaborating on the two models of COVID in front of the people of Delhi, Shri Manish Sisodia said, “There are two models currently on COVID 19 in Delhi. According to the first model by Hon’ble HM Amit Shah Ji, people testing positive are to be taken to quarantine centres, the administration has to arrange for buses to take them to the centre for a check-up.”

“The second model is of Hon’ble CM Arvind Kejriwal Ji, is that if someone is found positive, the medical team would make home visits for conducting a clinical assessment of the patients. Assessing the severity of his symptoms, if found asymptomatic, the medical team would direct the person to be under home isolation. If the team finds his condition serious, it would make arrangements to take him to the hospital, and if the team finds the patient asymptomatic but lacks the proper facility at home isolate himself, then the patient will be directed to a quarantine centre.”

Shri Manish Sisodia said, “I have written to Hon’ble HM stressing on the fact that this is not about your model vs my model and it is not about Amit Shah vs Arvind Kejriwal model. The focus should remain on what model when implemented, would ease the problems of the people of Delhi. It is already a difficult time and we should adopt a model that would not add to the woes of the people of Delhi. Let us not follow a model that further strains the overburdened healthcare system and adds to the woes of the people.” 

“People are stressed about going to the Quarantine Centre. I would like to request Amit Shah Ji to reverse this order for the welfare of the people of Delhi. When the order of 5-day mandatory institutional quarantine was released, you intervened and rolled-back the order for the convenience of the people,” added the Dy CM. 

Shri Manish Sisodia said that if every Corona positive patient has to go to the quarantine centre for a mandatory check-up, it will create a lot of chaos and confusion. “Looking at the situation from ground level, I would humble request Hon’ble Home Minister to rethink the order. I would request him to roll back this decision too,” he said.

“These decisions should be taken spontaneously. It is because the Hon’ble LG has not responded yet, I have written to Amit Shah Ji that his intervention is important here as it is creating chaos. An SDMA meeting should be immediately called to scrap this order,” he added.

दिल्ली के उपमुख्यमंत्री *मनीष सिसोदिया* ने केंद्रीय गृह मंत्री *अमित शाह* को पत्र लिखकर मांग की है कि दिल्ली में उपराज्यपाल के आदेश से लागू नई व्यवस्था, जिसके तहत हर COVID पॉजिटिव मरीज को क्वारंटीन सेंटर जाकर जांच करानी जरूरी है, उसे खत्म किया जाए। उपमुख्यमंत्री मनीष सिसोदिया ने कहा कि दिल्ली में लागू नई व्यवस्था की वजह से अफरा-तफरी का माहौल है। मेडिकल और प्रशासनिक सिस्टम पर दबाव बढ़ गया है। डिप्टी सीएम मनीष सिसोदिया ने गृहमंत्री अमित शाह से अनुरोध किया है कि वे जल्द से जल्द हस्तक्षेप कर नई व्यवस्था को खत्म कर दिल्ली में पुरानी व्यवस्था को बहाल कराएं, ताकि प्रत्येक व्यक्ति को जांच कराने के लिए क्वारन्टीन सेंटर न जाना पड़े और पुरानी व्यवस्था तहत दिल्ली सरकार की मेडिकल टीम मरीज के घर जाकर जांच करे। टीमें मरीज की हालत के मुताबिक उसे अस्पताल में भर्ती करा सके या फिर उसे घर पर ही रहने के लिए आवश्यक दिशा-निर्देश दे सके।

दिल्ली के उपमुख्यमंत्री मनीष सिसोदिया ने प्रेस कांफ्रेंस कर कहा कि दिल्ली में प्रतिदिन 3 से 4 हजार मामले जुड़ रहे हैं। कल भी दिल्ली में करीब 4 हजार के करीब नए मामले सामने आये थे। “कल मैंने बताया था कि एलजी साहब को एक चिट्ठी लिखी है कि उनके आदेश से दिल्ली में एक नई व्यवस्था लागू की गई है, जिसमे कोरोना पॉजिटिव पाए जाने पर हर मरीज को क्वारन्टीन सेंटर जाना पड़ेगा। उपराज्यपाल उस व्यवस्था को बदलें, उस व्यवस्था की वजह से दिल्ली में अफरा-तफरी मच गई है। जब लोग कोरोना पॉजिटिव पाए जाते हैं, तब वो चाहते हैं कि या तो वे अस्पताल जाएं या अगर उनको कोई लक्षण नहीं है तो वे अपने घर पर रहना चाहते हैं। यदि उनके घर मे व्यवस्था नहीं है, तभी वे चाहते हैं कि उन्हें क्वारन्टीन सेंटर में भेजा जाए। वहीं, आज एलजी साहब के आदेश की वजह से हर व्यक्ति को, चाहे उसके घर मे व्यवस्था है या नहीं है, उसे अस्पताल जाना है या नहीं जाना है, लेकिन उसे क्वारन्टीन सेंटर जाना आवश्यक हो गया है। इस वजह से प्रशासन और मेडिकल सिस्टम पर भी बोझ बढ़ गया है, क्योंकि पहले उनको केवल उन लोगों को क्वारन्टीन सेंटर ले जाना पड़ता था, जिनको क्वारन्टीन सेंटर में रहना है, जिनके घर में व्यवस्था नहीं है और जिनको कोरोना का लक्षण नहीं है।“

उपमुख्यमंत्री मनीष सिसोदिया ने कहा कि आज हर एक व्यक्ति को, चाहे उसको 100, 99 या 103 डिग्री का बुखार हो, पहले उसे क्वारन्टीन सेंटर में जाकर चेकअप कराना पड़ता है। उसकी वजह से पूरा का पूरा एंबुलेंस सिस्टम है और प्रशासन व मेडिकल सिस्टम है, वह भी दबाव में है। आज बसों में भर भर कर लोगों को ले जाना पड़ रहा है। आज बड़े स्तर पर जांच हो रही है। प्रशासन बसों की व्यवस्था करता है और सभी लोगों को बसों में बैठा कर क्वारन्टीन सेंटर लेकर जाना पड़ रहा है।  इसकी वजह से दिल्ली में अफरा-तफरी मच गई है। 

उप मुख्यमंत्री मनीष सिसोदिया ने कहा कि मैंने कल एलजी साहब से अनुरोध किया था कि यह मॉडल ठीक नहीं है। इस मॉडल को छोड़ कर के एसडीएमए की तुरंत बैठक बुलाई जाए और इसको बदला जाए। उनसे अनुरोध किए 2 दिन हो गए, लेकिन एलजी साहब ने इसका कोई जवाब नहीं दिया है और न उन्होंने एसडीएमए बैठक बुलाई है। अब मैंने आज इस संबंध में गृहमंत्री अमित शाह जी को भी चिट्ठी लिखी है। मैंने चिट्ठी में कहा है कि आप दिल्ली में खुद हस्तक्षेप कर रहे हैं। आप काफी सक्रिय रूप से और सहयोगात्मक रूप से हस्तक्षेप कर रहे हैं। आपकी सक्रिय भूमिका के लिए हम आभारी है, लेकिन यह जो नई व्यवस्था लागू हो गई है, इसको बंद करवाइए, नहीं तो इसकी वजह से पूरी दिल्ली में हाहाकार मच जाएगा।

*डिप्टी सीएम मनीष सिसोदिया ने कहा कि आज आप दिल्ली में देखे तो कोरोना पर दो मॉडल सामने आ रहे हैं। एक, अमित शाह जी का मॉडल है, जिसमें हर आदमी को पॉजिटिव पाए जाने पर कोविड-19 केयर सेंटर जाना जरूरी है, चाहे वह कोई भी हो। उसे पॉजिटिव पाए जाने पर तुरंत कोविड-19 सेंटर लेकर जाना पड़ेगा, चाहे उसे बस में ही क्यों ना लेकर जाना पड़े। वही, दूसरा मुख्यमंत्री अरविंद केजरीवाल जी का मॉडल है, जिसमें कोई कोरोना पॉजिटिव पाया जाता है, तो मेडिकल की टीम उसके घर आएगी, उसकी जांच करेगी*। यदि उसको अस्पताल जाना है तो उसे अस्पताल भेजेगी, अगर घर पर ही रहना है, तो उसे घर पर ही रहने का दिशा निर्देश देगी। और अगर उसे घर में व्यवस्था नहीं है तो उसे क्वारन्टीन सेंटर में भेजने के लिए कहेगी। 

उपमुख्यमंत्री मनीष सिसोदिया ने कहा कि मैंने गृह मंत्री अमित शाह जी को लिखा है कि यह *”योर मॉडल वर्सेस माई”* (आपके बनाम मेरे मॉडल) मॉडल की लड़ाई नहीं है। दिल्ली में अमित शाह मॉडल, केजरीवाल मॉडल या एलजी मॉडल, इससे काम नहीं चलेगा। आज दिल्ली में व्यवहारिक क्या है? आज दिल्ली के लोगों को कोरोना की वजह से कम से कम परेशानी किस चीज से होगी। आज कोरोना अपने आप में सबसे बड़ी परेशानी है। यदि किसी व्यक्ति को कोरोना हो जाए, तो उसे कम से कम परेशानी किस व्यवस्था से होगी, हमें उस व्यवस्था को लागू करनी चाहिए। हम ऐसी व्यवस्था लागू न करें, जिससे सारा का सारा सिस्टम भी चरमरा जाए और ऊपर से लोग भी हाहाकार करने लगे।

उप मुख्यमंत्री मनीष सिसोदिया ने कहा कि इस नई व्यवस्था को लागू हुए 4 से 5 दिन हो गए। आज इसकी वजह से लोग दुखी हैं कि अब उन्हें क्वारंटीन सेंटर आना पड़ेगा। उपमुख्यमंत्री ने कहा कि जमीन पर जो हालात है, उसको देखते हुए मैं एक बार फिर अमित शाह जी से अनुरोध कर रहा हूं कि आप इसमें हस्तक्षेप करिए। आपने पहले भी, जब एलजी साहब ने सभी को 5 दिन क्वारन्टीन सेंटर में आवश्यक रूप से रहने का का आदेश जारी किया था, तब भी आपने हस्तक्षेप करके उस आदेश को पलटवाया था। अब यह जो हर आदमी को क्वारन्टीन सेंटर ले जाकर, वहां जांच करने की व्यवस्था लागू है, इसको भी आपको बदलावाना पड़ेगा, नहीं तो दिल्ली में बहुत दिक्कत होगी। मैं उम्मीद कर रहा हूं कि वो इसमें हस्तक्षेप करेंगे और जल्द से जल्द इससे निजात दिलाएंगे।
