Allaying the fear out of the minds of crores of citizens of Delhi about the quality of medicines supplied in Delhi government’s hospitals, Delhi Health Minister Shri Saurabh Bharadwaj assured that the drugs are neither spurious, nor counterfeit as propagated by BJP.
The Delhi Health Minister said that it was through the media that this information was received that some samples of medicines found in some hospitals of Delhi Government were not of standard. “It was said that 43 samples of medicines were taken from three hospitals of Delhi Government, Of these, five samples were declared not of standard quality (NSQ). Not of Standard Quality does not mean the drug is fake, poisonous or spurious. Bharatiya Janata Party and we have a Constitutional office through which they plant news, it was planted that these medicines are fake. I am not a pharmacist, I am not a doctor, however, when I looked carefully at the test reports of the samples mentioned in the vigilance department report, which was sent to CBI, I spoke to many pharmacists, to some private pharmacists, to some private doctors and came to know some very surprising things,” he said at a press conference today.
Minister Shri Saurabh Bharadwaj urged the mediapersons to confirm it at their own level. “Please note that I am using the word NSQ. It does not mean that the drug is fake. If I give you medicine for stomach ache, your stomach ache will be cured and If not, then it is fake. When a particular company can manufacture a medicine but a copy of it is being made by some local company, then it is called spurious.” he said.
The Delhi Health Minister stated that upon reading the report of vigilance given to the CBI from the Lieutenant Governor’s office, he was astonished to discover highly surprising facts when discussing with pharmacists and doctors. He mentioned that as written in the report, the phrase ‘NOT OF STANDARD QUALITY’ verifies that the claim isn’t counterfeit. He further explained that calling any medicine fake depends on whether the company producing it is creating medication under a fraudulent name or if the medicine isn’t working for the specified illness or worsening it. However, there’s no such case with these medications.
The Delhi Health Minister also mentioned the names of the medications mentioned in the report:
1) Pantoprazole Gastro Resistant Tablets IP 40 mg
2) Amlodipine Tablets IP 5mg
3) Levetiracetam Tablets IP 500 mg
4) Cephalexin Capsules IP 500 mg
5) Dexamethasone Tablets IP 4 mg
According to the minister, the standards mentioned in the report for all these medications are nearly around the specified benchmarks. He emphasized that such examinations have occurred in Delhi government hospitals in the past concerning medicines, where some medications slightly deviated from the defined standards, yet that doesn’t mean they are fake or harmful.
Minister Shri Saurabh Bharadwaj stated that in all medicines, the essential component for treatment, known in medical terms as ‘salt,’ exists. Each medication contains its own specific salt. Giving an example of Pantoprazole medicine, he mentioned that this medicine should contain 40 milligrams of salt, but in the Lieutenant Governor’s investigation, 42.34 milligrams of salt were found within this medicine. The Minister explained that firstly, the required salt content is present in this Pantoprazole, and secondly, medical science acknowledges that medicines can deviate approximately 10% above or below their defined standard without causing harm to the patient.
The Delhi Health Minister emphasized that the slight variation from the set standard in dissolution (dissolving) according to medical science only means that if a medicine’s dissolution is 25% slower, instead of taking 30 seconds to dissolve in the stomach, it might take 38 seconds, just an 8-second delay. However, this doesn’t pose any risk or harm to the patient. He read in Hindi newspapers ‘fake medicine’. This is not correct. He clarified that the majority of the failed samples in dissolution tests were due to a slight deviation from the set standard and not because of counterfeit or bad salts.
Addressing the false narrative being spread in society by the BJP, Minister Shri Saurabh Bharadwaj countered by stating, “Companies whose medicines didn’t meet Delhi government hospital standards weren’t exclusively producing medicines for Delhi alone. These same companies also supply medicines to central government hospitals and hospitals governed by BJP-led states. You encounter this issue in AIIMS and Ram Manohar Lohia Hospital as well. If medicines supplied to Delhi government hospitals are deemed counterfeit, then similarly, medicines supplied to central government hospitals and other BJP-governed state hospitals are also counterfeit. Discussions with health department officials revealed that medication testing is a routine process not limited to Delhi but conducted in central government and other state hospitals, where slight variations in medication standards are often observed.”
“Whenever a medicine is found to be incorrect according to its specified standard, it’s usually halted from distribution. The entire batch of that medicine is returned to the company, and payments to the company are stopped. Additionally, the company is directed to resend the medicine as per the correct standard. This is a standard process implemented across all hospitals in Delhi and other states,” he added.
The Delhi Health Minister clarified that if such deviations occurred, there should have been provisions in the Central Health Ministry or other state health ministries to blacklist or halt these companies whose medicines didn’t meet the standards. He shared statistics from past investigations done by the CPA (Central Procurement Agency) showing discrepancies in some samples taken in the years 2022-23 and 2023-24. When I asked GPS what is the report of the tests etc. which you would have done in the last years, then they told that me that 281 samples were taken in 2021-2022, in which 12 samples were found to be not of standard quality and 20 out of the 651 samples taken for testing in 2023 24 were found to be not of standard quality.
Minister Shri Saurabh Bharadwaj reassured Delhiites through the media that medicines provided in Delhi government hospitals are neither fake nor harmful. As many poor people and middle class people take medicines from these hospitals and today they are being harassed and deprived of their treatment. “It is just like the vicious campaign by the BJP leaders in 2019 that the water of Delhi was poisonous but no BJP leader left Delhi in 2019. Though their relatives and friends seek treatment in these Delhi government hospitals, they are still lying about the medicines supplied there,” he said.
The Delhi Health Minister expressed concern that once again, such false narratives were being disseminated by the BJP to influence the upcoming elections and mislead the people of Delhi.

दिल्ली सचिवालय में एक प्रेस वार्ता को संबोधित करते हुए दिल्ली के स्वास्थ्य मंत्री सौरभ भारद्वाज ने कहा, कि बीते दिनों मीडिया के माध्यम से यह खबर हमें पता चली कि उपराज्यपाल महोदय के कार्यालय से एक रिपोर्ट जारी की गई थी, जिसमें लिखा था कि दिल्ली सरकार के अस्पतालों में दी जा रही दवाइयों में से कुछ दवाइयां अपने तय मानको के अनुसार ठीक नहीं पाई गई I मंत्री सौरभ भारद्वाज ने कहा, हालांकि इस खबर की जानकारी मुझे विभाग द्वारा आधिकारिक तौर पर नहीं दी गई, मुझे भी यह खबर मीडिया के माध्यम से पता चली I मंत्री सौरभ भारद्वाज ने कहा कि उपराज्यपाल महोदय के कार्यालय से जारी गई की गई इस सूचना के अनुसार दिल्ली सरकार के तीन अलग-अलग अस्पतालों जिनमे इहबास अस्पताल, दीन दयाल उपाध्याय अस्पताल एवं लोक नायक जयप्रकाश अस्पताल शामिल हैं, इन अस्पतालों से लगभग 43 अलग-अलग दवाइयां के नमूने जांच के लिए लिए गए थे और इन 43 दवाइयों में से पांच दवाइयां के नमूने तय मानक के अनुसार नहीं पाए गए I
मंत्री सौरव भारद्वाज ने पत्रकारों के सामने उप राज्यपाल कार्यालय से जारी की गई रिपोर्ट की प्रति दिखाते हुए कहा, कि आप सभी लोग इस रिपोर्ट को पढ़ सकते हैं और इसमें साफ तौर पर लिखा है कि जो 43 अलग-अलग दवाइयां के नमूने जांच के लिए भेजे गए थे, उनमें से पांच दवाइयां के नमूने अपने तय मानकों के अनुसार नहीं पाए गए हैं I मंत्री सौरभ भारद्वाज ने कहा कि इस पूरी जांच रिपोर्ट में कहीं भी ऐसा नहीं लिखा है कि यह दवाइयां नकली हैं या जहरीली हैं, स्प्यूरियस दवा है I मंत्री सौरभ भारद्वाज ने कहा कि बहुत सारे न्यूज़ चैनलों और अखबारों में यह खबर दिखाई गई, कि यह दवाइयां नकली है, जबकि आधिकारिक तौर पर ऐसा नहीं दिखाया जा सकता I क्योंकि यह दवाइयां नकली नहीं है I उन्होंने कहा कि इसमें न्यूज़ चैनल और अखबारों की भी कोई गलती नहीं है क्योंकि अनाधिकारिक तौर पर भारतीय जनता पार्टी और एक संविधानिक कार्यालय के जो अधिकारी खबर प्लांट करते हैं, उनके द्वारा लगातार इस बात को कहा गया कि जांच में दवाइयां नकली पाई गई है जबकि ऐसा बिल्कुल भी नहीं था I
मंत्री सौरभ भारद्वाज ने कहा, कि उपराज्यपाल महोदय के कार्यालय से सीबीआई को दी गई विजिलेंस की वह रिपोर्ट को जब मैंने पढ़ा और इस संबंध में मैंने अपने कुछ जानकार फार्मासिस्ट और डॉक्टर से बात की तो बेहद ही हैरान करने वाले तथ्य सामने निकलकर आए I उन्होंने कहा जैसा कि आप खुद देख सकते हैं कि इस रिपोर्ट में लिखा हुआ है *NOT OF STANDARD QUALITY* अर्थात यह रिपोर्ट भी इस बात को सत्यापित करती है, कि यह दावा नकली नहीं है I उन्होंने कहा कि किसी भी दवा को नकली तब कहा जा सकता है, जबकि जिस कंपनी द्वारा दवाई खरीदी जा रही है उस कंपनी द्वारा दवाई ने बनाकर किसी फर्जी कंपनी द्वारा दवाई बनाई जा रही हो या फिर जिस बीमारी के लिए वह दवाई ली गई थी या तो वह बीमारी ठीक ना हो या फिर और अधिक बढ़ जाए I परंतु इन दवाओं के संबंध में ऐसा कोई मामला नहीं है I
उप राज्यपाल महोदय के कार्यालय से विजिलेंस विभाग को भेजी गई रिपोर्ट पत्रकारों के समक्ष पढ़ते हुए मंत्री सौरभ भारद्वाज ने कहा कि इस रिपोर्ट के मुताबिक जिन दवाइयां के मानक गलत बताए गए हैं उन दवाइयां के नाम इस प्रकार से हैं….
1) Pantoprazole Gastro Resistant Tablets IP 40mg

3) Levetiracetam Tablets IP 500mg
4) Cephalexin Capsules IP 500mg

मंत्री सौरभ भारद्वाज ने कहा कि इस रिपोर्ट के मुताबिक ही सभी दवाइयां के जो पाए गए मानक बताए गए हैं वह सभी तय मानकों के लगभग आसपास ही हैं I मंत्री सौरभ भारद्वाज ने कहा कि इस प्रकार की जांच कोई पहली बार नहीं हुई है I पुराने समय में भी हमेशा से इस प्रकार की जांच दिल्ली सरकार के अस्पतालों में दी जाने वाली दवाइयां के संबंध में होती रही है और हर जांच में कुछ ना कुछ दवाइयां तय मानकों के अनुसार थोड़ा बहुत ऊपर या नीचे पाई जाती है I परंतु इसका यह बिल्कुल भी अर्थ नहीं बनता कि वह दवाइयां नकली हैं या जहर है I
मंत्री सौरभ भारद्वाज ने कहा कि सभी दवाइयां में उपचार के लिए जो मुख्य चीज होती है, उसे चिकित्सा विज्ञान की भाषा में सॉल्ट कहा जाता है I हर एक दवाई में अपना एक सॉल्ट होता है I पैंटोप्राजोल दवाई में डाले जाने वाले साल्ट का उदाहरण देते हुए उन्होंने कहा की इस दवा में 40 मिलीग्राम सॉल्ट होना चाहिए, परंतु उपराज्यपाल महोदय की जांच में इस दवाई के भीतर 42.34 मिलीग्राम सॉल्ट पाया गया I मंत्री सौरभ भारद्वाज ने कहा कि पहली बात तो यह सिद्ध होती है कि जो सॉल्ट इस पैंटोप्राजोल में होनी चाहिए थी, वह इसमें मौजूद है और दूसरी बात यह है कि चिकित्सा विज्ञान में ही इस बात को भी कहा गया है, कि एक दवाई के जो तय मानक हैं वह अपने तय मानक से 10% ऊपर या 10% नीचे हो सकते हैं, इस अवस्था में मरीज को किसी प्रकार का कोई नुकसान नहीं होगा I मंत्री सौरभ भारद्वाज ने कहा की तय मानक से थोड़ा बहुत ऊपर नीचे डिसॉलूशन ( घुलना) जो समस्या चिकित्सा विज्ञान के अनुसार बताई गई है वह केवल और केवल इतनी है की जो दवाई यदि उसका डिसोल्यूशन 25% खराब आता है तो वह जहां पेट में घूमने के लिए 30 सेकंड लेती है, वह 30 सेकंड की जगह 38 सेकंड में पेट में खुलेगी, अर्थात मात्र 8 सेकंड देरी से पेट में खुलेगी I परंतु मरीज को किसी प्रकार का कोई खतरा कोई परेशानी इस दवाई से नहीं होगी। जिन दवाइयों से सैंपल तय मानक के नहीं पाये गये , उनके से ज़्यादातर डिसॉलूशन टेस्ट की वजह से फेल हुए हैं। किसी भी सैंपल में नक़ली साल्ट या ख़राब साल्ट नहीं पाया गया है ।
भारतीय जनता पार्टी द्वारा समाज में फैलाए जा रहे इस झूठ तंत्र पर पलटवार करते हुए मंत्री सौरभ भारद्वाज ने कहा कि जिन कंपनियों की दवाइयां दिल्ली सरकार के अस्पतालों में मानक के अनुसार सही नहीं पाई गई, ऐसा नहीं है कि यह कंपनियां सिर्फ और सिर्फ दिल्ली सरकार के लिए ही दवाइयां बनती हैं I इन्हीं कंपनियों के द्वारा केंद्र सरकार के अस्पतालों में और भाजपा शासित राज्यसरकार के अस्पतालों में भी दी जाती है I यदि दिल्ली सरकार के अस्पतालों में दी जा रही है दवाइयां नकली है, तो इस प्रकार से केंद्र सरकार के अस्पतालों में दी जा रही दवाइयां और भाजपा शासित अन्य राज्यों के अस्पतालों में दी जा रही दवाइयां भी नकली हैं I मंत्री सौरभ भारद्वाज ने कहा कि मैंने अपने स्वास्थ्य विभाग में अधिकारियों से इस संबंध में बात की तो यह बात सामने आई की दवाइयां की टेस्टिंग कोई पहली बार नहीं हुई है यह एक रूटीन प्रक्रिया है, जो लगातार होता रहता है और ऐसा केवल दिल्ली सरकार के अस्पतालों में ही नहीं बल्कि केंद्र सरकार और अन्य राज्यों के अस्पतालों में भी यह प्रक्रिया की जाती है और सामान्य तौर पर हर अस्पताल में किसी न किसी दवाई के मानक तय मानक से थोड़ा बहुत ऊपर नीचे मिल जाते हैं I
मंत्री सौरभ भारद्वाज ने कहा कि जब कभी भी कोई दवाई अपने तय मानक के अनुसार गलत पाई जाती है, तो सामान्य तौर पर उस दवाई को वितरण से रोक दिया जाता है और उस दवाई का पूरा का पूरा लॉट कंपनी को वापस किया जाता है और कंपनी का पेमेंट रोक दिया जाता है I साथ ही साथ कंपनी को सही मानक की दवाई दोबारा से भेजने के लिए कहा जाता है I उन्होंने बताया कि यह एक सामान्य प्रक्रिया है जो दिल्ली एवं अन्य राज्यों के सभी अस्पतालों में अपनाई जाती है I उन्होंने कहा कि यह कोई बहुत ज्यादा घबराने वाली बात नहीं है, यदि ऐसा होता तो केंद्र सरकार की प्रक्रिया में तथा अन्य राज्यों के स्वास्थ्य विभाग में भी इस प्रक्रिया में उन कंपनियों को जिनकी दवाइयां के मानक गलत पाए गए, उन्हें ब्लैक लिस्ट या बंद करने का प्रावधान होना चाहिए था I परंतु ऐसा कोई प्रावधान न तो केंद्रीय स्वास्थ्य मंत्रालय में है और ना ही किसी अन्य राज्य के स्वास्थ्य मंत्रालय में है I
सीपीए द्वारा पूर्व में की गई कुछ दवाइयां की जांच का ब्यौरा देते हुए मंत्री सौरभ भारद्वाज ने बताया कि जब मैंने सीपीए से इस संबंध में जानकारी मांगी तो उन्होंने मुझे बताया कि सन 2022-23 में 281 सैंपल लिए गए जिसमें 12 दवाइयां के सैंपल तय मानक के अनुसार नहीं पाए गए, इसी प्रकार 2023-24 में 651 सैंपल उठाए गए जिसमें 20 सैंपल तय मानकों के अनुसार ठीक नहीं पाए गए I
स्वास्थ्य मंत्री सौरभ भारद्वाज ने कहा कि मैं मीडिया के माध्यम से दिल्ली की जनता को इस बात के लिए निश्चिंत कर देना चाहता हूं, कि दिल्ली सरकार के अस्पतालों में जो दवाइयां मिल रही हैं ना तो वह नकली हैं और ना ही वह जहरीले है I उन्होंने कहा कि यह भारतीय जनता पार्टी द्वारा केवल और केवल दिल्ली की जनता के बीच एक भ्रम एक झूठ फैलाया जा रहा है I मंत्री सौरभ भारद्वाज ने भारतीय जनता पार्टी पर पलटवार करते हुए कहा कि यह बिल्कुल उसी प्रकार से है जिस प्रकार से 2019 में दिल्ली विधानसभा के चुनाव से ठीक पहले भारतीय जनता पार्टी ने दिल्ली में एक झूठ फैलाया था कि दिल्ली का पानी जहरीला है I परंतु एक भी भारतीय जनता पार्टी का नेता दिल्ली छोड़कर नहीं गया I इसी जहरीले पानी को पिता रहा और चुनाव हारने के बाद दिल्ली का पानी अपने आप ठीक हो गया I उन्होंने कहा की एक बार फिर से आगामी चुनाव को प्रभावित करने के लिए और दिल्ली की जनता को गुमराह करने के लिए भारतीय जनता पार्टी की ओर से इस प्रकार का झूठा दिल्ली की जनता के बीच फैलाया जा रहा है I
