Women and Child Development Minister Shri Rajendra Pal Gautam on Saturday inaugurated ‘Suryoday Kendra’, a one-stop centre for drug de-addiction that will aid the overall wellbeing of people who have a problem of drugs and substance abuse and provide skill-based learning to them. The Minister said that establishing such a centre in each district of Delhi can help combat drug abuse.

Shri Rajendra Pal Gautam while inaugurating the centre said, “The problem of drug abuse is increasing in children. Lack of education and awareness attracts children towards substance abuse. We need to help such children to come out on the problem of drug abuse. The only way to do this is through rehabilitation. The Suryoday Kendras will encourage and help the beneficiaries to stop using drugs and lead a healthy life.”

The Suryoday Kendra is also equipped with a digital library, which will help children access free online coaching and intellectual stimulation. The centre will also provide skill-based learning to the beneficiaries, which includes both adults and children.

“We need such one-stop centres in every district of Delhi only then we can stop the problem of drug abuse in the city,” he added.

The highlight of Suryodyay Kendra is that it not only caters to people who are victims of substance abuse but also their families who have been affected because of their problem. It provides necessary guidance and counselling to families whose members have a problem of substance abuse.

This initiative was lauded by those who have been successfully rehabilitated from the problem of drug abuse. They shared their journey with the guests on the occasion.

This is a unique initiative by the Department of Women and Child Development in the guidance and support of the Juvenile Justice Committee, Delhi High Court. The inaugural event was graced by Justice Rajiv Shakdher, Judge Delhi High Court and Chairman JJC. Justice Mukta Gupta, Judge Delhi High Court and Member JJC and Justice Anu Malhotra, Judge Delhi High Court and Member JJC.

महिला एवं बाल विकास राजेंद्र पाल गौतम ने आज नशामुक्ति केंद्र वन स्टॉप सेंटर सूर्योदय का उद्घाटन किया। यह महिला एवं बाल विकास विभाग और दिल्ली हाईकोर्ट को जुवेनाइल जस्टिस कमेटी के मार्गदर्शन और समर्थन में एक अनूठी पहल है।

इस वन स्टॉप सेंटर में ड्रग्स की समस्या से जूझ रहे लोगों के सम्पूर्ण विकास पर ज़ोर दिया जाएगा।

इस अवसर पर कैबिनेट मंत्री राजेन्द्र पाल गौतम ने कहा, “बच्चों में नशीली दवाओं के दुरुपयोग की समस्या बढ़ रही है। शिक्षा और जागरूकता की कमी बच्चों को मादक द्रव्यों के सेवन की ओर आकर्षित करती है। हमें ऐसे बच्चों को नशीली दवाओं के दुरुपयोग की समस्या से बाहर आने में मदद करने की आवश्यकता है। बच्चों को मादक द्रव्यों से दूर करने का एकमात्र तरीका इसके माध्यम से उनका पुनर्वास करना है। यह एक स्टॉप सेंटर लाभार्थियों को नशीली दवाओं का सेवन बंद करने और स्वस्थ जीवन जीने के लिए प्रोत्साहित करेगा।”

वन स्टॉप सेंटर डिजिटल लाइब्रेरी से भी लैस है, जो छात्रों को मुफ्त ऑनलाइन कोचिंग और बौद्धिक उत्तेजना के लिए सक्षम करेगा। केंद्र लाभार्थियों को कौशल आधारित शिक्षा भी प्रदान करेगा।

कैबिनेट मंत्री ने कहा, “हमें दिल्ली के हर जिले में ऐसे वन स्टॉप सेंटर स्थापित करनी चाहिए, तभी हम शहर में नशाखोरी की समस्या को रोक सकते हैं।”

इस केंद्र की विशेषता यह है कि यह न केवल नशे का सेवन करने वालो को, बल्कि उनके परिवारों के लिए भी बना है। यह उन परिवारों को आवश्यक मार्गदर्शन और परामर्श प्रदान करेगा, जिनके सदस्य नशे के शिकार हो गए हैं।

इस पहल की उन लोगों ने सराहना की है, जिन्हें नशीली दवाओं के दुरुपयोग की समस्या से सफलतापूर्वक पुनर्वासित किया है। उन्होंने इस अवसर पर अपने अनुभवों को साझा किया।

उद्घाटन समारोह दिल्ली उच्च न्यायालय के माननीय न्यायमूर्ति राजीव शकधर और जेजेसी के अध्यक्ष द्वारा आयोजित किया गया था। इस दौरान दिल्ली उच्च न्यायालय के माननीय न्यायमूर्ति मुक्ता गुप्ता, माननीय न्यायमूर्ति अनु मल्होत्रा और जेजेसी के सदस्य समेत अन्य गणमान्य लोग मौजूद रहे।

The Delhi Skill and Entrepreneurship University (DSEU) partners with Navgurukul Foundation for Social Welfare, a non-profit organisation, which runs residential courses for students from low income and marginalised communities in Software Engineering, to offer a 20-month long Advanced Diploma in Software Programming. Women and trans women across Delhi between the age group of 17-30, from underprivileged communities shall be eligible to apply for the Diploma Programme. The residential program will be focused on equipping 100 women and trans women with a hands-on learning experience in software development and coding.

During the signing ceremony, Vice-Chancellor, Prof. (Dr.) Neharika Vohra said, “Formal and informal systems have their advantages and DSEU would like to merge the two with the best of both worlds. We are extremely delighted to partner with an organization that is not only bringing such focused expertise but also the intention to make a difference in the lives of these girls, women and trans women. With this program, we hope to transform individual lives as well as those of their communities.”

Pro Vice-Chancellor, Prof. Snigdha Pattnaik remarked, “We have been talking about making education inclusive for students from all communities. In partnership with Navgurukul, our endeavour is to encourage girls, women, and transwomen between the age of 17-30 years to learn coding and enter the software industry”

Ashwani Kansal, Registrar of the University expressed his delight and said, “We are excited to support a program designed to employ girls and trans women from the underprivileged communities. We believe that innovations in the teaching of coding are a welcome step”

“Our core element of learning is that we trust the learners that they want the best for themselves. We refrain from monitoring and assessing the students in a rigid environment and support industry-relevant learning, which a student may follow at their own pace. They can be job-ready in a tenure as short as 4 months or as long as 20 months, based on the student’s learning capability”, said Abhishek Gupta,  Co-Founder, and CEO, Navgurukul at the signing ceremony. He further emphasized, “through the Navgurukul model we not only make students employable but also help them transform their lives and that of their family.  When a female member starts earning, they also start becoming decision-makers”

He further added “With this partnership, we are excited to work with the DSEU and be a part of the education revolution in Delhi. It’s an honour for us to partner with Delhi Skill and Entrepreneurship University to introduce the Navgurukul model, and create the best of both worlds for students. The students will be able to self pace their learning and also earn university credits which they can use later if they wish to return to earn a degree”

The selection will be through an exam. A holistic approach to teaching and training is designed to ensure that by the end of the course, candidates are ‘employable’ in the software development industry. The skills gained during the course can be leveraged by the candidates to obtain jobs through the placement opportunities made available by Navgurukul. The course is expected to be launched by December 2021.

दिल्ली स्किल एंड एंटरप्रेन्योरशिप यूनिवर्सिटी (डीएसईयू) ने नवगुरुकुल फाउंडेशन फॉर सोशल वेलफेयर के साथ करार किया है। जिसके तहत सॉफ्टवेयर इंजीनियरिंग में 20 महीने का एडवांस कोर्स कराया जाएगा। जिसमें 17-30 आयु वर्ग के बीच की दिल्ली की महिलाएं और ट्रांस महिलाएं इस प्रोग्राम में आवेदन कर सकती है। इस करार के तहत डीएसईयू 100 महिलाओं और ट्रांस महिलाओं को सॉफ्टवेयर विकास और कोडिंग में हैंड्स-ऑन लर्निंग का कोर्स कराएगी।

डीएसईयू और नवगुरूकुल के बीच हुए करार के दौर वीसी प्रो. नेहारिका वोहरा ने कहा कि औपचारिक और अनौपचारिक प्रणालियों के अपने फायदे हैं। डीएसईयू दोनों व्यवस्थाओं के सर्वश्रेष्ठ आचरण को जोड़ना चाहता है। हम नवगुरुकुल जैसे संगठन के साथ साझेदारी करके बेहद खुश हैं। नवगुरूकुल न केवल विशेषज्ञता पर ध्यान देते हैं बल्कि अपने छात्रों के जीवन में बदलाव लाने का भी इरादा रखते हैं। इस प्रोग्राम के तहत हम छात्रों के व्यक्तिगत जीवन एवं उनके समुदायों के जीवन को बदलने की भी उम्मीद करते हैं।

प्रो वाइस चांसलर  प्रो. स्निग्धा पटनायक ने कहा कि हम सभी समुदायों के छात्रों के लिए शिक्षा को सुलभ बनाना चाहते हैं। नवगुरुकुल के साथ साझेदारी कर 17-30 वर्ष की आयु के बीच की लड़कियों, महिलाओं और ट्रांस महिलाओं को कोडिंग सीखाना और सॉफ्टवेयर के क्षेत्र में प्रवेश करने के लिए प्रोत्साहित करना हमारा उद्देश्य है।

विश्वविद्यालय के रजिस्ट्रार  अश्विनी कंसल ने कहा कि हम वंचित समुदायों की लड़कियों और ट्रांस महिलाओं को रोजगार देने के लिए डिज़ाइन किए गए इस प्रोग्राम का समर्थन करते हैं। हम मानते हैं कि आज के युग में छात्रों के लिए कोडिंग में आयी नवीनतम तकनीकों को सीखाना अत्यावश्यक है।

नवगुरुकुल के सह-संस्थापक और सीईओ अभिषेक गुप्ता ने कहा कि इस प्रोग्राम की मुख्य बात यह है कि हम छात्रों पर भरोसा करते हैं कि वे अपने लिए सर्वश्रेष्ठ निर्णय लेने में सक्षम हैं। हम मुश्किल हालात में छात्रों की निगरानी और आंकलन करने में विश्वास नहीं रखते। हम उन्हें उद्योग-प्रासंगिक शिक्षा प्रदान करते हैं। छात्र की सीखने की क्षमता के आधार पर वह 4 महीने से लेकर 20 महीने तक के समय में नौकरी के लिए तैयार हो सकता है। उन्होंने कहा कि नवगुरुकुल मॉडल के माध्यम से हम न केवल छात्रों को रोजगार योग्य बनाते हैं, बल्कि उनके और उनके परिवार के जीवन को बदलने में भी मदद करते हैं। जब एक महिला सदस्य अपने पैरों पर खड़ी होती है, तब वह परिवार के निर्णय लेने में भी अधिक साझेदारी निभाती है।

उन्होंने कहा कि इस करार के जरिए डीएसईयू के साथ काम करने और दिल्ली में शिक्षा में हो रहे बदलाव का हिस्सा बनने के लिए उत्साहित हैं। नवगुरुकुल मॉडल पेश करने के लिए दिल्ली स्किल एंड एंटरप्रेन्योरशिप यूनिवर्सिटी के साथ साझेदारी करना हमारे लिए सम्मान की बात है। इसके जरिए छात्र अपनी कोडिंग सीख सकते हैं।     

प्रोग्राम में दाखिला परीक्षा के माध्यम से होगा। शिक्षा और प्रशिक्षण के लिए यह प्रोग्राम एक समग्र दृष्टिकोण से बनाया गया है। जिससे प्रोग्राम के पूरा होने तक छात्र सॉफ्टवेयर डेवलपमेंट इंडस्ट्री में रोजगार के लायक बन सकें। प्रोग्राम के दौरान सीखे गए कौशल का उपयोग छात्र नवगुरुकुल द्वारा आयोजित प्लेसमेंट कार्यक्रमों में कर सकते हैं। इस कार्यक्रम की शुरुआत दिसंबर 2021 से होगी।

जल मंत्री सत्येंद्र जैन ने दिल्ली जल बोर्ड और सिंचाई एवं बाढ़ नियंत्रण बोर्ड के अधिकारियों के साथ विभिन्न परियोजनाओं के संबंध में मंगलवार को महत्वपूर्ण समीक्षा बैठक की। बैठक की अध्यक्षता करते हुए सत्येंद्र जैन ने यमुना की सफाई के लिए चल रही परियोजनाओं को समय सीमा के भीतर पूरा करने के निर्देश दिए। अधिकारियों को तय लक्ष्य प्राप्त करने के लिए पूरी निष्ठा के साथ काम करने को कहा है। उन्होंने अधिकारियों से इस दिशा में चल रही सभी योजनाओं पर विशेष ध्यान देने और मौजूदा परियोजनाओं से संबंधित कार्यों को जल्द से जल्द पूरा करने के आदेश दिए।

जल मंत्री सत्येंद्र जैन ने नालों से निकलने वाली दुर्गंध-वायु प्रदूषण को रोकने के लिए एसटीपी में जैविक गंध नियंत्रण प्रणाली और नालों में फ्लोटिंग एयररेटर स्थापित करने का भी निर्देश दिया। इस दौरान जनहित में किफायती और बेहतर योजना-समाधान खोजने के लिए नवीनतम तकनीकी के उपयोग पर जोर दिया।

सत्येंद्र जैन ने कहा कि कई लोग कहते हैं कि यमुना को साफ नहीं किया जा सकता है, ये कार्य असंभव है। लगन और कड़ी मेहनत से कोई भी लक्ष्य प्राप्त किया जा सकता है,। बस लगातार प्रयास करने की आवश्यकता है। इस दिशा में चल रही सभी परियोजनाओं का कार्य तेजी एवं समयबद्ध तरीके से पूरा किया जाना चहिए, ताकि हम जल्द से जल्द यमुना को स्वच्छ बनाने की महत्वाकांक्षा को पूरा कर सकें। उन्होंने कहा कि वर्तमान में आधुनिक तकनीकी ने सब कुछ संभव बना दिया है। केजरीवाल सरकार जनहित में नवीनतम तकनीकी का प्रभावी उपयोग कर रही है।

जल मंत्री सत्येंद्र जैन ने नए सीवेज ट्रीटमेंट प्लांटों की कार्य प्रगति के साथ-साथ मौजूदा सीवेज ट्रीटमेंट प्लांटों को बेहतर बनाने के कार्यों का भी जायजा लिया। उन्होंने दिल्ली जल बोर्ड के अधिकारियों को निर्देश देते हुए कहा कि एसटीपी और उनको बेहतर बनाने हेतु चल रहे कार्यों को युद्ध स्तर पर पूरा किया जाना चाहिए, ताकि हम अपने एसटीपी की क्षमता और दक्षता को दोगुना कर सकें। यह यमुना की सफाई के लिए महत्वपूर्ण है।

उन्होंने कहा कि दिल्ली के सभी सीवेज ट्रीटमेंट प्लांट्स को जल्द से जल्द जैविक गंध नियंत्रण प्रणाली से लैस किया जाना चाहिए, ताकि आसपास रहने वाले लोगों के साथ-साथ एसटीपी में काम करने वाले लोग हानिकारक दुर्गंध से प्रभावित न हों।  यह काम प्राथमिकता के तौर पर किया जाए, ताकि आसपास रहने वाले लोगों को जल्द से जल्द दुर्गंध से होने वाली समस्या से मुक्त किया जा सके।

जल मंत्री ने सिंचाई एवं बाढ़ नियंत्रण बोर्ड के अधिकारियों को भी कड़े निर्देश देते हुए कहा कि नालों के प्रबंधन से जुड़े सभी कार्यों की प्रमुख जिम्मेदारी सिंचाई और बाढ़ नियंत्रण विभाग की है। शहर की जल निकासी व्यवस्था को और अधिक प्रभावशाली बनाने के लिए राजधानी के सभी नालों को ड्रेनेज मास्टर प्लान के तहत बेहतर एवं पुनर्निर्मित किया जाएगा। उन्होंने आगे कहा कि पहले चरण में नालों में एयरेटर सिस्टम्स जल्द से जल्द स्थापित किए जाने चाहिए, जो न केवल जल शोधन में मदद करेंगे बल्कि नालियों से निकलने वाली दुर्गंध को भी खत्म करेंगे।

सत्येंद्र जैन ने चौबीसों घंटे जलापूर्ति और यमुना की सफाई से संबंधित परियोजनाओं पर विशेष ध्यान देते हुए दोनों विभागों को अपने निर्धारित कार्यों में तेजी लाने के निर्देश दिए। ये दो परियोजनाएं राष्ट्रीय राजधानी के लिए महत्वपूर्ण हैं।  इसलिए जल मंत्री ने इन दो व्यापक परियोजनाओं से जुड़े सभी कार्यों पर कड़ी नज़र रखने के लिए संबंधित विभागों के साथ नियमित रूप से बैठक करते रहे हैं।

केजरीवाल सरकार राष्ट्रीय राजधानी को गुणवत्तापूर्ण बुनियादी सुविधाओं और स्वच्छ वातावरण के साथ एक विश्व स्तरीय शहर बनाने के लिए दिन-रात काम कर रही है। यमुना की सफाई के लिए, एसटीपी एवं नालों के मौजूदा बुनियादी ढांचे को बेहतर एवं अधिक कुशल बनाने के साथ-साथ प्रदूषण के स्तर को कम करने के लिए सरकार की ओर से विभिन्न उपाय किए जा रहे हैं।

Water Minister Shri Satyendar Jain chaired an important review meeting with Delhi Jal Board and Irrigation and Flood Control Board officials regarding ongoing projects. Shri Satyendar Jain emphasized heavily upon Yamuna Cleaning Projects and asked officials to work with complete devotion for achieving the task. He asked the officials for fast tracking and completing all existing projects being pursued in this direction from upgradation of STPs to drain management at the earliest. The Water Minister also gave directions for installing Biological Odor Control Systems and floating aerators in STPs and drains respectively, for preventing the emanating disease causing bad odour and air pollution due to STPs and drains. He also stressed upon Kejariwal Government’s use of latest technology in finding economical and efficient solutions in public interest.

While addressing the officials Shri Satyendar Jain said, “Many say Yamuna cannot be cleaned but with devotion and hard work any task can be achieved, however persistent efforts are needed, All projects in this direction and even otherwise should be fast tracked and completed in a time bound manner so that we can meet our ambition of a clean Yamuna as soon as possible”.

He further added “Today technology has made everything possible and the Kejriwal Government is tapping latest technology for finding economical and efficient solutions in public interest”.

The Water Minister also took stock of the work progress of new Sewage Treatment Plants as well as of the interventions being made for upgrading the existing ones.

While directing the DJB officials, he said, “All the work related to STPs and their upgradation should be completed on a war footing so that we can  double the capacity and efficiency of our STPs which is crucial in cleaning Yamuna”.

He further said, “All STPs must be equipped with Biological Odour Control Systems as soon as possible so  that people living around as well as the workers at the STPs don’t get affected by harmful foul smell emanating from the STP, this work should be done on priority basis so that people living around can be freed from the problem at the earliest”.

Irrigation and Flood Control Board officials were also given important instructions by the Water Minister. “All in-situ management work of drains is the prime responsibility of I & FC, all drains in the capital will be revamped under the Drainage Master Plan for making City’s drainage system more efficacious”.

He further stated, “In the first phase floating aerators should be installed in drains which will not only help in-situ water treatment but will also eliminate the emanating pungent smell from the drains”.

Shri Satyendar Jain gave special attention to projects related to 24×7 water supply and Yamuna cleaning and directed both the departments to expedite their designated work. These two projects are vital for the overall betterment of the national capital, thus the Water Minister has been meeting the concerned departments regularly for fast tracking all the constituting projects of these two broad projects.

The Kejriwal Government is working day in and day out in making the national capital a world class city with quality basic amenities and a clean environment. दिल्ली के ऊर्जा मंत्री सत्येंद्र जैन ने रविवार को टाटा पावर दिल्ली डिस्ट्रीब्यूशन लिमिटेड (टीपीडीडीएल) प्लांट रोहिणी में 10 मेगावाट क्षमता के साउथ एशिया के सबसे बड़े ‘बैटरी एनर्जी स्टोरेज सिस्टम’ का उद्घाटन किया। ऊर्जा मंत्री ने बताया कि 10 मेगावाट का यह ऊर्जा भंडारण सिस्टम न केवल भारत में, बल्कि पूरे दक्षिण एशिया में अपनी तरह का सबसे बड़ा और पहला है, जिसे टाटा पावर लिमिटेड द्वारा डिजाइन किया गया है। ऊर्जा मंत्री ने सिस्टम की कार्य प्रणाली के बारे में भी बताया और कहा कि इस सिस्टम को ऐसा डिजाइन किया गया है कि इसे बिजली की कम मांग के समय चार्ज किया जा सकेगा और संग्रहीत ऊर्जा का उपयोग ज्यादा मांग के दौरान किया जा सकेगा, जो दिल्ली के पूरे पावर ग्रिड को स्थिर और मजबूत बनाएगा । उन्होंने यह भी बताया कि इस स्टोरेज सिस्टम को ऊर्जा के रिन्यूएबल स्रोत जैसे कि सूर्य की ऊर्जा और अन्य नवीकरणीय स्रोतों से भी चार्ज किया जा सकेगा। दिल्ली सरकार राजधानी के चारों ओर ऐसे पावर बैंकों को बनाकर 600 मेगावॉट का एक नेटवर्क बनाने की योजना बना रही है, जिससे शहर के लिए एक पावर रिजर्व बन जायेगा और इससे उपभोक्ताओं को अत्यंत लाभ होगा। बिजली मंत्री सत्येंद्र जैन ने इसे केजरीवाल सरकार के जनोन्मुखी शासन मॉडल का हिस्सा बताते हुए कहा कि दिल्ली सरकार अपनी दूरदर्शी एवं जन समर्पित नीतियों के उपयोग से पूरे देश के लिए एक उदाहरण बन गई है, जिस मॉडल को अब विभिन्न राज्यों में भी दोहराया जा रहा है।

उद्घाटन करने के बाद सत्येंद्र जैन ने कहा, “यह 10 मेगावाट का पावर बैंक, न केवल भारत में, बल्कि पूरे दक्षिण एशिया में अपनी तरह का सबसे बड़ा और पहला है। इस बैटरी बैंक को कम बिजली डिमांड के दौरान चार्ज किया जा सकता है, जिससे एक ऊर्जा रिजर्व बन जायेगा जो कि जरूरत पड़ने पर पीक डिमांड के दौरान बहुत उपयोगी होगा।” उन्होंने आगे कहा, “यह बैटरी एनर्जी स्टोरेज सिस्टम किसी भी ऊर्जा प्रणालीगत उतार-चढ़ाव और अपने ऊर्जा रिजर्व के माध्यम से शटडाउन के खिलाफ ढाल के रूप में कार्य करके पूरे पावर ग्रिड को स्थिरता प्रदान करेगा।” सत्येंद्र जैन ने सुविधा की बारीकियों का भी वर्णन किया और कहा, “इस बैटरी एनर्जी स्टोरेज सिस्टम में लिथियम आधारित बैटरियां हैं, जो अन्य बैटरी की तुलना में बहुत जल्दी चार्ज हो जाती हैं। इसके अलावा प्लांट सिस्टमिक उतार-चढ़ाव के मामले में पावर ग्रिड की सुरक्षा और स्थिरीकरण के लिए एक घंटे में 10 मेगावाट तक का महत्वपूर्ण पावर बैकअप प्रदान कर सकता है।

सत्येंद्र जैन के साथ टीपीडीडीएल संयंत्र के वरिष्ठ अधिकारी एवं अन्य संबंधित विभागों के भी वरिष्ठ अधिकारी मौके पर मौजूद थे, जिन्हें ऊर्जा मंत्री ने ऊर्जा भंडारण प्रणाली को और अधिक कुशल एवं प्रभावी बनाने के लिए महत्वपूर्ण निर्देश दिए। ऊर्जा मंत्री ने कहा, “इस सुविधा की लागत लगभग 55 करोड़ है, लेकिन हम आगे नवाचार और प्रौद्योगिकी के उपयोग के साथ लागत कम करना चाहते हैं। इस सुविधा को एक प्रयोग के रूप में भी लिया जा रहा है, जिसकी हम एक महीने के समय में समीक्षा करेंगे और प्राप्त अनुभव का उपयोग राजधानी भर में ऐसे प्लांट स्थापित करने की ओर किया जाएगा।”

केजरीवाल सरकार के जनोन्मुखी शासन ने जनहित में नवीन और दूरदर्शी नीतियों के साथ चुनौतियों को अवसरों में बदल दिया है। सीएम अरविंद केजरीवाल के नेतृत्व में दिल्ली सरकार द्वारा प्रभावी और कुशल प्रबंधन के कारण राष्ट्रीय राजधानी में अब बिना कटौती के 24 घंटे बिजली आने लगी है। श्री सत्येंद्र जैन ने दिल्ली सरकार की प्रतिबद्धता दोहराई और कहा कि केजरीवाल सरकार के नेतृत्व में दिल्ली शहर पूरे देश के लिए दूरदर्शी और अभिनव सार्वजनिक नीतियों की मिसाल बन गया है। हमारे जनोन्मुखी दृष्टिकोण ने बहुत सारे सार्वजनिक धन की बचत की है और परियोजनाओं को समय से पहले पूरा भी किया है, जो वास्तव में राष्ट्रीय राजनीति में एक क्रांति के समान है।

Power Minister Shri Satyendar Jain inaugurated a 10 MW ‘Battery Energy Storage System’ at the Tata Power Delhi Distribution Limited (TPDDL) plant, Rohini on Sunday. The Energy Storage System of 10 MW, designed by Tata Power System, is the biggest and first of its kind not only in India but in whole of South Asia. The Kejriwal government’s Power Department has been succesful in making subsidies fiscally prudent and greatly reducing power cuts.

“The new system of energy storage is designed in a way that it can be charged during off-peak power demand hours and the stored energy can be utilised during the peak demand hours, thereby stabilising the whole grid against fluctuations,” stated the Power Minister Shri Satyendar Jain. He also stated that the system could be charged with solar and other renewable sources of energy.

 “The Delhi Government is planning to create a 600 MW network of such power banks around the capital, creating a power reserve that shall benefit the consumers in case of grid instability or a shutdown,” the Power Minister stated. He used the opportunity to reiterate that the Kejriwal Government’s people-oriented governance model and its innovative solutions that often involve smart use of technology, can be replicated in other states.   

Senior Officials of the TPDDL plant as well as of other concerned departments accompanied Shri Satyendar Jain, who gave them important directions for making this Energy storage system even more efficient and effective. “This facility costs around Rs 55 crores but we are looking to reduce costs by innovating further. We will review the project in a month’s time and based on our learnings from its operation, we will plan out the replication of the system for other parts of the city,” the Power Minister stated.

Kejriwal Government’s people-oriented governance has turned challenges into opportunities with innovative and far-sighted policies in public interest. Power cuts have become a history in the national capital because of effective and efficient management by the Kejriwal-led Government. ” Delhi under Kejriwal Government has become a torch bearer of far-sighted and innovative public policies for the entire nation, and this is nothing short of a revolution in this country’s politics,” stated Power Minister Shri Satyendar Jain.

Last month, Delhi Power Minister had even flown to poll-bound Goa, when the state’s power minister threw an open challenge to Shri Satyendar Jain on the subsidy promise. Delhi’s Power Department ensured that 80 per cent of the arrears collected by the discoms are remitted to the Delhi Transco Limited – the State Transmission Utility (STU) rather than the holding company, which has made the state richer. The DISCOMS were made accountable to the public through audits and solar power was greatly incentivised. The Kejriwal government has weeded out corruption from the system, made the power sector transparent and efficient. Today was yet another landmark day for the people of Delhi, who now enjoy cleaner, cheaper and 24×7 electricity and haven’t faced a single tariff hike in the past five years.

Delhi Jal Board Vice Chairman and MLA Shri Raghav Chaddha, along with Shri Ganesh Srinivasan, CEO, Tata Power-DDL, Shri Amit Garg, CEO, TPTCL inaugurated RO Plants at Inderpuri and Naraina in the presence of Senior Officials from both the companies, school principals, staff and School Management Committee (SMC) members. One of the RO plants is in Govt. Girls Sr. Sec. School, F block, Inderpuri and the second one is in Sarvodaya Kanya Vidyalaya, C block, Nairana Vihar.

“These RO plants have a capacity to purify and dispense 500 liters of water every hour which will bring new hope for the students, teachers and non-teaching staff in both the schools. There will be approximately 11,000 individuals, whoes thirst will be quenched non-stop in both the schools every day,” Shri Raghav Chadha said.

Speaking on the occasion he also explained how these RO plants have the ability to remove many dissolved substances efficiently, yet produce a good tasting drinkable water. During this process of cleaning water it does not add any harmful chemical which can prove hazardous for health. The RO plants are also cost effective and space friendly.

These RO plants are working on a 60:40 model which will ensure the best and most optimum usage of drinking water. Under this model, 60% is potable water and 40% waste water which is further utilised for Rain Water Harvesting pit.

“Ensuring the health and hygiene of young children will be of prime importance when the schools reopen post-pandemic. Implementation of RO Water Plants is a small but significant step in the same direction which aims to help students, teachers and other staff  to get access to clean and safe drinking water,” said Shri Chadha.

The Rajinder Nagar MLA Shri Chadha further said, “I have always maintained that it is our duty to ensure that all residents of my constituency have access to clean drinking water and all other basic necessities. By installing these ROs in the schools, around 11000 individuals have been given a new hope of availability of potable water for use. Tata Power-DDL has installed 83 such RO Plants till date at Educational Institutions, JJ Clusters (Slums), Delhi Metro Stations, catering 3.78 Lakh people every day.”

He said, “Every government department has faced a severe financial crunch this past year. However, the Arvind Kejriwal government didn’t allow that to stall developmental works. Today’s inauguration is an example of Public Private partnership where corporate social responsibility kicks in for welfare of people with assistance from the State Govt. One plant at Govt. दिल्ली जल बोर्ड उपाध्यक्ष राघव चड्ढा ने इंद्रपुरी और नारयणा में दो आरओ प्लांट का उद्घाटन किया है। इंद्रपुरी के एफ ब्लॉक स्थित गर्ल्स सीनियर सेकेंडरी स्कूल और नारायणा विहार के सी ब्लॉक स्थित सर्वोदय कन्या विद्यालय में टाटा पावर-डीडीएल के सीईओ गणेश श्रीनिवासन और टीपीटीसीएल के सीईओ अमित गर्ग के साथ आरओ संयंत्रों का उद्घाटन किया। इससे करीब 11 हजार लोगों को फायदा मिलेगा।

दिल्ली जल बोर्ड के उपाध्यक्ष राघव चड्ढा ने कहा कि इन आरओ संयंत्रों की हर घंटे 500 लीटर पानी को शुद्ध करने की क्षमता है। ये आरओ प्लांट छात्रों- शिक्षकों और स्थानीय लोगों में नई उम्मीद जगाएंगे। इससे लगातार रोजाना लगभग 11 हजार लोगों की प्यास बुझायी जा सकेगी।

उन्होंने इस दौरान बताया कि किस तरह से आरओ प्लांट पानी में घुल चुके हानिकारक पदार्थों को कुशलतापूर्वक निकालने की क्षमता रखते हैं। इसके साथ ही पीने योग्य पानी का उत्पादन करते हैं। खास बात है कि पानी को साफ करने की प्रक्रिया के दौरान कोई हानिकारक रसायन नहीं मिलाया जाता है। हानिकारक रसायन स्वास्थ्य के लिए खतरनाक साबित हो सकते हैं। खूबसूरती से डिजाइन किए गए ये आरओ प्लांट उचित कीमत और कम जगह के अनुकूल हैं।

दोनों स्कूलों में लगाए गए आरओ प्लांट 60-40 के मॉडल पर काम कर रहे हैं। जिससे पीने के पानी का सबसे अच्छा और सबसे कम उपयोग सुनिश्चित किया जा सकेगा। इस मॉडल के तहत 60 फीसदी पीने योग्य पानी और 40 फीसदी अपशिष्ट जल होगा, जिसे वर्षा जल संचयन पिट के लिए उपयोग किया जाएगा।

कोरोना महामारी के बाद जब फिर से खुलेंगे तो छोटे बच्चों का स्वास्थ्य और स्वच्छता सुनिश्चित करना प्रमुख उद्देश्य होगा। आरओ वाटर प्लांट की शुरुआत उसी दिशा में एक छोटा लेकिन महत्वपूर्ण कदम है। जिसका उद्देश्य छात्रों, शिक्षकों और अन्य कर्मचारियों को साफ और बेहतर पानी उपलब्ध कराना है।

राजेंद्र नगर विधायक राघव चड्ढा ने कहा कि मैंने हमेशा सुनिश्चित किया है कि मेरी विधानसभा क्षेत्र के सभी लोगों को साफ पानी सहित अन्य सभी बुनियादी आवश्यकताएं उपलब्ध हों। दोनों स्कलों में आरओ प्लांट लगाकर लगभग 11 हजार लोगों को साफ पीने के पानी की नई उम्मीद दी गई है। टाटा पावर-डीडीएल ने अब तक शैक्षणिक संस्थानों, जेजे क्लस्टर्स (झुग्गी बस्तियों), दिल्ली मेट्रो स्टेशनों पर 83 आरओ प्लांट स्थापित किए हैं। इससे रोजाना 3.78 लाख लोगों को साफ पानी मिल रहा है।

उन्होंने कहा कि पिछले एक साल में सरकारी विभागों को गंभीर वित्तीय संकट का सामना करना पड़ा है, इसके बावजूद अरविंद केजरीवाल सरकार ने विकास कार्यों को रुकने नहीं दिया। भविष्य में हर परियोजना पर इसी उत्साह के साथ काम करेंगे। आरओ प्लांट का उद्घाटन सार्वजनिक और निजी भागीदारी का एक उदाहरण है। राज्य सरकार की सहायता से लोगों की भलाई के लिए कॉर्पोरेट सामाजिक जिम्मेदारी पूरी की गई है। पहला आरओ प्लांट इंद्रपुरी के एफ ब्लॉक स्थित राजकीय गर्ल्स सीनियर सेकेंडरी स्कूल और दूसरा नारायणा विहार के सी ब्लॉक स्थित सर्वोदय कन्या विद्यालय में लगाया गया है। इससे हर दिन लगभग 11 हजार लोगों को पीने योग्य पानी मिल सकेगा।

As per the suggestion of the public, the Delhi Government recommends the names of Dr. Shiv Kumar Sarin, Dr. Suresh Kumar, and Dr. Sandeep Budhiraja for the Padma Awards, informed CM Arvind Kejriwal on Saturday. He further informed that every year, the Centre seeks recommendations from the State Governments for the Padma Awards and the Delhi government had decided that this time only the names of doctors and paramedical staff would be recommended. 9,427 people suggested names of 740 medical professionals in response to Delhi Government’s appeal for seeking suggestions for the Padma Awards. CM Arvind Kejriwal said that a committee headed by Deputy CM Manish Sisodia has examined all the recommendations and shortlisted the names of 3 people for the Padma Awards. CM Arvind Kejriwal said, “Every year the Central Government asks the State Governments to nominate names for the Padma Awards. The Padma Awards include Padma Shri, Padma Bhushan, and Padma Vibhushan. The Government of NCT of Delhi has decided to recommend only COVID-19 Warriors, i.e. Doctors, Paramedics, and other health care professionals this year. It was decided to invite suggestions from the public. This appeal by the Government of Delhi received an overwhelming response of 9,427 suggestions. These suggestions were received in respect of 740 different health care professionals. Meaning that 9,427 people suggested 740 different health care professionals.”

He said, “A High-Powered Committee was convened for this matter. This committee was headed by Deputy Chief Minister Manish Sisodia and the members of this committee were Chief Secretary, Additional Chief Secretary (Health), and Divisional Commissioner. They scrutinised the suggestions given by the public and selected three names for the Padma Awards on behalf of the Government of Delhi. ILBS VC Dr. Shiv Kumar Sarin launched country’s first plasma bank: CM Arvind Kejriwal

Prof. (Dr.) Shiv Kumar Sarin is the Vice-Chancellor of the Institute of Liver and Biliary Sciences (ILBS). He was instrumental in setting up the ILBS, the first-ever fully dedicated Deemed-to-be Liver University in the world in 2010. He started the world’s first-ever Plasma Bank at ILBS. This Plasma Bank served people for 24 hours and on all 7 days of the week. Over 8,000 plasma units were issued from this Plasma Bank. He started the first RT-PCR facility under the Government of Delhi. Recently, he also started Delhi’s first state-of-art COVID Genome Sequencing Facility. He has worked tirelessly for the past 3 decades, which include transforming medical education as well as increasing the awareness, prevention, and access to diagnosis and treatment for liver diseases. Throughout the COVID-19 wave, he has been working relentlessly to serve the people and provide assistance to the Delhi Government. 

Lok Nayak Hospital treated the highest number of COVID-19 patients in the country under the supervision of Dr. Suresh Kumar: CM Arvind Kejriwal

Dr. Suresh Kumar is the Medical Director of Lok Nayak Hospital (LNH). Under his supervision, the Lok Nayak Hospital successfully treated a record high of 20,500+ COVID-19 patients. This hospital treated the highest number of COVID-19 patients in India. He started India’s Second Plasma Bank at LNH. He started a unique Video Calling facility to enable COVID-19 patients to interact with their families. He also started a Genome Sequencing Lab at Lok Nayak Hospital. To meet the increased need for ICU beds during the COVID period, he increased the number of ICU beds from 50 to 900 at the Lok Nayak Hospital. He also increased the number of oxygen beds, making more than 2,000 oxygen beds available. To support pregnant women who were COVID-19 positive, Dr. Suresh Kumar played an instrumental role in setting up a dedicated labour room. Owing to this, more than 627 deliveries, including 266 successful cesarean sections, were performed at Lok Nayak Hospital. He also developed a dedicated Dialysis facility for COVID-19  patients with 17 Dialysis Machines and a 24×7 availability of the Dialysis facility. This facility provided assistance to 2,151 patients. 

Dr. Sandeep Budhiraja is the country’s first physician to use plasma treatment 

Dr. Sandeep Budhiraja is the Group Medical Director at Max Healthcare. He played a crucial role in delivering care and treatment to COVID-19 patients in Delhi and North India. He was the first physician in India to use convalescent plasma for the treatment of COVID-19 patients. He was actively involved in the treatment of hundreds of COVID-19 cases through homecare, OPD, and hospital (ward & ICU). Dr. Budhiraja also provided guidance to COVID-19 patients via virtual consultancy when he himself got infected with COVID-19. He was also actively involved in spreading awareness and knowledge about COVID-19 through electronic and print media.

दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने शनिवार को डिजीटल प्रेसवार्ता को संबोधित किया। सीएम अरविंद केजरीवाल ने कहा कि कोरोना के दौरान हमारे फ्रंटलाइन वर्कर्स, मेडिकल वर्कर्स, विशेषकर डॉक्टर और पैरामेडिकल वर्कर्स ने अपनी जान की बाजी लगाकर हम लोगों की जान बचाई है। अब यह समय है उनको बताने का कि पूरा देश उनका शुक्रगुजार है और सम्मान करता है। डॉक्टर्स-पैरामेडिकल कर्मचारियों ने सेवाएं देकर जिस तरह से पूरे देश में लोगों की जानें बचाई, हम उसके लिए उनका सम्मान करते हैं। 

उन्होंने कहा कि केंद्र सरकार हर साल राज्य सरकारों से नाम पूछती है कि आप बताइए कि इस बार आपके यहां से पद्म पुरस्कार (पद्म श्री, पद्म भूषण और पद्म विभूषण) किसको दिए जाएं। इसके लिए केंद्र सरकार हर साल राज्य सरकारों से सिफारिश मांगती है। दिल्ली सरकार ने तय किया कि इस बार हम लोग केवल डॉक्टर और पैरामेडिकल स्टाफ के नामों की ही अनुशंसा करेंगे। 

सीएम केजरीवाल ने कहा कि दिल्ली सरकार ने इसके लिए लोगों के सुझाव मांगे। हमें 9427 लोगों ने 740 पेशेवर चिकित्साकर्मियों के संबंध में सुझाव दिए थे। उन सभी सिफारिशों की जांच करने के लिए कमेटी बनाई गई। उस कमेटी की अध्यक्षता उप मुख्यमंत्री मनीष सिसोदिया ने की। कमेटी के सदस्य दिल्ली के मुख्य सचिव, अतिरिक्त मुख्य सचिव स्वास्थ्य और डिविजनल कमिश्नर थे। दिल्ली सरकार की तरफ से कमेटी ने सभी सिफारिशों की जांच करके 3 लोगों के नाम पद्म अवॉर्ड्स के लिए छांटे हैं। इन तीन नामों में आईएलबीएस के डॉ. एसके सरीन, एलएनजेपी अस्पताल के डॉ. सुरेश कुमार और मैक्स अस्पताल के ग्रुप मेडिकल डायरेक्टर डॉ. संदीप बुद्धिराजा शामिल हैं।

*आईएलबीएस के वीसी एसके सरीन ने शुरू किया था देश का पहला प्लाज्मा बैंक- अरविंद केजरीवाल*

मुख्यमंत्री अरविंद केजरीवाल ने कहा कि आईएलबीएस के डॉ. एसके सरीन वाइस चांसलर हैं। उन्होंने देश ही नहीं दुनिया का सबसे पहला प्लाज्मा बैंक आईएलबीएस में चालू किया। यह प्लाज्मा बैंक चौबीसों घंटे चलता था। यहां से आठ हजार से ज्यादा प्लाज्मा यूनिट डोनेट किए गए। इन्होंने दिल्ली सरकार की सबसे पहली आरटी-पीसीआर सुविधा शुरू की। जिसके बाद यहां पर आरटी-पीसीआर टेस्ट होने लगे। उन दिनों जब आरटी-पीसीआर जांच कोई नहीं करता था, तब इन्होंने अपने यहां सुविधा शुरू की। अभी इन्होंने दिल्ली की सबसे पहली जीनोम सीक्वेंसिंग लैब चालू की है। कोरोना वायरस की जांच के लिए अभी तक हमें सारे नमूने केंद्र सरकार के पास एनसीडीसी भेजने पड़ते थे कि दिल्ली के अंदर जो वायरस है, वह वायरस कौनसा वायरस है। कोरोना के वायरस का प्रकार जानने के लिए उन्होंने जीनोम सीक्वेंसिंग लैब चालू की है। कोरोना महामारी के दौरान उन्होंने लोगों की सेवा की और दिल्ली सरकार को समय-समय पर सलाह देते रहे।

*एलएनजेपी अस्पताल में डॉ. सुरेश कुमार की देखरेख में देश में सबसे ज्यादा कोरोना मरीजों का इलाज किया गया- अरविंद केजरीवाल*

सीएम अरविंद केजरीवाल ने कहा कि एलएनजेपी अस्पताल के डॉ. सुरेश कुमार मेडिकल डायरेक्टर हैं। एलएनजेपी अस्पताल में उनकी देखरेख में देश के सबसे ज्यादा मरीज का इलाज किया गया। एलएनजेपी अस्पताल में 20,500 कोरोना मरीजों का इलाज किया। इसके अलावा इन्होंने देश का दूसरा प्लाज्मा बैंक शुरू किया। इसके अलावा कोरोना मरीजों के लिए यूनिक सुविधा शुरू की। कोरोना की वजह से जो मरीज एडमिट होते थे उनसे रिश्तेदार-परिजन मिल नहीं सकते थे। ऐसे में कोरोना मरीजों की रिश्तेदारों-परिजनों से आपस में बात कराने के लिए एक यूनिक वीडियो कॉन्फ्रेंस सुविधा शुरू की। जिसकी वजह से मरीज अपने रिश्तेदारों से बात कर सकते थे और बात करके तसल्ली हो जाती थी कि इलाज ठीक चल रहा है। इन्होंने भी अपने यहां जीनोम सीक्वेंसिंग की सुविधा शुरू की। कोरोना महामारी जब शुरू हुई तब एलएनजेपी में 50 आईसीयू बेड थे। इन्होंने आईसीयू बेड को बढ़ाकर 900 कर दिया। उसी तरह से उन्होंने ऑक्सीजन के बहुत सारे बेड बढ़ाए। इसके अलावा एलएनजेपी अस्पताल में कोरोना संक्रमित मांताओं की डिलीवरी के लिए विशेष चिकित्सकिय सुविधाओँ से युक्त डेडीकेटेड लेबर रूम तैयार किया। यहां पर 627 महिलाओं ने बच्चों को जन्म दिया, जिसमें से 266 सीजेरियन ऑपरेशन सफलतापूर्वक किए गए। इसके अलावा डायलिसिस मरीजों के लिए डेडीकेटेड डायलिसिस की सुविधा शुरू की। 17 डायलिसिस मशीनों के जरिए अस्पताल में 2151 लोगों को 24 घंटे डायलिसिस की सुविधा दी गई। अभी एलएनजेपी अस्पताल के अंदर बहुत बड़े स्तर पर वैक्सीनेशन का काम चल रहा है।

*डॉक्टर संदीप बुद्धिराजा ने देश का सबसे पहला प्लाज्मा उपचार शुरू किया*

पूरी दिल्ली ही नहीं पूरे उत्तर भारत से मरीज मैक्स अस्पताल में इलाज कराने आते थे। मैक्स अस्पताल के ग्रुप मेडिकल डायरेक्टर डॉक्टर संदीप बुद्धि राजा ने उनका इलाज किया। देश का सबसे पहला प्लाजमा ट्रीटमेंट शुरू किया। इनकी देखरेख में हजारों होम केयर मरीजों, ओपीडी और भर्ती मरीजों का इलाज किया गया। मैं सभी की तरफ से इन डॉक्टर्स को बधाई देता और शुक्रिया अदा करता हूं। 

उन्होंने कहा कि मुझे कमेटी ने बताया कि जितने नाम आए थे सभी ने इतना शानदार काम किया था कि तीन नामों का चयन करना बहुत मुश्किल था। मैं उन सभी लोगों को यह कहना चाहता हूं कि इन 3 लोगों को चुनने का मतलब यह नहीं है कि बाकी लोगों का योगदान किसी भी तरह से कम है। मैं समझता हूं कि यह माना जाए कि दिल्ली के सभी डॉक्टर्स, नर्स और पैरामेडिकल स्टाफ की तरफ से इन तीन नामों की पद्म पुरस्कारों के लिए संस्तुती की जा रही हैं। मैं पूरी उम्मीद और प्रार्थना करता हूं कि इनको पद्म पुरस्कार देकर देश के लोगों की इच्छा पूरी की जाए।

दिल्ली के लोगों को सरकारी अस्पतालों में लंबी-लंबी लाइनों में लगाने से जल्द ही मुक्ति मिलने जा रही है। मुख्यमंत्री अरविंद केजरीवाल की अध्यक्षता में दिल्ली सचिवालय में आज आयोजित बैठक में दिल्ली कैबिनेट ने स्वास्थ्य सूचना प्रबंधन प्रणाली (एचआईएमएस) प्रोजेक्ट को धरातल पर उतारने के लिए 139.80 करोड़ रुपए के बजट को मंजूरी दे दी है। साथ ही, कैबिनेट ने इस प्रोजेक्ट को पूरा करने का कांट्रैक्ट एनईसी कॉरपोरेशन इंडिया प्राइवेट लिमिटेड को देने का निर्णय लिया है। मुख्यमंत्री अरविंद केजरीवाल ने कहा कि दिल्ली के सभी अस्पतालों को एक प्लेटफार्म पर लाया जा रहा है, जिससे लोगों को अस्पताल में खाली बेड, दवा, स्टाफ और वेंटिलेटर आदि की जानकारी सिर्फ एक क्लिक में मिल जाएगी। लोग फोन पर ही डॉक्टर से मिलने का समय ले सकेंगे और उन्हें अस्पताल में लंबी-लंबी लाइनों में लगने की जरूरत नहीं पड़ेगी। सीएम ने कहा कि आज दिल्ली कैबिनेट ने एचआईएमएस प्रोजेक्ट पूरा करने के लिए एक कंपनी को कांट्रैक्ट दे दिया है और इसके लिए बजट भी स्वीकृत कर दिया है।

दिल्ली सचिवालय में आज सुबह मुख्यमंत्री अरविंद केजरीवाल की अध्यक्षता में कैबिनेट की बैठक संपन्न हुई। इस बैठक में कई अहम निर्णय लिए गए। कैबिनेट बैठक में लिए गए निर्णयों की जानकारी साझा करते हुए मुख्यमंत्री अरविंद केजरीवाल ने बताया कि हेल्थ इंफार्मेशन मैनेजमेंट सिस्टम (एचआईएमएस) को लेकर कैबिनेट ने अहम निर्णय लिया है। दिल्ली सरकार द्वारा दिल्ली के सभी अस्पतालों को एक साथ जोड़ा जा रहा है। सभी अस्पतालों को एक प्लेटफार्म पर लाया जा रहा है और एक पोर्टल बनाया जा रहा है। जिसके जरिए हमें पता रहेगा कि किस अस्पताल में कितने बेड खाली हैं, किस अस्पताल में कौन सी कितनी दवाई है। अस्पताल में स्टाफ की स्थिति, मेडिकल की स्थित और किस अस्पताल में कितने वेंटिलेटर खाली है आदि की जानकारी आपको एक क्लिक में ही मिल जाएगी। इसके अलावा, आपको अस्पताल में डॉक्टर से मिलने के लिए लंबी-लंबी लाइनों में लगने की जरूरत नहीं पड़ेगी। आप अपने फोन के उपर ही डॉक्टर से मिलने का समय ले सकते हैं और तय समय के उपर आप अस्पताल जा सकते हैं। यह पूरा का पूरा सिस्टम बनाने के लिए आज एनईसी कॉरपोरेशन इंडिया प्राइवेट लिमिटेड को कांट्रैक्ट दे दिया गया है। यह प्रोजेक्ट 130 करोड़ रुपए से अधिक का है। इसके लिए बजट भी स्वीकृत कर दिया गया है और कंपनी भी नामित कर दी गई है।

मुख्यमंत्री अरविंद केजरीवाल के नेतृत्व में दिल्ली सरकार महत्वाकांक्षी प्रोजेक्ट एचआईएमएस को लागू करने के लिए युद्धस्तर पर काम कर रही है। एचआईएमएस प्रोजेक्ट के कार्य को पूरा करने के लिए सरकार ने टेंडर दे दिया है और इसके लिए बजट भी मंजूर कर दिया गया है। यह कांट्रैक्ट एनईसी कॉर्पाेरेशन इंडिया प्राइवेट लिमिटेड को दिया गया है। साथ ही इस प्रोजेक्ट को पूरा करने के लिए दिल्ली कैबिनेट द्वारा 139 करोड़ 80 लाख 24 हजार 436 रुपये के बजट को मंजूरी दी गई है। इस महत्वाकांक्षी योजना का उद्देश्य दिल्ली सरकार के अधीन आने वाली सभी स्वास्थ्य सुविधाओं को एक प्लेटफार्म पर लाना है।

*एचआईएमएस प्रोजेक्ट का प्रमुख उद्देश्य*

1. प्रत्येक स्वास्थ्य सुविधा में एक सुव्यवस्थित प्रक्रिया होगी।

2. बेहतर तरीके से स्वास्थ्य सेवा प्रदान करने की गुणवत्ता में वृद्धि होगी।

3. उपलब्ध संसाधनों का विवेकपूर्ण उपयोग और कर्मचारियों की दक्षता में वृद्धि।

 4. नीति निर्माण निर्णय/समग्र शासन में मदद मिलेगी।

5. ज्ञान साझा करने वाली अनुसंधान पहलों के माध्यम से देखभाल में प्रगति को सक्षम बनाना।

6. व्यक्तिगत देखभाल को बढ़ावा देकर बेहतर मरीज अनुभव

*लोगों को अस्पताल की लंबी-लंबी कतारों से मुक्ति*

स्वास्थ्य सूचना प्रबंधन प्रणाली लागू होने के बाद लोगों को अस्पतालों की लंबी कतारों से मुक्ति मिलेगी। वे अपने घर के आराम से ऑनलाइन पोर्टल का उपयोग करके डॉक्टर से मिलने का समय ले सकेंगे। जिसके बाद वे नियत समय पर अस्पताल जाकर डॉक्टर से मिल सकेंगे और परामर्श ले सकेंगे।

*ई-स्वास्थ्य कार्ड बनाने के लिए होंगे सर्वे*

दिल्ली सरकार यह सुनिश्चित कर रही है कि लोगों को अपना ई-हेल्थ कार्ड बनवाने के लिए अस्पतालों और कार्यालयों के चक्कर न लगाने पड़े। दिल्ली सरकार यह सुनिश्चित करने के लिए पूरे प्रदेश में सर्वे करेगी कि हर नागरिक अपना ई-हेल्थ कार्ड बनवा सके। कार्ड अस्पतालों और अन्य समर्पित केंद्रों पर भी बनाए जाएंगे। डोर-टू-डोर अभियान के माध्यम से कार्ड वितरित किए जाएंगे। ई-हेल्थ कार्ड में कार्डधारक का संपूर्ण चिकित्सा इतिहास होगा और वे एचआईएमएस सिस्टम पर किसी भी अस्पताल में इलाज करा सकेंगे। कार्ड होने पर किसी को मेडिकल रिपोर्ट और दस्तावेज ले जाने की आवश्यकता नहीं होगी।

दिल्ली सरकार जल्द से जल्द दिल्ली के सभी सरकारी अस्पतालों में एचआईएमएस को लागू करने की कोशिश कर रही है। बाद में निजी अस्पतालों को भी चरणबद्ध तरीके से इससे जोड़ा जाएगा। अस्पताल प्रशासन, बजट और योजना, आपूर्ति श्रृंखला प्रबंधन, बैक एंड सेवा और प्रक्रियाओं जैसी सभी रोगी देखभाल संबंधी सेवाओं को इस प्रणाली के तहत लाया जाएगा। इस प्रणाली के माध्यम से स्वास्थ्य कार्ड जारी किए जाएंगे और उपयोग के लिए ऑनलाइन उपलब्ध होंगे। इससे दिल्ली के लोगों को एक ही छत के नीचे सारी जानकारी मिल सकेगी और आपात स्थिति में तत्काल मदद मिलेगी। इसके लागू होने के बाद दिल्ली देश का एकमात्र ऐसा राज्य बन जाएगा, जिसके पास क्लाउड आधारित स्वास्थ्य प्रबंधन प्रणाली होगी। वर्तमान में, स्वीडन, युगांडा और जर्मनी जैसे कुछ विकसित देशों में ऐसी प्रणाली उपलब्ध है।

*स्वास्थ्य कार्ड परियोजना के लिए कई प्रावधान प्रस्तावित*

हेल्थ कार्ड प्रोजेक्ट के तहत दिल्ली के निवासियों को वोटर आईडी और जनसंख्या रजिस्ट्री के आधार पर क्यूआर कोड आधारित ई-हेल्थ कार्ड जारी किए जाएंगे, जिससे प्रत्येक मरीज की जनसांख्यिकीय और बुनियादी नैदानिक जानकारी प्राप्त की जा सकती है। स्वास्थ्य योजनाओं एवं कार्यक्रमों के लिए ई-स्वास्थ्य कार्ड के माध्यम से परिवार मानचित्रण किया जाएगा। सूचना के निर्बाध आदान-प्रदान के लिए इसे एचआईएमएस के साथ एकीकृत किया जाएगा। भौतिक सत्यापन के बाद प्रत्येक व्यक्ति को क्यूआर कोड वाले कार्ड वितरित किए जाएंगे। लोगों के अनुरोध पर संशोधित या डुप्लीकेट कार्ड जारी करने का प्रावधान किया जाएगा।

*केंद्रीकृत स्वास्थ्य हेल्पलाइन के लिए बनेंगे कॉल सेंटर*

एचआईएमएस परियोजना को लागू करने के लिए दो स्तरों पर एक केंद्रीकृत कॉल सेंटर स्थापित किया जाएगा। पहले स्तर पर कॉल सेंटर संचालकों को लोगों के कॉल और मैसेज प्राप्त होंगे। सीआरएम में लॉग इन करने के बाद, वे मामले का आकलन करेंगे और इसे सुलझाएंगे और उपलब्ध स्वास्थ्य देखभाल कर्मचारियों को सूचित करेंगे। ऑपरेटर कॉलर को प्रासंगिक जानकारी देगा और अंत में एक रिपोर्ट तैयार की जाएगी। वहीं दूसरे स्तर पर दिल्ली सरकार के डॉक्टर और विशेषज्ञ कॉल और मैंसेज रिसीव करेंगे और मरीज को अप्वाइंटमेंट देंगे। अगर इमरजेंसी का मामला है, तो हेल्पलाइन उनकी कॉल को तुरंत स्वीकार करेगी और समस्या को हल करने के लिए उनसे बात करेगी। जरूरत पड़ने पर संबंधित रोग के विशेषज्ञ चिकित्सक से संपर्क करेंगे।

– वेब पोर्टल, मोबाइल ऐप, कियोस्क या टोल-फ्री स्वास्थ्य हेल्पलाइन के माध्यम से ऑनलाइन पंजीकरण/ पूर्व पंजीकरण/नियुक्ति निर्धारण किया जाएगा।

– मरीजों के बायोमेट्रिक प्रमाणीकरण के साथ चेहरे की पहचान की जाएगी।

– सामुदायिक स्तर पर आशा और एएनएमएस द्वारा घरेलू सर्वे के माध्यम से प्रत्येक परिवार के सामान्य स्वास्थ्य और कल्याण के लिए स्क्रीनिंग की जा सकेगी।

Delhi Government is all set to bring about a revolution in the healthcare infrastructure of Delhi and make health management seamless in the state, at par with a select few countries across the globe. Rapid preparations are taking place to implement the Health Information Management System. The Chief Minister on Saturday informed that the project had been awarded to a company after cabinet approval and the budget was also sanctioned for the same. He added that all the hospitals of Delhi will be brought under one platform; all information will be available at the tap of a button and that there will be no need to stand in queues after HIMS is implemented; doctors will give appointments on the phone, patients will be able to select time as per convenience.

Chief Minister Shri Arvind Kejriwal said, “All the hospitals of Delhi are being connected to the Health Information Management System. All the medical services will be brought under one platform, through the HIMS portal. It will help us how many beds are vacant in a hospital, the status of medicine stocks and staffers, number of ventilators and any other information about the medical infrastructure will be available on the HIMS platform. One wouldn’t need to stand in queues in hospitals anymore, you will be able to get appointments on the phone itself and go as per your convenience.”

“The contract for the system has been awarded to M/s NEC Corporation India Private Limited, a Multinational Corporation who will be looking after the whole platform. The funds required for the project have also been sanctioned by the Delhi Cabinet,” he added.

Delhi Government is working on war footing to implement the ambitious project. The tender for the HIMS platform has been awarded & budget has also been sanctioned for the same.

The tender was awarded to M/s NEC Corporation India Private Limited and a budget of Rupees One Hundred Thirty Nine Crore Eighty Lacs Twenty Four Thousands Four Hundred and Thirty Six has been sanctioned by the Delhi Cabinet for the project.

This ambitious healthcare transformation initiative aims to encompass all facilities under the ambit of the Government of Delhi i.e. approx. 350+, with following key objectives:

1. Streamlined processes at each healthcare facility

2. Enhanced quality of healthcare service delivery in an efficient manner

3. Judicious utilization of available resources and increase efficiency of deployed manpower

 4. Assistance in policy making decisions / overall governance

5. Enabling advancements in care through knowledge sharing research initiatives

6. Improved patient experience by promoting personalized care

*People of Delhi will get freedom from long hospital queues*

After the implementation of the Health Information Management System, people will get freedom from the long queues of hospitals. They will be able to get an appointment with the doctor they wish to see by accessing an online portal from the comfort of their homes. They will be designated a time frame to meet the doctor and will be able to get consultation as per that.

*Surveys will be conducted to make eHealth Cards*

The Delhi Government is making sure that people don’t have to make rounds of hospitals and offices to get their eHealth Cards made. The Delhi Government will conduct surveys across the entire state to make sure every citizen can get their eHealth Card made. The cards will also be made at hospitals and other dedicated centres. The cards will be distributed through a door-to-door campaign. The eHealth Card will contain the entire medical history of the cardholder and they will be able to get treated at any hospital on the HIMS system. One will not be required to carry medical reports and documents if they have the card.

*The entire system will be digital and cloud based*

The Delhi Government is trying to implement HIMS in all government hospitals of Delhi as soon as possible. Private hospitals will also be connected to it in a phased manner. All patient care related services like hospital administration, budgeting and planning, supply chain management, back end service and processes will be brought under this system. Health Cards will be issued through this system and will be available online for access. This will help the people of Delhi get all the information under one roof and immediate help in emergency cases. After its implementation, Delhi will become the only state in the country to have a cloud based health management system. At present, such a system is available in some developed countries like Sweden, Uganda and Germany.

*Many provisions have been proposed for the health card project*

Under the Health Card Project, QR code based eHealth Cards will be issued to the residents of Delhi on the basis of Voter ID and Population Registry from which demographic and basic clinical information of each patient can be obtained. Family mapping will be done through e-health cards for health schemes and programmes. It will be integrated with HIMS for seamless information exchange. Cards with QR codes will be distributed to each person after physical verification. Provisions will be made to issue modified or duplicate cards on the request of the people.

*Call Centres will be made for a centralised health helpline*

To implement the HIMS project, a centralised call center will be set up at two levels. In the first level, call center operators will receive calls and messages from people. After logging in to the CRM, they will assess the case and get it resolved and inform the available health care staff concerned. The operator will give the relevant information to the caller and a report will be generated at the end. On the other hand, at the second level, doctors and experts of the Delhi Government will receive calls and messages and give appointments to the patient. If the case is an emergency, the helpline will accept their call immediately and talk to them to solve the problem. If need be, they will contact a specialist doctor of the concerned disease.

Chief Minister Shri Arvind Kejriwal inaugurated the ‘Cloverleaf’, Ramps and Service Roads developed on the Mayur Vihar Phase-1 Flyover on Saturday. The project is a part of Barapullah elevated road corridor under Phase-Ill extension from Mayur Vihar to Sarai Kale Khan in Delhi. These Ramps and Service Roads are an essential part of the project which was planned and being executed by PWD Delhi. The CM stated that the cloverleaf will bring a lot of relief to the people of Delhi and ease the way for those commuting between Delhi & Noida. He added that projects now get completed before deadlines and under the estimated budget, which has been made possible because of an honest government being in power.

Alongside the Chief Minister, Deputy CM Shri Manish Sisodia, PWD Minister Shri Satyendar Jain, were present for the inauguration along with local MLAs and officials of the concerned department. 

Chief Minister Shri Arvind Kejriwal said, “The service roads, cloverleaf loop, ramps, and cycle track are being inaugurated today. This will bring a huge relief to the people of this region as well as the entire East Delhi area from traffic jams.” 

He further congratulated the people of Delhi and the PWD team involved in the project upon its completion.

“Since the Aam Aadmi Party has come into power, lots of developmental projects have been taken up by various departments. The way in which the PWD has been functioning is commendable. They finish projects before deadlines, complete them not only within the estimated costs but also save money, and craft more sustainable and cost effective designs. This has been made possible because an honest government is in power. We will now take Delhi’s infrastructure to a whole new level.” 

The Chief Minister also took to Twitter to share the news and said, “Inaugurated the new ‘Cloverleaf’ built on Mayur Vihar Phase-1 Flyover today. With the opening of these loops and ramps of the Barapullah Phase-3, the people of Delhi will experience a lot of convenience in travelling. Especially people travelling between Delhi & Noida will benefit a lot from it.”

Deputy Chief Minister Shri Manish Sisodia said on Twitter, “Today Chief Minister Shri Arvind Kejriwal inaugurated the ramp, cycle track and service road in Mayur Vihar Phase-1. This will give great relief to the people of East Delhi from traffic jams.

Roads are being transformed all over Delhi by the Kejriwal Government.”

PWD Minister Shri Satyendar Jain also announced the opening of the stretch on Twitter and said, “Inaugurated the new ramp, service road and cycle track of Mayur Vihar-1 with Chief Minister Shri Arvind Kejriwal and Deputy Chief Minister Shri

Manish Sisodia.

With its construction, both time and fuel will be saved for the people travelling between Noida, Mayur Vihar-1 and Akshardham.”

*Salient Features of the Project*

The project has been constructed to avoid Red Light on the Mayur Vihar Phase-l Junction, which will reduce the huge amount of Carbon Dioxide Emission and noise pollution by the halted vehicles on the Red Light.  These ramps and service roads will save approximately 1.5 km of the travel distance. The congestion of traffic for hours led to a huge mess and nuisance, especially during the peak office hours, which will end after the opening of ramps & service roads.

मुख्यमंत्री श्री अरविंद केजरीवाल आज मयूर विहार फेस एक के रैंप, सर्विस रोड और साइकिल ट्रैक का शुभारम्भ करने पहुंचे। इस दौरान मुख्यमंत्री ने अधिकारियों से इस प्रोजेक्ट के बारे में जानकारी प्राप्त की और नाम पट्टिका का अनावरण किया। इसके शुरू होने के बाद मयूर विहार फेस एक की ओर से अक्षरधाम की तरफ जाना आसान हो गया है। साथ ही जाम, समय, ईंधन खपत और प्रदूषण से भी लोगों को राहत मिलेगी। उद्घाटन समारोह में सीएम अरविंद केजरीवाल के साथ उपमुख्यमंत्री श्री मनीष सिसोदिया और लोक निर्माण मंत्री श्री सत्येंद्र जैन के साथ कोंडली से ‘आप’ विधायक श्री कुलदीप कुमार और त्रिलोकपुरी के विधायक श्री रोहित महरौलिया समेत पीडब्ल्यूडी विभाग के वरिष्ठ अधिकारी आदि लोग मौजूद रहे।

उद्घाटन अवसर पर मुख्यमंत्री श्री अरविंद केजरीवाल ने कहा कि आज यहां पर यह सर्विस रोड, रैम, लूप और साइकिल ट्रैक का उद्घाटन किया गया है। इससे इस इलाके के लोगों को ट्रैफिक जाम से मुक्ति मिलेगी। खासकर पूर्वी दिल्ली के लोगों को इससे काफी सहूलियत मिलेगी। मैं दिल्ली के लोगों को और खासकर पूर्वी दिल्ली के लोगों को बधाई देना चाहता हूं। साथ ही, पीडब्ल्यूडी विभाग के इंजीनियर और कांट्रेक्टर को भी बधाई देना चाहता हूं, जिन्होंने यह काम पूरा किया है। जब से आम आदमी पार्टी की सरकार बनी है, पिछले 6-7 साल के अंदर दिल्ली में खासकर इंफ्रास्ट्रक्चर के बहुत सारे प्रोजेक्ट्स पर काम हुए हैं। बहुत तेजी के साथ पीडब्ल्यूडी काम कर रहा है। पीडब्ल्यूडी समय से कम समय में अपने प्रोजेक्ट पूरे कर लेता है, जो अनुमानित लागत है, उसमें बचत करता है। डिजाइन इस तरह से बनाए जाते हैं, जो ज्यादा टिकाऊ होते हैं और बचत करने वाले होते हैं। चूंकि अब दिल्ली के अंदर एक ईमानदार सरकार है, तो पीडब्ल्यूडी बहुत शानदार काम कर रहा है। दिल्ली में इंफ्रास्ट्रक्चर को अब अगले स्तर पर ले जाने की पूरी तैयारी चल रही है।

मुख्यमंत्री श्री अरविंद केजरीवाल ने ट्वीट कर कहा, ‘‘ आज मयूर विहार फेज़-1 फ्लाईओवर पर बने नए ‘क्लोवरलीफ़’ की शुरुआत की। बारापुला फेज़-3 से जुड़े इन लूप और रैम्प के खुलने से अब दिल्ली के लोगों को काफ़ी सहूलियत मिलेगी। ख़ासकर दिल्ली-नोएडा के बीच सफ़र करने वाले लोगों को इसका काफ़ी फ़ायदा होगा।’’

दिल्ली के उपमुख्यमंत्री श्री मनीष सिसोदिया ने ट्वीट कर कहा, ‘‘ आज मुख्यमंत्री श्री अरविंद केजरीवाल जी ने मयूर विहार फेज़-1 में रैंप, साइकिल ट्रैक और सर्विस रोड का लोकार्पण किया। इससे पूर्वी दिल्ली के लोगों को ट्रैफिक जाम से बहुत राहत मिलेगी। केजरीवाल सरकार द्वारा पूरी दिल्ली में सड़कों का माडिफिकेशन किया जा रहा है।’’

वहीं, दिल्ली के पीडब्ल्यूडी मंत्री श्री सत्येंद्र जैन ने ट्वीट कर कहा, ‘‘आज माननीय मुख्यमंत्री श्री अरविंद केजरीवाल जी और उप मुख्यमंत्री श्री मनीष सिसोदिया जी के साथ मयूर विहार-1 के नए रैंप, सर्विस रोड और साइकिल ट्रैक का उद्घाटन किया। इसके बनने से नोएडा, मयूर विहार-1 और अक्षरधाम के बीच यात्रा करने वाले लोगों के समय और ईंधन दोनों की बचत होगी।’’

*वाहन चालकों को एक किमी. अतिरिक्त सफर करने से मिलेगी मुक्ति*

मयूर विहार रैंप और सर्विस रोड, दिल्ली में मयूर विहार से सराय काले खां तक फेज-3 एक्सटेंशन के तहत बारापुला एलिवेटेड रोड कॉरिडोर का हिस्सा है। ये रैंप और सर्विस रोड प्रोजेक्ट का आवश्यक हिस्सा हैं, जिसे दिल्ली सरकार के पीडब्ल्यूडी द्वारा नियोजित और निष्पादित किया जा रहा था। इन रैंपों का निर्माण मयूर विहार फेज-1 जंक्शन पर रेड लाइट से बचने के लिए किया गया है, जिससे रेड लाइट पर वाहनों से भारी मात्रा में कार्बन डाई ऑक्साइड उत्सर्जन और ध्वनि प्रदूषण कम होगा।

इन रैंपों से नोएडा से मयूर विहार फेज-1 और मयूर विहार फेज-1 से अक्षरधाम की तरफ जाने वालों को भी मदद मिलेगी। वर्तमान में नोएडा से मयूर विहार फेज-1 जाने वाले यात्रियों को एनएच-24 फ्लाईओवर के नीचे से यू-टर्न लेने के लिए करीब एक किलोमीटर अतिरिक्त सफर तय करना पड़ता है। इसी तरह मयूर विहार फेज-1 से अक्षरधाम जाने वाले वाहनों को लिंक रोड पर एक और फ्लाईओवर के नीचे से यू-टर्न लेने के लिए नोएडा की ओर एक किलोमीटर के आसपास का सफर तय करना पड़ता है।

इन रैंप की योजना इसलिए बनाई गई थी, ताकि नोएडा और मयूर विहार से आने वाले ट्रैफिक को राइट टर्निंग में आने वाली दिक्कतों को दूर किया जा सके। अब इन रैंप और सर्विस रोड से यात्रा की दूरी में लगभग 1.5 किलोमीटर की बचत होगी। साथ ही, खासकर आफिस के पीक समय के दौरान घंटों तक वाहनों का भारी दबाव होने के कारण लोगों को वाहनों के शोर आदि से काफी दिक्कत होती थी, लेकिन अब रैंप ओर सर्विस रोड के खुलने के बाद यह समस्या समाप्त हो जाएगी। इस सर्विस रोड की लंबाई दो किलोमीटर है और इसे बनाने में करीब 60 करोड़ रुपए की लागत आई है। इसका कैरिजवे 3 लेन और 2 लेन है।

*पांच साल में वसूल हो जाएगी निर्माण की पूरी लागत*

इन रैंप और सर्विस रोड से मयूर विहार फेज-1 से अक्षरधाम और नोएडा से मयूर विहार फेज-1 तक सफर करने में कम से कम पांच मिनट का समय बचेगा। इस समय की बचत के कारण, यात्रियों के मानव-घंटे, ईंधन की खपत और कार्बन डाई ऑक्साइड उत्सर्जन के मामले में भारी कमी आएगी। यह सामाजिक व आर्थिक बचत लगभग 11.3 करोड़ रुपए प्रति वर्ष के बराबर है। अतः इन रैम्प, सर्विस रोड, पुस्ता रोड, साइकिल ट्रैक एवं विकास कार्यों की लागत लगभग 5 वर्ष में वसूल हो जाएगी।

*प्रतिदिन दो टन कार्बन डाइऑक्साइड का उत्सर्जन कम होगा*

इन रैंपों और सर्विस मैड्स पर यातायात के सुचारू और निर्बाध आवागमन से प्रति दिन कम से कम 2 टन कार्बन डाइऑक्साइड का उत्सर्जन कम होगा। इतनी बड़ी मात्रा में कार्बन डाइऑक्साइड को अवशोषित करने के लिए लगभग तीस हजार पेड़ों की आवश्यकता होती।

*इसे बनाने में आई प्रमुख चुनौतियां*

रैंप के निर्माण कार्य के दौरान आईजीएल गैस पाइपलाइन को सुरक्षित बचाना चुनौतीपूर्ण था, जो रैंप निर्माण के बीच आ रहा था। गैस पाइपलाइन के किसी भी डाइवर्जन या स्थानांतरण से बचने और निर्माण के समय को बचाने के लिए एकल पिएर के बजाय, 60 मीटर ग्रेड कंक्रीट के पोर्टल बीम का डिजाइन और निर्माण किया गया। इसकें अलावा, शाहदरा नाले के प्राकृतिक प्रवाह को बाधित किए बिना मयूर विहार की ओर सर्विस रोड के किनारे आरसीसी रिटेनिंग का निर्माण किया गया।

*यह पर्यटन के लिए मील का पत्थर साबित होगा*

इससे पहले, विशेष रूप से कार्यालय के व्यस्ततम समय के दौरान यातायात की भारी भीड़ के कारण घंटों तक जाम की स्थिति बनी रहती थी और ध्वनि प्रदूषण होता था, लेकिन अब इसके शुरू होने के बाद यह समस्या समाप्त हो जाएगी। मोटर वाहन से होने वाले प्रदूषण को कम किया जा सकेगा, जिससे स्थानीय लोगों के रहन-सहन की स्थिति में और सुधार होगा। यह पर्यटन विकास के लिए एक मील का पत्थर साबित होगा, क्योंकि यह रैंप और सर्विस रोड अक्षरधाम मंदिर और मयूर विहार जाने वाले यातायात को कम कर देंगे। साथ ही, यह वायु और ध्वनि प्रदूषण के स्तर को कम करने में मदद करेगा।

*रैंप और सर्विस रोड बारापुला फेज-3 का एक हिस्सा*

मयूर विहार में यह रैंप और सर्विस रोड बारापुला फेज-3 का एक हिस्सा है। बारापुला फेज-1 बारापुला फेज-2 (वर्तमान में दिल्ली में बाबा बंदा सिंह बहादुर सेतु के नाम से जाना जाता है), बारापुला फेज-1, बारापुला फेज-2 और बारापुला फेज-3 के मयूर विहार फ्लाईओवर को पीडब्ल्यूडी ने पहले ही चालू कर दिया था और आम लोगों द्वारा इसकी काफी सराहना की गई थी, क्योंकि इससे यात्रा का समय कम हो गया था। फेस-3 परियोजना मौजूदा बारापुला एलिवेटेड रोड का विस्तार करती है और यमुना नदी को पार करके सराय काले खान को मयूर विहार से जोड़ती है। मयूर विहार में दो रैंप और सर्विस रोड क्षेत्र में एक तरफ से आवाजाही की सुविधा प्रदान करेंगे। मयूर विहार फेज-1 से ट्रैफिक की आवाजाही को सुविधाजनक बनाने के लिए दो लूप बीच के हिस्से में फ्लाईओवर को जोड़ते हैं।

*रैम्प और सर्विस रोड पर दी गई सुविधाएं*

1- रैंप एक: नोएडा की ओर से आने वाले और मयूर विहार फेज-1 जाने वाले यातायात के लिए डाउन रैंप। (लंबाई 250 आरएमटी)

2-रैंप दो: मयूर विहार फेज-1 की ओर से अक्षरधाम की ओर जाने वाले यातायात के लिए अप रैंप। (लंबाई 250 आरएमटी)

3-सर्विस रोड (नोएडा साइड): नोएडा से यू-टर्न के लिए आने वाले ट्रैफिक के लिए ग्रेड।

– सर्विस रोड (मयूर विहार साइड): अक्षरधाम की ओर से आने वाले और मयूर विहार फेज-1 जाने वाले यातायात के लिए ग्रेड।

– पुस्ता रोड: नंगली राजापुर से मयूर विहार फेज-1 तक आने-जाने के लिए ग्रेड।

– साइकिल ट्रैक: नोएडा से अक्षरधाम की ओर गैर मोटर वाहनों के लिए ग्रेड।

– इस प्रोजेक्ट से आवासीय क्षेत्र के लोग लाभान्वित होंगे।

दिल्ली वालों को डोर स्टेप डिलीवरी ऑफ पब्लिक सर्विसेज के तहत घर बैठे 150 से अधिक सरकारी सेवाओं का लाभ मिलता रहेगा। इसकी शानदार सफलता को देखते हुए मुख्यमंत्री अरविंद केजरीवाल के नेतृत्व में आज संपन्न हुई बैठक में दिल्ली कैबिनेट ने इसे आगे भी जारी रखने का निर्णय लिया। इस संबंध में सीएम अरविंद केजरीवाल ने कहा कि डोरस्टेप डिलीवरी ऑफ पब्लिक सर्विसेज एक क्रांतिकारी कदम है, जिसके तहत सरकार खुद लोगों के घर पर सरकारी सेवाएं पहुंचाती है। यह सर्विस केवल भारत में ही नहीं, बल्कि पूरी दुनिया में अपनी तरह की इकलौती सर्विस है। इसकी अवधि इसी माह समाप्त होने जा रही है। अब इसको नए तरीके से और ज्यादा अच्छा व सुदृढ बनाकर दोबारा टैंडर दिया जाएगा। सीएम ने कहा कि 1076 को टोल फ्री किया जाएगा। साथ ही इसे दो हिस्सों में बांट कर दो कंपनियों के माध्यम से पूरी दिल्ली में सेवाएं दी जाएंगी, ताकि उनके बीच अच्छी सर्विस देने को लेकर प्रतियोगिता भी बनी रहेगी।

मुख्यमंत्री अरविंद केजरीवाल के नेतृत्व में आज दिल्ली सचिवालय में कैबिनेट की बैठक संपन्न हुई। दिल्ली कैबिनेट ने आज दो डोरस्टेप डिलीवरी ऑफ सर्विसेज को आगे भी जारी रखने की मंजूरी दे दी है और इस सेवा को उन वेंडर्स की मदद से लागू किया जाएगा, जो अंतिम मील तक सेवाएं प्रदान करेंगे। इसके साथ ही, दिल्ली कैबिनेट ने 1076 हेल्पलाइन नंबर को टोल फ्री करने के प्रावधान को भी मंजूरी दे दी है।

कैबिनेट के फैसले की जानकारी देते हुए मुख्यमंत्री अरविंद केजरीवाल ने कहा कि दिल्ली कैबिनेट की बैठक में डोर स्टेप डिलीवरी ऑफ पब्लिक सर्विसेज को लेकर कुछ अहम निर्णय लिए गए। जैसा कि सभी जानते हैं कि दिल्ली के अंदर करीब 150 से अधिक सेवाएं ऐसी हैं, जो डोर स्टेप डिलीवरी ऑफ सर्विसेज के अंतर्गत आती हैं। अगर कोई व्यक्ति 1076 नंबर पर फोन करता है, तो दिल्ली सरकार उसके घर पर आकर उसका काम कर के जाती है। यह सर्विस केवल भारत में ही नहीं, बल्कि पूरी दुनिया में अपनी तरह की इकलौती सर्विस है।

सीएम अरविंद केजरीवाल ने आगे कहा कि अगर आपको अपना कोई भी काम दिल्ली सरकार से करवाना है, तो आप फोन करिए और दिल्ली सरकार के अधिकारी आपके घर पर आकर काम करके जाते हैं। इस सर्विस के लिए जिस कंपनी को कांट्रैक्ट दिया गया था, उसका अनुबंध इस महीने पूरा हो रहा है। इस सर्विस को एक नए तरीके से और ज्यादा अच्छा व सुदृढ बनाकर दोबारा टैंडर को दिया जाएगा। इस संबंध में आज कैबिनेट ने निर्णय लिया है। इसमें कई सारे बदलाव किए गए हैं। मसलन, 1076 को अब टोल फ्री किया जाएगा। पहले पूरी दिल्ली को एक ही कंपनी कवर करती थी, लेकिन अब इसको दो हिस्सों में बांटा जा रहा है। ताकि दोनों कंपनियों के बीच अच्छी सर्विस देने को लेकर प्रतियोगिता भी रहे। अगर एक कंपनी का काम ठीक नहीं रहता है, तो दूसरी कंपनी को शामिल किया जा सकता है।

उल्लेखनीय है कि मुख्यमंत्री अरविंद केजरीवाल की मंसा है कि जल्द ही दिल्ली सरकार की सभी सेवाओं को फेसलेस कर दिया जाए। सेवाओं के फेसलेस होने के बाद दिल्ली की जनता घर बैठे ही किसी भी सरकारी सेवा का उपयोग कर पाएगी और उन्हें सरकारी कार्यालयों के चक्कर लगाने की आवश्यकता नहीं होगी। सभी सरकारी सेवाएं ऑनलाइन होने के बाद दिल्ली वासियों को सिर्फ अपने कंप्यूटर में ऑनलाइन लॉग-इन करना होगा और अपने सभी काम सरकारी पोर्टल के माध्यम से करवा सकेंगे। अभी हाल ही में मुख्यमंत्री अरविंद केजरीवाल ने दिल्ली परिवहन विभाग की सभी सेवाएं फेसलेस करते हुए आरटीओ दफ्तर पर ताला लगा दिए थे। इसका मतलब यह नहीं है कि आरटीओ दफ्तर को बंद कर दिया गया है, बल्कि इसका मतलब यह है कि दिल्लीवासी अब परिवहन विभाग की सेवाओं का उपयोग घर बैठे ही कर पाएंगे और उन्हें आरटीओ कार्यालय आने की जरूरत नहीं है। इसी तरह, दिल्ली सरकार अपनी सभी सेवाएं जल्द से जल्द ऑनलाइन करने पर काम कर रही है।

*इस तरह डोरस्टेप डिलवरी का ले सकते हैं लाभ -*

घर बैठे सरकारी सेवाओं की सुविधा पाने के लिए आपको 1076 नंबर पर कॉल करने के साथ एक अपॉइंटमेंट लेना होगा। अपॉइंटमेंट के बाद तय समय पर एक असिस्टेंट आपके के घर आकर फॉर्म भरने, फीस जमा करने और जरूरी दस्तावेजों को जमा करके उन्हें आगे की कार्यवाही के लिए भेज देगा। जब आपके तमाम कागजात संबंधित सरकारी कार्यालय में जमा हो जाएंगे, तो उन पर आगे की कार्रवाई की जिम्मेदारी भी असिस्टेंट की होगी।

*150 से अधिक सेवाओं का लाभ ले रहे दिल्लीवासी*

मुख्यमंत्री अरविंद केजरीवाल के नेतृत्व में दिल्ली सरकार ने 10 सितंबर 2018 को क्रांतिकारी कदम उठाए डोरस्टेप डिलीवरी ऑफ सर्विसेज योजना की शुरूआत की थी। उस दौरान दिल्लीवासी केवल 40 सरकारी सेवाओं का ही लाभ घर बैठे ले रहे थे, जिसमें 13 गवर्मेंट सर्विसेज, 11 ट्रांसपोर्ट डिपार्टमेंट, 4 सोशल वेलफेयर डिपार्टमेंट, 2 राशन डिपार्टमेंट, 5 दिल्ली जल बोर्ड, 2 लेबर डिपार्टमेंट, 2 महिला और बाल विभाग और एक लॉ और जस्टिस विभाग की सर्विस शामिल थी। बाद में दिल्ली सरकार धीरे-धीरे अन्य कई सेवाएं इस योजना के अंतर्गत जोड़ती गई और मौजूदा समय में 150 से अधिक सेवाएं इसके तहत दिल्ली वासियों को घर बैठे की प्रदान की जा रही है।

*मोबाइल सहायकों को आधुनिक तकनीक और ऐप की सुविधा मिलेगी*

नई डोरस्टेप डिलीवरी व्यवस्था के तहत सार्वजनिक सेवाओं की अंतिम मील तक की सुविधा प्रदान करने के लिए जिम्मेदार मोबाइल सहयाकों को आधुनिक तकनीकी के साथ ऐप की सुविधा दी जाएगी। इसमें कई अन्य सुविधाएं भी होंगी, जो मोबाइल सहायकों को लोगों तक सेवाओं को पहुंचाने में मददगार साबित होगी। मोबाइल सहायकों को यह सेवाएं घर तक पहुंचाने के बदले लोगों को पचास रुपए का मामूली शुल्क देना होगा।

*फेसलेस सेवाओं का दायरा बढ़ने के साथ बंद होते जाएंगे दफ्तर*

दिल्ली सरकार जैसे-जैसे अपनी सेवाओं को फेसलेस करती जाएगी, वैसे-वैसे उससे संबंधित दफ्तर भी बंद होते जाएंगे। जब भी सरकारी सेवाएं फेसलेस प्रावधान के साथ स्थापित होती हैं, संबंधित विभागों के उपखंड, क्षेत्रीय और भौतिक खिड़कियों को धीरे-धीरे बंद कर दिया जाता है। यह आने वाले समय में दिल्ली के सभी सरकारी सेवाओं पर लागू होगा, जिन्हें फेसलेस तरीके से एक्सेस किया जा सकता है और जिन्हें लोग इंटरनेट के जरिए एक्सेस कर सकते हैं। कोई भी व्यक्ति जो किसी कारणवश डिजिटल सेवाओं का उपयोग नहीं कर सकता है, उसके लिए डोरस्टेप डिलीवरी का विकल्प हमेशा उपलब्ध रहेगा।

The Kejriwal Government is now recognised as the pioneer of administrative reforms and is emerging as a centre of innovation in governance. The doorstep delivery of public services turned out to be a landmark step in the way of revolutionising governance and, in effect, has emerged as a mechanism of bringing the government to one’s home. The CM said that Doorstep Delivery of Public Services is a landmark measure that has revolutionised how governance reaches to people’s homes and that accessing doorstep delivery of public services will get easier as the 1076 helpline will become toll-free. He added that doorstep delivery of public services received massive patronage from the people of Delhi and the cabinet is renewing it with enhanced features and new vendors.

Chief Minister Shri Arvind Kejriwal said, “Doorstep Delivery of Public Services is a landmark measure of the Delhi Government that provides the people of Delhi the facility to avail about 150 services of the Delhi Government from their homes. All they have to do is call 1076 and then an officer comes to their home and gets their work done. This is a one of a kind service not just in India but the entire world.”

“The cabinet has decided to further extend the doorstep delivery of public services with new vendors this time. A lot of enhancements will be implemented in the next phase of the service. This includes making the 1076 number toll free and dividing the work between two vendors. Giving the responsibility of the service to two vendors will bring a positive sense of competition that will further benefit the citizens. We will soon float tenders for the next phase of the project,” the CM added.

Chief Minister Shri Arvind Kejriwal informed that the service is being renewed for another term and said that it has revolutionised the way governance reaches to people’s homes. He further said that the doorstep delivery of public services received massive patronage from the people of Delhi and the cabinet is renewing it with enhanced features.

The Delhi Cabinet led by Chief Minister Shri Arvind Kejriwal today approved the continuation of doorstep delivery of public services for another term and the service will be implemented with the help of vendors who will provide last-mile services. The cabinet also approved the provision of making the 1076 helpline toll-free.

Soon, all services of the Delhi Government will be made faceless where citizens will be able to access any government service while sitting at home and would not require coming to government offices. Citizens will just have to login to their computer and can get all their work done from the government portals. All services of the transport department have already gone digital, and soon the entire Delhi Government’s services will go online.

*Modern technology and apps with enhanced features to aid Mobile Sahayaks*

Under the new Doorstep Delivery regime, the mobile sahayaks who will be responsible for providing the last mile facility of the public services will be aided with modern technology and apps consisting of a bouquet of enhanced features that will help them in facilitating the services to the citizens. The mobile sahayaks will take a nominal fee of rupees fifty for facilitating the services.

*Government offices to pull down shutters gradually as the cover of faceless services increases*

As and when government services get established with faceless provision a gradual closure of the subdivisonal, regional and physical windows of concerned departments. This will apply to all such services that can be accessed in a faceless manner which the citizens can access through the internet. For anyone who can not for some reason access the digital services, the option of doorstep delivery will always be available.

Deputy Chief Minister of Delhi Shri Manish Sisodia and Vice-Chancellor of Delhi Skill and Entrepreneurship University (DSEU) Prof. (Dr.) Neharika Vohra visited the DSEU Dwarka campus and Industrial Training Institute (ITI) Arab-ki-Sarai, Nizamuddin to inspect the on-ground events of Delhi’s first-ever state level competitions for WorldSkills Shanghai 2022.

Delhi’s Deputy Chief Minister at the event said “The youth of Delhi earlier had to travel to different states to participate in the biggest skill competition of the world. We are proud to have Delhi Government’s Delhi Skill and Entrepreneurship University hosting the inaugural state-level competitions for the selection of candidates who will represent the state in the regional rounds.”

He stressed on the fact that “Delhi has many budding young stars who need such platforms to showcase their talent. We need to lay emphasis on skills to ensure that the youth is ready to move forward in the industry. Kejriwal Government is making its best possible efforts to make Delhi a world leader in skilling. We are trying to raise the standard of skills in the state by providing this platform to students. I am happy to see such young faces amongst the participants, working on machines and utilising an integration of their hands, mind and heart to not just complete the projects but also add a personal touch to them while also managing time.”

Vice-Chancellor of DSEU spoke about the changing skill ecosystem in this era. During her interaction with participants, she said, “Problem solving and development of skills are the foundation of human evolution. We are in an age where youth needs to gain deep knowledge of the field through digital proficiency, analytical skills and undergo holistic growth.”

She further added, “India first participated in the WorldSkills in 2007 and since then has won multiple medals at each event. We are hopeful that after qualifying the state competitions, the skill stars of Delhi will qualify the following stages and represent both Delhi and India in WorldSkills Shanghai 2022. DSEU is being bolstered by a variety of skill sector councils, ITI’s, industry, and some specialized private skill training institutions for this competition. I am excited by the tremendous support we have received. I would like to thank and congratulate everyone on the success of the events.”

The Delhi state-level competitions have a two-tier selection process. The first leg consisted of an online proctored Multiple Choice Questions (MCQ) test, which was conducted on 13th August 2021. Top 6 candidates from 31 domains were selected based on merit for the on-ground competitions which kicked off on 17 August 2021. The University has successfully conducted the second leg of competitions for 14 domains till 27 August 2021.  The University is conducting on-ground competitions for the remaining skills in the coming week. The results shall be announced soon after completion of all the events.

उपमुख्यमंत्री मनीष सिसोदिया और दिल्ली स्किल एंड एंटरप्रेन्योरशिप यूनिवर्सिटी की उपकुलपति प्रो. नेहारिका वोहरा ने शनिवार को वर्ल्ड स्किल्स शंघाई 2022 के लिए दिल्ली की पहली राज्य स्तरीय प्रतियोगिताओं के ऑन-ग्राउंड कार्यक्रमों का निरीक्षण करने के लिए डीएसईयू द्वारका कैंपस एवं आईटीआई निजामुद्दीन का दौरा किया।

दिल्ली में वर्ल्ड स्किल्स के लिए अपनी पहली राज्य स्तरीय प्रतियोगिताओं का आयोजन करने की बात करते हुए उपमुख्यमंत्री ने कहा कि दिल्ली के युवाओं को दुनिया की सबसे बड़ी स्किल प्रतियोगिता में भाग लेने के लिए पहले अलग-अलग राज्यों में जाना पड़ता था। हमें गर्व है कि दिल्ली स्किल एंड एंटरप्रेन्योरशिप यूनिवर्सिटी वर्ल्डस्किल्स शंघाई 2022 के क्षेत्रीय दौर में राज्य का प्रतिनिधित्व करने वाले प्रतियोगियों के चयन के लिए दिल्ली की राज्य स्तरीय प्रतियोगिताओं का आयोजन कर रही है। उन्होंने जोर दिया कि दिल्ली के बढ़ते युवा सितारों को अपनी प्रतिभा दिखाने के लिए ऐसे मंचों की आवश्यकता है। हमें युवाओं को इंडस्ट्री में आगे बढ़ाने के लिए उनकी स्किल पर जोर देने की जरूरत है।

उन्होंने आगे कहा कि हम छात्रों को यह मंच प्रदान करके राज्य में स्किल के स्तर को बढ़ाने की कोशिश कर रहे हैं। मुझे प्रतियोगियों के बीच ऐसे युवा चेहरों को देखकर ख़ुशी है जो मशीनों पर काम कर रहे हैं। प्रोजेक्ट्स को पूरा करने के लिए न केवल अपने हाथ, दिमाग और दिल का उपयोग कर रहे हैं बल्कि अपने प्रोजेक्ट्स में व्यक्तिगत फीलिंग भी जोड़ रहे हैं।

उपकुलपति निहारिका वोहरा ने इंडस्ट्री में बदलती गतिशीलता और वर्तमान युग में स्किल के महत्व के बारे में बताया। उन्होंने कहा कि समस्याओं का समाधान और स्किल का विकास मानव विकास के लिए प्रमुख है। हम एक ऐसे युग में हैं जहां युवाओं को क्षेत्र का गहन ज्ञान, डिजिटल दक्षता, एनालिटिकल स्किल हासिल करने एवं समग्र विकास प्राप्त करना आवश्यक है। उन्होंने आगे कहा कि भारत ने वर्ल्ड स्किल में पहली बार हिस्सा 2007 में हिस्सा लिया था और विब्भिन्न वर्गों में अनेक पदक जीते। मुझे विश्वास है कि राज्य प्रतियोगिताओं में क्वालिफाई करने के बाद, दिल्ली के स्किल सितारे आगे वाली प्रतियोगिताओं में क्वालीफाई करेंगे और वर्ल्ड स्किल्स शंघाई 2022 में दिल्ली और भारत दोनों का प्रतिनिधित्व करेंगे।

उन्होंने आगे कहा कि डीएसईयू को इन प्रतियोगिताओं को आयोजित करने के लिए विभिन्न सेक्टर स्किल कॉउंसिल, आईटीआई, इंडस्ट्री एवं कुछ विशेष प्राइवेट स्किल प्रशिक्षण संस्थानों द्वारा सहयोग किया जा रहा है। जिसके लिए डीएसईयू आभारी है। मैं आयोजनों की सफलता के लिए सभी को धन्यवाद और बधाई देना चाहता हूं।

दिल्ली राज्य स्तरीय प्रतियोगिताओं में दो स्तरीय चयन प्रक्रिया है। पहले चरण में ऑनलाइन प्रोक्टेड मल्टीपल चॉइस क्वेश्चन (MCQ) परीक्षा शामिल थी, जो 13 अगस्त 2021 को आयोजित किया गया था। एमसीक्यू परीक्षा से योग्यता के आधार पर 31 वर्गों के शीर्ष 6 प्रतियोगियों का चयन ऑन-ग्राउंड प्रतियोगिताओं के लिए किया गया था, जो 17 अगस्त 2021 को शुरू हुईं थी। विश्वविद्यालय ने 27 अगस्त 2021 तक 14 वर्गों के लिए प्रतियोगिताओं के दूसरे चरण का सफलतापूर्वक आयोजन किया है।

विश्वविद्यालय आगामी सप्ताह में बाकी स्किल्स के लिए ऑन-ग्राउंड प्रतियोगिताओं का आयोजन कर रहा है। सभी आयोजनों के पूरा होने के बाद जल्द ही परिणाम घोषित किए जाएंगे।
