को एनजीटी कोर्ट से मिली अंतिम जरूरी मंजूरी

–    मुख्यमंत्री की निजी पहल और निगरानी के चलते केवल 45 दिनों में मिली सभी तरह की जरूरी मंजूरी

–    वाटर कंजर्वेशन और ग्राउंड वाटर रिचार्ज का नया मॉडल देगी दिल्ली

–    इस प्रोजेक्ट के तहत फ्लडप्लेंस में छोटे-छोटे पॉन्ड्स बनाये जाएंगे जिनमें बारिश के दौरान यमुना में बहने वाले पानी को इकट्ठा किया जाएगा

–    ये प्रोजेक्ट ना केवल दिल्ली के लिए बल्कि पूरे देश के लिए गेम चेंजर साबित होगा

 

यमुना फ्लड प्लेंस में बाढ़ के पानी को इकट्ठा करने की दिल्ली के मुख्यमंत्री श्री अरविंद केजरीवाल की महत्वाकांक्षी परियोजना को सभी तरह की जरूरी मंजूरी मिल गई है। अब इस परियोजना पर काम शुरू हो जाएगा। नेशनल ग्रीन ट्रिब्यूनल (एनजीटी) कोर्ट ने भी 25 जुलाई को इसके लिए अपनी मंजूरी दे दी है। इसके बाद अब इसका पायलट प्रोजेक्ट शुरू किया जा सकेगा।

दिल्ली में पानी की कमी की समस्या, खासकर गर्मियों के दिनों में, को दूर करने के लिए यह एक बेहद अहम प्रोजेक्ट है जिसमें यमुना फ्लड प्लेंस में जल संचय का काम किया जाएगा और पल्ला और वजीराबाद के बीच एक बड़ा जलाशय बनाया जाएगा। इस प्रोजेक्ट के तहत फ्लडप्लेंस में छोटे-छोटे पॉन्ड्स बनाये जाएंगे जिनमें बारिश के दौरान यमुना में बहने वाले पानी को इकट्ठा किया जाएगा।

 

इस परियोजना को अब सभी तरह की मंजूरी प्राप्त हो गई है।

मुख्यमंत्री की निजी पहल और निगरानी से 45 दिनों में मिली सभी जरूरी मंजूरी

इस पायलट प्रोजेक्ट पर इसलिए बहुत तेजी से काम संभव हो पाया क्योंकि मुख्यमंत्री निजी तौर पर पल-पल इसकी निगरानी कर रहे थे। केवल 45 दिन के भीतर सभी प्रकार की मंजूरी इसलिए संभव हो पाई क्योंकि मुख्यमंत्री खुद इस महत्वाकांक्षी परियोजना को गति दे रहे हैं जो दिल्ली के लिए गेम-चेंजर साबित होने जा रहा है। मुख्यमंत्री की तरफ से निजी तौर पर पल-पल की निगरानी के बगैर इतने बड़ी और महत्वाकांक्षी परियोजना का गति पकड़ना संभव नहीं था।

मुख्यमंत्री इस बात को लेकर पूरी तरह आश्वस्त हैं कि केवल पानी का रिसाइकिल और रिचार्ज ही दिल्ली में पानी की कमी की समस्या, खासकर गर्मियों के मौसम में, का समाधान है।

इस प्रोजेक्ट पर दिल्ली के मुख्यमंत्री श्री अरविंद केजरीवाल (जो कि खुद आईआईटी खड़गपुर एलम्नाई और एक मैकेनिकल इंजीनियर हैं) के नियमित निगरानी और समय पर हस्तक्षेप के कारण कागजी कार्रवाई बहुत तेजी से पूरी हुई है।

केंद्र की तरफ से समय पर अप्रूवल्स मिल जाने की वजह से इस महत्वाकांक्षी परियोजना के लिए जमीनी कार्यों के लिए पर्याप्त वक्त मिल गया। इस प्रोजेक्ट को मंजूरी दिलाने के लिए मुख्यमंत्री श्री अरविंद केजरीवाल निजी तौर एक-एक अथॉरिटी से खुद मुलाकात की और जरूरी मंजूरी दिलवाई। केंद्र सरकार की तरफ से समय पर मंजूरी मिलने और पूर्ण सहयोग के लिए मुख्यमंत्री श्री अरविंद केजरीवाल ने केंद्रीय जल शक्ति मंत्री श्री गजेंद्र सिंह शेखावत को धन्यवाद भी दिया था। दिल्ली और देश के विभिन्न हिस्से पानी के भारी संकट से जूझ रहे हैं। ये पायलट प्रोजेक्ट ना केवल दिल्ली के लिए बल्कि पूरे देश के लिए गेम चेंजर साबित होगा।

वाटर कंजर्वेशन और ग्राउंड वाटर रिचार्ज का नया मॉडल देगी दिल्ली

यमुना फ्लड प्लेन में जल संचय का प्रोजेक्ट देश का अपने तरह का पहला प्रोजेक्ट है। पानी के रिसाइकिल और रिचार्ज का कॉन्सेप्ट ज्यादातर विकसित देशों में सुनने को मिलता है। इस प्रोजेक्ट से स्पष्ट है कि दिल्ली के मुख्यमंत्री अन्य लोगों से आगे की सोचते हैं। साथ ही उनका विजन दिल्ली के विकास के लिए दुनिया भर के बेहतरीन उपायों को लागू करने का है। इस पायलट प्रोजेक्ट की निगरानी सीधे तौर पर एक आईआईटियन के तरफ से की जा रही है। एक आईआईटियन मुख्यमंत्री इस प्रोजेक्ट की निजी तौर पर निगरानी कर रहे हैं और उसको गति दे रहे हैं। टेक्निकल बैकग्राउंड होने के नाते वह प्रोजेक्ट को लागू करने से जुड़ी हर छोटी-छोटी जानकारी पर गौर कर लेते हैं। विभिन्न एकेडमिक इंस्टीट्यूशंस जिनमें आईआईटी दिल्ली,  एनआईएच, सीजीडब्ल्यूबी, आईआईटी बॉम्बे,  डब्ल्यूएपीसीओएस,  दिल्ली विश्वविद्यालय शामिल हैंने अपने अध्ययन में कहा है कि इस प्रोजेक्ट के तहत यमुना फ्लडप्लेन में बहुत भारी मात्रा में पानी इकट्ठा करने की संभावना मौजूद है।

New Delhi: The ambitious plan of Delhi Government aimed at the storage of flood water in the Yamuna flood plains has got all the nods required for going ahead with the pilot project. The National Green Tribunal (NGT) Court gave its go ahead to the project on July 25, thus paving the way for the pilot project.

This has cleared the way for Delhi to serve as a role model for the rest of the country on water conservation and ground water recharge.

The important project aims at conserving water in the Yamuna floodplains and creating a mega reservoir between Palla and Wazirabad to deal with the water shortage in Delhi, particularly during summer months.

The project envisages creation of small ponds in the floodplains which will catch water from an overflowing Yamuna during the monsoon season.

The project has now got all approvals. The authorities who have approved the project are:

The project is set to see the day due to the continuous & tireless efforts of the Chief Minister Sh. Arvind Kejriwal. The Chief Minister personally met each and every authority to get the project cleared stepwise at all levels.

The massive project, which could change the water scenario of Delhi, got all the clearances in a short span of 45-days. It has been possible only because of the constant monitoring & pursuance of the Chief Minister that several important clearances were received at such a fast pace.

Engineer CM’s personal intervention & push proved a boon

The pilot project got fast paced due to the hourly monitoring by the Chief Minister on a personal basis. He has been keenly pushing for the ambitious pilot project which is going to be a game-changer for Delhi.

It was not possible for such an ambitious and huge project to take off without the personal constant monitoring of the Chief Minister. He is fully convinced that only recycle and recharge of water are the solutions to the problem of water scarcity in the national capital, particularly during the harsh summer months.

It was the ‘Engineer’ Chief Minister’s technical understanding that made him understand things much better and was able to take critical decisions on the spot. The Chief Minister is a mechanical engineer from the Indian Institute of Technology (Kharagpur).

The timely approvals of the Centre also came in as a shot in the arm and helped in giving ample time to do the groundwork for the project. The Chief Minister personally thanked the Union Jal Shakti Minister Mr Gajendra Singh Shekhawat for the quick approvals by the Centre for the project. The Chief Minister also thanked him for the full cooperation Delhi received from Centre for the pilot project.

The pilot project will prove to be a game-changer not only for Delhi but for the whole country which is facing huge water crisis in different parts.

Pilot Project: First of its kind

The Yamuna flood plain project is first of its kind in the country. The concept of water recharge & recycle has been heard mostly in developed countries.

This project makes it clear that the Chief Minister of Delhi thinks way ahead of others and has the vision to implement best practices from across the globe for the development of the city.

This pilot project monitored directly by an IITian on an hourly basis made it easy to see the day. The Chief Minister, an IITian, personally monitored and pushed the project. With his strong technical background, it was very easy for him to envisage the small details of the pilot project and its implementation.

4)      The Principal Committee under the Secretary Water Resources Government of India, at its meeting dated 18 Sep 2015 amongst other things decided to carry out a field survey of the river Zone in NCT of Delhi and its adjoining tracts in UP and Haryana. The expert members namely Prof. AK Gosain and Prof. Brij Gopal were to take the lead and the DDA, Government of NCT of Delhi, DJB and UP Irrigation department were to assist and facilitate the survey. The said survey was carried out on 2, 3 and 4 October 2015 and recommended creation of reservoir in Palla region.

CM directs PWD to procure 1.5 more CCTV cameras to meet the growing demand

·         Mr Kejriwal directs PWD to submit a daily progress report on the ongoing installation

·         CM also reviews ongoing Mohalla Clinics construction work and directs completion at the earliest

 Chief Minister Mr Arvind Kejriwal on Monday evening directed the Public Works Department (PWD) to expedite the process for procurement of 1.5 lakh more CCTVs for installation in residential areas across Delhi.

The direction was given by the Chief Minister in the meeting to review the progress of ongoing installation of CCTVs in residential areas project, which was attended by the PWD Minister Mr Satyendar Jain, Chief Secretary Mr Vijay Dev and all senior officers of the PWD.

The Chief Minister directed the department to expedite the process on an urgent basis and seek necessary approvals to bring the matter to the Cabinet at the earliest, so that a total of nearly three lakh CCTVs can be installed in residential areas.

“Women safety is the top priority of our government and we will leave no stone unturned in doing whatever we can to ensure that our sisters and mothers feel secure when they step out of their doors. CCTVs installation is an important step in this direction and let us speed it up,” the Chief Minister said.

In the meeting, Mr Kejriwal issued directions that a daily report be sent to him about the progress of the onigoing CCTVs installation in residential areas.

The Chief Minister directed the department to speed up the ongoing work and increase the capacity so that by next week it is able to increase its installation capacity to atleast 1,000 cameras being installed daily.

Mr Kejriwal told the officers that since the CCTVs installation work has begun across the city, the residents are coming forward with their suggestions on where to install cameras in their respective areas and how further improvements can be done.

The feedback from across Delhi shows that the residents are satisfied with the CCTVs installation since it instills a sense of security and deters crime, therefore the Chief  Minister has directed the officers to work with double vigour.

MOHALLA CLINICS  

The Chief Minister, in a meeting with Health Minister and all senior officials of the Health Department, reviewed the progress of the flagship Mohalla Clinics ongoing construction work.

Mr Kejriwal told the department that the Mohalla Clinics have provided the much needed health relief to the residents of Delhi in their neighbourhood and the people rightly want more Mohalla Clinics in Delhi.

The Chief Minister reviewed the ongoing construction work of Mohalla Clinics and set specific deadlines when the new Clinics would be fully functional.

The Chief Minister directed that the construction work, hiring of doctors, paramedics and procurement of medicines be all done simultaneously so that the new clinics can be made functional for the public at the earliest.

Mr Kejriwal told the officers that Mohalla Clinics are being studied as models by many states in India and even by many other countries, therefore we must ensure that Delhi opens these clinics to its fullest potential so that these can be showcased to the world.

The Delhi government’s Happiness Utsav, a celebration of the first year of the Happiness Curriculum, entered its second day today. With a view to understand the Happiness Classes and study the Delhi education model, Meghalaya Education Minister, Shri Lahkmen Rymbui visited the Delhi government’s Sarvodaya Bal Vidyalaya, Rouse Avenue this morning along with the Deputy chief minister and Education Minister of Delhi Shri Manish Sisodia. The Meghalaya Minister experienced a Happiness class session at the school and took a tour of the school with Dy CM Shri Sisodia. The classroom experience was followed by an interaction with students and teachers in the school auditorium.

Speaking about the development, Deputy Chief Minister, Shri Manish Sisodia said, “We are celebrating the first year of the launch of the Happiness Curriculum through a 15 day festival called Happiness Utsav. Our teachers and students were glad they could interact with the Minister and exchange ideas about the models of education in the two states. We have to grow together as a nation. Our financial systems, our education systems are integrated and have to advance together.”

Minister Shri Rymbui said, “This [Delhi government] school has one of the best infrastructures I have seen. The teachers are very good. The Delhi government’s Happiness class is very important for the youth of today. I have come here today to see how we could replicate this in Meghalaya. I have formed a Task force to revise the state curriculum framework. I have come to see whether this could be replicated there or if it could be modified based on our own culture and identities. I came with an open mind to learn, and I will share what I have learnt with my officers. I will also send my officers here to understand the curriculum.”

The Meghalaya Education Minister attended a mindfulness class under the Happiness Curriculum and was impressed by the quality and training of the teachers conducting Happiness classes in Delhi government schools.

Commenting on his experience in the Delhi government school, Shri Rymbui said,  “Every government has their own issues due to fund constraints and everything cannot be done together. [But] I am very happy after seeing what I did today. From my interactions with teachers and children today, I feel this needs to be replicated in other parts of the country. Children should learn how to face the issues of today.The Happiness class I visited shows the quality of the teachers we have. It is very easy to say we have launched a Happiness Class, but it is important that the ‘Happiness’ is being imbibed by the students.”

Dy CM Shri Sisodia expressed his gratitude to the Government of Meghalaya and the Education Minister for visiting a Delhi government school on behalf of the teachers and students.

इस मौके पर उप– मुख्यमंत्री श्री मनीष सिसोदिया ने कहा, “देश के विकास के लिए हमें मिलजुल कर काम करना है। हमें मिलजुल कर आगे बढ़ना है। दोनों राज्य शिक्षा के मॉडल के बारे में विचारों का आदान–प्रदान कर सकते हैं। हैप्पीनेस कैरिकुलम के लॉन्च के पहले साल पर हम 15 दिन का हैप्पीनेस उत्सव मना रहे हैं। हमारी शिक्षा व्यवस्था, हमारी वित्तीय व्यवस्था आपस में जुड़ी हुई है। हमें साथ मिलकर आगे बढ़ना है। “  

मेघालय के शिक्षा मंत्री श्री  रिंबुइ ने कहा, “हमने जितने भी राज्यों में स्कूल देखे हैं, उनमें दिल्ली सरकार के स्कूलों का इंफ्रास्ट्रक्चर सबसे बेहतरीन है।  यहां के शिक्षक बहुत अच्छे हैं। दिल्ली सरकार की हैप्पीनेस क्लास आज के युवाओं के लिए बहुत महत्वपूर्ण है। मैं आज यहां यह देखने आया हूं कि मेघालय में हम इसे कैसे लागू कर सकते हैं। मैंने मेघालय की शिक्षा व्यवस्था को संशोधित करने के लिए एक टास्क फोर्स का गठन किया है। मैं यह देखने आया हूं कि क्या इसे वहां लागू किया जा सकता है या इसे हमारी अपनी संस्कृति और पहचान के आधार पर संशोधित किया जा सकता है। मैं बिल्कुल खुले मन से यहां सीखने के लिए आया हूँ और मैं यह अनुभव अपने अधिकारियों के साथ साझा करूंगा। मैं हैप्पीनेस कैरिकुलम को समझने के लिए अपने अधिकारियों को भी यहां भेजूंगा। ”

मेघालय के शिक्षा मंत्री ने हैप्पीनेस कैरिकुलम के तहत एक माइंडफुलनेस क्लास में हिस्सा लिया। दिल्ली सरकार के स्कूल में अपने अनुभव पर श्री  रिंबुई ने कहा, “फंड की कमी के कारण हर सरकार के अपने मुद्दे हैं और सब कुछ एक साथ नहीं किया जा सकता है। लेकिन मैंने आज जो देखा उसे देखकर मैं बहुत खुश हूं। आज शिक्षकों और बच्चों के साथ मेरी बातचीत से, मुझे लगता है कि इस कार्यक्रम को देश के अन्य हिस्सों में भी लागू किया जाना चाहिए।

उप–मुख्यमंत्री श्री मनीष सिसोदिया ने शिक्षकों और छात्रों की ओर से दिल्ली सरकार के स्कूल का दौरा करने के लिए मेघालय सरकार और शिक्षा मंत्री रिम्बुई का आभार व्यक्त किया।

Delhi Jal Board (DJB) organized a workshop on sewer safety & awareness of the field level sewer workers at the Talkatora Stadium on Monday, July 15. It was attended by the Chief Minister of Delhi and Chairman, DJB, Shri Arvind Kejriwal,  Vice Chairman, Delhi Jal Board,  Shri Dinesh Mohaniya, Chief Secretary of Delhi, Shri Vijay Dev and DJB, CEO, Shri Nikhil Kumar apart from other officials of DJB. It was attended by huge number of sanitation workers/field level sewer workers.

Interacting with the field staff who work for sewer cleaning during the event, the Chief Minister, Shri Arvind Kejriwal  said, “Delhi government will provide this safety kit for free to every worker who works for the cleaning of the sewers. We will ensure that free kit is given to everyone so that even if the contractor doesn’t provide you with the gear, you use your own gear to stay safe and no untoward incident takes place.”

The Chief Minister also administered oath of safety and security to the workers. The oath said that no worker will enter in any sewer without proper safety gear and will take proper care of safety.

“When any of our worker dies during the cleaning of Sewers we get so upset and sad. We have to end this at any cost; we have to do this together. This can’t be achieved by Delhi Government or Delhi Jal Board alone, this can be done only when we all work towards it,” said the Chief Minister.

“When someone dies in the sewer it makes everyone sad. Delhi Government and Delhi Jal Board are making solid arrangements for your safety. This workshop & training is being done to ensure that no one dies in the manner in which we have seen people die after getting into sewers to clean them. Be it any worker of DJB or of contractor, any worker who gets in a sewer for cleaning must have proper safety gear before getting in the sewer. Delhi government will provide this safety kit for free to every sanitation worker. We will ensure that free kit is given to everyone so that even if the contractor doesn’t provide you with the gear, you use your own gear to stay safe and no untoward incident takes place,” added the Chief Minister.

“It is not only the government’s job, but you also have to make sure that you don’t get down in the sewer without the safety gear. Don’t think that it’s a two-minute job and take the risk; please be safe and wear the safety gear before you enter any sewer,” he added.

He said, “Each and every life is important. Your lie is very important for you and your family. It is very important for us. I have seen the families of the deceased cry for them. My heart cries when I see them. Please don’t be careless. You all are being given safety gears for free. Please get down in the sewer only after wearing the safety gear. I hope and trust that we don’t hear any sewer deaths at-least in Delhi in future”.

“People from all over the country come to Delhi in search of work and settle down here. The population of Delhi is growing at a fast pace with each passing day. We are working on providing electricity, water, roads and sewer at the same pace as the population is growing,” said CM, Shri Arvind Kejriwal.

“When the present government came to power in 2015, only 58% of Delhi used to get water through pipelines. In four and a half years, the scenario has changed and now 93% of Delhi gets water through pipeline. In 70 years till 2015, the number was 58%, we achieved 35% in just four and a half years and the figure is 93% today. There are problems in getting water pipelines in some colonies due to legal issues like forest areas, ASI etc. We will make provision of water through pipeline in rest of Delhi within one – one and a half year,” said the Chief Minister.

“Our first priority is to make people have water through taps at their homes. After this we will work to provide 24-hour water in every household of Delhi. Presently there are areas which receive water for one hour, two hour and so,” added the Chief Minister.

He further added, “Four and a half years ago when we came to power, there were sewer-line in 50% areas of Delhi. In four and half years, we have connected 80% of Delhi to the sewer line network. While the previous government’s added 50% sewer lines in 70 years, we added 30% to it in four and a half years and it is 80% now. Our target is to achieve 100% network in the next one to two years”.

“It is a worldwide phenomenon that when a city develops, the poor gets neglected. But our attempt is to take everyone along while we develop our city. We want both the rich and the poor get their share in the development of Delhi and no one gets neglected and no one is exploited,” said the Chief Minister.

He further said, “The present government is very sensitive on the issues plaguing the poor of the society. We raised the minimum wages to Rs. 14,000 per month, which is the highest when compared to other states. No other government in the country is paying minimum wages at this rate. Many industrialists opposed us when we were raising the minimum wages to Rs. 14,000/- per month. But we made it very clear to them, that we have to raise the minimum wages and this will only boost the economy by increasing the purchasing power of the poor labourers”.

Speaking on the occasion, VC, DJB, Shri Dinesh Mohaniya said, “I am really thankful to you for doing the job of keeping the city clean. We will ensure that you get all facilities required from us. But you will also have to ensure that you will never compromise with your safety and security. The Chief Minister is always with you as a family member in case of any requirement”.

Speaking on the occasion, the CEO of DJB, Shri Nikhil Kumar said, “I am confident that this training and sensitisation workshop will prove to be an important milestone in our collective quest for ensuring and institutionalisation workplace safety and importance of adequate precaution and safeguards while undertaking sewer related operations”.

Live Demonstration was carried out at the workshop to help the participants understand the right procedure and steps required to clean the sewer and use of the safety gear. DJB had also created committees at divisional level in entire Delhi to identify field level functionaries for sewer cleaning who showed good performance. These selected 17 DJB workers were felicitated by the CM and other dignitaries with plaques and certificates for their sterling performances towards the organisation.

The Chief Minister also took stock of the machines being used for the cleaning of sewers by the Delhi Jal Board.

The workshop focused on sensitisation of the ground level sewage functionaries regarding the nature of work they do, the risk involved and most importantly the procedure of working in a right way so as to mitigate the risk involved  thereby enhancing the individual performances.

Sewage constitutes of waste water comprising of toxic and harmful gases like carbon mono oxide, methane, hydrogen sulphide, nitrogen etc which are life-threatening in nature and if not handled in a proper manner it becomes prone to unforeseen accidents. To avoid such accidents, Prohibition of Employment of Manual Scavengers and their Rehabilitation Act 2013 acts as a milestone.

The workshop aimed at inspiring, encouraging, sensitising and enabling the field level functionaries and officials across all platforms towards proper implementation of PEMSR Act 2013. Proper implementation of the Regulation will help in reducing the unforeseen accidents along with majorly providing better standards of living.

दिल्ली सरकार सीवर की सफाई में लगे सभी कर्मचारियों को सेफ्टी किट मुफ्त में दे रही है। प्राइवेट ठेकेदार की ओर से कोई सुरक्षा के इंतजाम ना भी हो, तो सभी सफाई कर्मचारियों के पास सभी पुख्ता इंतजाम होना चाहिए ताकि किसी भी प्रकार के हादसे को टाला जा सके।

दिल्ली जल बोर्ड की तरफ से सीवर सुरक्षा जागरूकता पर तालकटोरा स्टेडियम में 15 जुलाई, 2019, सोमवार को आयोजित एक कार्यशाला के दौरान दिल्ली के मुख्यमंत्री व दिल्ली जल बोर्ड के अध्यक्ष, श्री अरविंद केजरीवाल ने ये बातें कहीं। इस कार्यक्रम में दिल्ली जल बोर्ड के उपाध्यक्ष श्री दिनेश मोहनिया, दिल्ली के मुख्य सचिव विजय कुमार देव, दिल्ली जल बोर्ड के मुख्य कार्यकारी अधिकारी निखिल कुमार सहित अनेक वरिष्ठ अधिकारी भी मौजूद रहे। इस मौके पर मुख्यमंत्री ने सफाई कर्मचारियों को एक शपथ भी दिलवाई। सभी ने शपथ ली कि कोई भी सफाई कर्मचारी बिना पुख्ता सुरक्षा इंतजाम के सीवर में नहीं उतरेगा।

मुख्यमंत्री श्री अरविंद केजरीवाल ने कहा कि पूरी दुनिया में देखा जाता है कि जब भी किसी शहर का विकास होता है तो प्रशासन उस विकास में गरीब जनता को भूल जाता है। हमारी कोशिश है कि हमारी दिल्ली का विकास सबको साथ लेकर हो। दिल्ली में होने वाले विकास का लाभ अमीर और गरीब सभी को हो। किसी भी पक्ष का शोषण करके विकास न हो। आज जब सीवर की सफाई करते हुए किसी कर्मचारी की मौत हो जाती है तो बड़ा दुख होता है। इस व्यवस्था को हमें किसी भी हालत में खत्म करना है। हम सब लोग मिलकर यह कर सकते हैं।

श्री अरविंद केजरीवाल ने कहा कि जब सीवर में किसी व्यक्ति की मौत होती है तो सभी को बहुत दुख होता है। दिल्ली सरकार और दिल्ली जल बोर्ड की यह कोशिश है कि आप सबकी सुरक्षा के पुख्ता इंतजाम किए जाएं। इस ट्रेनिंग प्रोग्राम का मकसद यही है कि किसी भी कर्मचारी की सीवर में मौत ना हो। कर्मचारी चाहे दिल्ली जल बोर्ड का हो या प्राइवेट ठेकेदार का, जब भी वह सीवर में सफाई के लिए उतरे तो उसके पास सुरक्षा के पुख्ता इंतजाम होने चाहिए।

उन्होंने ये भी कहा कि यह केवल सरकार की ही नहीं बल्कि आप सबकी भी जिम्मेदारी है कि आप को पूरी सुरक्षा के साथ सीवर में सफाई के लिए उतरें। कई बार देखा जाता है मात्र दो मिनट का काम समझ कर, कई बार कर्मचारी बिना सुरक्षा के सीवर में उतर जाते हैं। आगे से आप सब लोगों को भी यह ध्यान रखना होगा कि बिना सेफ्टी उपकरणों के सीवर में सफाई के लिए नहीं उतरेंगे। किसी व्यक्ति की जान हमारे लिए बहुत कीमती है। आपकी जान आपके परिवार के लिए बहुत कीमती है। सीवर में सफाई के दौरान अपनी जान गंवाने वाले कर्मचारियों के परिवारों को, उनके बच्चों को मैंने रोते बिलखते देखा है। आप सब लोग कभी भी ऐसी लापरवाही मत करना।

श्री अरविंद केजरीवाल ने कहा कि देश के अलग–अलग क्षेत्रों से दिल्ली में लोग काम की तलाश में आते हैं और यहीं बस जाते हैं। दिल्ली की आबादी दिन–ब–दिन तेजी से बढ़ती जा रही है। जिस  रफ्तार से दिल्ली की आबादी बढ़ रही है उसी रफ्तार से लोगों के लिए बिजली, पानी, सड़क नालियां, सीवर आदि की सुविधाओं का भी इंतजाम किया जा रहा है। आज से साढ़े चार साल पहले जब हमने दिल्ली की जिम्मेदारी संभाली थी, उस समय दिल्ली की 58% कालोनियों में पाइप लाइन के द्वारा पीने के पानी की सप्लाई होती थी। साढ़े चार साल में हमने उसको बढ़ा कर आज 93%कॉलोनियों में पाइप लाइन के द्वारा पानी की सप्लाई की व्यवस्था कर दी है। पिछले 70 सालों में मात्र 58% कालोनियों तक ही पीने के पानी की पाइप लाइन पहुंची थी और मात्र साढ़े चार साल में हमने 35% और कालोनियों में पानी की पाइप लाइन पहुंचाकर उसको 93% तक पहुंचा दिया। दिल्ली की उन कालोनियां को छोड़कर, जहां वन विभाग का इलाका होने की वजह से या किसी अन्य कानूनी पेंच होने की वजह से दिक्कत है,बाकी पूरी दिल्ली में आने वाले एक डेढ़ साल में घर–घर तक पाइपलाइन के जरिए पीने का पानी पहुंचाने की व्यवस्था कर दी जाएगी। हमारी सबसे पहली प्राथमिकता यह है कि दिल्ली के हर घर को टोंटी से 24 घंटे पीने का साफ पानी मिले। हम इसके लिए काम कर रहे हैं।

श्री अरविंद केजरीवाल ने ये भी कहा कि साढ़े चार साल पहले जब हमने दिल्ली की जिम्मेदारी संभाली थी तो दिल्ली के मात्र 50% हिस्से में ही सीवर की पाइप लाइन डली हुई थी। साढ़े चार  साल में हमने दिल्ली के 80% हिस्से में सीवर की पाइप लाइन बिछाने का काम किया और घर– घर को सीवर की पाइप लाइन के साथ जोड़ने का काम किया। 70 सालों में  केवल 50% दिल्ली में सीवर की लाइन बिछाने की व्यवस्था हुई  और लगभग30% बढ़ोतरी मात्र साढ़े चार साल के भीतर की गई है। हमारी कोशिश है कि आने वाले एक–दो साल में दिल्ली के बाकी हिस्सों के हर घर को सीवर की लाइन से जोड़ने का काम पूरा कर लिया जाए।

मुख्यमंत्री ने कहा कि हमारी सरकार गरीबों के बारे में सोचती है। आज पूरे देश में एक मात्र दिल्ली की सरकार ने न्यूनतम मजदूरी 14000 रुपये महीने कर दी है। देश के किसी भी राज्य की सरकार ने इतनी न्यूनतम मजदूरी नहीं की। जब हमने न्यूनतम मजदूरी 14000 महीना करने का फैसला लिया तो बहुत सारे उद्योगपतियों ने हमारा विरोध भी किया। परंतु हमने उनको समझाया कि गरीब आदमी की आय बढ़ने से वह बाजार में अपने और अपने परिवार के लिए सामान खरीदेगा, जिससे व्यापार और बढ़ेगा। व्यापारियों को भी लाभ होगा। गरीबों को भी लाभ होगा और देश की अर्थव्यवस्था ऊपर उठेगी।

इस मौके पर दिल्ली जल बोर्ड के वाइस चेयरमैन दिनेश मोहनिया ने कहा कि दिल्ली जैसे बड़े शहर को आप लोग साफ–सुथरा रखते हैं इसके लिए सभी सफाई कर्मचारियों को मैं आभार व्यक्त करता हूं। सरकार की तरफ से हम ये सुनिश्चित करेंगे कि आपको हर तरह की सुविधा मिले लेकिन आप सबकी भी जिम्मेदारी है कि सुरक्षा के मामलों में आपकी तरफ से भी कोई लापरवाही ना हो। आपकी हर जरूरत को पूरा करने के लिए मुख्यमंत्री जी हमेशा एक परिवार की तरह आपके साथ हैं।

वहीं, दिल्ली जल बोर्ड के सीईओ निखिल कुमार ने कहा कि मुझे पूरा विश्वास है कि आज की ये कार्यशाला सभी सफाई कर्मचारियों के साथ–साथ हम सब लोगों के लिए भी बहुत उपयोगी होगी। सीवर की सफाई से संबंधित कामों को बेहतर और सुरक्षित तरीके से करने के हमारे प्रयासों की दिशा में आज की यह कार्यशाला एक मील का पत्थर साबित होगी। इस मौके पर मुख्यमंत्री श्री अरविंद केजरीवाल ने दिल्ली जल बोर्ड के 17 कर्मियों को शानदार सेवा कार्य के लिए सम्मानित भी किया।

Chief Minister of Delhi, Sh. Arvind Kejriwal today inaugurated and threw open for the public the newly constructed RTR flyover (Rao Tula Ram flyover) on outer Ring Road to ease and smoothen the traffic in a function organized by PWD at RTR flyover. The function was presided over by Minister of PWD and Power, Shri Satyendar Jain, while former Minister, Shri Somnath Bharti, MLAs, Promila Tokas & Commando Surender worthy Guests of Honour. Pr. Secretary, PWD, Shri Rajiv Yaduvansi, Engineer –in- Chief, Shri P. K. Vats, Chief Engineer, Shri Pradeep Kumar Parmar and Project Manager, Shri G. P. Bansal were also present on this occasion.

Inaugurating the flyover, Shri Kejriwal said, “We will make Delhi the best city in the world”. He further said Delhi Government has done a lot of work for the people of Delhi. Our Government has ensured all around development of the city. We have improved the services in the hospital, constructed Mohalla Clinics extending medical facilities to the common man. We have ensured laying of Water Supply and Sewage Lines in the un-authorized colonies, constructed roads and streets in the colonies, provided non interrupted electricity supply. We have made available electricity at cheaper rates and water supply free up to consumption of 20K liters per house hold.

“It is a day of happiness for the people of Delhi as the Rao Tula Ram flyover is now open to all. It will ease connectivity for people who travel to IGI Airport or Gurgaon from South Delhi. Not only will people save time and effort, but there will also be a decrease in air pollution that was caused due to congestion. I want to congratulate the PWD and the people of Delhi,” CM Kejriwal said.

“The way the government hospitals, mohalla clinics, poly clinics, schools and colleges are coming up in Delhi,” CM Kejriwal said, “no government has done so many developmental works in the last 70 years.”

Shri Kejriwal said that construction of RTR flyover having new technology is another giant step for smooth flow of traffic.

Shri Satyendar Jain congratulated the team of engineers, who completed this task of construction of 2.85 KM flyover on such a busy and narrow outer ring road without interrupting traffic mode.

Shri Jain said “One cannot imagine the difficulties faced by the PWD engineers and workers while completing this project. The space available to work was just 6-7 meters and only a 6-hour window at night was available to carry on with construction. States around the country take the Delhi PWD as an example of what a good PWD department can achieve, whether it is flyovers, elevated roads or school classrooms.”

The length of elevated corridor is 9m wide and 2.85 km long which also includes ramp of around 340m. After the ramp of Elevated corridor, U-turn is provided to facilitate the traffic of Vasant Enclave, Vasant Gaon, Vasant Apartment and area of Delhi Cantt.

This 3-lane elevated corridor is first of its kind in Delhi which is constructed fully on portals to allow movement of traffic below the Elevated Corridor. Total of 77 spans are present in this elevated corridor which has increase the capacity of Outer ring Road in this stretch by 3 lanes.

The project stretch of new RTR flyover, emerging out as an arm of existing Munirka Flyover and extending upto Central Base Post Office will not only decongest Poorvi Marg junction, Vasant Marg junction, RTR junction and B.J.Marg junction but also facilitate the to and fro traffic movement from Munirka to Airport.

Total cost of construction of this elevated corridor including utility shifting charges is around Rs. 205 Cr.

Existing/Earlier constructed RTR flyover will now be used for one way traffic coming from airport and going towards IIT.

As per Delhi MPD 2021 goals, movement on Outer Ring Road is to be made smooth and signal free to the extent possible. At the behest of UTTIPEC, M/s RITES Limited has been engaged by PWD to draw medium and long term proposals for preparing Traffic Improvement plan of Outer Ring Road from IIT Gate to NH-8 and its influence areas. M/s RITES has made several recommendations for improvement of traffic flow on BJ Marg, Ring Road and RTR Marg.

On the basis of recommendations of M/s RITES, Delhi Government has approved “In-principle” the construction of (1) Flyover on Portal Structure Linking Existing Munirka Flyover in the East to the point beyond Army RR Hospital in the West (ii) Underpass at junction of BJ Marg and Inner Ring Road.

Ø   Due to construction of this elevated corridor, 5 mins of travel time will be reduced for both to and fro traffic from IIT to airport.

Ø   Smooth and uninterrupted movement of traffic on this corridor will save 13200 litres of diesel /day which will lead to at least 25.8 Ton/ day reduction in CO2 emission. 4.32 lakh trees would have been required to absorb this quantum of CO2.

Ø   Around 7.7 lakh man-days / year will be saved.

Ø   Total amount of Rs.75.74 Cr. per year will be saved (i/c carbon credit of Rs. 64.00 lakh / year). Break-even will be achieved within 32 months.

Ø   LED Street Lights will save 35% electricity.

Ø   Rain water harvesting system with latest technique for storm water provided at RTR Jn.

दिल्ली सचिवालय में आयोजित एक प्रेस कांफ्रेंस में श्री अरविंद केजरीवाल ने कहा,  “दिल्ली की कच्ची कॉलोनियों में रहने वाले लोगों के लिए बहुत बड़ी खुशखबरी है। बहुत जल्दी दिल्ली की कच्ची कालोनियों में रहने वालों की रजिस्ट्रियां खुल जाएंगी। उनको अपने घर का मालिकाना हक मिलने का सपना जल्द ही पूरा होने वाला है। अभी तक कच्ची कॉलोनियों में रहने वाले लोगों के साथ हमेशा धोखा होता आया है। चाहे केंद्र की सरकार हो या राज्य की सरकारें हों, चुनाव से पहले कच्ची कॉलोनी में रहने वाले लोगों के साथ बड़े–बड़े वादे किए जाते थे और चुनाव खत्म होने के बाद सभी सरकारें अपने वादों को भूल जाती थी। पांच साल तक कुछ नहीं किया जाता था। पांच साल बाद बाद जब दोबारा चुनाव आते थे, फिर से वही वादे दोहराए जाते थे।“

मुख्यमंत्री ने कहा, “इस बार जैसे ही हमारी सरकार बनी, पहले दिन से ही हमने ठान लिया था कि हम कच्ची कॉलोनियों में रहने वाले लोगों को उनका हक दिलवाकर रहेंगे। पहले दिन से ही हमने इस मुद्दे पर काम करना शुरू कर दिया। हम लोगों ने 2 नवंबर, 2015 को कैबिनेट में प्रस्ताव पास करके केंद्र सरकार को भेज दिया कि कच्ची कालोनियों को पक्का किया जाए और वहां रहने वाले लोगों को उनका मालिकाना हक दिया जाए। कैबिनेट ने 2 नवम्बर को प्रस्ताव पास किया और हमने 12 नवंबर, 2015 को  चिट्ठी लिखकर केंद्र सरकार को भेज दिया था।“

मुख्यमंत्री ने बताया कि 1 जनवरी, 2015 से पहले जिन कच्ची कॉलोनियों ने नियमित करने के आवेदन दिये थे, उन सभी कॉलोनियों को सरकार की इस पहल का लाभ मिलेगा।

श्री अरविंद केजरीवाल ने बताया, “यह जानकारी साझा करते हुए मुझे बेहद खुशी हो रही है कि कल केंद्र सरकार की ओर से हमारे इस प्रस्ताव पर बहुत ही सकारात्मक प्रतिक्रिया प्राप्त हुई है। केंद्र सरकार कच्ची कालोनियों को पक्का करने के लिए तैयार है। मैं दिल्ली की जनता की ओर से और दिल्ली सरकार की ओर से केंद्र सरकार का धन्यवाद करना चाहता हूं और दिल्ली में कच्ची कालोनियों में रहने वाली जनता को बधाई देना चाहता हूं।“

मुख्यमंत्री ने ये भी कहा, “केंद्र सरकार का जो प्रस्ताव आया है, उसमें उन्होंने हमसे कुछ प्रश्न पूछे हैं, जिस बाबत मैंने आज ही संबंधित विभागों के अधिकारियों और चीफ सेक्रेट्री की एक बैठक बुलाकर सभी को निर्देश जारी कर दिए हैं कि वह जल्द से जल्द अगले तीन–चार दिन के अंदर इन सभी प्रश्नों के उत्तर केंद्र सरकार की संतुष्टि के मुताबिक तैयार करके केंद्र सरकार को भेजे जाएं ताकि इस प्रस्ताव में आगे और कोई भी अड़चन ना आ सके। उसके बाद केंद्र सरकार इसको मंजूरी दे देगी और रजिस्ट्रियां खुलनी शुरू हो जाएंगी।“

मुख्यमंत्री ने ये भी कहा, “साथ ही साथ मैंने रजिस्ट्री करने वाले विभाग को भी निर्देश जारी कर दिए हैं कि प्रस्ताव की मंजूरी मिलने के पश्चात दिल्ली में बड़े स्तर पर रजिस्ट्रियां होना शुरू हो जाएंगी तो विभाग सभी प्रकार की तैयारियां अभी से शुरू कर ले ताकि आगे चलकर किसी भी व्यक्ति को किसी भी प्रकार की कोई परेशानी न हो। अगर हमें रजिस्ट्री के लिए कैंप लगाने की जरूरत पड़ी तो दिल्ली सरकार कैंप भी लगाएगी और अन्य जो भी काम सुविधा के मुताबिक करना पड़ेगा, दिल्ली सरकार करेगी। मुझे इस बात की बेहद खुशी है कि इन कच्ची कॉलोनियों में रहने वाले गरीब लोगों का वर्षों पुराना जो सपना था कि उनके मकानों का मालिकाना हक उन्हें मिल सके, बहुत जल्द ही उनकी अपनी सरकार इस सपने को पूरा करने जा रही है।“

मुख्यमंत्री श्री अरविंद केजरीवाल ने ये भी कहा, “अब तक इन कॉलोनियों में रहने वाले लोगों का जिंदगी बहुत बदतर हालत में थी। कच्ची कॉलोनी होने के कारण यहां कभी कोई विकास कार्य नहीं हुआ था। दिल्ली की बहुत बड़ी आबादी इन कच्ची कॉलोनियों में रहती है। यहां सड़कें कभी बनी ही नहीं थी। नालियां कभी बनी ही नहीं थी। सीवर और पानी की पाइप लाइन कभी डाली ही नहीं गई थी। यहां कभी कोई ड्रेनेज सिस्टम नहीं था। चारों तरह गदंगी का माहौल था। जैसे ही दिल्ली में हमारी सरकार आई, हम लोगों ने युद्ध स्तर पर इन कच्ची कॉलोनियों में विकास का काम शुरू किया। इन कच्ची कॉलोनियों में सड़क, नाली, गलियों इत्यादि के निर्माण के लिए दिल्ली सरकार लगभग 3500  करोड़ रुपये अब तक खर्च कर चुकी है या खर्च करने वाली है। उसी प्रकार से लगभग 2500 करोड़ रुपए इन कच्ची कॉलोनियों में पानी और सीवर की पाइप लाइन डालने के लिए खर्च कर चुकी है या खर्च करने जा रही है।

इस प्रकार से लगभग 6000 करोड़ रुपये दिल्ली सरकार कच्ची कॉलोनियों में विकास कार्यों के लिए लगा रही है। दिल्ली में पहली बार कोई सरकार इतने बड़े स्तर पर कच्ची कॉलोनियों में रहने वाले लोगों के लिए विकास के कार्य कर रही है। पहली बार इतने बड़े स्तर पर इन कॉलोनियों में विकास के कार्य हो रहे हैं। अब उन सब लोगों को उनके मकानों की रजिस्ट्री हो जाएंगी। उन लोगों को उनके मकानों का मालिकाना हक मिल जाएगा। ऐसा इसलिए संभव हो पाया है क्योंकि सरकार बनने के पहले दिन से ही हमने इस पर काम करना शुरू कर दिया था।“

New Delhi: Chief minister Shri Arvind Kejriwal on Thursday made a major announcement for the residents of Delhi’s 1797 unauthorised colonies. The decades-long wait of the residents of unauthorized colonies for regularisation and home ownership is now coming to an end. Shri Arvind Kejriwal cabinet had cleared the proposal to regularise 1797 colonies on 2nd November 2015 and sent it to the Centre on 12th November 2015. The Centre has now sent a communication to the Delhi government stating its in-principle approval for regularisation of 1797 unauthorised colonies.

The Chief Minister stated, “Congratulations to the people living in unauthorised colonies. You will soon be owners of your houses. The Centre is willing to give its approval to the Delhi government’s proposal sent by us in November 2015. The preparations to begin registry have started. I would like to thank the Central government on behalf of the people of Delhi.”

Addressing the media on this issue, the Chief Minister said, “A long-standing dream of the people living in unauthorized colonies is going to be fulfilled soon. Until now, all Central and state governments had betrayed the people living in unauthorized colonies. Before every election, they would promise regularisation, but would not fulfil their promise. But we started working on this promise right from day one. The Cabinet cleared the proposal in November 2015 and sent it to the Centre.”

Sharing the Centre’s response to the Delhi government, the chief minister said, “Yesterday, the Central government has given us very positive feedback on our proposal. They are ready to accept our proposal. I want to thank the Central government on behalf of the people of Delhi. I also want to congratulate the people of Delhi.”

The Chief Minister also said, “The Centre has also sent some technical questions on the proposal. I’ve directed all senior officials in a meeting this morning to immediately prepare responses to the satisfaction of the Central government within the next 2-3 days. “

Announcing the government’s plan to ensure smooth and efficient registry of properties of the residents owning these in unauthorised colonies, the chief minister said, “l have directed the Revenue department to begin the preparations for the facilitation of large scale registries for all homes in unauthorized colonies across the cities. We will set up camps to ensure smooth processing of all registries and whatever else that may be needed to be done. No person should face any trouble to complete their registry.

Shri Kejriwal said that it was a moment of celebration for the people living in unauthorized colonies whose decades-old dream of ownership of their homes is being fulfilled by their government.

Speaking about the plight of unauthorized colonies before his government took office, the chief minister said, “No development work was ever done in these colonies. They were always deprived of the most basic facilities because they were tagged ‘unauthorised’ by previous governments. There were no roads, drains, sewer, water pipeline etc. As soon as our government  came to power in Delhi, we started the development work in these colonies ona war footing. The Delhi Government has spent and is in the process of spending ₹ 3500 crore on construction of roads and galis. Similarly, ₹ 2500 crores has been spent and is in the process of being spent on laying water and sewer pipeline in these colonies. In total, an unprecedented ₹6,000 crores have been invested into development works for unauthorised colonies.”

The Urban Development Minister Shri Satyendar Jain said the cut-off date for the regularisation of unauthorised colonies in Delhi will be 01/01/2015 as mutually agreed upon by the Central and Delhi governments.

This means that those colonies which have applied for regularisation before 01/01/2015 will be eligible for regularisation.

Another key issue for regularisation of unauthorised colonies is the provision of basic amenities in these colonies, In a series of judgments, the hon’ble Supreme Court of India and the hon’ble Delhi High Court have ruled that regularisation will only take place after basic facilities – sewers, drains, roads and lanes are provided in these colonies.

Keeping this important fact in mind, the Kejriwal government has so far set aside Rs 6,000 crore for provision of basic facilities in these colonies and the scale of work that has been undertaken during last four and a half years is unprecedented.

CM meets the minor rape victim and her father at the Safdarjung Hospital  

·         Doctors inform the CM about the condition of the minor girl

·         CM announces a financial assistance of Rs 10 lakh for her family

Chief Minister, Shri Arvind Kejriwal on Tuesday went to the Safdarjung Hospital to meet the six year-old minor rape victim, who is admitted there with brutal injury marks all over her body.

The Chief Minister was accompanied by the Delhi Commission for Women Chairperson and members, who had first reported this brutal case from Janakpuri on Monday.

Shri Kejriwal also met the father of the minor victim and enquired about her health condition from the senior doctors of the hospital.

The Chief Minister was informed that the minor victim’s condition is now stable, though the treatment will take a long time and further surgeries will be required to bring her to normalcy.

“I am horrified after seeing the condition of six year-old girl child in Safdarjung Hospital. Met her father. What society do we live in? Delhi government will provide Rs 10 lakh financial assistance & best legal help. We will make best efforts so that accused gets exemplary punishment,” the Chief Minister stated.

Shri Kejriwal told the victim’s father that the Delhi government will provide a financial assistance of Rs 10 lakh to the family and all possible legal aid in the form of best lawyers will be provided to ensure harshest punishment to the accused in this case of extreme brutality.

The chief Minister has expressed concern over the law and order situation in Delhi, and stated that the Delhi government is willing to work with all concerned to ensure children and women safety in the national capital.

Exemplary punishment must be given to those committing heinous crimes against minors so that an effective deterrent sends out a clear signal in the society.

नई दिल्ली। “मैं मानता हूं कि हम लोगों ने काम बहुत किया, लेकिन हम लोगों को राजनीति नहीं आती। यहां हमारे से कमी रह गई। अभी हम लोगों ने सिग्नेचर ब्रिज बनवाया। वहां पर विपक्षी पार्टी के एक नेता ने आकर उद्घाटन के दौरान स्टेज के ऊपर बोतलें फेंकी। फिर उन्होंने जगह–जगह प्रचार किया कि सिग्नेचर ब्रिज हमने बनवा दिया। दिल्ली के अंदर 20 साल से उनकी सरकार नहीं है, फिर भी कहते हैं कि सिग्नेचर ब्रिज उन्होंने बनवा दिया। इस किस्म की गंदी राजनीति करनी हमको नहीं आती। उस राजनीति में हम पिछड़ गये। आपको राजनीति मुबारक और हमें काम मुबारक। ” राव तुला राम फ्लाईओवर को दिल्ली की जनता को समर्पित करते समय दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने ये बातें कहीं।

उन्होंने कहा, “आज जनता मानती है कि दिल्ली में शिक्षा के क्षेत्र में जितना काम हुआ है, भारत के इतिहास में 70 साल में किसी भी पार्टी की सरकार ने गरीबों के बच्चों को पढ़ाने के लिए इतना काम नहीं किया, जितना काम आम आदमी पार्टी सरकार ने किया है। आज दिल्ली के अंदर सरकारी अस्पताल शानदार बनते जा रहे हैं, नये अस्पताल खुल रहे हैं, मोहल्ला क्लीनिक खुल रहे हैं, पॉली क्लीनिक खुल रहे हैं, पिछले 70 साल में भारत के किस कोने में कोई ऐसी सरकार आई थी, जिसने गरीबों के इलाज के बारे में, आपके परिवार के इलाज के बारे में सोचा। केवल और केवल राजनीति होती थी। केवल और केवल वोट लेने के लिए पार्टियां आया करती थीं। आज तक किसी भी पार्टी की सरकार ने काम करने को तवज्जो नहीं दी, केवल राजनीति करने को तवज्जो दी। हमको राजनीति करनी नहीं आती। हमारी असली राजनीति जनता की राजनीति है। हमारी असली राजनीति यही है कि हम गरीबों के बच्चों को पढ़ा–लिखाकर डॉक्टर–इंजीनियर–एडवोकेट इत्यादि बना दें, उनका भविष्य बना दें, इसीलिए हम राजनीति में आए थे और यही कर रहे हैं।“

मुख्यमंत्री ने कहा, “केवल दक्षिणी दिल्ली में रहने वालों लोगों के लिए ही नहीं बल्कि आज पूरी दिल्ली के लिए बेहद खुशी का दिन है। आज लगभग 3 किमी लंबे राव तुला राम मार्ग फ्लाईओवर को जनता को समर्पित किया जा रहा है। एयरपोर्ट की तरफ जाने वाले दो–तीन रास्तों में ये एक महत्वपूर्ण रास्ता है। इस फ्लाईओवर से एयरपोर्ट और गुरुग्राम की तरफ जाने वालों को बहुत सहूलियत होगी। ट्रैफिक जाम से निजात मिलेगी। प्रदूषण कम होगा। इसे कम समय में और कम लागत में पूरा करने के लिए पीडब्ल्यूडी को बधाई।“

मुख्यमंत्री ने कहा, “कुछ लोग कहते हैं कि हमने शिक्षा–स्वास्थ्य के क्षेत्र में बहुत काम किया। बिजली 24 घंटे कर दी। बिजली सस्ती कर दी। पानी भी अच्छा कर दिया। पानी फ्री कर दिया। सीसीटीवी भी लग रहे हैं। लेकिन शीला दीक्षित जी के टाइम फ्लाईओवर खूब बने थे। मैं आपको बताना चाहता हूं कि हमारे से पहले 15 साल में शीला दीक्षित जी के टाइम 70 फ्लाईओवर बने थे। उनमें से ज्यादातर फ्लाईओवर कॉमनवेल्थ गेम्स के टाइम दो साल में बने थे। लेकिन फिर भी मान लेते हैं कि 15 साल में 70 फ्लाईओवर बने। वहीं, हमने साढ़े चार साल में 23 फ्लाईओवर बना दिये। इस तरह 1 साल में जितने फ्लाईओवर उन्होंने बनाये थे उससे ज्यादा ही बना दिये हैं, उससे कम नहीं बनाये हैं। मैं ये बात इसलिए नहीं कह रहा हूं कि कोई कंपटीशन है। आज जितना काम दिल्ली सरकार कर रही है मुझे नहीं लगता कि पिछले 70 साल में किसी भी राज्य में किसी भी पार्टी की सरकार ने बिजली, पानी, शिक्षा, स्वास्थ्य, इंफ्रास्ट्रक्चर में किया होगा। लेकिन कुछ लोगों को भ्रांति है कि दिल्ली में इंफ्रास्ट्रक्चर में कम काम हो रहा है, ये भ्रांति गलत है।“

केजरीवाल ने कहा, “अब दिल्ली के कोने–कोने में विकास हो रहा है। पहले जहां केवल फ्लाईओवर बन रहे थे, अब फ्लाईओवर तो बन ही रहे हैं, जितना पहले बन रहे थे, उससे ज्यादा बन रहे हैं, लेकिन पहले आप फ्लाईओवर से 50 मीटर नीचे उतरकर कच्ची कॉलोनियों, झुग्गी–बस्तियों में देखते, जहां आम लोग रहते हैं, तो वहां की सारी सड़कें टूटी हुआ करती थीं, गलियां टूटी होती थीं। पीने का पानी नहीं होता था। आज दिल्ली के हर कॉलोनी के अंदर सड़कें–गलियां बन रही हैं। दिल्ली में हमने 10 हजार से ज्यादा गलियां–सड़कें बनवाईं। हमारी सरकार में एक तरफ जहां फ्लाईओवर बन रहे हैं, साथ ही साथ कच्ची कालोनियों, झुग्गी बस्तियों, जहां आम लोग रह रहे हैं, सड़कें, नालियां, गलियां बन रही हैं। पानी और सीवर की पाइप लाइनें डाली जा रही हैं। दिल्ली की सारी जनता मानती है कि ये बात करने वाली सरकार नहीं है बल्कि काम करने वाली सरकार है।“

Statement by the Chief Minister Mr Arvind Kejriwal on the occasion of the inauguration of the RTR flyover on Tuesday morning :

New Delhi: “I accept that we have worked a lot, but we don’t know how to do politics. This is something we failed to learn. Recently we completed the Signature Bridge in north east Delhi. While the inauguration of the Signature Bridge was taking place, a leader from the opposition party was busy hurling bottles on the stage, where we were seated. He was not satisfied with this only; he claimed that he got the Signature Bridge made. They have not been in power in Delhi for the last 20-years in Delhi; still they make such blatant false claims. We don’t know how to do such dirty politics. We lacked in this,” said the Chief Minister Mr Arvind Kejriwal during the inauguration of the Rao Tula Ram (RTR) Flyover on Tuesday morning.

“I want to convey to all of them, we will do our work; you do your dirty politics, we have no problem at all. The people of Delhi know what we have done in the last four and a half years. No government in the last 70-years worked so much for the education of the poor, which we have done. We have transformed the government hospitals in Delhi, new hospitals are being built. Mohalla Clinics and polyclinics are being opened. None of the government’s in the last 70-years cared for health & well being of the poor. They were involved only in politics and never worked for the people. All parties came only to ask for votes. No government, be it of any party, gave precedence to work, they cared only about politics. We don’t know how to do politics. Our politics is politics of the people. Our politics is to make the kids of the poor doctor, engineer, advocate etc. We want to make their future bright. We came in politics for this purpose only”.

The Chief Minister said his government is only concerned with the overall development of Delhi and is ready to face criticism for its pro-people agenda.

Delhi Government releases Rs. 109 crore to three MCDs despite fiscal imprudence for vector borne disease fund, Rs. 46.75 crore for primary education ahead of time to avoid usual dirty BJP politics #DelhiGovernance #AAPatWork

On CM’s directions, UD Department releases Rs 109 crore to three MCDs for vector borne diseases

·         CM directs UD to tell MCDs there should be no excuse in dealing with Dengue, Chikungunya

·         All funds required for making Delhi Dengue, Chikungunya will be provided ahead of time

·         Delhi govt also releases funds for education to three MCDs ahead of time

·         A total of Rs 155.88 crore released to three MCDs

On the directions of the Chief Minister, Shri Arvind Kejriwal, the Urban Development Department has released  Rs 109 crore to three Municipal Corporations of Delhi (MCDs), so that these local bodies are prepared to deal with the vector borne diseases (Dengue, Chikungunya etc) during and after Monsoon.

The Chief Minister has directed that it should be ensured that funds are not used as an excuse for lack of preparation for the prevention of vector borne diseases in Delhi.

Under the Health head following amount has been released to the three MCDs and it is as follows :       

North MCD  Rs 57.15 crore

East MCD     Rs 28.40 crore

South MCD   Rs 23.57 crore

Shri Kejriwal has further directed that the Delhi government is fully committed for the prevention of vector borne diseases and will not allow funds to become a hindrance in ensuring that the residents of Delhi do not suffer due to any excuse in taking steps for the prevention of these diseases, which spread panic in the society.

The Chief Minister has directed the Urban Development Department to take all necessary steps to ensure proper utilisation of these funds, so that preventive steps, including house to house visits of MCDs staff to check spread of mosquitoes, spraying, etc are all carried out well in time.

Shri Kejriwal has directed the UD to strictly inform the three MCDs that maintenance of public health is their mandatory function as defined in the Delhi Municipal Corporations (DMC) Act, and when more than the required amount is being provided to these civic bodies ahead of time, there should now be no excuse in effectively dealing with the vector borne diseases.

In addition to the amount mentioned above, the Delhi government has also released the following amount under the Education head for Primary Education to the three MCDs :

 

North MCD   Rs 12.50 crore

East MCD      Rs 22.50 crore

South MCD    Rs 11.75 crore    

In all, Delhi government has released a total of RS 155.88 crore to the three MCDs in the latest instalment.

मुख्यमंत्री के निर्देश पर शहरी विकास विभाग ने तीनों नगर निगमों को डेंगू–चिकनगुनिया की रोकथाम के लिए 109 करोड़ रुपये जारी किये

 

–    मुख्यमंत्री ने निर्देश दिया है कि शहरी विकास विभाग, तीनों नगर निगमों को कहे कि डेंगू–चिकनगुनिया से निपटने के मामले में अब किसी भी तरह बहाना नहीं होना चाहिए

–    दिल्ली सरकार ने समय से पहले ही तीनों नगर निगमों के लिए एजुकेशन फंड भी जारी कर दिया

–    कुल मिलाकर तीनों नगर निगमों के लिए 155.88 करोड़ रुपये जारी किये गये

 

मुख्यमंत्री श्री अरविंद केजरीवाल के निर्देश पर शहरी विकास विभाग ने तीनों नगर निगमों के लिए 109 करोड़ रुपये जारी किये हैं ताकि बारिश के मौसम में और उसके बाद जल जनित बीमारियों (डेंगू, चिकनगुनिया इत्यादि) की रोकथाम के लिए तीनों नगर निगम पूरी तरह से अपनी तैयारी कर सकें। मुख्यमंत्री ने ये भी निर्देश दिये हैं कि यह सुनिश्चित किया जाए कि दिल्ली में जलजनित बीमारियों की रोकथाम से संबंधित तैयारियों में फंड कोई बहाना न बने।

स्वास्थ्य मद में तीनों नगर निगमों को जारी किया गया फंड

उत्तरी नगर निगम 57.15 करोड़ रुपये

पूर्वी नगर निगम 28.40 करोड़ रुपये

दक्षिणी नगर निगम 23.57 करोड़ रुपये

मुख्यमंत्री श्री अरविंद केजरीवाल ने निर्देश दिया है कि डेंगू–चिकनगुनिया की रोकथाम के लिए दिल्ली सरकार पूर्ण प्रतिबद्ध है। हम यह सुनिश्चित करेंगे कि दिल्ली में डेंगू–चिकनगुनिया की रोकथाम से संबंधित तैयारी में किसी भी तरह की कमी की वजह फंड न बने। दिल्ली के नागरिकों के स्वास्थ्य को लेकर हम पूरी तरह सचेत हैं। नगर निगमों को डेंगू–चिकनगुनिया की तैयारी के लिए सभी जरूरी कदम उठाने चाहिए जिससे लोगों में किसी तरह की अफरा–तफरी जैसा माहौल पैदा न हो। मुख्यमंत्री ने शहरी विकास विभाग को निर्देश दिया है कि दिल्ली सरकार की तरफ से जारी की गई धनराशि का अच्छी तरह से उपयोग सुनिश्चित किया जाए ताकि डेंगू–चिकनगुनिया से बचाव के उपायों, मसलन, नगर निगमों के कर्मचारियों का घर–घर जाकर मच्छरों का पता लगाने और जरूरी छिड़काव इत्यादि समय पर पूरे किये जा सकें।  

श्री अरविंद केजरीवाल ने शहरी विकास विभाग को ये भी निर्देश दिया है कि तीनों नगर निगमों को कड़ाई के साथ सूचित कर दिया जाए कि लोगों के स्वास्थ्य की देखभाल उनका अनिवार्य काम है जिसका डेल्ही म्युनिसिपल कॉर्पोरेशन (डीएमसी) एक्ट में स्पष्ट उल्लेख है। अब जबकि समय से पहले ही जरूरत से अधिक धनराशि नगर निगमों को दी जा चुकी है तो डेंगू–चिकनगुनिया की रोकथाम के मामले में किसी भी तरह की बहानेबाजी नहीं होनी चाहिए।

इसके अलावा दिल्ली सरकार ने तीनों नगर निगमों में प्राथमिक शिक्षा के लिए शिक्षा के मद में भी फंड जारी कर दिया है।

Respected Smt. Nirmala Sitharaman ji, 

I would like to bring to your kind attention that the Government of NCT of Delhi has a separate Consolidated Fund w.e.f. December, 1993. The pattern of funding of Delhi’s Budget has been changed from the year 1994-95 and is at par with other States. The financial transactions of Government of NCT of Delhi including servicing of small saving loans are being met out of our own resources like other States.

1.      Till the year 2000, under the provisions of article 280(3) (a) read with the article 270 of the Constitution, the task of the Union Finance Commission with respect to income tax was to make recommendations in regard to three matters, viz.

a) the percentage of the “net distributable proceeds” which shall represent the proceeds attributable to the Union Territories;

b) the percentage of the divisible pool of the “net proceeds” of income tax to be assigned to the States; and

c) the share of each State in the divisible pool.

Under article 270 (3) of the Constitution, the share of the net proceeds of income tax “attributable to the Union Territories” had to be prescribed.  Accordingly, all the Union Finance Commissions till the Tenth Finance Commission had been giving recommendations for resource sharing not only between the States and the Union but also for the Union Territories including Delhi. However, in the year 2000, the Constitution (Eightieth Amendment) Act, 2000 was passed by the Parliament, primarily for the purpose of including corporation tax with the personal income tax for the purpose of resource sharing between the States and Union of India. The Constitution (Eightieth Amendment) Act 2000 replaced article 270 with a new set provisions. In the new article 270, the erstwhile article 270(3) which had the enabling provision for the Finance Commissions to give recommendations in respect of Union Territories had been omitted. Omission of erstwhile article 270(3) appears to be an inadvertent error on the part of the Law Department, since the Statement of Objects and Reasons appended to the Constitution (Eighty-Ninth Amendment) Bill, 2000 does not mention a word about proposal to leave the Union Territories out of the ambit of the Finance Commissions.  Even the debates in the Parliament on this Bill did not make any mention about deletion of Article 270(3).

The unfortunate omission of article 270(3) resulted in an anomaly which has adversely affected the finances of the NCT of Delhi. The transfer of grants in lieu of share in Central Taxes has remained stagnant at Rs. 325.00 crore per annum since the year 2000 which happened to be the last year of the duration of the Tenth Finance Commission. Leaving out Union Territories out of the ambit of Finance Commissions, has only affected the Union Territories with Legislature since the Budget of the other Union Territories is entirely met from the Consolidated Fund of India.

2.      The Tenth Finance Commission had recommended that “Out of the net distributable proceeds of income tax, a sum equal to 0.927 per cent shall be deemed to represent the proceeds attributable to Union Territories. As regards, the Additional Duties of Excise, the share of the Union Territories should be treated as one unit, and their share determined on the same basis as that of all the States. Accordingly, the share of Union Territories amounting to 2.203 per cent should be retained by the Central Government”. Further during 1997-98, Government of India agreed to bring funding pattern of UTs which have their own Consolidated Fund closer to that of the States based on the recommendations of the Arjun Sengupta Committee. Transfer of grants in lieu of share in central taxes was agreed to be allowed to the UTs with Legislature as determined by the Bagchee Committee. As per the Bagchee Committee Report, the recommendations of the Tenth Finance Commission for the UTs was further divided for the individual UTs including Delhi and a deduction of 10% was made since Union of India provides for Delhi Police. The remaining share was determined at Rs. 325.00 crore for the year 2000 and the said amount continue to be provided till date by the Government of India.

3.As the Capital of the Country and one of the fastest growing metropolises, the claims on its resources are immense and varied. While the Government of NCT of Delhi has to maintain infrastructure that meets world standards, it also has to improve supply of civic amenities to the burgeoning population who legitimately expect employment and a fulsome life in the Capital. Consequently, large investments in Education, Health, Social, Food Securities, Transport, Roads & Hospitals etc. have to be made. But for the inadvertent omission of erstwhile article 270(3) of the Constitution of India, the Government of NCT of Delhi would be getting its legitimate Share in Central Taxes of at least Rs. 6500.00 crore per annum with an appropriate annual enhancement like other States to finance the development needs.

4.Further, Delhi has five Urban Local Bodies, of which three are major municipal corporations having population between 39 lakh to 62 lakh. The powers and functions of the municipalities in Delhi are the same as the local bodies in the other States. The omission of Local Bodies of Delhi for not giving the basic and performance grants on technical grounds does not help the constitutional mandate of strengthening the Local Bodies. The three municipal corporations of Delhi are under financial crunch and merit the same consideration from the Central Government. Delhi also devolves funds to the Local Bodies, @ 12.5% of its net tax proceeds on the basis of recommendations of the Delhi Finance Commission. The Fourteenth Finance Commission allocated Grant-in-Aid of Rs. 2,87,436 crore for the Local Bodies for the Award period 2015-2020 which works out to Rs. 488 per capita per annum. Delhi with population of 193.86 lakh should be provided at least Rs. 1150.00 crore with an appropriate annual enhancement as grant to Local Bodies of NCT of Delhi.

5. Vide the Constitution (Seventy-Fourth Amendment) Act, 1992, the State Finance Commission appointed under article 243(Y) is applicable to the Union Territories with Legislature under article 243 (ZB). To provide grants to Local Bodies, Delhi is equated with full fledged States and when it comes to receipt of share in Central Taxes, Delhi has been left out since the year 2000. This was never the intent of the makers of our Constitution.

6.I shall be grateful if you could kindly look into the matter personally and provide additional Terms of Reference to the Fifteenth Finance Commission to enable the Commission to recommend the legitimate Share of NCT of Delhi in Central Taxes, basic & performance grants to local bodies and other grants if any being recommended to States for the Award period of the Fifteenth Finance Commission. The NCT of Delhi has the character of a State and therefore, there is a strong case for treating Delhi at par with States for the purpose of share of Central Taxes and its Local Bodies to get grants being recommended by the Fifteenth Finance Commission and even as a Union Territory, Delhi was being considered for recommendation for grants in lieu of Central Taxes till the Tenth Finance Commission.  Additional Terms of Reference to the Finance Commission at this stage would bring justice to the people of the NCT of Delhi and rectify the anomaly created by the inadvertent omission of Article 270(3).
