दिल्ली की लोकनिर्माण मंत्री आतिशी ने आज उपराज्यपाल को एक पत्र लिखा है। इसमें उन्होंने 27 अप्रैल 2023 को एलजी द्वारा मुख्य सचिव को लिखे गए पत्र पर गंभीर चिंता जताई है और सीएम आवास के रेनोवेशन से संबंधित रिकॉर्ड जब्त करने को असंवैधानिक व अलोकतांत्रिक बताया है। एलजी ने अपने पत्र में सिविल लाइंस स्थित फ्लैग स्टाफ हाउस नं. 6 में पीडब्ल्यूडी के रेनोवेशन कार्य से संबंधित रिकॉर्ड को जब्त करने और समीक्षा के लिए उन्हें पेश करने के लिए निर्देशित किया है। पीडब्ल्यूडी मंत्री ने कहा है कि एलजी के पास इस प्रकार की कार्रवाई के लिए निर्देशित करने की कोई शक्ति नहीं है। वह कानून को तोड़कर किसी अधिकारी को सीधे आदेश नहीं दे सकते हैं।

पीडब्ल्यूडी आतिशी ने एलजी को लिखे पत्र में कहा है कि उपराज्यपाल का पत्र असंवैधानिक और अलोकतांत्रिक है। बतौर पीडब्ल्यूडी मंत्री वह (आतिशी) स्वयं लोकनिर्माण विभाग से संबंधित सभी सरकारी कार्यों के लिए जिम्मेदार हैं। उन्होंने कहा है कि एलजी द्वारा रिकॉर्ड को जब्त करने और कार्रवाई करने का निर्देश देने वाला यह पत्र न सिर्फ उनके कार्यालय के अधिकार क्षेत्र से पूरी तरह बाहर है, बल्कि दिल्ली सरकार के संबंधित मंत्री और मंत्रिपरिषद की शक्तियों को भी दरकिनार करता है, जो लोकतांत्रिक रूप से कामकाज के लिए जिम्मेदार हैं। राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार नियम (जीएनसीटीडी)-1993 के ट्रांजेक्शन ऑफ बिजनेस रूल (टीओबीआर) 4(2) के अनुसार दिल्ली के लोगों के जनादेश के प्रति प्रतिबद्ध होने के कारण मैं आपको आपके द्वारा 27 अप्रैल 2023 को लिखे गए असंवैधानिक व अलोकतांत्रिक पत्र के बारे में अपनी चिंताएं व्यक्त कर रही हूं।

पीडब्ल्यूडी मंत्री आतिशी ने अपने पत्र में कहा है कि एलजी द्वारा लिखा गया पत्र किस तरह राजनीति से प्रेरित है, यह कहने की जरूरत नहीं है। पत्र में लगाए गए आक्षेप और आरोप पूरी तरह निराधार व योग्यता से रहित हैं और राजनीतिक कारणों से लिखा गया है। 

पीडब्ल्यूडी मंत्री आतिशी ने अपने पत्र में दिल्ली के शासन को लेकर संविधान का हवाला भी दिया है। इसे अनुच्छेद 239एए में शामिल किया गया है और राज्य (दिल्ली राष्ट्रीय राजधानी क्षेत्र) बनाम भारत संघ और अन्य, (2018) 8एसीसी 501 में सुप्रीम कोर्ट द्वारा समझाया गया है। सुप्रीम कोर्ट ने पाया था कि दिल्ली के उपराज्यपाल मंत्रिपरिषद की सहायता और सलाह से बंधे हैं और उन्हें कोई स्वतंत्र निर्णय लेने की शक्ति नहीं है। संविधान के अनुच्छेद 239एए की व्याख्या करते हुए सुप्रीम कोर्ट ने स्पष्ट किया था कि 284.27 अनुच्छेद 239-एए (4) में नियोजित ‘सहायता और सलाह’ का अर्थ यह माना जाना चाहिए कि राष्ट्रीय राजधानी दिल्ली के उपराज्यपाल मंत्रिपरिषद की ‘सहायता और सलाह’ मानने को बाध्य हैं और यह स्थिति तब तक सही है, जब तक उपराज्यपाल अनुच्छेद 239-एए के खंड (4) के प्रावधान के तहत अपनी शक्ति का प्रयोग नहीं करते हैं। उपराज्यपाल को कोई स्वतंत्र निर्णय लेने की शक्ति नहीं है। एलजी को या तो मंत्रिपरिषद की ‘सहायता और सलाह’ पर कार्य करना होता है या फिर वह राष्ट्रपति को भेज सकते हैं और राष्ट्रपति द्वारा लिए गए निर्णय को लागू करने के लिए बाध्य हैं।

पीडब्ल्यूडी मंत्री ने पत्र में यह भी कहा है कि हालांकि उपराज्यपाल को 

 के नियम 19(5) के तहत मंत्रिपरिषद द्वारा लिए गए फैसलों के बारे में जानकारी मांगने का अधिकार है, ऐसी जानकारी जिसे मंत्री अस्वीकार नहीं करना चाहते हैं। लेकिन एलजी को किसी भी प्रकार की कार्रवाई करने के लिए निर्देशित करने की कोई शक्ति नहीं है। आपने 27 अप्रैल 2023 को लिखे पत्र में कुछ रिकॉर्ड को जब्त करने और उसे प्रोजेक्टिव कस्टडी में लेने और उस पर एक रिपोर्ट अपने कार्यालय को प्रस्तुत करने का निर्देश दिया है, जो संविधान द्वारा एलजी कार्यालय को दिए गए अधिकार क्षेत्र से बाहर है। 27 अप्रैल 2023 को लिखा गया पत्र सूचना प्राप्त करने के इरादे से नहीं लिखा गया है, बल्कि यह पत्र कार्यकारी आदेश जारी करता है, जिसका अधिकार उपराज्यपाल के कार्यालय के पास संविधान के अनुसार बिल्कुल भी नहीं है। उपराज्यपाल कार्यालय बिना मंत्रीपरिषद की सलाह और सहायता के ऐसा कोई भी आदेश जारी नहीं कर सकता है।

पीडब्ल्यूडी मंत्री आतिशी ने पत्र के जरिए एलजी से अनुरोध किया है कि वह अपने पत्र को वापस लें और दिल्ली व लोगों के लिए संविधान द्वारा निर्धारित शासन व्यवस्था को बहाल करें। उन्होंने कहा है कि अनुच्छेद 239एए के तहत संवैधानिक योजना का लगातार स्थानांतरण दिल्ली के लोगों के लोकतांत्रिक जनादेश को नगण्य कर देगा। उन्होंने यह उम्मीद जताई है कि उपराज्यपाल के कार्यों को देखते हुए चुनी हुई सरकार को एक बार फिर कोर्ट का दरवाजा खटखटाने के लिए मजबूर नहीं होना पड़ेगा।

*PWD Minister Ms Atishi writes to LG over his letter to Delhi Chief Secretary, seeking the seizure of records relating to PWD renovations in No. 6 Flag Staff House, Civil Lines*

NEW DELHI

PWD Minister Ms Atishi has expressed serious concern over a letter written by the Delhi LG to the Chief Secretary on 27th April 2023. In his letter, the LG has sought the seizure of records relating to PWD renovations in No. 6 Flag Staff House, Civil Lines, and their submission to the LG for review.

In a letter to the LG, Ms Atishi has stated that the LG’s communication is unconstitutional and undemocratic. As the PWD Minister of Delhi, Ms Atishi is primarily responsible for all Government business pertaining to the Public Works Department. She has asserted that the LG’s letter seeking the seizure of records and directing executive action is wholly outside the jurisdiction and authority of the office of the Lieutenant-Governor and bypasses the concerned Minister and the Council of Ministers, who are democratically responsible for the business of the Delhi Government. “As per Rule 4(2) of the Transaction of Business of the Government of National Capital Territory of Delhi Rules, 1993 (‘ToBR’), I find myself compelled by my constitutional duty to the people of Delhi in whose name I hold my mandate, to write to you regarding my concerns with the unconstitutional and undemocratic nature of your communication dated 27.04.2023,” the letter reads.

The PWD Minister has also highlighted how the letter written by the LG is politically motivated, saying, needless to say, that the insinuations and allegations made in the letter are baseless and devoid of merits and have been made for political reasons.

Further, Ms Atishi has cited the Constitution’s scheme for Delhi’s governance as incorporated in Article 239AA and explained by the Supreme Court in State (NCT of Delhi) v. Union of India & anr., (2018) 8 SCC 501. The Supreme Court had observed that the Lieutenant Governor of Delhi is bound by the aid and advice of the Council of Ministers, and he has not been entrusted with any independent decision-making power. While interpreting Article 239AAof the Constitution, the Supreme Court had categorically held as follows: “284.27 The meaning of “aid and advise” employed in Article 239-AA(4) has to be construed to mean that the Lieutenant Governor of NCT of Delhi is bound by the aid and advice of the Council of Ministers and this position holds true so long as the Lieutenant Governor does not exercise his power under the proviso to clause (4) of Article 239-AA. The Lieutenant Governor has not been entrusted with any independent decision-making power. He has to either act on the “aid and advice” of the Council of Ministers or he is bound to implement the decision taken by the President on a reference being made by him.” 

The PWD Minister has also noted that though the Lieutenant-Governor is empowered to seek information about decisions taken by the Council of Ministers under Rule 19(5) of the ToBR – information that the Ministers do not wish to deny – the Lieutenant-Governor has no power whatsoever to direct executive action of any kind. “Your letter dated 27.04.2023, by directing that certain records be seized and taken into protective custody and further directing the submission of a report on the same to your office, grossly oversteps the limited jurisdiction conferred on the Lieutenant-Governor’s office by the constitutional scheme. The communication dated 27.04.2023 does not exercise the power to seek information at all. Rather, it issues executive orders, a power not conferred on the Lieutenant-Governor’s office under the constitutional scheme at all, except when exercised on the aid and advice of the Council of Ministers,” she wrote.

In conclusion, Ms Atishi has requested the LG to withdraw his communication dated and restore the scheme of governance intended by the Constitution for Delhi and its people. She has warned that the continual displacement of the constitutional scheme under Article 239AA will denude the democratic mandate of the people of Delhi. She has also expressed the hope that the elected government will not be forced to approach the court once again in view of the LG’s actions.

Kejriwal government schools and Municipal Corporation of Delhi (MCD) schools witnessed a historic moment on April 30 as they hosted their first-ever joint Mega PTM. The event aimed at encouraging parents from both kinds of schools to participate in their children’s education and provide valuable suggestions for improvement to the schools. Parents queued up in large numbers at schools from early morning to attend the Mega PTM. They were joined by Education Minister Ms. Atishi and Deputy Mayor Shri Aaley Mohammed Iqbal who engaged with the parents at SKV Phase-1 pocket 4 Mayur Vihar and MCD School Block 22 Trilokpuri to know their experiences. 

During the Mega PTM, major focus was laid on Mission Buniyaad and discussion on the importance of the development of foundation skills. 

Tweeting about the first joint Mega PTM, CM Shri Arvind Kejriwal said, “Today, a mega PTM is being held in both MCD and Delhi government schools in Delhi. Just as Delhi government schools have been transformed with the help of all students, teachers, and parents, we will now work together to transform MCD schools as well.” 

During the interaction with parents, Ms. Atishi expressed her delight at the number of parents who had turned up early in the morning and said, “This shows that parents eagerly want to participate in their children’s education, and after Delhi government schools, now this opportunity will be provided to parents in MCD schools too. The education revolution that was brought in Delhi government schools will now be brought to MCD schools too.”

She also said that in 2015 when the Kejriwal government was formed, the condition of Delhi government schools was the same as MCD schools now. There was no cleanliness in schools, there were broken benches and desks, and no drinking water facility for students. But after years of hard work and dedication, the old education system in Delhi was fixed.

She further added that the BJP has been in MCD for the past 15 years and left the schools reeling under several problems. MCD schools currently have no proper facilities for students. “But I am sure that now under the guidance of CM Shri Arvind Kejriwal, MCD schools will also see a revolution along the lines of Delhi government schools,” continued Ms. Atishi.

The Education Minister further said, “The joint PTM is a symbol of the shared responsibility of parents and schools for the education and development of children. Both parents are equally responsible for the development of their child. Our children will progress only when schools and parents will together participate in the process of their education.” She also stressed the importance of parents engaging with their children for at least half an hour every day, even if they are not educated. This would boost the confidence of the children and help them open up about their school experiences.

The Kejriwal government has made education a priority, and the Education Minister reiterated this, saying, “Building school infrastructure has always been given priority over building new bridges and roads.” She called on parents to support the government’s efforts to transform MCD schools. 

During a conversation with parents at MCD School in Trilokpuri, Ms. Atishi said, “Chief Minister Shri Arvind Kejriwal’s only dream is to provide better education to children and it should always be the top priority of the country. Because until our country’s children are educated, our country cannot progress. He said that an educated society can contribute significantly to making India a developed country and the number one country in the world. Therefore, just as Shri Arvind Kejriwal has improved Delhi government schools, we will also make MCD schools spectacular and equip them with world-class facilities and provide quality education to every child.”

This sentiment was echoed by Deputy Mayor Shri Aaley Mohammed Iqbal, who said, “Parents of children studying in MCD schools also want to experience the education revolution along the lines of Delhi government schools. They are enthusiastic about seeing the beginning of this new change. No one in Delhi would have ever thought of such world-class Delhi government schools, as built by the Kejriwal Government. Today these schools are considered model schools in the country. Parents and children in MCD schools are also waiting for such a revolution.”

He added that in the 15-year tenure of BJP, parents never got a chance to visit MCD schools, but now we will ensure that schools and parents work together for the bright future of children. 

During the interaction, parents showed confidence in sending their children to Delhi government schools. They said that in the last few years, not only have the school buildings become impressive, but better facilities and environment have also been provided for children’s education, and now the schools are providing opportunities for their talents to flourish. Parents said that they no longer have any concerns about their children’s education because their future is secure in Delhi government schools.

Sharing their experiences with her children said that education in Delhi government schools is better than in private schools. Here they are being given opportunities to become all-rounders. 

It is to be noted that Mega PTM was conducted today in 1000+ Delhi government schools and 1500+ MCD schools.

केजरीवाल सरकार व एमसीडी के सभी स्कूलों में रविवार को उत्सव के रूप में मेगा पीटीएम का आयोजन किया गया। स्कूलों में आयोजित मेगा पीटीएम में पेरेंट्स जबरदस्त उत्साह के साथ शामिल हुए| रविवार का दिन होने की वजह से पीटीएम् में माताओं के साथ-साथ बड़ी संख्या में पिताओं ने भी भाग लिया| एक तरफ दिल्ली सरकर के स्कूलों में पेरेंट्स का कॉन्फिडेंस और उनके चेहरे की खुशी ये साबित कर रही थी कि इन स्कूलों में उनके बच्चों के भविष्य की शानदार नींव डाली जा रही है और बच्चों को वर्ल्ड-क्लास एजुकेशन दी जा रही है। तो दूसरी तरह एमसीडी के स्कूलों में पहली बार इस तरह के आयोजन में शामिल हो रहे पेरेंट्स इस विश्वास के साथ आए थे कि अब दिल्ली सरकार के स्कूलों की तरह एमसीडी में भी उनके बच्चों के स्कूल शानदार बनेंगे और उन्हें बेहतरीन शिक्षा मिल सकेगी| 

शिक्षामंत्री आतिशी व डिप्टी मेयर आले मोहम्मद इकबाल ने सर्वोदय कन्या विद्यालय मयूर विहार फेज-1 व त्रिलोकपुरी 22 ब्लाक के एमसीडी स्कूल में शामिल होकर पेरेंट्स व बच्चों के साथ बातचीत की| इस मौके पर शिक्षा मंत्री ने कहा की, आज दिल्ली सरकार और एमसीडी के सभी स्कूलों में मेगा पीटीएम एक उत्सव के रूप में मनाया जा रहा है और मुझे इस बात की ख़ुशी है कि मेगा पीटीएम में पैरेंट्स बढ़-चढ़ कर हिस्सा ले रहे है| शिक्षकों से बच्चो के लर्निंग, उनके प्रदर्शन को और बेहतर बनाने के तरीकों पर चर्चा कर रहे हैं। उन्होंने कहा कि मेगा पीटीएम अभिभावकों और शिक्षकों को एक साथ लाता है और उन्हें बच्चों के भविष्य के लिए बेहतर रणनीति बनाने में मदद करता है| 

इस मौके पर ट्वीट करते हुए मुख्यमंत्री श्री  अरविन्द केजरीवाल ने कहा कि, दिल्ली में आज एमसीडी और दिल्ली सरकार के स्कूलों में एक साथ मेगा पीटीएम का आयोजन किया जा रहा है। उन्होंने लिखा कि जिस तरह दिल्ली सरकार के स्कूलों को सभी बच्चों, टीचर्स और अभिभावकों के साथ मिलकर बदला है, ऐसे ही अब एमसीडी के स्कूलों को भी मिलकर बदलेंगे।

शिक्षा मंत्री ने कहा कि मुख्यमंत्री श्री अरविंद केजरीवाल जी के नेतृत्व में हमने शिक्षा को अपनी प्राथमिकता बनाई और इसका नतीजा है कि आज दिल्ली सरकार के सभी स्कूल शानदार बन गये है| और यहाँ हर तबके के बच्चों को वर्ल्ड-क्लास एजुकेशन दी जा रही है| उन्होंने कहा कि दिल्ली सरकार की प्राथमिकता है कि हर बच्चे को शानदार शिक्षा मिलनी चाहिए क्योंकि बच्चे केवल किसी परिवार का भविष्य मात्र नहीं होते बल्कि देश का भविष्य भी है| उन्होंने कहा कि हमने दिल्ली के सरकारी स्कूलों को शानदार बनाया बच्चों-टीचर्स को सुविधाएं दी ये बदलाव का हिस्सा है| और अब मुख्यमंत्री अरविन्द केजरीवाल जी की गारंटी को पूरा करते हुए हम ऐसे ही बदलाव एमसीडी के स्कूलों में भी लेकर आयेंगे और उन्हें वर्ल्ड-क्लास बनायेंगे|  

मेगा पीटीएम् में पेरेंट्स की बढ़ती भागीदारी पर शिक्षा मंत्री आतिशी ने कहा कि, पीटीएम् में पेरेंट्स की भागीदारी दर्शाता है कि टीचर्स के साथ साथ पेरेंट्स भी अपने बच्चों के पढ़ाई व भविष्य को लेकर सजग हो रहे है | उन्होंने कहा कि मेगा पीटीएम इसलिए जरुरी है क्योंकि बच्चों की पढ़ाई की जिम्मेदारी और उनके आगे बढ़ने की जिम्मेदारी किसी एक व्यक्ति की नहीं होती | हमारे बच्चे तभी आगे बढ़ेंगे जब टीचर और पेरेंट्स मिलकर उनकी पढ़ाई पर ध्यान देंगे| इस दिशा में मेगा पीटीएम पेरेंट्स और टीचर्स को साथ लाने का काम कर रहा है| 

शिक्षा मंत्री ने पेरेंट्स से अपील करते हुए कहा कि, जब आपका बच्चा पढाई कर रहा हो तो उसके सामने कुछ समय बैठे, उससे बाते करें, बच्चे को सहज महसूस करवाए| उन्होंने कहा कि बहुत से बच्चे अपने माता पिता से ज्यादा खुलकर बातें नहीं कर पाते है तो मै उन सभी पेरेंट्स से एक बात कहना चाहती हूं कि आप अपने बच्चों के साथ कम से कम आधा घंटा का समय जरुर व्यतीत करे और उनके परेशानियों को समझने का कोशिश करे |

बातचीत के दौरान पेरेंट्स के अंदर अपने बच्चों को दिल्ली सरकार के स्कुल में पढ़ाने के प्रति आत्मविश्वास भी देखने को मिला| पेरेंट्स ने बताया कि पिछले कुछ सालों में न केवल स्कूल की बिल्डिंग शानदार हुई है, बच्चों को पढने के लिए बेहतर सुविधाएँ और वातावरण मिला है बल्कि अब स्कूल उनकी प्रतिभा को निखार उन्हें आगे बढ़ने के मौके भी दे रहा है| अभिभावकों ने कहा कि उन्हें अपने बच्चों की शिक्षा को लेकर अब कोई चिंता नहीं है क्योंकि उनके बच्चों का भविष्य दिल्ली सरकार के स्कूलों में सुरक्षित है |

शिक्षा मंत्री से साझा करते हुए एक पैरेंट ने कहा कि पिछले कुछ सालों में दिल्ली सरकार के स्कूलों में शिक्षा के स्तर में खूब सुधार हुए है| शिक्षकों ने स्कूलों में शिक्षा का स्तर बहुत ऊँचा रखा है जो छात्रों को लीक से हटकर सोचने और उनके उज्जवल भविष्य के लिए कड़ी मेहनत करने के लिए प्रेरित करता है। हमें गर्व महसूस होता है कि हमारे बच्चे दिल्ली सरकार के स्कूलों के छात्र हैं।

*एमसीडी स्कूलों को दिल्ली सरकार के स्कूलों की तरह बनायेंगे शानदार*

त्रिलोकपूरी स्थित एमसीडी स्कूल में पेरेंट्स से बातचीत करते हुए शिक्षा मंत्री ने कहा कि, मुख्यमंत्री अरविन्द केजरीवाल जी का एक ही सपना है कि बच्चों को बेहतर शिक्षा देना हमेशा देश की पहली प्राथमिकता होनी चाहिए| क्योंकि जब तक हमारे देश के बच्चे शिक्षित नहीं होंगे तब तक हमारा देश तरक्की नहीं कर सकता है | उन्होंने कहा कि एक शिक्षित समाज ही भारत को विकसित बनाने व दुनिया का नंबर 1 देश बनाने में अहम योगदान निभा सकता है | इसलिए जिस तरह अरविंद केजरीवाल जी ने दिल्ली सरकार के स्कूलों को बेहतर बनाया है वैसे ही हम एमसीडी के स्कूलों को भी शानदार बनाकर उन्हें  विश्वस्तरीय सुविधाओ से लैस करेंगे और हर बच्चे को क्वालिटी एजुकेशन देंगे|

उन्होंने कहा कि जिस तरह की शिक्षा क्रांति की शुरुआत दिल्ली सरकार के स्कूलों में हुई थी उसी तरह अब एमसीडी के स्कूलों में शिक्षा क्रांति आएगी| उन्होंने कहा कि दिल्ली में 2015 से पहले  हमने देखा कि दिल्ली के सरकारी स्कूलों में बच्चों के लिए बैठने के लिए डेस्क नहीं होते थे, खिड़किया टूटी होती थी,पीने के लिए पानी नहीं था और पूरे स्कूल का हाक बदहाल होता था| लेकिन अरविन्द केजरीवाल जी की सरकार बनने के बाद दिल्ली सरकार के स्कूलों का कायाकल्प किया गया और अब वे किसी प्राइवेट स्कूलों से भी शानदार है| 

शिक्षा मंत्री ने कहा कि, पिछले 15 साल से एमसीडी में भारतीय जनता पार्टी का शासन था और उन्होंने एमसीडी के स्कूलों पर ध्यान नहीं दिया| इसलिए आज एमसीडी के स्कूल बदहाल है लेकिन अब जब एमसीडी में भी अरविन्द केजरीवाल जी के नेतृत्व वाली सरकार है तो इन स्कूलों को भी हम वर्ल्ड क्लास बनायेंगे और हर बच्चे को शानदार शिक्षा मिलेगी| 

इस मौके पर डिप्टी मेयर आले मोहम्मद इक़बाल ने कहा कि, दिल्ली सरकार के साथ-साथ एमसीडी के स्कूलों में आयोजित हो रहे मेगा पीटीएम को लेकर बच्चों और अभिभाकों में काफी उत्साह है | दिल्ली के जनता ने कभी सोचा नही था की 2015 के बाद उन्हें ऐसे शानदार सरकारी  स्कूल देखने को मिलेंगे जो पूरे हिन्दुस्तान में नहीं है | उन्होंने कहा कि आज दिल्ली का शिक्षा मॉडल पूरे देश के लिए एक उदाहरण बन चूका है| अब जनता को इन्तजार है कि एमसीडी के स्कूल भी शानदार बने| जनता ने इस बदलाव के लिए एमसीडी में भी आम आदमी पार्टी की सरकार को चुना है और और अब हम जनता के विश्वास पर खरे उतरते हुए मुख्यमंत्री श्री  अरविंद केजरीवाल जी के नेतृत्व में एमसीडी के स्कूलों को भी विश्वस्तरीय बनायेंगे|

Health Minister Shri Saurabh Bhardwaj on Saturday met the family members of Corona Warrior Late Satinder Hans, who lost her life in the line of duty during the Covid pandemic. Shri Saurabh Bhardwaj handed over a cheque of Rs. 1 crore to the family of the late Corona Warrior on behalf of the Kejriwal Government. The Health Minister recalled that late Smt. Satinder Hans, resident of Virendra Nagar, was posted as a Senior Nursing Officer at Deen Dayal Upadhyay Hospital. While serving and supporting patients at the hospital, she contracted the Coronavirus herself and consequently passed away. Shri Saurabh Bhardwaj, while speaking to her family said that even though the ex-gratia amount can not compensate for the loss caused to the family, the family members would feel some reprieve and be able to use the amount towards improving their future.

The Health Minister reached Virendra Nagar and consoled the family of Late Satinder Hans. He assured them of all possible help, if and as needed in future. During this visit, he handed over a cheque of Rs. 50 lakhs each to the son and daughter of late Smt. Satinder Hans. Remembering her sacrifice, Shri Saurabh Bhardwaj lauded the former Senior Nursing Officer who had dedicated 37 years of her life to the service of the people who came to Deen Dayal Upadhyay Hospital seeking treatment. While no monetary value can be ascribed to the life and service of the late Corona Warrior, Shri Saurabh Bhardwaj hoped that the family would accept the Samman Rashi as a way for the Kejriwal government to pay homage to the sacrifices made by the brave Corona Warrior. 

Shri Saurabh Bhardwaj also stated that in order to serve the public amidst the Corona pandemic, doctors, nurses, and employees provided 24-hour services for the treatment of patients, staying away from their families for long durations and putting themselves in the face of danger everyday. Many Corona warriors had put their lives at stake while serving humanity and society. The Kejriwal government continues to salute their hard work and their spirit to fight the war against the Covid pandemic. Their willingness to serve others is awe-inspiring. Concluding his visit, Shri Saurabh Bhardwaj prayed to God that the soul of the dearly departed Smt. Satinder Hans would rest in peace. He reiterated that the Kejriwal government has given financial assistance of Rs 1 crore each to the families of several Corona warriors of Delhi who lost their lives serving during the Corona period, and will always stand by them for any and all possible help.

दिल्ली के मुख्यमंत्री श्री  अरविंद केजरीवाल जी के आदेश पर  मंत्री श्री  सौरभ भारद्वाज ने शनिवार को कोरोना महामारी में ड्यूटी के दौरान कोरोना की चपेट में आकर अपनी जान गंवाने वाली कोरोना योद्धा स्वर्गीय सतिंदर हंस के परिजनों से मुलाकात की और उन्हें दिल्ली सरकार की तरफ से एक करोड़ रुपए की सम्मान राशि का चेक सौंपा। स्वास्थ्य मंत्री सौरभ भारद्वाज ने बताया कि विरेंद्र नगर निवासी स्वर्गीय सतिंदर हंस दीनदयाल उपाध्याय अस्पताल (दुर्घटना विभाग) में सिनियर नर्सिंग ऑफिसर के पद पर तैनात थीं। अस्पताल में लोगों की सेवा करते हुए वे कोरोना संक्रमित हो गई और उनकास्वर्गवास हो गया। स्वास्थ्य मंत्री ने कहा कि भले ही अनुग्रह राशि परिवार को हुए नुकसान की भरपाई ना कर पाए, लेकिन मुझे उम्मीद है कि परिजनों को इस आर्थिक मदद से अपना भविष्य संवारने एवं जीवन यापन में थोड़ी सहायता मिलेगी।

स्वास्थ्य मंत्री श्री  सौरभ भारद्वाज आज कोरोना योद्धा स्वर्गीय सतिंदर हंस के परिवार से मिलने विरेंद्र नगर उनके घर पहुंचे। स्वास्थ्य मंत्री ने स्वर्गीय सतिंदर हंस के परिवार से मुलाकात कर उन्हें सांत्वना दी और भविष्य में भी जरूरत पड़ने पर हर संभव मदद करने का आश्वासन दिया। इस दौरान उन्होंने स्वर्गीय सतिंदर हंस के बेटे व बेटी को 50-50 लाख रूपये का चैक सौंपा। स्वास्थ्य मंत्री श्री सौरभ भारद्वाज ने कहा कि दीनदयाल उपाध्याय अस्पताल (दुर्घटना विभाग) में सिनियर नर्सिंग ऑफिसर स्वर्गीय सतिंदर हंस ने अपने जीवन के 37 साल स्वास्थ्य विभाग में काम कर लोगों की सेवा में समर्पित किए। उनकी जान की कीमत नहीं लगाई जा सकती है, लेकिन यह ‘सम्मान राशि’ केजरीवाल सरकार के लिए कोरोना योद्धाओं द्वारा किए गए बलिदान को श्रद्धांजलि देने का एक तरीका है।

स्वास्थ्य मंत्री श्री  सौरभ भारद्वाज ने कहा कि कोरोना महामारी के बीच जनता की सेवा के लिए डॉक्टरों, नर्सों, और कर्मचारियों ने परिजनों से दूर रहकर मरीजों के इलाज के लिए 24 घंटे सेवाएं दी। कई कोरोना योद्धाओं ने मानवता और समाज की सेवा करते हुए अपनी जिंदगी को दांव पर लगा दिया। हम दिल से उनकी मेहनत और महामारी से जंग लड़ने के उनके जज्बे को सलाम करते हैं। मैं भगवान से प्रार्थना करता हूं कि उनकी आत्मा को शांति मिले। उऩ्होंने कहा कि कोरोना काल में सेवा करते हुए कोविड की चपेट में आकर जान गंवाने वाले दिल्ली के कई कोरोना योद्धाओं के परिजनों को केजरीवाल सरकार एक-एक करोड़ रुपए की आर्थिक मदद दे चुकी है। आगे भी मदद के लिए दिल्ली सरकार हमेशा उनके साथ खड़ी रहेगी।

Under a scheme launched by the Kejriwal government to honor COVID warriors, Education Minister Ms. Atishi on Saturday handed out a sum of Rs 1 crore to the family of the late COVID warrior Shri Madan Lal. He was a civil defense volunteer in the Revenue Department of the Delhi government and was stationed at a vaccination center during the COVID-19 pandemic where he had contracted the virus while serving people. He sacrificed his life in the line of duty. The Kejriwal government has awarded his family a sum of Rs 1 crore for his sacrifice as a COVID warrior.

While handing over the cheque to the family, Education Minister Ms. Atishi said, “The COVID warriors worked with dedication and without worrying about their own lives during the pandemic, and ensured the safety of citizens. The country salutes these brave COVID warriors for their sacrifices. We promise that we will never forget the courage and sacrifice of these COVID warriors, and the Delhi government will always stand by their families in every situation.”

She added that CM Shri Arvind Kejriwal’s government will always stand with the families of COVID warriors. This scheme for families of COVID warriors will give confidence to these families that the government and society will always stand with them. The Delhi government salutes the dedication of the COVID warriors. Certainly, the loss of the families of deceased COVID warriors cannot be compensated by this amount, but it will certainly be a means for their families to lead a respectable life.

It is to be noted that Shri Madan Lal was working as a Civil Defense volunteer at the vaccination center of Begumpur Dispensary. While ensuring the implementation of coronavirus safety and vaccination protocols, he had contracted the virus. A week later, he passed away. The Kejriwal government has given a tribute amount of Rs 1 crore to the family of late COVID warrior Shri Madan Lal for his contribution in the fight against COVID.

केजरीवाल सरकार द्वारा कोरोना योद्धाओं को सम्मान देने के लिए शुरू किए गए योजना के तहत शनिवार को शिक्षा मंत्री आतिशी ने दिवंगत कोरोना योद्धा मदन लाल जी के परिवारों को 1 करोड़ रूपये की सम्मान राशि सौंपी| दिल्ली सरकार के राजस्व विभाग में बतौर सिविल डिफ़ेंस वॉलंटियर कार्यरत मदन लाल कोरोना के दौरान एक वैक्सीन सेंटर पर तैनात मदन लाल लोगों की सेवा करते हुए स्वयं संक्रमित हो गए और अपनी जान गँवा दी। कोरोना योद्धा मदन लाल के इस बलिदान के लिए केजरीवाल सरकार ने उनके परिवार को 1 करोड़ रूपये की सम्मान राशि दी|

इस मौके पर मंत्री आतिशी ने कहा कि कोरोना योद्धाओं ने महामारी के दौरान अपनी जान की परवाह किए बिना ड्यूटी पर मुस्तैदी के साथ काम किया और नागरिकों की इस महामारी से सुरक्षा की| उन्होंने कहा कि देश इन वीर कोरोना योद्धाओं के बलिदान को सलाम करता है| उन्होंने कहा कि कोरोना योद्धाओं के बहादुरी और त्याग के मिसाल को हम कभी नहीं भूल पाएंगे उनके परिवार के हर दुख हर संकट में दिल्ली सरकार सदैव उनके साथ खड़ी रहेगी यह हमारा वादा है।

Former Deputy CM Shri Manish Sisodia is ensuring the welfare of Patparganj residents despite being in jail. He sent a message to Water Minister Shri Saurabh Bhardwaj regarding a drinking water issue in the area on Saturday. Upon receiving the message from Shri Manish Sisodia, Water Minister Shri Saurabh Bhardwaj held a meeting with the residents of the Patparganj assembly constituency. The minister heard the problems of the constituents related to drinking water and took measures to address them. Additionally, to solve the water problem in the area as soon as possible, the Delhi Jal Board officials were instructed to change the pump motor of the old UGR and start the Mandawali Ammonia plant soon.

Over the past few days, numerous residents of the Patparganj assembly constituency had been reaching out to the office of the former Deputy Chief Minister, Shri Manish Sisodia, with complaints about water supply. Despite being jailed on baseless & fabricated charges, Shri Sisodia remained attentive to his constituents’ concerns. As such, visitors to Shri Manish Sisodia in jail informed him about the water supply issues in the area of his constituency. Consequently, the former Deputy Chief Minister managed to send a message from jail, urging Water Minister Shri Saurabh Bhardwaj to address the issue of drinking water. As a result, Water Minister Shri Bhardwaj organised a meeting today to listen to the concerns of the residents in the area. The meeting was attended by Member Water, Chief Water Works, Additional Chief Engineer Maintenance, and other officials of the Jal Board related to the assembly as well as dozens of residents.

Water Minister Shri Saurabh Bhardwaj explained the situation and said, “The Patparganj assembly receives water supply from two sources – Mandawali UGR No-1 and Mandawali No-2 UGR. However, the water level in these sources has decreased significantly in the past couple of months, dropping from the required 14 feet to a mere 10-11 feet. This has led to an inadequate supply of water in far-flung areas of the assembly, including Patparganj village, Shashi Garden Cluster, Pandav Nagar, Acharya Niketan, Mandawali, and parts of East and West Vinod Nagar. Additionally, the pump motor in the UGR has become obsolete, resulting in a low-pressure water supply. To address the situation and ensure a smooth water supply in the area, concerned officials of the Delhi Jal Board have been instructed to replace the pump motors in the UGR without delay.”

Water Minister Shri Saurabh Bhardwaj further said, “As per the instructions of Chief Minister Shri Arvind Kejriwal, the Delhi Government is working tirelessly to provide 24/7 clean tap water to every household. As part of this initiative, the water supply in the surrounding areas will be improved by increasing water production in the Patparganj Assembly. Delhi Jal Board officials have been directed to commence operations at the Ammonia plant in the area without any delay. The commissioning of the Ammonia plant will boost water production, thus, eliminating the drinking water crisis faced by the residents.”

During the meeting, local residents complained about the negligent attitude of the ZRO in Mandawali. They alleged that the ZRO did not take any action to resolve the issues faced by the people and mistreated them. Taking prompt action on this, the Water Minister issued a show cause notice to the ZRO.

दिल्ली के पूर्व उपमुख्यमंत्री मनीष सिसोदिया का संदेश मिलने पर जल मंत्री सौरभ भारद्वाज ने शनिवार को पटपड़गंज विधानसभा के निवासियों के साथ बैठक कर उनकी पेयजल से जुड़ी समस्याएं सुनीं। साथ ही डीजेबी अधिकारियों को इलाके में जल्द से जल्द पानी की समस्या का समाधान करने के लिए सालों पुराने यूजीआर के पम्प मोटर बदलने और मंडावली अमिनिया प्लांट को जल्द चालू करने के निर्देश दिए। दरअसल, पिछले कुछ दिनों से पटपड़गंज विधानसभा के कई निवासी पूर्व उपमुख्यमंत्री मनीष सिसोदिया के कार्यालय पर पानी की आपूर्ति की शिकायत को लेकर पहुंच रहे थे। ऐसे में कथित घोटाले के फर्जी मामले में जेल में बंद मनीष सिसिदिया को उनके घर से मिलने जाने वाले लोगों ने विधानसभा के लोगों की समस्या के बारे में अवगत कराया। पूर्व उपमुख्यमंत्री ने उनके जरिए जेल से संदेश भेजा कि जल मंत्री सौरभ भारद्वाज को पेयजल की समस्या के बारे बताया जाए। इसी कड़ी में आज जल मंत्री सौरभ भारद्वाज ने बैठक आयोजित कर इलाके के लोगों की समस्याएं सुनीं। बैठक में मेंबर वॉटर, चीफ वॉटर वर्कस, एडिशनल चीफ इंजीनियर मेंटेनेंस, विधानसभा से संबंधित जल बोर्ड के अन्य अधिकारी और इलाके के दर्जनों निवासी मौजूद थे।

जल मंत्री सौरभ भारद्वाज ने बताया कि पटपड़गंज विधानसभा में मंडावली यूजीआर नंबर-1 और मंडावली नंबर -2 यूजीआर के जरिए पानी की सप्लाई होती है। लेकिन पिछले एक-दो माह से यूजीआर में पानी का स्तर घट गया है। जहां पानी का स्तर 14 फीट तक होना चाहिए, लेकिन यह 10-11 फीट पर पहुंच गया है। इसी वजह से विधानसभा के अंतिम छोर वाले इलाकों में पानी की सुचारू सप्लाई नहीं हो पा रही है। ऐसे में पटपड़गंज गांव, शशि गार्डन क्लस्टर, पांडव नगर, आचार्य निकेतन, मंडावली व पूर्व विनोद नगर का हिस्सा और पश्चिम विनोद नगर के कुछ हिस्से में लोगों को पानी की किल्लत से जुझना पड़ रहा है। इसके अलावा यूजीआर में पंप मोटर (पानी को पंप करने वाली मोटर) काफी पुरानी हो गई है। ऐसे में मोटर पंप प्रेशर से पानी को पंप करने में असमर्थ है। इलाके में पानी की सुचारू सप्लाई के लिए संबंधित डीजेबी अधिकारियों को तुरंत प्रभाव से यूजीआर में पंप मोटर्स को बदलने के निर्देश दिए गए है। 

*इलाके में पानी का उत्पादन बढ़ाकर आसपास के क्षेत्रों की जल आपूर्ति में होगा सुधार*

जल मंत्री सौरभ भारद्वाज ने बताया कि मुख्यमंत्री अरविंद केजरीवाल जी के निर्देशों का पालन करते हुए दिल्ली सरकार हर घर को 24 घंटे नल से साफ पानी देने की दिशा में युद्धस्तर पर काम कर रही है। इसी कड़ी में पटपड़गंज विधानसभा में भी पानी का उत्पादन बढ़ाकर आसपास के क्षेत्रों की जल आपूर्ति में सुधार किया जाएगा। दिल्ली जल बोर्ड के अधिकारियों को यहां मौजूद अमिनिया प्लांट को जल्द चालू करने के निर्देश दिए गए है। अमिनिया प्लांट के चालू होने के बाद पानी का प्रोडक्शन बढ़ जाएगा। इसके साथ ही इलाके के लोगों को पेयजल की समस्या का सामना नहीं करना पड़ेगा। बैठक के दौरान स्थानीय निवासियों ने जल मंत्री से मंडावली में जेडआरओ की लापरवाही को लेकर शिकायत की। निवासियों ने बताया कि जेडआरओ द्वारा न तो लोगों की समस्याओं पर कोई कार्रवाई की जाती है और न ही किसी से अच्छे से व्यवहार किया जाता है। इस पर जल मंत्री ने तुरंत एक्शन लेते हुए जेडआरओ को शॉ कॉज नोटिस जारी किया।

In order to expedite the development work of Delhi’s villages, a review meeting was held under the chairmanship of Development Minister Shri Gopal Rai, with the officers of the Development Department at the Delhi Secretariat today. After the meeting, Shri Gopal Rai informed, “On May 25, the Delhi Village Development Board will convene at the Delhi Secretariat. It has been directed to present detailed reports on various projects worth 400 crores that are related to the development of Delhi’s villages during the board meeting. Also orders have been given to the officials of IF&C department to complete the pending proposals and projects related to the development works of the villages of Delhi.”

 Shri Gopal Rai said, “Delhi Village Development Board was formed by Chief Minister Shri Arvind Kejriwal to ensure development in the villages of Delhi, whose main objective is to ensure all kinds of basic amenities in the villages of Delhi. In order to expedite the development work related to the villages of Delhi, today a meeting was held with the officers of the Development Department at the Delhi Secretariat. The ongoing and unfinished projects were discussed at the review meeting, and IF&C department officers were instructed to finish the village development work within the stipulated time. Along with this, it has been decided to organize the meeting of the Delhi Village Development Board on May 25 at the Delhi Secretariat. Orders have also been given to submit detailed reports of various projects worth 400 crores related to the development of the villages of Delhi.”

To ensure development in the villages of the capital, a review meeting was held today in accordance with the scheme sanctioned by the Delhi Village Development Board at the most recent board meeting. Shri Gopal Rai said, “The Kejriwal Government is taking all necessary steps to improve the condition of roads, parks, drains and multipurpose community centers in villages. These development works related to the Development Department are being done through Irrigation and Flood Control Department, MCD and other government departments.”

He further added, “The Kejriwal government is committed to providing basic facilities to the people of Delhi living in urban areas as well as to the people living in rural areas.”

दिल्ली के विकास मंत्री श्री गोपाल राय की अध्यक्षता में आज दिल्ली के गाँवो के विकास कार्यो को गति देने के लिए दिल्ली सचिवालय में विकास विभाग के अधिकारियों के साथ समीक्षा बैठक की गई | बैठक के बाद विकास मंत्री गोपाल राय ने बताया कि ग्रामीण विकास बोर्ड की बैठक 25 मई को दिल्ली सचिवालय में आयोजित करने का निर्णय लिया गया है | दिल्ली के गाँवो के विकास से सम्बंधित 400 करोड़ की विभिन्न परियोजनाओं की विस्तृत रिपोर्ट बोर्ड मीटिंग में प्रस्तुत करने के निर्देश भी दिए गए है |साथ ही आईएंडएफसी के अधिकारियों को दिल्ली के गाँवो के विकास कार्यो से सम्बंधित परियोजनाओं और लंबित प्रस्तावों को जल्द पूरा करने के निर्देश दिए | 

विकास मंत्री श्री गोपाल राय ने बताया कि दिल्ली के गाँवो में विकास सुनिश्चित करने के लिए माननीय मुख्यमंत्री श्री अरविन्द केजरीवाल ने दिल्ली ग्राम विकास बोर्ड का गठन किया गया था | इस बोर्ड का मुख्य उद्देश्य दिल्ली के गाँवो में हर तरह की मूलभूत सेवाएँ सुनिश्चित करना है | इसी सन्दर्भ में आज दिल्ली के गाँवो से संबंधित विकास कार्य में तेजी लाने के लिए दिल्ली सचिवालय में विकास विभाग के अधिकारियों के साथ समीक्षा बैठक की गई। बैठक के दौरान चल रही परियोजनाओं एवं लंबित परियोजनाओं की समीक्षा की गई और साथ ही आईएंडएफसी के अधिकारियों को निर्देश दिया कि ग्राम विकास से संबंधित कार्य को तय सीमा के भीतर पूरा करें। साथ ही ग्रामीण विकास बोर्ड की बैठक 25 मई को दिल्ली सचिवालय में आयोजित करने का निर्णय लिया गया है | इस बोर्ड मीटिंग में दिल्ली के गाँवो के विकास से सम्बंधित 400 करोड़ की विभिन्न परियोजनाओं की विस्तृत रिपोर्ट भी प्रस्तुत करने के निर्देश दिए गए है |

 राजधानी के गांवों में विकास सुनिश्चित करने के लिए पिछली बोर्ड मीटिंग में दिल्ली ग्राम विकास बोर्ड ने जिन योजनाओं को मंजूरी दी थी , इसी के संदर्भ में आज समीक्षा बैठक की गई। दिल्ली के विकास मंत्री गोपाल राय ने कहा कि केजरीवाल सरकार गांवों में सड़कों, पार्कों, नालियों और बहुउद्देशीय सामुदायिक केंद्रों की स्थिति में सुधार करने के लिए सभी आवश्यक कदम उठा रही है। विकास विभाग से जुड़े इन विकास कार्यों को सिंचाई और बाढ़ नियंत्रण विभाग, एमसीडी सहित अन्य सरकारी विभागों के माध्यम से किया जा रहा है।

विकास मंत्री श्री गोपाल राय ने बताया की केजरीवाल सरकार शहरी क्षेत्रों में रहने वाले दिल्ली के लोगों को मूलभूत सुविधाएं उपलब्ध कराने के साथ साथ ग्रामीण क्षेत्रों में रहने वाले लोगों को भी सुविधाएं उपलब्ध कराने के लिए प्रतिबद्ध है।

पीडब्ल्यूडी मंत्री आतिशी ने शुक्रवार को पीडब्ल्यूडी विभाग के उच्चाधिकारियों के साथ दिल्ली में वर्तमान में चल रहे 2 दर्जन से अधिक फ्लाईओवर प्रोजेक्ट्स के प्रगति की समीक्षा की| बता दे कि इस साल के अंत तक केजरीवाल सरकार द्वारा दिल्ली के लोगों को 4 नए फ्लाईओवर व 2 अंडरपास समर्पित किए जायेंगे| इसमें सराय काले खां टी-जंक्शन फ्लाईओवर, पंजाबी बाग से राजा गार्डन तक के फ़्लाइओवर का दोहरीकरण व विस्तार, आनंद विहार और अप्सरा बॉर्डर के बीच छह लेन के फ्लाईओवर, करावल नगर, घोंडा-बृजपूरी जंक्शन पर डबल डेकर फ्लाईओवर, मुकरबा चौक अंडरपास जैसे महत्वपूर्ण प्रोजेक्ट्स शामिल है| 

इस मौके पर पीडब्ल्यूडी मंत्री आतिशी ने कहा कि ये सभी प्रोजेक्ट्स दिल्ली को जाममुक्त बनाने के मुख्यमंत्री अरविन्द केजरीवाल जी के विज़न को पूरा करेंगे| उन्होंने कहा कि ये सभी प्रोजेक्ट्स यातायात को सुगम बनाने के लिए बेहद महत्वपूर्ण है और इनके पूरा होने के बाद रोजाना कई लाख वाहनों को ट्रैफिक से छुटकारा मिलेगा| उन्होंने कहा कि मुख्यमंत्री अरविंद केजरीवाल जी के नेतृत्त्व में पीडब्ल्यूडी दिल्ली शानदार काम कर रही है| वो न केवल जनता को सपने दिखाते है बल्कि उसे पूरा भी करते है|  इसका नतीजा है कि दिल्ली में इतने शानदार डेवलपमेंट कार्य हो रहे है| 

उन्होंने आगे कहा कि केजरीवाल सरकार देश की एकमात्र ऐसी सरकार है जो न केवल तय समय में काम पूरे करती है बल्कि लागत से कम पैसों में काम को पूरा कर जनता के करोड़ों रूपये की बचत करती है| और इन प्रोजेक्ट्स में भी पीडब्ल्यूडी द्वारा जनता के सैकड़ों करोड़ रूपये की बचत हो रही है|  

समीक्षा बैठक के दौरान पीडब्ल्यूडी मंत्री ने अधिकारीयों को निर्देश दिए कि, वर्तमान में जितने भी फ्लाईओवरों का काम चल रहा है, उनका मासिक टारगेट बनाकर टाइमलाइन के साथ सभी प्रोजेक्ट्स को पूरा किया जाए| और हर महीने उन्हें इसकी प्रोग्रेस रिपोर्ट सौंपी जाए| 

*इस साल अंत तक तैयार होने वाले 4 फ्लाईओवर जाम को करेंगे दूर 

सराय काले खां टी-जंक्शन फ्लाईओवर – केजरीवाल सरकार द्वारा बनाया जा रहा ये फ्लाईओवर इस साल जुले महीने तक बनकर तैयार हो जायेगा| नए फ्लाईओवर के बनने से रिंग रोड पर स्थित सराय काले खां टी-जंक्शन सिग्नल फ्री कॉरिडोर बन जायेगा और रोजाना यहाँ गुजरने वाले लाखों वाहनों को जाम से छुटकारा मिलेग| 

*पंजाबी बाग से राजा गार्डन तक के फ़्लाइओवर का दोहरीकरण व विस्तार*-इस प्रोजेक्ट के तहत पंजाबी बाग स्थित दोनों सिंगल फ्लाईओवर को डबल किया जाएगा| यहां मौजूदा दोनों फ्लाईओवर 2-2 लेन की है और दोनों फ्लाईओवर ही वन-वे है| प्रोजेक्ट में दोनों फ्लाईओवर की 1-1 लेन को बढ़ाकर 3 लेन का किया जाएगा और इसके साथ ही दोनों फ्लाईओवर के साथ 3-3 लेन के नए फ्लाईओवर तैयार किए जाएंगे जिससे फ्लाईओवर टू-वे हो जाएंगे| फ्लाईओवर के दोहरीकरण के साथ इसका पंजाबी बाग़ से राजा गार्डन तक 1400 मीटर तक विस्तार भी किया जाएगा| पंजाबी बाग फ्लाईओवर और राजा गार्डन फ्लाईओवर के बीच का ये कॉरिडोर रिंग रोड का हिस्सा है और यहां ट्रैफिक का लोड काफी ज्यादा है क्योंकि यहां रोहतक रोड (एनएच -10) का उपयोग करके हरियाणा का ट्रैफिक आता है| साथ ही ये उत्तरी दिल्ली को दक्षिणी दिल्ली, गुडगाँव व एनसीआर के अन्य हिस्से से जोड़ने का भी काम करता है| यहां मौजूद वन- वे फ्लाईओवर और कम क्षमता वाले चौराहों वर्तमान के ट्रैफिक लोड के लिए पर्याप्त नहीं है जिससे यहां ट्रैफिक जाम की समस्या पैदा होती है। इस कोरिडोर के निर्माण से मौजूदा रोड का ट्रैफिक एलिवेटेड रोड पर शिफ्ट हो जाएगा और इससे रोजाना दिल्ली एनसीआर के लाखों लोगों को फायदा होगा| ये कोरिडोर इस साल के अंत तक बनकर तैयार हो जायेगा|

*आनंद विहार और अप्सरा बॉर्डर के बीच छह लेन के फ्लाईओवर-* इस प्रोजेक्ट के अंतर्गत आनंद विहार आरओबी और अप्सरा बॉर्डर आरओबी के बीच रोड नंबर-56 पर करीब 1440 मीटर लंबा और छह लेन का चौड़ा फ्लाईओवर का निर्माण किया जा रहा है। इसके निर्माण के बाद रामप्रस्थ कॉलोनी, विवेक विहार और श्रेष्ठ विहार रेड लाइट पर लगने वाले ट्रैफिक जाम की समस्या से लोगों को मुक्ति मिल जाएगी। एनसीआरटीसी द्वारा रैपिड मेट्रो का स्टेशन बनाने के बाद इस फ्लाईओवर से होकर प्रतिदिन औसतन 1.48 लाख वाहन गुजरेंगे। ये फ्लाईओवर भी इस साल अंत तक बनकर तैयार हो जायेगा|

*करावल नगर, घोंडा-बृजपूरी जंक्शन पर डबल डेकर फ्लाईओवर*- केजरीवाल सरकार द्वारा उत्तरी-पूर्वी दिल्ली में यमुना विहार व भजनपुरा के बीच 1.4 किमी लम्बे डबल-डेकर फ्लाईओवर का निर्माण किया जा रहा है| इसका निचला डेक पीडब्ल्यूडी फ्लाईओवर होगा वही उपरी डेक पर मेट्रो लाइन होगी| डबल डेकर फ्लाईओवर के इस अनूठे मॉडल के कारण करोडो रूपये की बचत भी हो रही है| शानदार इंजीनियरिंग का मॉडल बन चुके इस फ्लाईओवर से न केवल करोड़ो रुपयों की बचत हुई है बल्कि सघन आबादी वाले इस क्षेत्र में जमीन का भी बेहतर इस्तेमाल भी हुआ है| इस प्रोजेक्ट के पूरा हो जाने के बाद आस-पास के क्षेत्र की जनता को लम्बे ट्रैफिक जाम से नहीं जूझना होगा और उनका कीमती समय भी बचेगा| फ्लाईओवर और मेट्रो का ये एकीकृत मॉडल पर्यावरण की दृष्टि से बेहतर साबित होगा| इसका आधे से ज्यादा काम पूरा हो चूका है और इस साल के अंत तक ये फ्लाईओवर शुरू हो जायेगा| 

*2 नए अंडरपास से यातायात होगा सुगम, वाहन भरेंगे फर्राटा* 

*प्रगति मैदान कोरिडोर डेवलपमेंट*- केजरीवाल सरकार की पीडब्ल्यूडी द्वारा प्रगति मैदान कोरिडोर डेवलपमेंट प्रोजेक्ट का अधिकतम काम पूरा हो चूका है| वर्तमान में यहाँ एक अंडरपास बनाने का काम जारी है जो जुलाई तक पूरा हो जायेगा|  

*मुकरबा चौक अंडरपास-* केजरीवाल सरकार द्वारा मुकरबा चौक पर बदली से हैदरपुर जाने की दिशा में एक अंडरपास का निर्माण करवाया जा रहा है| वर्तमान में  बादली या आउटर रिंग रोड की ओर जाने वाले वाहनों को मुकरबा चौक पर जाकर लूप का उपयोग करके शालीमार बाग़ की तरफ वापस आना पड़ता है लेकिन अंडरपास बनने के बाद वाहनों को लगभग 1.5 किमी कम दूरी तय करना पड़ेगा| ये अंडरपास भी इस साल के अंत तक बनकर तैयार हो जायेगा|

PWD Minister Ms. Atishi, on Friday, reviewed the progress of various flyover projects currently underway in Delhi with senior officials of the department. It is to be noted that by the end of this year, the Delhi government will dedicate four new flyovers and two underpasses to the people of Delhi. These projects include the Sarai Kale Khan-T junction flyover, the doubling and expansion of the flyover from Punjabi Bagh to Raja Garden, a six-lane flyover between Anand Vihar and Apsara Border, a double-decker flyover at the Ghonda-Brijpuri junction, and the Mukarba Chowk underpass, among other important projects.

While reviewing the projects, the PWD Minister said, “All these projects will fulfil the vision of Delhi Chief Minister Shri Arvind Kejriwal to make Delhi traffic jam free. These projects are extremely important for making traffic smooth and after their completion, lakhs of daily commuters will be rid of traffic. PWD is working round the clock to ensure the completion of projects in stipulated timelines.” 

She added that the Kejriwal government is the only government in the country that not only completes the work on time but also completes it at a lower cost, saving crores of rupees of the public. Even these projects will save hundreds of crores of the public annually. She further directed the officials to set monthly targets for all ongoing flyover projects and complete them within the timelines. Most importantly, every month, a progress report should be submitted directly to her. 

*Four flyovers being built by the Kejriwal Government to be ready by the end of this year* 

The Sarai Kale Khan T-junction flyover, being built by the Kejriwal government, will be ready by July this year. With the construction of the new flyover, the Sarai Kale Khan T-junction will become a signal-free corridor and will provide relief from traffic jams to the lakhs of vehicles passing via this route everyday.

The doubling and expansion of the flyovers, from Punjab Bagh to Raja Garden is being done under this project. Both existing flyovers are 2-lane and one-way. Under the project, both flyovers’ will be expanded to 3 lanes, and a new 3-lane flyover will also be built along with both flyovers to make them 2-way. With the doubling of flyovers, the corridor between Punjab Bagh and Raja Garden will also be expanded up to 1400 meters. This corridor between Punjab Bagh Flyover and Raja Garden Flyover is part of the Ring Road, and the traffic load here is quite high because Haryana’s traffic comes here using the Rohtak Road (NH-10). Additionally, this corridor also connects North Delhi to South Delhi, Gurgaon, and other parts of the NCR. The existing one-way flyovers and low-capacity intersections here are not adequate for the current traffic load, resulting in traffic congestion. The construction of this corridor will shift the existing road’s traffic to the elevated road, which will benefit lakhs of people commuting in Delhi NCR every day. This corridor will be ready by the end of this year.

A six-lane flyover of approximately 1440 meters in length, is being constructed between Anand Vihar ROB and Apsara Border ROB, on Road Number-56. After its construction, people will be relieved from the problem of traffic jams that occur at the red light near Ramprastha Colony, Vivek Vihar, and Shreshtha Vihar. After the construction of the rapid metro station by NCRTC, approximately 1.48 lakh vehicles will pass on this flyover daily. This flyover will also be ready by the end of this year.

A double-decker flyover is being constructed by the Kejriwal government at the Karawal Nagar, Ghonda-Brijpuri junction in North-East Delhi, connecting Yamuna Vihar and Bhajanpura over a distance of 1.4 km. The lower deck will be a four-lane flyover, while the upper deck will have a metro line. This unique model of a double-decker flyover has resulted in savings of crores of rupees. This is a densely populated area which has been utilized efficiently by the authorities. After the completion of this project, the people in the surrounding areas will not have to face long traffic jams. The flyover and metro’s integrated model will prove to be better for the environment too. More than half of the work has already been completed, and the flyover will be operational by the end of this year.

*2 new underpasses at Pragati Maidan and Mukarba Chowk to ease traffic in the capital 

*Pragati Maidan Corridor Development*- majority of the work on the Pragati Maidan Corridor Development project by the Delhi government’s PWD has been completed. Currently, the work of constructing an underpass is in process and will be completed by the end of July.

*Mukarba Chowk Underpass*- The Kejriwal government is constructing an underpass from Mukarba Chowk to Haiderpur. Currently, vehicles going towards Badli or Outer Ring Road have to take a loop at Mukarba Chowk and come back towards Shalimar Bagh, but after the construction of this underpass, vehicles will have to cover 1.5 km less. This underpass will also be ready by the end of this year.

Now women will be able to work in night shift in Delhi, Labour Department approves draft policy after CM’s nod to reforms

*Labour Department will place the draft Delhi Occupational Safety, Health and Working Conditions Rules, 2023 for suggestions and objections from the public, after which the draft will be finalised*

*Employees doing overtime will get more salary, migrant workers will get travel allowance to go home*

Now, women in Delhi will be able to work night shifts with full security, with the Kejriwal Government having approved the draft for this change. Labour Minister Shri Raaj Kumar Anand held a high-level meeting on Friday where he discussed with the officials of the Labour Department the draft policy made to allow women to work during night shifts, as well as other important issues, including their safety during the shift. Now, the Labour Department will seek suggestions and objections from the public, and after that the draft policy will be finalised.

The Delhi Government is strongly committed to increasing the share of women in the workforce. Previously, the Chief Minister Shri Arvind Kejriwal had chaired a meeting with the Labour Department, directing them to take necessary steps towards increasing women’s participation in the workforce. In line with this vision, Labour Minister Shri Raaj Kumar Anand instructed the officials of the Labour Department to draft the proposal. This proposal was then discussed in detail on Friday in the meeting. The Labour Minister committed to increase the participation of women approved of the decision to provide women the opportunity to work during night shift. However, keeping in mind the safety of women, he also directed that employers would have to make proper arrangements for women at the workplace.

As per the draft rules, women can now work from 7 in the night to 6 in the morning, although it would only happen with the consent of the women. For women working night shifts, their employers would have to arrange transport for them from home to work and vice versa. There should be proper arrangements for toilets, drinking water and transportation for women at the workplace, and it should be near their place of work. For the safety of women, employers would have to issue a separate number, which should be written at the workplace as well as on the vehicle, so that in case of any emergency, women employees can use it to seek help. Furthermore, for the prevention of sexual harassment of women at the workplace, proper arrangements should be made as per the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act 2013. The aim of these measures is to create a safe and healthy environment for women in the workplace so that they do not face problems while working.

The draft of the Delhi Occupational Safety, Health and Working Conditions Rules, 2023 has been approved by the Labour Minister, Shri Raaj Kumar Anand. It will now be open to the public for suggestions and objections. The draft will be shared on the portal of the Labour Department, where the general public, institutions, and employers can submit their feedback to the government within a period of 30 days. The Labour Department will then review the suggestions and objections and incorporate them into the draft before sending it to the law department for legal analysis. Once finalised, the rules will be implemented in Delhi, allowing women to work in night shifts with appropriate safety measures in place.

The Labour Minister approved another important decision in a meeting to improve the safety and health facilities of employees working in Delhi. The decision focuses on employees working overtime, who will now receive additional payments. Working more than 8 hours a day or more than 48 hours a week is considered overtime, and if an employee works overtime, they can receive up to double the hourly rate based on minimum wages. Employees cannot work for more than 12 hours a day or 60 hours a week. Furthermore, no employee can work overtime for 7 consecutive days. Additionally, it is mandatory for employers to provide some holidays to their employees every year. Shri Raj Kumar Anand said that these measures are proof that the Kejriwal Government is working day and night to improve the safety and health facilities of lakhs of employees working in Delhi.

During the meeting, the Labor Minister directed that it will now be mandatory to give joining and experience letters to the employees working in any field. Employers have to ensure that the records of all the employees employed by them should be recorded, along with this all the employees must get salary slips. Furthermore, wherever migrant workers are employed, the employers will have to pay them a traveling allowance once in a year. For this, the employers have to fix some amount for the employee. The travelling allowance should be such that any expatriate employee can meet the cost of travelling to and from their home by bus or rail.

In order to ensure the safety of employees working in factories dealing with hazardous chemicals and materials in Delhi, it has been mandated that they undergo medical examinations every year. The factory operator will be responsible for ensuring that employees undergo blood, urine, X-rays and other tests proposed by the medical inspector. The Inspectors of the Labour Department will also conduct regular inspections of the factory to ensure compliance and instruct the employers to take necessary steps for employee safety. Non-compliance will result in concrete steps taken by the Labour Department against the employer.

Employers are required to immediately inform the Labour Department in case of an accident at their workplace within 12 hours of the incident. They can use various modes of communication like telephone, message or e-mail to reach out to the Inspector or Chief Inspector of the Labour Department. In case of the death of an employee, the employer has to inform the Labour Department, District Magistrate or the Sub-Divisional Magistrate, police station in charge, as well as the concerned department of the state if the worker is a migrant.

केजरीवाल सरकार दिल्ली की महिलाओं के लिए एक खुशखबरी लेकर आई है। अब दिल्ली में महिलाएं पूरी सुरक्षा के साथ नाइट शिफ्ट में भी काम कर सकेंगी, श्रम मंत्री ने इसके ड्राफ्ट को अपनी मंजूरी दे दी है। दिल्ली सरकार के श्रम मंत्री राज कुमार आनंद ने शुक्रवार को उच्च स्तरीय बैठक कर महिलाओं को नाइट शिफ्ट में काम करने की अनुमति देने व उनकी सुरक्षा समेत अन्य बिंदुओं पर बने ड्राफ्ट पर श्रम विभाग के अधिकारियों से चर्चा की। अब श्रम विभाग जनता से इसपर सुझाव और आपत्तियां मांगेगा और उसके बाद ड्राफ्ट को अंतिम रूप दिया जाएगा। 

कार्यबल में महिलाओं की हिस्सेदारी बढ़ाने के मद्देनजर दिल्ली सरकारी काफी गंभीर है। इससे पहले मुख्यमंत्री अरविंद केजरीवाल ने श्रम विभाग की बैठक ली थी और इस विषय में आगे कदम उठाने के निर्देश दिए थे। उसी परिपेक्ष में श्रम मंत्री राज कुमार आनंद ने श्रम विभाग के अधिकारियों से ड्राफ्ट तैयार करने के निर्देश दिए थे। जिस पर शुक्रवार को विस्तार से चर्चा की गई और श्रम मंत्री ने ड्राफ्ट को मंजूरी देते हुए यह तय किया गया कि अब महिलाओं की हिस्सेदारी बढ़ाने के लिए उन्हें भी नाइट शिफ्ट में काम करने का अवसर देना चाहिए। हालांकि महिलाओं की सुरक्षा को ध्यान में रखते हुए नियोक्ताओं को महिलाओं के लिए कार्यस्थल पर उचित इंतजाम करने होंगे। 

*अब रात 7 बजे से सुबह 6 बजे तक काम कर सकेंगी महिलाएं* 

श्रम मंत्री राज कुमार आनंद ने शुक्रवार को श्रम विभाग के अधिकारियों के साथ बैठक कर दिल्ली व्यावसायिक सुरक्षा, स्वास्थ्य और कार्य स्थिति नियम, 2023 के मानकों पर बने ड्राफ्ट पर चर्चा की। इसमें कार्यबल में महिलाओं की हिस्सेदारी बढ़ाने के लिए उन्हें नाइट शिफ्ट में काम करने का फैसला लिया गया है। अब महिलाएं रात 7 बजे से सुबह 6 बजे काम कर सकती हैं, हालांकि इसके लिए महिलाओं की सहमति होना बेहद आवश्यक है। नाइट शिफ्ट में काम करने वाली महिलाओं के लिए नियोक्ताओं (एम्पलॉइअर) को उनके लिए घर से दफ्तर तक यातायात की व्यवस्था करनी होगी। कार्यस्थल पर महिलाओं के लिए शौचालय, पीने के पानी और उनके आवागमन के लिए उचित व्यवस्था होनी चाहिए और वह उनके कार्यस्थल के पास होना चाहिए। महिलाओं की सुरक्षा के लिए नियोक्ताओं को अलग नंबर जारी करना होगा, जिसे कार्यस्थल के साथ ही वाहन पर लिखा होना चाहिए ताकि किसी भी आपातकालीन परिस्थिति में महिला कर्मचारी इसका इस्तेमाल कर मदद मांग सकें। कार्यस्थल पर महिलाओं के साथ यौन उत्पीड़न के रोकथाम के लिए सेक्शुअल हैरेसमेंट ऑफ वुमन एट वर्कप्लेस (प्रिवेंशन, प्रोहिबिशन एंड रिड्रेसल) एक्ट 2013 का पालन करते हुए उचित इंतजाम किए जाने चाहिए। कार्यस्थल में महिलाओं के लिए सुरक्षित और स्वस्थ माहौल होना चाहिए ताकि उन्हें कार्य करते समय परेशानी का सामना न करना पड़े। 

*श्रम विभाग के पोर्टल पर एक महीने तक दे सकेंगे सुझाव* 

श्रम मंत्री राज कुमार आनंद ने श्रम विभाग के ड्राफ्ट को मंजूरी दे दी है। जिसे अब जनता के समक्ष सुझाव और आपत्तियां दर्ज करने के लिए पेश किया जाएगा। श्रम विभाग के पोर्टल पर जल्द ही दिल्ली व्यावसायिक सुरक्षा, स्वास्थ्य और कार्य स्थिति नियम, 2023 के ड्राफ्ट को साझा किया जाएगा। जहां आम जनता के साथ ही संस्थाएं और नियोक्ता भी सरकार को अपने सुझाव और आपत्तियां दर्ज करा सकेंगे। इसके लिए श्रम विभाग की ओर से 30 दिन का समय तय किया गया है। जिसके बाद विभाग जनता के सुझावों और आपत्तियों को ड्राफ्ट में शामिल करेगा और इसके कानूनी रूप से विश्लेषण के लिए कानून विभाग को भेजेगा। यहां से ड्राफ्ट पास होने के बाद इसे अंतिम रूप दिया जाएगा। जिसके बाद इसे दिल्ली में लागू किया जाएगा और महिलाएं नाइट शिफ्ट में काम कर पाएंगी। 

*ओवर टाइम काम करने पर कर्मचारियों को मिलेगी अधिक वेतन*  

केजरीवाल सरकार दिल्ली काम करने वाले लाखों कर्मचारियों की सुरक्षा और स्वास्थ्य सुविधाओं को बेहतर बनाने के लिए दिन-रात कार्य कर रही है। इस दिशा में कदम उठाते हुए  श्रम मंत्री राज कुमार आनंद ने बैठक में एक और महत्वपूर्ण विषय पर अपनी मंजूरी दी है। अब ओवर टाइम काम करने वाले कर्मचारियों को अपनी मेहनत का पैसा मिलेगा। एक दिन में 8 घंटे से अधिक काम करने या एक सप्ताह में 48 घंटे से अधिक काम करने को ओवर टाइम माना जाएगा। इसके तहत अगर कोई कर्मचारी ओवर टाइम करता है तो उसे न्यूनतम मजदूरी के आधार पर प्रति घंटे के हिसाब से दोगुना तक अतिरिक्त भुगतान मिल सकता है। कोई भी व्यक्ति एक दिन में 12 घंटे से ज्यादा काम नहीं करेगा और न ही लगातार 7 दिन ओवर टाइम करेगा। वहीं एक हफ्ते में 60 घंटे से अधिक कार्य नहीं कर सकेगा। इसी के साथ नियोक्ताओं को कर्मचारियों को साल में कुछ छुट्टियां भी देना अनिवार्य किया गया है। 

*हर कर्मचारी को मिलेगा एक्सपीरियंस लेटर और सैलरी स्लिप* 

बैठक में श्रम मंत्री ने कहा कि किभी भी क्षेत्र में काम करने वाले कर्मचारियों को जॉइनिंग और अनुभव पत्र (एक्सपीरियंस लेटर) देना अनिवार्य होगा। नियोक्ताओं को यह सुनिश्चित करना होगा कि उनके यहां कार्यरत सभी कर्मचारियों का रिकॉर्ड दर्ज होना चाहिए, इसी के साथ सभी कर्मचारियों को सैलरी स्लिप जरूर मिलनी चाहिए। 

*प्रवासी कर्मचारियों को मिलेगा यात्रा भत्ता*

जहां भी प्रवासी कर्मचारी कार्यरत होंगे वहां नियोक्ताओं को उन्हें साल में एक बार यात्रा भत्ता देना होगा। इसके लिए नियोक्ताओं को कर्मचारी के लिए कुछ राशि तय करनी होगी। यात्रा भत्ता इतना होना चाहिए कि कोई भी प्रवासी कर्मचारी बस या रेल से यात्रा करते हुए अपने घर आने और जाने का खर्च निकाल सके। 

*खतरनाक फैक्ट्रियों में काम करने वाले कर्मचारियों की होगी फ्री मेडिकल जांच* 

दिल्ली में जितने भी कर्मचारी खतरनाक केमिकल और सामग्री से संबंधित फैक्ट्रियों में काम कर रहे हैं उनकी हर साल मेडिकल जांच कराई जाएगी। इसकी जिम्मेदारी भी फैक्ट्री संचालक की ही होगी कि वह अपने कर्मचारियों के खून, पेशाब, एक्स-रे अन्य जांच कराने के साथ ही मेडिकल इंस्पेक्टर द्वारा प्रस्तावित जांच कराना सुनिश्चित करे। लोगों को खतरनाक बीमारियों से बचाने के लिए और कर्मचारियों की सुरक्षा के लिए श्रम विभाग के इंस्पेक्टर समय-समय पर फैक्ट्री का निरीक्षण करेंगे और नियोक्ताओं को इस दिशा में उचित कदम उठाने के लिए निर्देश देंगे। जिसका पालन न होने पर नियोक्ता के खिलाफ श्रम विभाग ठोस कदम भी उठाएगा।  

*दुर्घटना होने पर 12 घंटे के अंदर श्रम विभाग को देनी होगी जानकारी*

किसी भी कंपनी, फैक्ट्री या अन्य कार्यस्थल पर कोई भी दुर्घटना होने पर नियोक्ता को 12 घंटे के अंदर घटना की जानकारी श्रम विभाग को देनी होगी। वह टेलीफोन, मैसेज और ई-मेल के जरिए श्रम विभाग के इंस्पेक्टर और चीफ इंस्पेक्टर से संपर्क कर सकते हैं। किसी भी कर्मचारी की मृत्यु की घटना पर नियोक्ता को इसकी जानकारी देते हुए श्रम विभाग, जिलाधिकारी या उप-खंड मजिस्ट्रेट और पुलिस स्टेशन इंचार्ज और प्रवासी कर्मचारी होने पर उसके राज्य के संबंधित विभाग को नोटिस भेजकर जानकारी देनी होगी।

Continuing her surprise inspections to take stock of the situation in MCD schools across Delhi, Education Minister Ms. Atishi visited an MCD school at Lal Kuan in Pul Prahladpur on Friday. 

During the inspection, the school was found to be in an extremely dilapidated state and surrounded by heaps of garbage. There were no benches in the classrooms, and students were forced to sit on broken floors. The toilets were either broken or in very bad condition, and there was no drinking water available. Additionally, there was an encroachment on a major area of the school.

Upon observing the dilapidated state of the school, Ms. Atishi admonished the principal and asked her to get the condition of the school fixed as soon as possible or strict action will be taken against her. She said, “The poor state of cleanliness in the school reflects the insensitive behavior of the school administration toward the future of the children studying here, and such carelessness regarding education cannot be tolerated.” She gave an ultimatum to the principal and education officer to run the school responsibly or else strict action would be taken against them.

It is to be noted that the aforementioned school was found in such a worrisome state despite permission to construct a new school building. However, it has not been completed for years. As a result, students are forced to sit on the floor and attend classes under a tin shed. The storeroom has been converted into a junkyard, and its roof can collapse anytime.

During the inspection, the Education Minister observed that the floor of the school run in the tin shed had been damaged. There were no desks in the classroom, and the children were forced to sit on the floor. The toilets at the school were either broken or in a pitiable state, and garbage was scattered around the playground on all sides. The wall adjoining the playground was also broken, and there was illegal encroachment on a part of the ground. Additionally, the storage room had become a junkyard, and its roof could collapse at any time.

Reprimanding the principal for the poor state of the school, Ms. Atishi said, “It is the duty of the principal to ensure that all children receive quality education in a clean and safe environment in the school. However, looking at the condition of the school, it is clear that the school administration is insensitive to the future of the children studying here.”

She added that the current situation of the school is the cause of the apathy towards education among the students studying here. Relevant authorities should take this matter seriously and work towards ensuring that all children in MCD schools receive the education they are entitled to.

She observed that while the students were compelled to sit on the floor in classrooms and use broken taps for drinking water and inadequate toilet facilities, the teachers and principal had access to well-maintained office rooms and toilets. Admonishing the principal on this, the Minister said, “Just because students in MCD schools come from poor socio-economic backgrounds, that does not mean they will be kept deprived of basic facilities in schools.”

While giving instructions to the School Inspector, she said, “A detailed report should be prepared on the discrepancies found in the school today during the inspection. All the issues must be resolved within 15 days, or else strict action will be taken by the concerned officials.”

The Education Minister stated that the dilapidated condition of the MCD schools is a result of 15 years of mismanagement by the BJP in the MCD. During their entire tenure, the BJP has only worked to destroy schools. It is evident from the deteriorated classrooms, broken desks, and unhygienic conditions that the BJP has only played with the future of the children studying here. “Parents send their children to government schools with the belief that they will be taken care of, but BJP only ruined their future. However, now under the leadership of Chief Minister Shri Arvind Kejriwal, MCD schools will be made better, and every child will receive quality education,” she said.

शिक्षा मंत्री ने शुक्रवार सुबह लाल कुआँ, पुल प्रह्लादपुर स्थित एमसीडी स्कूल का औचक निरीक्षण किया| निरीक्षण के दौरान उन्होंने पाया कि स्कूल में चारों ओर कूड़े का अम्बार है| शौचालय या तो टूटे हुए है या बदहाल स्थिति में है| एक ओर क्लासरूम में बेंच न होने के कारण बच्चे टूटे फर्श पर बैठने को मजबूर है| बच्चों के पीने के लिए पानी नहीं है| स्कूल परिसर में ही अवैध कब्ज़ा किया गया है| सालों से नई बिल्डिंग का निर्माण पूरा नहीं हुआ है जिस कारण बच्चे टीन शेड में बैठने को मजबूर है| स्टोर रूम कबाड़खाना बना हुआ है और उसकी छत कभी भी टूट कर गिर सकती है, जो बच्चों के लिए असुरक्षित है| झूले टूटे हुए है, स्कूल की दीवारें टूटी हुई है| 

स्कूल की इस दशा की देखकर शिक्षा मंत्री आतिशी ने स्कूल प्रिसिपल को फटकार लगाते हुए कहा कि स्कूल में साफ़-सफाई से जुडी सभी समस्याओं को तुरंत ठीक किया जाए वर्ना अपने खिलाफ कड़ी कारवाई के लिए तैयार रहें| उन्होंने कहा कि  स्कूल में सफाई की बदतर स्थिति यहां पढ़ने वाले बच्चों के भविष्य के प्रति स्कूल प्रशासन के असंवेदनशील रवैये को दर्शाती है और शिक्षा को लेकर ऐसी लापरवाही कतई बर्दाश्त नहीं की जा सकती है| उन्होंने प्रिंसिपल और शिक्षा अधिकारी अल्टीमेट देते हुए कहा कि वो स्कूल को जिम्मेदारी से चलाए अन्यथा निलंबन के लिए तैयार रहे|

निरीक्षण के दौरान पाया गया कि टीन शेड में चल रहे इस स्कूल की फर्श उखड़ी पड़ी है| क्लासरूम में डेस्क नहीं है और बच्चे जमीन पर बैठने को मजबूर है| स्कूल के शौचालय की भी बदतर स्थिति है| शौचालय या तो टूटे हुए है या फिर उनकी दयनीय हालत है| प्लेग्राउंड में चारों तरफ कूड़ा फैला हुआ है| प्लेग्राउंड से लगी दीवार टूटी हुई है और ग्राउंड के ही एक हिस्से में अवैध कब्ज़ा भी किया गया है| साथ ही स्टोर रूम कबाड़खाना बना हुआ है और उसकी छत कभी भी टूट कर गिर सकती है|

स्कूल की बदतर स्थिति को देखकर शिक्षा मंत्री आतिशी ने प्रिंसिपल और शिक्षा अधिकारी को अल्टीमेटम दिया कि स्कूल का बेहतर ढंग से रखरखाव किया जाए, अच्छे से साफ़-सफाई की जाये और अगर ऐसा नहीं किया जाता है तो निलंबन के लिए तैयार रहे| उन्होंने कहा कि स्कूल की ऐसी स्थिति अस्वीकार्य है। स्कूल में यह सुनिश्चित करना प्रिंसिपल का कर्तव्य है कि सभी बच्चों को स्वच्छ और सुरक्षित वातावरण में क्वालिटी एजुकेशन मिले। लेकिन स्कूल की ऐसी स्थिति देखकर ये साफ़ हो रहा है कि स्कूल प्रशासन यहाँ पढ़ने वाले बच्चों के भविष्य के असंवेदनशील है| 

उन्होंने कहा कि, स्कूल की यह स्थिति यहां पढ़ने वाले बच्चों की शिक्षा के प्रति दिखाई गई उदासीनता का कारण है।संबंधित अधिकारियों को इस मामले को गंभीरता से लेना चाहिए और यह सुनिश्चित करने की दिशा में काम करना चाहिए कि एमसीडी स्कूलों में सभी बच्चों को वह शिक्षा मिले जिसके वे हकदार हैं| 

शिक्षा मंत्री ने निरीक्षण में पाया कि बच्चों के क्लासरूम का फर्श उखड़ा हुआ है, उसमें गंदगी है लेकिन प्रिंसिपल रूम में टाइल्स लगी हुई है| स्कूल में शिक्षकों के लिए पानी की व्यवस्था है लेकिन बच्चों के लिए नहीं है| इसपर फटकार लगाते हुए शिक्षा मंत्री ने कहा कि एमसीडी स्कूलों में गरीब परिवारों के बच्चे आते है इसका ये मतलब नहीं की उन्हें बुनियादी सुविधाएँ भी न दी जाये और अपने हाल पर छोड़ दिया जाए| उन्होंने निर्देश दिए कि स्कूल में बच्चों के लिए भी हर जरुरी सुविधाएँ तुरंत मुहैया करवाई जाए|

In an effort to ensure that children living in government-run Children’s Homes receive the best care and facilities, Women and Child Development Minister Ms. Atishi has ordered the immediate inspection of all homes by the department. The orders came in light of the recent surprise visit of the Minister to two children’s homes located in Lajpat Nagar where the homes were found in a state of complete disrepair. The Minister has pulled up the concerned officials and sought a comprehensive report on each of the 25 homes run by the government by May 15 for review. 

“Children coming to these homes have horrid pasts and deserve special care and attention. They need to be in such an environment that can motivate them to move ahead in their lives. Providing them an opportunity to lead a dignified life and continue their education is the priority of the Kejriwal government and no laxity will be tolerated in this matter,” said Ms. Atishi.

The WCD Minister further said, “I have ordered the officials to take this matter seriously and work diligently to ensure that the children’s homes are well-maintained and the children are provided with the best care and facilities.” 

The Minister added that orders have been given to the WCD department to ensure that these homes are inspected for every minute detail which affects the life of children living there and a detailed report must be submitted to her by May 15. She also directed the officials to ensure that all the eligible children living in government-run children’s homes are enrolled in nearby government schools to continue their education and that a proper staff-to-child ratio is maintained at all homes.

Ms. Atishi emphasised that the Kejriwal government is committed to providing children in government-run Children’s Homes with a safe and secure environment where they can thrive and grow. Any negligence with respect to facilities at these homes will not be tolerated and strict action will be initiated against concerned officials.

केजरीवाल सरकार के सभी चाइल्ड केयर होम में बच्चों को सर्वोत्तम देखभाल और सुविधाएं प्राप्त हों। इस बाबत महिला एवं बाल विकास मंत्री आतिशी ने विभाग के अधिकारियों को तत्काल सभी चाइल्ड केयर होम के निरीक्षण करने का आदेश जारी किया है। मंत्री आतिशी द्वारा यह आदेश लाजपत नगर स्थित चाइल्ड केयर होम के उनके औचक निरीक्षण के बाद लिया गया। जहां निरीक्षण के दौरान मंत्री आतिशी ने वहाँ कई लापरवाही पाई। इस बाबत महिला एवं बाल विकास मंत्री ने अधिकारियों को फटकार लगाई है और उन्हें आदेश दिए है कि अधिकारी दिल्ली सरकार द्वारा चलाए जा रहे सभी चाइल्ड केयर होम का निरीक्षण करे और 15 मई तक अपने निरीक्षण की विस्तृत रिपोर्ट प्रस्तुत करें।

उन्होंने आदेश में कहा कि,चाइल्ड केयर होम में आने वाले बच्चों एक स्याह अतीत से गुजरे होते है और उन्हें विशेष देखभाल की ज़रूरत होती है। उन्हें ऐसे माहौल में रहने की जरूरत है जो उन्हें अपने जीवन में आगे बढ़ने के लिए प्रेरित कर सके।ऐसे में इन बच्चों को सम्मानित जीवन जीने का अवसर प्रदान करना और उनकी शिक्षा जारी रखना केजरीवाल सरकार की प्राथमिकता है और इस मामले में कोई ढिलाई बर्दाश्त नहीं की जाएगी।

महिला ईवीएम बाल विकास मंत्री आतिशी ने अधिकारियों को इस मामले को गंभीरता से लेने और संवेदनशीलता से काम करने का आदेश दिए ताकि यह सुनिश्चित किया जा सके कि बाल गृहों का रखरखाव अच्छी तरह से हो और बच्चों को सबसे अच्छी देखभाल और सुविधाएं प्रदान की जाएं।”

आदेश में मंत्री आतिशी ने विभाग को यह सुनिश्चित करने के आदेश दिए गए हैं कि इन चाइल्ड केयर होम का निरीक्षण किया जाए ताकि वहां रहने वाले बच्चों के जीवन को प्रभावित करने वाली हर छोटी से छोटी बात का पता लगाया जा सके और एक विस्तृत रिपोर्ट 15 मई तक उन्हें सौंपी जाए। उन्होंने अधिकारियों को यह भी निर्देश दिया कि वे सुनिश्चित करें कि सरकार द्वारा संचालित चाइल्ड केयर होम में रहने वाले सभी बच्चों को उनकी शिक्षा जारी रखने के लिए पास के सरकारी स्कूलों में नामांकित किया गया है और यह कि सभी होम में एक उचित स्टाफ-टू-चाइल्ड अनुपात बनाए रखा जाता है।

मंत्री ने इस बात पर जोर दिया कि सरकार द्वारा संचालित चाइल्ड केयर होम में बच्चों को एक सुरक्षित वातावरण प्रदान करना सुनिश्चित किया जाए जहां बेहतर ढंग से उनका डेवलपमेंट हो सकें और वे आगे बढ़ सकें। इन चाइल्ड केयर होम में सुविधाओं के संबंध में किसी भी तरह की लापरवाही बर्दाश्त नहीं की जाएगी और संबंधित अधिकारियों के खिलाफ कड़ी कार्रवाई की जाएगी।
