CM Arvind Kejriwal reviews COVID situation of Delhi, takes stock of government’s preparedness

NEW DELHI:

Chief Minister Shri Arvind Kejriwal has reassured the public that the government is fully prepared to handle any COVID spread in Delhi. The CM asserted that the residents of Delhi need not worry as the state government is ready to face any eventuality. For now there is no Government mandate to wear masks in public places. However, patients with influenza and respiratory diseases have been advised to wear masks.

Chief Minister Shri Arvind Kejriwal had chaired a high-level meeting on Friday to review the COVID-19 preparations of the state government. The meeting came amid a spike in cases in the last two weeks. The meeting was attended by Health Minister Shri Saurabh Bhardwaj, Revenue Minister Shri Kailash Gahlot, Chief Secretary and concerned officials of various departments. During the meeting, officials apprised the CM of the state’s preparedness in terms of hospital beds, oxygen capacity, testing & prevention measures. 

Notably, the central government has identified six states where corona cases are increasing rapidly, but Delhi has not been named among them. Most of the cases in Delhi are of the XBB 1.16 variant, which is not serious but can still spread even after getting vaccinated. Therefore, the government is conducting genome sequencing of all cases to detect any new variant of Corona. Random screening of 2% passengers is also being done at the airport. The government has the capacity to conduct more than one lakh RTPCR tests in government and private hospitals. Additionally, 7986 beds are ready for Corona patients in Delhi and only 66 beds are occupied as of date. The CM also shared that Delhi Government will follow whatever guidelines come from the central government.

Addressing a press conference after the review meeting, Shri Arvind Kejriwal emphasised that everything was under control and there was no need for the citizens to panic regarding the COVID-19 situation. He added that on Thursday, the Health Minister Shri Saurabh Bhardwaj had held a meeting with senior officials of the department and other health experts and today he also reviewed this issue.

Shri Arvind Kejriwal said that if we look at the number of COVID-19 cases across the country, then two weeks ago the Central Government identified six states – Gujarat, Maharashtra, Kerala, Karnataka, Tamil Nadu and Telangana – where there was a spike in COVID-19 cases and these states were asked to take precautions. Although Delhi is not in this list, the state government has decided to take all possible precautions. 

He said that on 15th March there were 42 positive cases of Covid-19 reported on the day, but a fortnight later on 30th March this spiked to 295 cases. The active case tally of Delhi is 932 at the moment. Yesterday in Delhi, a total of 2,363 tests were conducted. 

The Delhi CM said that although there was no reason to worry at the moment, the state government has decided to be proactive regarding the issue. He also added that there have been three deaths so far – two deaths took place on March 29th, and the other death was a few days before that. 

Shri Arvind Kejriwal stressed that in all the three cases of deaths, the patients had comorbidities, which were the main reason for the demise of the patient. He pointed out that in one of the deaths, the patient was hospitalised for a few months due to a kidney transplant. He also added that two out of these three patients were not residents of Delhi. 

The Delhi CM said that all the cases of COVID-19 are being sent for genome sequencing, so that the state government can stay a step ahead in case there is a new variant of the virus. He said that the most dominant variant at the moment was XBB.1.16. He said that 48 percent of the cases in Delhi were found to have this variant and even in the other cases, traces of this variant were found. 

Giving further details, Shri Arvind Kejriwal said that one of the main qualities of this particular variant was that it is highly infectious but at the same time it is not very serious. So severity in these cases is less. But he also added that it is invasive despite immunisation. So, a person could have taken their Covid-19 vaccines and they could still test positive for this variant. 

He highlighted that in Delhi to stay a step ahead, the sewage is also tested in 6-7 places for samples of COVID-19 and said that until mid-February none of the sewage samples were found to be infected. But since then some of the samples of sewage have also tested positive for the virus. 

Despite all of this, the CM said that Delhi was prepared for the battle against COVID-19 if the infections happen to increase. He added that there were a total of 7,986 beds already kept ready in Delhi, including oxygen beds, ventilator beds and ICU beds. Out of these only 66 beds are occupied at the moment, he added. He also said that the state government was ready to increase testing if required, and added that 4,000 tests per day can be conducted in government facilities. Beside this, there is a capacity to conduct over 1 lakh tests per day in private facilities. 

Giving details about the status of vaccination in Delhi, the CM said, “The status of vaccination in Delhi is higher than the national average. Nearly everyone above the age of 18 years has been vaccinated and 100 percent of those below the age of 18 years have got the first dose of vaccination. Nearly 85 percent have also received the second dose. The Delhi Government also has a sufficient number of ambulances and sufficient oxygen and its storage capacity,” he said. 

The CM added that on March 26th, the Delhi Government conducted a mock drill to check the status of 38 government hospitals in Delhi and the functioning of all the apparatus. He further said that on April 10-11, a mock drill will be conducted in all the government and private hospitals to check their readiness to fight COVID-19, as per the directives of Central government. 

He said that the state government will soon run a campaign on this and will also encourage the citizens to follow Covid-appropriate behaviour. “Two percent of the passengers at the Delhi airport will be randomly tested for COVID-19. All the hospitals under the Delhi Government have been asked to have isolation wards for COVID-19 patients. All patients who are coming to a hospital with any issues or respiratory illnesses will be provided masks upon entering and they will all be tested for Covid-19. Five percent of all patients with influenza-like symptoms coming to hospital will also be tested,” he said.

मुख्यमंत्री अरविंद केजरीवाल के नेतृत्व में दिल्ली सरकार कोरोना के बढ़ रहे मामले को गंभीरता से लेते हुए अपनी तैयारियां मजबूत कर ली है। सीएम अरविंद केजरीवाल के निर्देश पर गुरुवार को स्वास्थ्य मंत्री सौरभ भारद्वाज ने उच्च स्तरीय बैठक की थी। वहीं, शुक्रवार को मुख्यमंत्री ने भी हाई लेवल मीटिंग कर स्वास्थ्य विभाग से अस्पतालों में बेड और ऑक्सीजन समेत अन्य चीजों की उपलब्धता की जानकारी ली। सरकार की ओर से की गई तैयारियों की जानकारी देते हुए सीएम अरविंद केजरीवाल ने कहा कि कोरोना के बढ़ते मामलों से घबराने की जरूरत नहीं है। किसी भी स्थिति से निपटने के लिए दिल्ली सरकार की तैयारी पुख्ता है। केंद्र सरकार ने छह राज्यों को चिंहित किया था, जहा कोरोना के मामले तेजी से बढ़ रहे हैं। इन छह राज्यों में दिल्ली शामिल नहीं है। दिल्ली में ज्यादातर एक्सबीबी1.16 वैरिएंट के मामले आ रहे हैं। यह सीवियर नहीं है, लेकिन वैक्सीन लगवाने के बाद भी हमला कर सकता है। सीएम ने कहा कि नए वैरिएंट का पहले ही पता लगाने के लिए हम सभी मामलों की जीनोम सीक्वेंसिंग करा रहे हैं। एयरपोर्ट पर 2 फीसद यात्रियों की रैंडम जांच की जा रही है। अपील है कि इंफ्लुएंजा और सांस की बीमारी वाले मरीज मास्क लगाकर रखें।

मुख्यमंत्री अरविंद केजरीवाल खुद कोरोना के बढ़ते मामलों पर कड़ी नजर रख रहे हैं। कोरोना के मामले को बढ़ता देख मुख्यमंत्री ने स्वास्थ्य विभाग को हर स्तर पर अपनी तैयारियां मजबूत रखने का निर्देश दिया है, ताकि अगर दिल्ली में केस बढ़े तो लोगों को किसी भी प्रकार की परेशानी का सामना न करना पड़े। दिल्ली में आ रहे कोरोना के मामलों की रिपोर्ट पर रोजाना नजर रख रहे सीएम अरविंद केजरीवाल ने शुक्रवार को स्वास्थ्य मंत्री सौरभ भारद्वाज, राजस्व मंत्री कैलाश गहलोत, मुख्य सचिव, विशेषज्ञों और विभाग के वरिष्ठ अधिकारियों के साथ उच्च स्तरीय बैठक कर मौजूदा स्थिति का जायजा लिया। अधिकारियों ने अस्पतालों में कोरोना मरीजों को लेकर की गई तैयारियां और भविष्य की तैयारियों पर विस्तार से जानकारी दी। मुख्यमंत्री ने अधिकारियों को कोविड-19 के मामले में किसी भी तरह की लापरवाही न बरतने की हिदायत दी है। 

सीएम अरविंद केजरीवाल ने प्रेसवार्ता कर उच्च स्तरीय बैठक की जानकारी देते हुए कहा कि कोरोना को लेकर गुरुवार को स्वास्थ्य मंत्री सौरभ भारद्वाज ने स्वास्थ्य विभाग और विशेषज्ञों के साथ बैठक की थी। उसके बाद मैंने आज उच्च स्तरीय बैठक की है। केंद्र सरकार ने करीब दो सप्ताह पहले छह राज्य चिंहित किए थे, जहां कोरोना ज्यादा बढ़ रहा है। गुजरात, महाराष्ट्र, केरल, कर्नाटक, तमिलनाडु और तेलंगाना में कोरोना ज्यादा बढ़ रहा है। केंद्र सरकार की ओर से इन राज्यों को विशेष हिदायत दी गई थी। इन छह राज्यों में दिल्ली शामिल नहीं है। 

सीएम अरविंद केजरीवाल ने कहा कि दिल्ली में 15 मार्च को कोरोना के करीब 42 केस थे और 15 दिन के अंदर बढ़कर 30 मार्च को 295 केस हो गए। दिल्ली में कोरोना के केस में अचानक वृद्धि को हमने पहले ही समझने की कोशिश की है कि क्यों बढ़ रहा है? दिल्ली में अभी कोविड के एक्टिव केस 932 हैं। 30 मार्च को 2363 सैंपल्स की जांच की गई थी। दिल्ली में अभी कोरोना के 295 केस ही हैं। हालांकि अभी घबराने की कोई बात नहीं है। फिर भी हम समय रहते जो भी कदम उठाने की जरूरत है, वो उठा रहे हैं। 

सीएम अरविंद केजरीवाल ने कहा कि दिल्ली में कोरोना से अभी तक तीन मौतें हुई हैं। इसमें 2 मौतें परसो हुई थीं और एक की मौत चार-पांच दिन पहले हुई थी। तीनों मामलों में कोमोर्बिडिटी बहुत सीवियर थी। ऐसा अनुमान है कि ये तीनों मौतें कोमोर्बिडिटी की वजह से हुई हैं। पर यह कहा नहीं जा सकता। एक मामले में मरीज की किडनी का ट्रांसप्लांट हुआ था और वो दो-तीन महीने से अस्पताल में भर्ती था, उसकी मौत हो हुई है। यह कहना कि उसकी मौत कोरोना की वजह से हुई है, शायद थोड़ा गलत होगा, लेकिन सच्चाई है कि ऐसे तीन लोगों की मौत हुई है, जिनको कोरोना था। इन तीनों में से दो दिल्ली के बाहर के रहने वाले थे। 

सीएम अरविंद केजरीवाल ने कहा कि इस वक्त हमारे पास कोरोना के जितने भी मामले आ रहे हैं, उनका हम 100 फीसद जीनोम सीक्वेंसिंग करा रहे हैं। इसके पीछे हमारा मकसद यह है कि अगर कोई भी नया वैरिएंट निकल कर आए तो हमें पहले ही पता चल जाए कि कहीं कोई चिंता का विषय तो नहीं है। दिल्ली में इस वक्त कोरोना का सर्वाधिक वैरिएंट एक्स बीबी1.16 का आ रहा है। लगभग 48 मामलों में एक्स बीबी1.16 वैरिएंट है और बाकी मामलों में भी इसी वैरिएंट के सब-वैरिएंट हैं। इस वैरिएंट के तीन गुण देखे जा रहे हैं। यह बहुत तेजी से फैल रहा है, लेकिन यह बिल्कुल भी सीवियर नहीं है। ना तो इसमें कोई तेज लक्षण हैं, ना ही ज्यादा अस्पताल में भर्ती होने की जरूरत है और ना ही इसमें मौत ज्यादा होने की चिंता है। एक्सबीबी1.16 वैरिएंट की सीवियरिटी कम है। एक्सबीबी1.16 वैरिएंट वैक्सीन की भी परवाह नहीं करता है। अगर आपने वैक्सीन भी लगवा रखा है तब भी आप पर हमला कर सकता है। हम लोग दिल्ली में सीवेज से एडवांस में पता करने की कोशिश कर रहे हैं कि कहीं कोरोना तो नहीं आ रहा है। इसके तहत हम दिल्ली के सात-आठ जगहों से सैंपल लेते हैं और उसका टेस्ट करते हैं। अगर कोरोना आता है तो पहले सीवेज में डिटेक्ट होना चालू हो जाता है। फरवरी के मध्य तक इसकी टेस्ट रिपोर्ट दिल्ली में पूरी तरह निगेटिव था। उसके बाद से कुछ सैंपल में पॉजिटिव आना चालू हुआ।

सीएम अरविंद केजरीवाल ने कहा कि वैसे तो कोरोना को लेकर चिंता करने की कोई बात नहीं है। फिर भी हमारी तरफ से इसे लेकर पूरी तैयारी है। अभी कोरोना के बहुत कम मामले हैं और कोई सीवियरिटी भी नहीं है। फिर भी सरकारी अस्पतालों में कोरोना मरीजों के लिए 7986 बेड्स तैयार हैं। इसमें ऑक्सीजन, वेंटिलेटर और आईसीयू बेड्स भी शामिल हैं। इन 7986 बेड्स में केवल 66 बेड्स पर ही मरीज हैं। सीएम ने बताया कि आरटीपीसीआर टेस्ट करने की हमारे पास पूरी क्षमता है। प्रतिदिन करीब 4 हजार आरटीपीसीआर टेस्ट हमारे सरकारी लैब में करने की क्षमता है और प्राइवेट लैब्स में प्रतिदिन एक लाख से ज्यादा टेस्ट करने की क्षमता है। दिल्ली में वैक्सीनेशन का प्रदर्शन भी राष्ट्रीय औसत से ज्यादा अच्छा रहा है। दिल्ली में 18 से अधिक उम्र के लगभग सभी लोगों को वैक्सीन लग चुकी है। वहीं, 18 से कम उम्र की श्रेणी में पहली डोज सबको लग चुकी है, जबकि दूसरी डोज करीब 85 फीसद लोगों को लग चुकी है। 

*10-11 अप्रैल को सभी सरकारी और प्राइवेट अस्पतालों की मॉड ड्रिल कर तैयारियों को परखा जाएगा- अरविंद केजरीवाल*

मुख्यमंत्री ने बताया कि हमारे पास पर्याप्त एंबुलेंस, ऑक्सीजन और ऑक्सीजन स्टोरेज की क्षमता है। हम लोगों ने खुद ही 26 मार्च को दिल्ली सरकार के 38 अस्पतालों में मॉड ड्रिल की थी और तैयारियां को परखा था। इस दौरान ऑक्सीजन की उपलब्धता और उपकरणों का जायजा लिया गया था। एक तरह से सारी चीजों का ट्रायल करके देखा गया था कि सारी चीजें काम कर रही हैं या नहीं कर रही हैं। केंद्र सरकार से भी दिशा-निर्देश आए हैं। 10-11 अप्रैल को दिल्ली के सभी सरकारी और प्राइवेट अस्पतालों की मॉड ड्रिल की जाएगी। दिल्ली सरकार की ओर से कोरोना के बारे में जागरूक करने और सावधानी बरतने के लिए मीडिया कैंपेन चलाया जाएगा और लोगों से गाइड लाइन का पालन करने की अपील की जाएगी। 

*सभी सरकारी अस्पतालों को कोरोना मरीजों के लिए आइसोलेशन वार्ड तैयार रखने के निर्देश- अरविंद केजरीवाल*

सीएम अरविंद केजरीवाल ने कहा कि एयरपोर्ट पर दो फीसद यात्रियों की रैंडम जांच की जा रही है। साथ ही, सभी सरकारी अस्पतालों को निर्देश दिए गए हैं कि कोरोना मरीजों के लिए आइसोलेशन वार्ड तैयार रखें। जैसे कि अगर आईएलबीएस में किसी का किडनी ट्रांसप्लांट हुआ और उसको कोरोना हो गया तो उसको कोरोना वाले अस्पताल में नहीं लेकर जाया जाया, बल्कि उसी अस्पताल के आइसोलेशन वार्ड में शिफ्ट कर दिया जाएगा। इससे उस मरीज के किडनी और कोरोना दोनों का इलाज होता रहेगा। हर सरकारी अस्पताल में एक आइसोलेशन वार्ड की तैयारी की गई है। जितने भी एक्यूट रेस्पेरेटरी वाले मरीज हैं, ऐसे मरीज को अस्पताल में प्रवेश करते ही मास्क दिया जाता है और उनका 100 फीसद सारे टेस्ट किए जा रहे हैं। इसके अलावा, इंफ्लुएंजा जैसे लक्षण वाले 5 फीसद मरीजों का रैंडम टेस्ट किए जा रहे हैं। 

सीएम अरविंद केजरीवाल ने दिल्ली में रहने वाले लोगों को आश्वस्त करते हुए कहा कि दिल्ली में लोगों को कोरोना को लेकर घबराने की जरूरत नहीं है, सरकार पूरी तरह से नजर रखे हुए है और किसी भी तरह की स्थिति का सामना करने के लिए पूरी तरह से तैयार है। इंफ्लुएंजा और सांस की बीमारी वाले मरीज मास्क लगाकर रखना चाहिए। हालांकि अभी तक केंद्र सरकार की ओर से मास्क लगाने को लेकर कोई गाइड लाइन नहीं है। केंद्र सरकार से जैसे-जैसे गाइड लाइन आएगी, हम उस पर कदम उठाएंगे।

केजरीवाल सरकार ने आज मुख्यमंत्री अधिवक्ता कल्याण योजना के तहत पंजीकरण की तिथि बढ़ाने की घोषणा की। बार काउंसिल ऑफ दिल्ली में नामांकित अधिवक्ताओं के लिए योजना के तहत अनिवार्य पंजीकरण अब 10.04.2023 तक खुला रहेगा। योजना का लाभ लेने के लिए अधिवक्ता www.cmaws.delhi.gov.in वेबसाइट पर अपना पंजीकरण कराकर फार्म भर सकते हैं।

इसके अलावा, दिल्ली सरकार ने स्पष्ट किया है कि वर्ष 2023-24 के लिए योजना के तहत लाभ प्राप्त करने के लिए नए सिरे से पंजीकरण कराना अनिवार्य है। जो आधिवक्ता 2020 और 2022 में आवेदन कर चुके हैं, उन्हें योजना के तहत लाभ प्राप्त करने के लिए नए सिरे से आवेदन करने की आवश्यकता है।

कानून मंत्री श्री  कैलाश गहलोत ने एक बयान में कहा, “मुझे मुख्यमंत्री अधिवक्ता कल्याण योजना पर अधिवक्ताओं से बहुत सकारात्मक प्रतिक्रिया प्राप्त हुई है। इस योजना का लाभ अधिक से अधिक अधिवक्ताओं को मिल सके इसके लिए हमने योजना के तहत पंजीकरण की तिथि बढ़ा दी है। मुख्यमंत्री अधिवक्ता कल्याण योजना दिल्ली सरकार की एक महत्वपूर्ण पहल है जो अधिवक्ताओं और उनके परिवारों को सुरक्षा प्रदान करती है। अधिवक्ताओं को हमेशा सहयोग प्रदान करने के लिए मैं मुख्यमंत्री अरविंद केजरीवाल को धन्यवाद देता हूं।”

अधिवक्ताओं द्वारा समाज में निभाई जा रही भूमिका और उनके क़ानूनी योगदान को देखते हुए, केजरीवाल सरकार ने दिसंबर 2019 में मुख्यमंत्री अधिवक्ता कल्याण योजना की घोषणा की थी। यह योजना दिल्ली में पंजीकृत अधिवक्ताओं के लिए ग्रुप (लाइफ) इंश्योरेंस प्रदान करती है, जिसके अंतर्गत प्रति वकील 10 लाख का जीवन बिमा मिलता है और अधिवक्ता,उनके पति या पत्नी और दो आश्रित बच्चों के लिए 25 वर्ष  की आयु तक 5 लाख के बीमा फैमिली फ्लोटर राशि  का ग्रुप मेडिक्लेम कवरेज मिलता है।

अब तक, केजरीवाल सरकार ने योजना के तहत अधिवक्ताओं के कल्याण पर लगभग 100 करोड़ रुपये खर्च किए हैं। इसमें जीवन बीमा के लिए 32 करोड़ से अधिक और मेडिक्लेम के लिए 66 करोड़ से अधिक खर्च किए गए हैं। दिनांक 10.12.2020 से अब तक 4100 से अधिक अधिवक्ताओं एवं उनके परिवारों को स्वास्थ्य बीमा का लाभ मिल चुका है। साथ ही, समूह (जीवन) बीमा पॉलिसी के तहत अधिवक्ताओं के 200 से अधिक परिवारों को 10-10 लाख रुपये का क्लेम प्रदान किया गया है।

The Kejriwal Government today announced the extension of the date of registration under its Chief Minister Advocates’ Welfare Scheme. The mandatory registration under the scheme for practising Advocates enrolled with the Bar Council of Delhi will now be open till 10.04.2023. To avail of the benefits of the scheme, Advocates can get themselves registered and fill out the form at the website ‘https://www.cmaws.delhi.gov.in‘.

Further, the Delhi Government has clarified that to avail of the benefit under the scheme for the year 2023-24, a fresh registration is mandatory. And therefore, those who already applied under the scheme on previous occasions i.e. in the years 2020 and 2022, need to apply afresh to continue to avail the benefits under the scheme. 

In a statement, Law Minister Shri Kailash Gahlot said, “I’m happy to receive very positive feedback on the Chief Minister Advocates’ Welfare Scheme and to note steady progress in the number of claims being settled. We have extended the date of registration under the scheme so that a maximum number of advocates can be benefitted. The Chief Minister Advocates’ Welfare Scheme is a valuable initiative of the Delhi Government that offers protection to the advocates and their families. I thank Chief Minister Shri Arvind Kejriwal for providing support to the legal fraternity and wish all Advocates the very best in their professional endeavours.”

In recognition of the role being played by the Advocates in society, the Delhi Government announced the Chief Minister Advocates’ Welfare Scheme in December 2019. The scheme provides for Group (Life) Insurance for practising advocates registered in Delhi, providing life cover of Rs. 10 Lakhs per advocate and Group Mediclaim coverage for the advocate, their spouse and two dependent children up to the age of 25 years for a family floater sum insured of Rs. 5 Lakh. 

To date, the Kejriwal Government has spent nearly 100 crores on the welfare of Advocates under the scheme. This includes more than 32 crores for life insurance and more than 66 crores for Mediclaim. Since 10.12.2020 to till date, more than 4100 lawyers and their families have benefitted from health insurance. Also, more than 200 families of the Advocates have been provided with a claim of Rupees 10 lakh each under the Group (life) Insurance Policy.

Kejriwal Government’s Ambedkar University Delhi (AUD) will launch five new schools of science and social science from the academic session 2023-24 as part of the institution’s expansion project. The new schools will offer undergraduate & postgraduate programs in Public Policy, Mathematics & Data Science, Indigenous Knowledge & Tribal Studies, Media Studies, and Philosophy & Religion Studies. The Education Minister, Ms. Atishi, held a review meeting with officials from the higher education department and AUD to discuss the development of the new schools.

Speaking about the expansion of AUD and new schools, Ms. Atishi said, “The addition of these new schools at AUD is a positive step towards improving the quality of higher education in India and preparing students as per rapidly changing industrial demands. Programmes offered by AUD will especially focus on developing new age 21st-century skills among students.” She added that the programmes to be offered by the new schools are being designed in consultation with experts from the respective field, which will help in bridging the gap between academic research and practical applications.

She said, “Under the leadership of Chief Minister Shri Arvind Kejriwal, expanding opportunities for learning in niche areas is the priority of the higher education institutions. Following the same, these new schools are being introduced in AUD.” 

Ms. Atishi further added that the new schools would raise the benchmark for innovative higher education in India and promote diversity and innovation in the field of higher education. The specialized programmes in public policy, mathematics and data science, and media studies will equip students with specialized knowledge and skills that are in demand in today’s job market. In addition, the new schools will incorporate 21st-century skills into their curriculum, including critical thinking, problem-solving, digital literacy, collaboration, entrepreneurship, and global awareness.

The launch of these new schools is a positive development for the education sector in India. The addition of the five new schools is part of AUD’s expansion project, which aims to enhance student strength to about 26,000 in the future. 

It is to be noted that as a part of AUD’s expansion project, the Kejriwal Government is building two new campuses of Ambedkar University at Dheerpur and Rohini. The Ambedkar University campus at Rohini is spread over 164130 sqm. The campus at Dheerpur is spread over 200759 sqm.

केजरीवाल सरकार द्वारा अंबेडकर यूनिवर्सिटी के शैक्षिक विस्तार के तहत अंडर ग्रेजुएट और पोस्ट ग्रेजुएट कोर्सेज के लिए शैक्षणिक सत्र 2023-24 से यहाँ 5 नये स्कूल की शुरुआत की  जा रही है। 

ये नए स्कूल पब्लिक पॉलिसी, मैथमेटिक्स एंड डेटा साइंस, इंडीजीनीयस नॉलेज एंड ट्राइवल स्टडीज़,मीडिया स्टडीज़ व फ़िलासफ़ी एंड रिलीजियस स्टडी शामिल है। शिक्षा मंत्री आतिशी ने अंबेडकर यूनिवर्सिटी व उच्च शिक्षा विभाग के अधिकारियों के साथ शुक्रवार को इस बाबत एक समीक्षा बैठक की।

अंबेडकर यूनिवर्सिटी में आने वाले सत्र से यूजी और पीजी कोर्सेज के लिए शुरू हो रहे 5 नए स्कूल विश्वविद्यालय के शैक्षिक विस्तार पर साझा करते हुए शिक्षा मंत्री आतिशी ने कहा कि अंबेडकर यूनिवर्सिटी में इन नए स्कूलों को जोड़ना भारत में उच्च शिक्षा की गुणवत्ता में सुधार और तेजी से बदलती औद्योगिक मांगों के अनुसार छात्रों को तैयार करने की दिशा में एक महत्वपूर्ण कदम है। उन्होंने कहा कि इन स्कूलों के माध्यम से यूनिवर्सिटी छात्रों के बीच 21वीं सदी के नए युग के कौशल विकसित करने पर फोकस करेगी।

उन्होंने कहा, “मुख्यमंत्री श्री अरविंद केजरीवाल जी के नेतृत्व में कौशल आधारित शिक्षा के अवसर प्रदान करना उच्च शिक्षा संस्थानों की प्राथमिकता है। इसी दिशा में अंबेडकर यूनिवर्सिटी में ये नए स्कूल शुरू किए जा रहे है।

शिक्षा मंत्री आतिशी ने आगे कहा कि,किसी भी देश के उच्च शिक्षा संस्थान ये तय करते है कि वो देश किन ऊँचाइयों तक पहुँचेगा। इस दिशा में उच्च शिक्षा के क्षेत्र में अंबेडकर यूनिवर्सिटी के ये नए स्कूल भारत में उच्च शिक्षा के नए आयाम स्थापित करेंगे और उच्च शिक्षा के क्षेत्र में विविधता और नवाचार को बढ़ावा देंगे। 

शिक्षा मंत्री ने कहा कि ये नए स्कूल पब्लिक पॉलिसी, मैथमेटिक्स एंड डेटा साइंसेज़ और मीडिया स्टडीज़ जैसे स्पेशलाइज्ड प्रोग्राम हमारे छात्रों को जरुरी स्किल से लैस करेंगे। उन्होंने कहा कि इन नए स्कूलों का शुभारंभ भारत में उच्च शिक्षा के लिए एक सकारात्मक पहल है। 

उल्लेखनीय है कि अंबेडकर यूनिवर्सिटी के विस्तार परियोजना के तहत केजरीवाल सरकार धीरपुर और रोहिणी में अंबेडकर विश्वविद्यालय के दो नए परिसरों का निर्माण करवाने जा रही है। रोहिणी में अंबेडकर विश्वविद्यालय का परिसर 164130 वर्गमीटर में फैला हुआ है। धीरपुर में परिसर 200759 वर्गमीटर में फैला होगा।इन दोनों परिसरों के निर्माण होने के बाद यहाँ 26,000 से अधिक छात्र दाख़िला ले सकेंगे।

दिल्ली के वकीलों को केजरीवाल सरकार द्वारा मिल रही बिजली सब्सिडी को रोकने के लिए उपराज्यपाल व भाजपा द्वारा षड्यंत्र रचा जा रहा है| इसका विरोध जताते हुए दिल्ली के विभिन्न जिला न्यायालयों के अधिवक्ताओं के प्रतिनिधि मंडल ने शुक्रवार को उर्जा मंत्री आतिशी से मुलाकात की| बैठक में बिजली मंत्री आतिशी ने वकीलों  को आश्वासन देते हुए कहा कि एलजी और भाजपा चाहे कितनी भी साजिशे रच ले लेकिन जबतक दिल्ली में अरविन्द केजरीवाल जी की सरकार है तबतक हम किसी की भी बिजली सब्सिडी रुकने नहीं देंगे|

इस मौके पर मीडिया से मुखातिब होते हुए बिजली मंत्री आतिशी ने कहा कि दिल्ली में भारतीय जनता पार्टी और एलजी साहब मिलकर चुनी हुई सरकार व दिल्लीवासियों के विरुद्ध दिन रात षड्यंत्र कर रहे है| और ये साजिश रच रहे है कि किस तरह दिल्ली के वकीलों को मिलने वाली बिजली सब्सिडी को रोका जाए| उन्होंने कहा कि कल बिजली विभाग से मेरे पास प्रस्ताव आया कि वकीलों के चैम्बर को मिलने वाली बिजली सब्सिडी रोकी जाए|

बिजली मंत्री ने कहा कि इस बाबत जब उन्होंने बिजली विभाग के अधिकारीयों से बातचीत की तो पता चला कि अधिकारीयों के उपर एलजी साहब और उनकी शह में भाजपा के नेताओं का बहुत दबाव है कि वकीलों की सब्सिडी रोकी जाए| लेकिन मेरा दिल्ली के वकीलों और को आश्वासन है कि जबतक दिल्ली में अरविंद केजरीवाल जी की सरकार है, कोई कितनी भी कोशिश कर ले, षड्यंत्र कर ले हम बिजली सब्सिडी को रुकने नहीं देंगे|

वकील के प्रतिनिधिमंडल ने कहा कि,जब हमें पता चला कि हमारे चैम्बर के बिजली सब्सिडी को खत्म करने का प्रयास किया जा रहा है तब हम सभी ने आज बिजली मंत्री आतिशी जी से मिलने का निर्णय लिया| यहाँ आकर हमें पता चला कि हमारी बिजली सब्सिडी को ख़त्म करने की दिल्ली सरकार की कोई भी ऐसी मंशा नहीं है| और ये सारा का सारा षड्यंत्र भाजपा व उपराज्यपाल द्वारा किया गया है| उन्होंने कहा कि देश में पहली बार कोई ऐसी सरकार आई है जिसने वकीलों के बारे में सोचना शुरू किया है, हमें उम्मीद है कि बिजली सब्सिडी के इस मुद्दे पर भी अरविन्द केजरीवाल जी की सरकार हमारी मदद करेगी|

Expressing their opposition to LG & BJP’s attempts to stop power subsidy, a delegation of representatives of advocates from various district courts in Delhi met with Power Minister Ms. Atishi on Friday. During the meeting, the Power Minister assured the advocates that no matter how many conspiracies LG and BJP may hatch, as long as the government of Chief Minister Shri Arvind Kejriwal is in power in Delhi, they will not let anyone’s power subsidy stop.

Interacting with the media on this occasion, Power Minister Ms. Atishi said, “Bharatiya Janata Party (BJP) and LG are conspiring day and night against the elected government and the people of Delhi. Now they are plotting to stop the power subsidy that is provided to the advocates of Delhi.” She said that yesterday, the power department proposed to her that the power subsidy given to the advocates’ chambers be stopped.

The Power Minister said that when she questioned the officials of the power department on this matter, they answered that there is a lot of pressure from LG and BJP leaders on their department to stop the subsidy for advocates. She further said, “But I assure the advocates of Delhi that as long as Kejriwal Government is in power in Delhi, no matter how many conspiracies are hatched, we will not let the power subsidy stop.”

The Advocates’ representatives said, “As soon as we got to know that our power subsidy is being stopped on the directions of LG, we rushed to meet the Power Minister. She assured us that, till CM Arvind Kejriwal is in power, our power subsidies will never be stopped. This is a very crucial subsidy for us that has reduced our financial burden to a great extent. We will support the government in its every effort to continue this.” They added that for the first time, any government thought about the advocates and this power subsidy started by the Kejriwal Government should continue.

CBI revealed an alleged ‘Cash-for-treatment’ scam in central government-run Safdarjung Hospital. Doctors along with brokers have been caught demanding bribes from poor people for treatment, overbilling patients and laundering money. 

Delhi Health Minister Shri Saurabh Bhardwaj on Friday, 31st March held a meeting with senior officials of the health department and HODs of various hospitals to review measures adopted to prevent corrupt practices and stop interference of unlawful brokers in Delhi Government hospitals. While such complaints have not been made against Delhi government hospitals, the Health Minister directed hospital administrators to conduct regular audits to prevent unlawful and corrupt practices in the hospital. He also directed the hospital management to take strict action if anyone is found duping patients into paying bribes in return for treatment in Delhi Government Hospitals. 

While directing officers, Health Minister Shri Saurabh Bhardwaj said that all hospitals should ensure adequate supply of medical implants and ensure that patients do not have to wait long for the surgeries. He also insisted that patients should not get treatment on the basis of any preference, but based on the severity of the disease.

All hospitals have been maintaining patient registers in OPD, IPD and operation theaters with complete patient information including patient’s name, date of first visit to the hospital, expected and completed date of surgery. Through these registries, hospital management has been directed to ensure that patients are getting treatment on a ‘first come first serve’ basis. In case of an emergency or specific referrals, the hospitals have been directed to mention the reason for any escalation. 

During the meeting, Health Minister Saurabh Bhardwaj emphasised the Delhi Government’s resolve to ensure zero corruption and to provide citizens world class health treatment without any hassle. He said, “The CBI has recently busted a Cash for Treatment scam in Delhi’s Safdarjung Hospital. The CBI has arrested five people, including a neurosurgeon of the hospital. If doctors cheat patients in the name of treatment, then it is a matter of concern. The Kejriwal government strives to make world-class corruption-free health facilities more accessible for Delhi residents. We have provided more than sufficient budgets to all hospitals so that they can provide free of cost treatment to all patients who are coming to them for treatment. I’ve directed hospitals to conduct regular audits and take stern action including termination of post of any employee, if they are found involved in corrupt practices.”   

The accused doctor in the alleged ‘Cash-for-treatment’ scam in central government-run Safdarjung Hospital used to mislead patients, demand money for giving medical advice and conducting surgery. 

While such cases have not been reported in Delhi government hospitals, the Health Minister has directed hospital management to take strict action if any staff member is found to be involved in corrupt practices. He instructed the hospital management to ensure that brokers and touts are not seen within hospital premises. If any complaints are received then the hospital management will be held responsible. Hospital administrators were asked to monitor the entire system with more vigilance. 

Health Minister Shri Saurabh Bhardwaj directed all hospitals to renew their rate contracts for implants as soon as possible.To prevent preferential treatment, patients should be treated on a ‘first come first serve basis’ and based on the severity of their disease. Additionally, hospitals have been directed to maintain patient registers with complete patient information including patient’s name, date of first visit to the hospital, expected and completed date of surgery. These registers are to be managed by the HOD and reviewed by the Medical Superintendent of the hospital on a monthly basis. This will not only ensure transparency at all levels but will also prevent brokers from interfering in the system. 

Health Minister Shri Saurabh Bhardwaj said that health is a priority area for the Kejriwal government. Therefore, any kind of negligence will not be tolerated in providing health facilities to the people. There should be no compromise with the facilities provided to the patients in the hospitals. Delhi government hospitals should continue providing world class treatment to residents of Delhi.

जैसा कि ज्ञात है कि बीते कल मीडिया में केंद्र सरकार के दिल्ली स्थित सफदरजंग अस्पताल में पैसे लेकर इलाज करने के रैकेट का मामला सामने आया है। सीबीआई ने इस मामले का खुलासा किया है जहां  डॉक्टर, बिचौलियों के जरिए मरीजों को एक विशेष कंपनी से उपकरण खरीदने को कहता था।  इस मामले की गंभीरता को देखते हुए दिल्ली के सरकारी अस्पतालों में इस तरह की गतिविधियाँ न पनपने पाएं, इसे लेकर स्वास्थ्य मंत्री सौरभ भारद्वाज ने शुक्रवार को स्वास्थ्य विभाग के वरिष्ठ अधिकारियों और विभिन्न अस्पतालों के एमडी व एचओडी के साथ बैठक की। इस दौरान स्वास्थ्य मंत्री सौरभ भारद्वाज ने अस्पतालों के प्रबंधनों को निर्देशित करते हुए कहा कि सभी अस्पताल अपने रेट कॉन्ट्रैक्ट जल्द से जल्द रिन्यू करें, ताकि मरीजों को समय पर स्वास्थ्य सुविधाओं का लाभ मिल सके। साथ ही सर्जरी के लिए ज्यादा इंतजार न करना पड़े। इसके अलावा मरीजों को किसी रिश्वत के आधार पर नहीं, बल्कि उन्हें पंक्ति और बीमारी की गंभीरता को देखते हुए प्राथमिकता के अधार पर इलाज दिया जाए।  उन्होंने कहा कि सभी अस्पताल प्रबंधन मरीजों के इलाज से संबंधित अपना रजिस्टर मेंटेन करें, जिसमें मरीज का नाम, अस्पताल में पहले दिन आने की तिथि और सर्जरी की तिथि सहित पूरी जानकारी हो। साथ ही यह भी सुनिश्चित किया जा सके कि मरीजों को अस्पताल क्यु के आधार पर ही इलाज मिल रहा है। बैठक के दौरान एलएनजेपी ,एलबीएच अस्पताल, जीटीबी , जीबी पंत अस्पताल, दीन दयाल उपाध्याय अस्पताल के विभिन्न विभागों के एचओडी मौजूद रहें।

*अस्पतालों में व्यवस्था पर रखी जाएगी खास निगरानी* 

स्वास्थ्य मंत्री सौरभ भारद्वाज ने कहा कि सीबीआई ने हाल ही में केंद्र सरकार के दिल्ली के सफदरजंग अस्पताल में पैसे लेकर इलाज करने के रैकेट का भंडाफोड़ किया है। सीबीआई ने अस्पताल के एक न्यूरो सर्जन समेत पांच लोगों को गिरफ्तार किया है। अगर डॉक्टर ही इलाज के नाम पर मरीजों के साथ ठगी करें, तो यह चिंता की बात है। अगर कोई दलाल अस्पतालों में मरीजों को भ्रमित करते हैं और उनसे आर्थिक लाभ उठाने या उन्‍हें अन्‍य अस्‍पतालों में सुविधाएं दिलवाने की बात कहकर मरीजों से दलाली करने का काम करें, तो तुरंत उसके खिलाफ कार्रवाई की जाएगी। पूरी व्यवस्था पर खास निगरानी रखी जाएगी। हर विभाग में एचओडी की जिम्मेदारी मरीजों से संबंधित रजिस्टर को मेंटेन करने की होगी। एमडी द्वारा हर महीने इसे चेक किया जाएगा। ताकि हर स्तर पर सिस्टम में पारदर्शिता बनी रहें। 

बैठक के दौरान स्वास्थ्य मंत्री ने जीबी पंत अस्पताल को पिछले तीन महीनों का मरीजों का रजिस्टर रिकार्ड देने के निर्देश दिए। वहीं, एलबीएचएस को 31 जून तक मेडिकल इंप्लाट के लिए रेट कॉन्ट्रैक्ट रिन्यू करने के लिए कहा। 

*सिस्टम में ज्यादा पारदर्शिता के लिए हर अस्पताल को मेटेंन करना होगा रजिस्टर*

स्वास्थ्य मंत्री सौरभ भारद्वाज ने कहा कि इंप्लाट के लिए सभी अस्पताल रेट कॉन्ट्रैक्ट जल्द से जल्द रिन्यू करें। ताकि अधिक से अधिक मरीजों को मुफ्त स्वास्थ्य सुविधाओं को लाभ मिल सके। इसके अलावा अस्पताल में पंक्ति और बीमारी की गंभीरता को देखते हुए ही इलाज मुहैया करवाया जाए। हर अस्पताल के प्रबंधन एक रजिस्टर मेंटेन करें, जिसमें मरीज का नाम, अस्पताल में पहले दिन आने की तिथि और सर्जरी की तिथि की सहित पूरी जानकारी मौजूद हो। इससे यह सुनिश्चित किया जा सके कि मरीजों को अस्पताल क्यु के आधार पर ही इलाज मिल रहा है। साथ ही दलालों के हस्तक्षेप को रोकने में मदद मिलेगी और सिस्टम में ज्यादा पारदर्शिता होगी। 

*जनता को स्वास्थ्य सुविधाएं मुहैया कराने में किसी भी तरह की लापरवाही बर्दाश्त नहीं की जाएगी*

स्वास्थ्य मंत्री सौरभ भारद्वाज ने कहा केजरीवाल सरकार के लिए स्वास्थ्य प्राथमिकता का क्षेत्र है। इसलिए लोगों को स्वास्थ्य सुविधाएं मुहैया कराने में किसी भी तरह की लापरवाही बर्दाश्त नहीं की जाएगी। अस्पतालों में मरीजों को मिलने वाली सुविधाओं से कोई समझौता नहीं होना चाहिए।  उन्होंने कहा कि हमारा उद्देश्य दिल्ली के सरकारी अस्पतालों को पूरे देश में सबसे बेहतरीन अस्पतालों में से एक बनाना है। मुख्यमंत्री अरविंद केजरीवाल के निर्देशों का पालन करते हुए दिल्ली के अस्पतालों में ट्रीटमेंट फेसिलिटी को और सुगम बनाया जा रहा है। साथ ही मौजूदा अस्पतालों में जरूरी बदलाव करके उन्हें वातानुकूलित बनाया जा रहा है।

Continuing their agenda to impede the provision of free electricity to the people of Delhi, the LG and BJP leaders are now repeatedly pressurising officials in the power department to stop power subsidies to farmers and advocates. At a press conference held on Thursday, Power Minister Ms. Atishi lashed out at the LG and BJP for meddling in the Kejriwal government’s initiative to provide free electricity to the people of Delhi. 

While addressing the press conference the Power Minister said, “This morning, I received a file from the power department. In it, the department has proposed to discontinue the power subsidy provided by the Kejriwal government to the farmers and advocates of Delhi.” She said that neither the elected government of Delhi nor the Power Minister gave any orders to stop the power subsidy for farmers and advocates, so where did this proposal come from?

She added that when she met with the officers of the power department to discuss the file, they all said that there is a lot of pressure from the BJP and the LG to stop the power subsidy provided by the Delhi government in any way possible. They said that the proposal to stop the power subsidies to farmers and lawyers was made under pressure from the LG. 

Ms Atishi said, “It is true that the LG and BJP leaders hate CM Shri Arvind Kejriwal but it is not right to deprive people of Delhi of the basic amenities due to this reason. Ever since we received this proposal, farmers of Delhi are worried that their power subsidy by the government will stop. Similarly, the advocates are also worried that the power subsidy they get will be stopped.” 

While giving assurance to the farmers and advocates through the media, Power Minister Ms. Atishi said, “ No matter how many conspiracies are hatched and no matter who passes any file under pressure from the LG, free electricity for any resident of Delhi will not be stopped as long as CM Shri Arvind Kejriwal’s government is in power.” She added that Delhi LG must remember that the people of Delhi also vote for BJP, and his dirty politics to disrupt the free power supply in Delhi will impact his party too. This would be an injustice to the people of Delhi.

एलजी और भाजपा के नेता दिल्ली में बिजली विभाग के अधिकारीयों पर लगातार दबाव बनाकर दिल्ली के किसानों और वकीलों को अरविन्द केजरीवाल सरकार द्वारा मिलने वाली बिजली सब्सिडी पर रोक लगाना चाहते है| बुधवार को एक प्रेस-कांफ्रेंस द्वारा इस षड्यंत्र का पर्दाफाश करते हुए बिजली मंत्री आतिशी ने कहा कि, मुख्यमंत्री अरविन्द केजरीवाल से नफरत करते करते एलजी अब दिल्ली के अन्नदाताओं और वकीलों से भी नफरत करने लगे है| यही कारण है कि अब वे दिल्ली के किसानों और वकीलों को मिलने वाली बिजली सब्सिडी रोकना चाहते है| 

आतिशी ने साझा करते हुए कहा कि बतौर बिजली मंत्री उनके पास बिजली विभाग से एक फाइल आई| उस फाइल में बिजली विभाग ने ये प्रस्तावित किया है कि जो बिजली सब्सिडी केजरीवाल सरकार दिल्ली के किसानों को, दिल्ली के वकीलों को देती है| उसे बंद कर दिया जाए| उन्होंने कहा कि दिल्ली की चुनी हुई सरकार ने, मुख्यमंत्री ने बिजली मंत्री ने इसको लेकर कोई आदेश ही नहीं दिया कि किसानों और वकीलों के चैम्बर में मिलने वाली बिजली सब्सिडी रोकनी है तो आख़िरकार ये प्रस्ताव कहा से आया? 

बिजली मंत्री ने कहा कि इस बाबत उन्होंने जब आज बिजली विभाग के अधिकारीयों से बात की तो अधिकारीयों ने एक ही सुर में जबाव दिया कि उन सभी के ऊपर वकीलों-किसानों की बिजली सब्सिडी बंद करने को लेकर एलजी साहब का, भाजपा के नेताओं का बहुत ज्यादा दबाव है| एलजी और भाजपा के नेता बार-बार दबाव बना रहे है कि किसी न किसी तरह से अरविन्द केजरीवाल सरकार द्वारा दिल्ली के लोगों को मिल रही फ्री बिजली को रोका जाए| अधिकारीयों ने बताया कि भाजपा के नेता एलजी दफ्तर में बैठे होते है वहां से रोजाना एलजी अधिकारीयों को वहां बुलाया जाता है उन्हें फ्री बिजली को बंद करने का दबाव बनाया जाता है| 

बिजली मंत्री आतिशी ने कहा कि दिल्ली के अन्नदाताओं किसानों और वकीलों को मिलने वाली बिजली सब्सिडी रोकने के लिए भी अधिकारीयों पर एलजी साहब ने ही दबाव बनाया है| उन्होंने कहा कि हमें पता है की एलजी साहब आम आदमी पार्टी से नफरत करते है, अरविन्द केजरीवाल जी से नफरत करते है लेकिन मेरा उनसे निवेदन है कि आप अरविन्द केजरीवाल जी से नफरत करते करते दिल्ली की जनता से नफरत न करने लगे| इसी नफरत के कारण एलजी अब दिल्ली के अन्नदाताओं किसानों से नफरत करने लगे है, दिल्ली के वकीलों से नफरत करने लगे है और उनकी बिजली सब्सिडी रोकना चाहते है| 

बिजली मंत्री आतिशी ने कहा की जब से यह प्रस्ताव हम सभी के बीच आया है तब से दिल्ली के किसान एक ही बात पूछ रहे है कि क्या हमे खेतों की सिचाई के लिए मिलने वाली बिजली सब्सिडी बंद हो जायेंगी ? वही वकील भी इसी बात को लेकर परेशान है कि क्या उनके चैम्बर में मिलने वाले बिजली सब्सिडी को रोक दिया जायेगा |  

उन्होंने मीडिया के माध्यम से सभी अन्नदाताओं को व वकीलों को आश्वस्त करते हुए कहा कि,चाहे कोई कितना भी षड्यंत्र कर ले और LG साहब और भाजपा के नेता अधिकारीयों पर कितना भी दबाव बना ले लेकिन जब तक दिल्ली में अरविंद केजरीवाल जी की सरकार है, हम न तो दिल्ली के किसानों की और न वकीलों की बिजली सब्सिडी रुकने देंगे और न ही दिल्ली के किसी भी और नागरिक की फ्री बिजली रुकने नहीं देंगे| एलजी कितनी भी कोशिश कर ले, भाजपा कितनी भी कोशिश कर ले लेकिन अरविन्द केजरीवाल जी दिल्लीवालों के हक़ के लिए उनकी बेहतर जिन्दगी के लिए लड़ते रहेंगे और दिल्ली के हर नागरिकों को उनका अधिकार मिलता रहेगा|

Education Minister Ms. Atishi addressed Delhi Government school teachers, principals and happiness coordinators at an event organised by the Education Department at Thyagaraj Stadium on Thursday. She discussed the responsibilities of teachers and administrators and highlighted the role of happiness curriculum and mindfulness in the entire process of teaching and learning in Delhi Government schools.

On this occasion, the Education Minister said, “the Happiness Curriculum has taught our school children to become better human beings. Now, after its success in schools, the Government will take it to society and people as well, where school children will teach people to be happy through the important component of the Happiness Curriculum such as mindfulness.”

Ms. Atishi, continued, “Today lakhs of children studying in Delhi government schools begin their day with mindfulness, and there cannot be a better start of the day than this for teachers and children. Children studying in government schools face many social and family challenges and come to school with that burden. In such a situation, when the day starts with mindfulness in schools, all the stress of children is relieved, and they become ready to learn positively.” She further said that under the happiness curriculum, mindfulness has not only helped children but also helped in reducing the stress of teachers. 

Sharing about the Happiness Curriculum, the Education Minister said that the introduction of the Happiness Curriculum in Delhi government schools had worked to give a vision to schools and the purpose of education. She stated that in most schools in the country, children are always taught and given the syllabus related to their subjects. However, important issues such as how to increase their self-confidence, deal with daily life problems, and improve their relationships are often ignored. As a result, children are not able to manage their mental stress, which shows a negative impact. 

She said that in our society, there is a notion that if a child is getting good grades, it means that they are very intelligent and will do well in their life. However, as soon as they have to face difficulties in their life, they are not prepared for it.

The Education Minister said that Chief Minister Shri Arvind Kejriwal and former Education Minister Shri Manish Sisodia took this matter seriously and initiated the Happiness Curriculum in Delhi government schools, which helps children from nursery itself to recognize their abilities and understand themselves well from an early age so that they can face the challenges of life with confidence. 

Ms. Atishi spoke of the success of the curriculum and said that since the teachers have implemented this curriculum in their classrooms, not only have the results of Delhi government school children improved, but there has also been a very positive impact on their behaviour and personality. The Happiness Class has taught Delhi government school children to become better humans and responsible citizens, and the role of our teachers in this has also been important.

Lastly, the Education Minister said, “Based on the energy of happiness, we aim to create not only good professionals but also good human beings. We have taken this responsibility in Delhi, and now the education systems of the country and the world need to take up this responsibility. The day when the education system of the whole world takes up this responsibility, from that day onwards, every person in the world will learn how to be happy.”

इस मौके पर शिक्षा मंत्री ने साझा करते हुए कहा कि हैप्पीनेस करिकुलम ने हमारे स्कूलों के बच्चों के बेहतर इंसान बनना तो सिखाया है| अब स्कूलों में इसकी सफलता के बाद हम इसे समाज में और लोगों तक भी  लेकर जायेंगे| जहाँ स्कूली बच्चे हैप्पीनेस करिकुलम के अहम् कॉम्पोनेन्ट माइंडफुलनेस के जरिए लोगों को खुश रहना सिखायेंगे|

शिक्षा मंत्री आतिशी ने कहा कि,आज दिल्ली सरकार के स्कूलों में में पढ़ रहे लाखों बच्चे अपने दिन की शुरुआत माइंडफुलनेस से करते है और शिक्षकों व बच्चों के लिए दिन की इससे बेहतर शुरुआत नहीं हो सकती है| उन्होंने कहा कि सरकारी स्कूल में पढ़ने वाले बच्चे बहुत-सी सामाजिक व पारिवारिक चुनौतियों का सामना करते है और उसी बोझ के साथ स्कूल आते है| ऐसे में जब स्कूल में माइंडफुलनेस के साथ उनके दिन की शुरुआत होती है तो बच्चों का सारा तनाव दूर हो जाता है और वो सकारात्मक तरीके से सीखने के लिए तैयार होते है| उन्होंने कहा कि,हैप्पीनेस करिकुलम के तहत माइंडफुलनेस न केवल बच्चों का बल्कि शिक्षकों के तनाव को दूर करने में भी मदद की है| और अब बाकी लोग भी इसका फायदा उठा सकेंगे|

हैप्पीनेस करिकुलम पर साझा करते हुए शिक्षा मंत्री आतिशी ने कहा कि, दिल्ली सरकार के स्कूलों में हैप्पीनेस करिकुलम की शुरुआत ने ये विज़न देने का काम किया है कि शिक्षा को हमे किस दिशा में लेकर जाना है और शिक्षा का असल मकसद क्या है| उन्होंने ने कहा कि देश के अधिकतर स्कूलों में हमेशा बच्चों को उनके सब्जेक्ट से जुड़े हुए चीजों को सिखाने व  सिलेबस पूरा करने पर दिया गया है| लेकिन उनके अंदर आत्मविश्वास कैसे बढ़ाएं,  रोजमर्रा की जिन्दगी में आने वाली समस्याओं का सामना कैसे किया जाएँ,आपकी रिश्ते कैसे बेहतर किए जाये ऐसे अहम मुद्दे कहीं न कही उपेक्षित रह गए है| इसका कारण है कि बच्चे तनाव पर काबू करना नहीं सीख पाते और उसका बेहद नकारात्मक प्रभाव देखने को मिलता है| 

उन्होंने कहा कि हमारे समाज में एक अवधारणा है कि अगर किसी बच्चे के अच्छे अंक आ रहे है तो इसका मतलब है की वो बहुत तेज है और अपनी जीवन में आगे चलकर अच्छा करेगा, लेकिन जैसे ही उसे अपने जीवन में मुश्किलों का सामना करना पड़ता है तो वह उसके लिए तैयार नहीं होता है|   

शिक्षा मंत्री ने कहा कि मुख्यमंत्री अरविंद केजरीवाल व तत्कालीन शिक्षा मंत्री मनीष सिसोदिया  ने इस विषय को गंभीरता से लेते हुए  दिल्ली के सरकारी स्कूलों में  हैप्पीनेस करिकुलम की शुरुआत की जिससे नर्सरी में पढ़ने वाले बच्चों को छोटी उम्र से ही अपनी  योग्यता को पहचानने व अपने आप को अच्छी तरह से समझने  में मदद मिल सके| वो जीवन में आने वाली कठिनाइयों का डटकर सामना करने के लिए बचपन से ही तैयार रह सके | 

उन्होंने कहा कि हमारे शिक्षकों ने अपनी कक्षाओं में इसका बेहतर कार्यान्वयन किया है इसका नतीजा है कि दिल्ली सरकर के स्कूलों के बच्चों के न केवल रिजल्ट में सुधार आया है बल्कि उनके व्यवहार और व्यक्तित्व में भी बहुत ही सकारात्मक प्रभाव दिख रहे है| हैप्पीनेस क्लास ने हमारे बच्चों को एक बेहतर इन्सान और जिम्मेदार नागरिक बनना सीखाया है और इसमें हमारे शिक्षकों की भूमिका भी अहम् रही है|

शिक्षा मंत्री ने कहा कि हैप्पीनेस की ऊर्जा के दम पर हमारा मकसद अच्छे प्रोफेशनल्स के साथ-साथ अच्छे इंसान भी बनाना है। दिल्ली में हमने यह जिम्मेदारी ली है अब देश और दुनिया की शिक्षा व्यवस्था को इस जिम्मेदारी को लेने की जरूरत है। जिस दिन पूरे विश्व की शिक्षा व्यवस्था ने यह जिम्मेदारी लेगी उस दिन से विश्व का हर व्यक्ति खुश रहना सीख जाएगा।

The Kejriwal government is geared up to deal with any situation arising due to the increasing cases of Corona in Delhi. With the current positivity rate in the national capital exceeding 10 percent, the government is leaving no stone unturned in its preparations. 

In an effort to review the situation, Chief Minister Shri Arvind Kejriwal will be holding a meeting with the Health Department tomorrow at 12 noon. The meeting will include a presentation of the results of the mock drill, which will be shown to the Chief Minister. The officials will also be sharing information on how other states are dealing with the increasing number of COVID-19 cases and the impact it has had on their citizens, during the meeting. Despite the high positivity rate, the government has urged citizens not to panic, as tests are being conducted in small numbers. The government has also assured the public that it is taking all necessary measures to contain the spread of the virus and provide timely medical attention to those in need.

Health Minister Shri Saurabh Bhardwaj emphasised the need for early detection to curb the spread of the virus. Speaking on the issue, he shared information about the daily sewage testing being conducted in Delhi to detect any signs of the virus. “We have been testing the sewage in Delhi for the last two-three weeks, and we have been getting signs of corona,” he said. “Early detection is key in curbing the spread of the virus, and we are leaving no stone unturned in our efforts to detect any potential outbreaks,” he added.

The Minister also referenced the advisory issued by the central government, which highlighted six states where COVID-19 cases are increasing, including Maharashtra, Gujarat, Telangana, Tamil Nadu, Kerala, and Karnataka. He noted that there is a pattern to the spread of the virus in metropolitan areas, such as Mumbai and Delhi, with cases often increasing in Delhi a few weeks after a surge in Maharashtra. As both cities are major hubs for international travel, Shri Saurabh Bhardwaj urged citizens to continue following COVID-19 guidelines and protocols to prevent further spread of the virus.

The Health Minister also shared that an emergency meeting was held with the officials of the Health Department to tackle the rising cases of COVID-19 in Delhi. The meeting was called on the instructions of Chief Minister Shri Arvind Kejriwal. The meeting, attended by virologists, epidemiologists, genome sequencing experts, the Director General Health Services, Special Secretary Health, and other senior officials of the Health Department, closely observed the current situation of COVID-19 in Delhi. The situation is being monitored daily by the Health Department.

During the meeting, hospital administration was instructed to maintain its preparations with full promptness. If needed, the number of COVID-19 beds can be increased to several thousand using the resources of the hospitals and its surroundings, as was done during the previous surge in cases. 

The government has urged citizens to remain calm and follow COVID-19 guidelines and protocols to help curb the spread of the virus. The Health Department is closely monitoring the situation and will take all necessary measures to contain the spread of the virus and provide timely medical attention to those in need.

The Health Minister has assured citizens that despite the current positivity rate of COVID-19 tests in Delhi being over 10 percent, there is no need to panic. He explained that due to the low number of tests being conducted, the positivity rate is higher. However, citizens are still urged to remain cautious and follow COVID-19 guidelines and protocols.

Shri Saurabh Bhardwaj emphasised the importance of wearing masks for those with flu-like symptoms or those visiting hospitals. He added that the Kejriwal government had already conducted a mock drill to review the preparations regarding oxygen cylinders and LMOs within Delhi. Chief Minister Shri Arvind Kejriwal will hold a review meeting with the Health Department regarding the COVID-19 situation in Delhi tomorrow at 12 noon. The meeting will include a presentation of the results from the mock drill and an update on the preparations made in other states regarding COVID-19 and its effect on the people. The CM is expected to give directions to the state government based on the meeting’s findings.

The Delhi government remains committed to taking all necessary measures to contain the spread of COVID-19 and provide timely medical attention to those in need. Citizens are urged to cooperate with the government and follow COVID-19 guidelines and protocols to help curb the spread of the virus.

दिल्ली सचिवालय में एक प्रेस वार्ता को सम्बोधित करते हुए स्वास्थ्य मंत्री श्री सौरभ भारद्वाज ने बताया कि दिल्ली में कोरोना के बढ़ते मामलों को देखते हुए किसी भी आपातकालीन परिस्थिति से निपटने के लिए केजरीवाल सरकार पूरी तरह से तैयार है। वर्तमान में राष्ट्रीय राजधानी दिल्ली में कोरोना टेस्ट में पॉजिटिविटी रेट 10 फीसद से ज्यादा जरूर है, मगर अभी टेस्ट्स बहुत कम संख्या में कराए जा रहे हैं, इसलिए पॉजिटिविटी रेट के चलते दिल्लीवासियों को घबराने की जरूरत नहीं है, हमें केवल सतर्क और जिम्मेदार रहना है। उन्होंने कहा कि कल दोपहर 12 बजे मुख्यमंत्री श्री  अरविंद केजरीवाल जी ने स्वास्थ्य विभाग के साथ कोरोना की स्थिति को लेकर एक रिव्यू बैठक रखी है। बैठक में मुख्यमंत्री जी को मॉक ड्रिल के रिजल्ट प्रेजेंटेशन के जरिए दिखाए जाएंगे। अन्य राज्यों में कोरोना को लेकर अभी तक की तैयारियां और वहां किस तरीके से कोरोना केस बढ़ रहे है, उसका लोगों पर क्या असर है, इसे लेकर भी मुख्यमंत्री जी को सूचित किया जाएगा। इस संबंध में कल मुख्यमंत्री अरविंद केजरीवाल जी राज्य सरकार को दिशा-निर्देश देंगे। 

*केजरीवाल सरकार के अस्पताल कोरोना से लड़ने को पूरी तरह तैयार

स्वास्थ्य मंत्री श्री  सौरभ भारद्वाज ने कहा कि भारत के कई राज्यों के अंदर करोना के मामले बढ़ रहे हैं। हम रोजाना सीवेज के अंदर टेस्ट करते हैं, ताकि कोरोना के कुछ ऐसे संकेत हमें मिल सके। हमें दिल्ली के सीवेज के अंदर पिछले दो-तीन हफ्ते से कोरोना के संकेत मिल रहे थे। केंद्र सरकार की ओर से जारी एडवाइजरी में 6 राज्यों के बारे में कहा गया है, जहां कोरोना के मामले बढ़ रहे हैं। इसमें महाराष्ट्र, गुजरात, तेलंगाना, तमिलनाडु, केरल और कर्नाटक शामिल हैं। यह देखा गया है कि महाराष्ट्र में कोरोना के मामले बढ़ने के दो-तीन सप्ताह के बाद दिल्ली में भी केस बढ़ने शुरू हो जाते हैं। मेट्रोपॉलिटन का पैटर्न एक जैसा होता है। जिस तरह से मुंबई में अंतरराष्ट्रीय फ्लाइट्स ज्यादा आती है, उसी तरह दिल्ली में भी अंतरराष्ट्रीय फ्लाइट्स का आना-जाना बहुत अधिक होता है। 

श्री सौरभ भारद्वाज जी ने बताया कि कल देर रात मुख्यमंत्री अरविंद केजरीवाल जी से फोन पर कोरोना के सन्दर्भ में बातचीत हुई थी। मुख्यमंत्री जी ने कहा कि आज एक आपातकालीन बैठक बुलाई जाए, लिहाजा आज स्वास्थ्य विभाग के अधिकारियों के साथ आपातकालीन बैठक बुलाई गई। इसमें वायरोलॉजिस्ट, एपिडेमियोलॉजिस्ट, जीनोम सीक्वेंसिंग एक्सपर्ट, डायरेक्टर जनरल हेल्थ सर्विसेज, स्पेशल सेक्रेट्री हेल्थ सहित स्वास्थ्य विभाग के कई वरिष्ठ अधिकारी मौजूद रहे। बैठक के दौरान हमने दिल्ली में कोरोना की वर्तमान स्थिति को निकट से देखा। स्वास्थ्य विभाग की ओर से स्थिति को रोजाना मॉनिटर किया जा रहा। अस्पताल प्रशासन को पूरी मुस्तैदी के साथ अपनी तैयारियों को बरकरार रखने के निर्देश दिए गए है। जरुरत पड़ने पर हम पिछली बार की तरह अस्पताल व उसके आस-पास के संसाधनों का उपयोग करते हुए कोविड बेड्स की संख्या को कई हजार तक बढ़ा सकते है। अस्पताल इस बार भी कोरोना से लड़ने के लिए पूरी तरह तैयार है।

*कोरोना, इनफ्लुएंजा या फ्लू के लक्षण दिखें तो मास्क जरूर पहनें

स्वास्थ्य मंत्री श्री  सौरभ भारद्वाज ने कहा कि वर्तमान में दिल्ली के अंदर कोरोना टेस्ट में पॉजिटिविटी रेट 10 फीसद से ज्यादा जरूर है, मगर अभी टेस्ट बहुत कम कराए जा रहे हैं, इसी कारणवश पॉजिटिविटी रेट इतना नजर आ रहा है, परंतु इस पॉजिटिविटी रेट से ज्यादा घबराने की जरूरत नहीं है। हमने एडवाइजरी दी है कि जिन लोगों को भी इनफ्लुएंजा या प्लू जैसे लक्षण है, वे लोग मास्क जरूर पहने। अस्पतालों में विजिट करने वाले लोग भी अस्पताल के अंदर मास्क जरूर लगाएं। उन्होंने बताया कि केंद्र सरकार की तरफ से मॉक ड्रिल को लेकर एडवाइजरी आई है, मगर केजरीवाल सरकार द्वारा पहले ही दिल्ली में एक मॉक ड्रिल कंडक्ट की गई थी। जिसके तहत दिल्ली के अंदर ऑक्सीजन सिलेंडर और एलएमओ को लेकर तैयारियों का जायजा लिया गया था। कल दोपहर 12 बजे मुख्यमंत्री अरविंद केजरीवाल जी ने स्वास्थ्य विभाग के साथ कोरोना की स्थिति को लेकर एक रिव्यू बैठक रखी है। कल हम मॉक ड्रिल के रिजल्ट मुख्यमंत्री जी को प्रेजेंटेशन के जरिए दिखाएंगे। अन्य राज्यों में कोरोना को लेकर अभी तक जो तैयारियां रही और वहां किस तरीके से करोना बढ़ रहा है और उसका लोगों पर क्या असर है,  इसे लेकर भी मुख्यमंत्री जी को सूचित किया जाएगा। कल मुख्यमंत्री अरविंद केजरीवाल जी इस विषय में राज्य सरकार को दिशा-निर्देश देंगे।

The Kejriwal Government is working on a war footing to make Delhi roads beautiful, world-class and safer. Taking a step further in this direction PWD Minister Ms. Atishi approved the 2 important road-strengthening projects worth Rs 39.16 crores in the North and South Delhi road divisions. Under these projects roads from Andheria More to NH-48 on Mehrauli-Mahipalpur Road and Martyr Captain Vikram Batra Flyover to Burari Flyover on Outer Ring Road will get a facelift. 

Providing more details about the project, the PWD Minister Ms. Atishi said, “Under the vision of Chief Minister Shri Arvind Kejriwal to make the roads of Delhi beautiful, safe and world-class, the government is working in mission mode to strengthen the roads of Delhi. To make the roads of Delhi world-class the government is getting the assessment of roads done by experts and preparing a blueprint for them.” She also directed the officials to follow the global standards of street design and also ensure compliance with all safety and security standards during the maintenance work of roads. 

Ms. Atishi emphasised that the Delhi government is working in a phased manner to strengthen the roads of Delhi. As these roads were constructed a long ago, the quality of the roads has deteriorated in these areas which is affecting the commuters. Following the same, the maintenance and beautification work of roads is being started. To avoid any further inconvenience to the commuters, PWD officials have been asked to complete the work in the stipulated time.

PWD Minister said that the Kejriwal government is committed to providing a pleasant commuting experience to the people of Delhi and is working in a mission mode to ensure the same. The Public Works Department is using advanced technologies to strengthen and beautify city roads. This will help commuters in saving travel time as well as fuel. 

Along with this, to ensure better quality roads across Delhi, the government is getting the roads assessed by experts, so that a blueprint can be prepared for strengthening and maintenance. In the case of the aforementioned roads, the assessment was conducted by IIT Roorkee, she added later. 

It is to be noted that the Public Works Department periodically performs road maintenance work in Delhi to ensure that people do not face any problems with regard to noise pollution and traffic congestion. The officials of PWD have also inspected the current condition and requirements of these roads for their strengthening. After this assessment, these projects have been approved by the government. In this project of strengthening, not only the strength of the roads will be taken care of, but also good quality road marking will be done, adhering to all standards on these roads.

इस मौके पर पीडब्ल्यूडी मंत्री आतिशी ने कहा कि मुख्यमंत्री श्री  अरविंद केजरीवाल जी के दिल्ली की सड़कों को सुंदर,सुरक्षित व वर्ल्ड-क्लास बनाने के विज़न के तहत सरकार दिल्ली की सड़कों के सुदृढ़ीकरण को लेकर मिशन मोड में काम कर रही है| उन्होंने बताया दिल्ली की सड़कों को विश्वस्तरीय बनाने के अपने विज़न के तहत हम राजधानी की सड़कों का विशेषज्ञों से सर्वे करवा रहे है ताकि सड़कों को मजबूत व सुरक्षित बनाने के लिए उनका ब्लू-प्रिंट तैयार किया जा सकें| उन्होंने कहा कि सड़कों के सुदृढ़ीकरण के साथ-साथ इनके सौन्दर्यीकरण का कार्य भी किया जाएगा| साथ ही उन्होंने अधिकारियों को निर्देश दिए कि निर्माण कार्य के दौरान सेफ्टी-सिक्योरिटी व क्वालिटी के सभी मानकों का प्रतिबद्धता से पालन सुनिश्चित किया जाए|

इस मौके पर पीडब्ल्यूडी मंत्री ने कहा कि दिल्ली में हम क्रमबद्ध तरीके से पीडब्ल्यूडी के अंतर्गत आने वाली सड़कों को बेहतर बनाने का काम कर रहे है| उन्होंने बताया कि सड़क के पुराने हो जाने के कारण उसकी उपरी सतह पर दरार आदि देखने को मिली जिससे कई जगहों पर वाहनों की आवाजाही में अवरुद्ध होता था| इसे देखते हुए सरकार द्वारा इसके सुदृढ़ीकरण का काम शुरू किया जा रहा है ताकि आम लोगों को परेशानियों का सामना न करना पड़े| सड़कों के सुदृढ़ीकरण के बाद रोजाना इनका इस्तेमाल करने वाले लाखों लोगों को फायदा होगा|  उन्होंने पीडब्ल्यूडी के अधिकारियों को निर्देश दिए कि सड़कों के सुदृढ़ीकरण के कार्यों को समय रहते पूरा किया जाए|

बता दे कि दिल्ली के लोगों को आवाजाही में किसी प्रकार की समस्या न हो और उन्हें जाम से न जूझना पड़े इसके लिए समय-समय पर जरुरत के अनुसार पीडब्ल्यूडी द्वारा सड़कों की मेन्टेनेन्स का कार्य करती है| इन सड़कों के सुदृढ़ीकरण के लिए भी पीडब्ल्यूडी अधिकारियों ने इनकी वर्तमान स्थिति और आवश्यकताओं का गहन निरीक्षण किया गया जिसके पश्चात इन परियोजनाओं को सरकार की मंजूरी मिली। सुदृढ़ीकरण के इस प्रोजेक्ट में सड़कों की मजबूती पर तो ध्यान दिया ही जाएगा साथ इस इन सड़कों पर सभी मानकों  का पालन करते हुए अच्छी गुणवत्ता की ‘रोड मार्किंग’ भी की जाएगी| परियोजना के तहत, लोक निर्माण विभाग द्वारा इन सातों रोड स्ट्रेच के सुदृढ़ीकरण, फुटपाथ, सेंट्रल वर्ज सहित मानकों का ध्यान रखते हुए लेन मार्किंग, पैरापेट की दीवारों/रेलिंग आदि के पेंट वर्क का कार्य भी किया जाएगा|

Chief Minister Shri Arvind Kejriwal lashed out at the BJP for attempting to carry out Operation Lotus in Delhi. He accused the BJP of gathering all the corrupt people of the country in one party using the ED-CBI. The CM also noted how despite their muscle power, & despite having the ED-CBI, BJP couldn’t gather 14 supporters for the No Confidence Motion. He also pointed out that prominent leaders like Himanta Biswa Sarma, Narayan Rane, Suvendu Adhikari and Mukul Roy joined BJP after ED-CBI raids, while Manish Sisodia and Satyendar Jain were held at gunpoint, but they preferred to go to jail instead of joining BJP. 

Notably, Operation Lotus failed in Delhi once again on Wednesday, as the Delhi Assembly passed CM Shri Arvind Kejriwal’s Motion of Confidence with a landslide majority. The Motion of Confidence was moved by CM Shri Arvind Kejriwal to give the opposition a chance to speak and address their concerns after BJP failed to even table its Motion of No-Confidence. Despite having only eight MLAs, the BJP was given 35 minutes to speak during the 65-minute discussion on the motion of confidence in the house. The Chief Minister also expressed his gratitude towards the people of Delhi for having faith in their elected government, despite the conspiracies of the opposition.

Speaking on the matter before the voting process began, Shri Arvind Kejriwal highlighted how at a time when the BJP-led Central Government was doing everything in its control to work against the Constitution of India, what has happened in the Vidhan Sabha today is a great example highlighting the upholding of constitutional norms. 

He added that when the Budget session of the Vidhan Sabha convened last week, the BJP claimed that it would bring forward a No-Confidence Motion. When reminded by the media that they needed a minimum of 14 MLAs for the purpose, the BJP MLAs informed the media that they had spoken to other MLAs and were confident about getting the numbers. 

Shri Arvind Kejriwal said that he individually spoke to each MLA of AAP and most of them informed him that they had received threatening calls from BJP leaders saying that they would be put in jail like Shri Manish Sisodia and Shri Satyendar Jain, if they did not support the BJP. Some of them were also told that ED and CBI would file false cases against them as well. 

But the Delhi CM very proudly went on to say that despite the threats not a single AAP MLA decided to break away from the party. He informed the House that AAP has 62 MLAs, two of whom – Shri Manish Sisodia and Shri Satyendar Jain – were lodged in jail, there were three others –  Prakash Jarwal, Rohit Mehraulia and Rajesh Gupta – who were out of Delhi for some personal work, but remaining 67 were present in the House at the moment. 

He said that despite the Central Government misusing its agencies to threaten the AAP MLAs, not a single person has decided to betray the party. He further said that when he was informed that the BJP MLAs in the House wanted to raise a No-Confidence Motion without the adequate numbers for the provision, he did not mind it as it meant that they were unhappy about some issue and wanted to raise a point. 

He, however, said that if the roles of the two parties were to be reversed, then the BJP would have been going around screaming that they have defeated the AAP, but he said that his party does not believe in such politics. 

Proposing a Confidence Motion, the CM said that this must be the first time ever that the Opposition was unable to introduce a No-Confidence Motion due to lack of adequate numbers, and yet the ruling party was bringing forward a Confidence Motion to allow the opposing party to raise its voice. He further added that the AAP-led Government is not afraid of criticism and welcomes it as it will enable the state government to work better. 

The CM also applauded the Speaker of the Vidhan Sabha Shri Ram Niwas Goel for giving the BJP MLAs more than adequate time to speak in the House to raise their issues. Mentioning that the Rules of Business of the House explain that political parties in the House are given time in proportion of the seats that they have, the CM said that the BJP has been given plenty of time to raise their issues and therefore should not complaint about their voice being muzzled by the House. “Despite having only 8 MLAs in a House of 70 members, the BJP has been given 35 minutes to speak in the last one hour. Since they have only 11 percent of the seat, they should have been given 7 minutes as per the Rules of Business, but they have been given 35 minutes, which is five times more,” he said. 

The CM hit out at the BJP for criticising the ruling party just for the sake of it, and said that criticism without basis does not serve anyone any good. He urged the BJP MLAs to raise the issues of the residents of their constituency and said that the way they are functioning right now, they will not come to power in Delhi even in 2050. 

He pointed out that even in 2017, the BJP had tried to break the AAP MLAs and form a government through the backdoor. “AAP had 67 MLAs in a House of 70 members at the time, and even then the BJP was saying that it will form the government in Delhi. They said that 21 MLAs would be disqualified and the rest would break away and so on, but I never understood how they could even think of getting a majority in Delhi. Even with 4 MLAs, AAP would have a majority as the BJP only had 3 members,” he said. 

The CM further told the BJP Leader of Opposition Shri Ramvir Singh Bidhuri that if his party has any self-respect then they should stop trying to bring in a No-Confidence Motion. 

Highlighting an incident from November last year in Telangana, the CM said that a sting operation at the time revealed that 3 BJP leaders from the state met 4 BRS MLAs in a closed door meeting and tried to bribe them by paying Rs 50 crore each to vote against the party. They were also told that senior BJP leaders such as BL Santhosh and Amit Shah would eventually meet them. “All of this was caught in a sting operation and later that evening I received a call from Telangana CM Shri K Chandrasekhar Rao who informed me that BJP leaders were claiming that they have brought several AAP MLAs in Delhi by paying Rs 25 crore and the government here would fall. I asked him to not worry about such accusations and told him that the BJP leaders had been going around the country lying about such things,” he said.  

The CM informed Shri Ramvir Singh Bidhuri that his party is the Aam Aadmi Party and the leaders of this party are followers of Bhagat Singh and they can die for the nation but will not betray it bu joining the BJP. “Each of the AAP MLA that you see in this Vidhan Sabha is a gem. No force in the world can break the spirit of these MLAs. The BJP tried to bribe the MLAs but it did not work. Each AAP MLA is ready to go to the jail if needed for the country,” he said. 

Hitting out at Prime Minister Shri Narendra Modi for recently saying that due to the fear of ED and CBI, all the corrupt leaders have now joined together on one stage, the CM said, “The statement is just slightly incorrect. Instead of a stage, he should have said that all the corrupt leaders have joined one political party – the BJP. The officers of central agencies go around threatening leaders of the opposition to either join the BJP or to to jail for false charges,” he said. 

He added that the same tactic was used against Shri Manish Sisodia and Shri Satyendar Jain, but they both said that they prefer going to jail rather than joining the BJP. He further said that this same option was given to corrupt leaders such as Himanta Biswa Sarma, Suvendu Adhikari, Mukul Roy, Narayan Rane, but they all decided to join the BJP as they were guilty of corruption charges. 

Stressing that PM Narendra Modi will not be the Prime Minister forever, Shri Arvind Kejriwal said that India will become free of corrupt leaders, the day the BJP is ousted out of power. He said that the Central Government has over the years brought all the corrupt leaders with serious charges into its own party using central agencies such as the ED and CBI. He said that since all the corrupt leaders are within one party, it will be easy to arrest them the day BJP is voted out of power. 

Shri Arvind Kejriwal said that PM Narendra Modi had a great opportunity to change the face of India as he was voted to power by such a huge majority. But he went on to waste this chance and has caused India to be more divided than it has ever been before. He also said that everyone is living in fear in the country at the moment as the BJP has misused central agencies to trouble anyone who does not support their ideology. 

Highlighting that he recently met a businessman in Delhi, Shri Arvind Kejriwal said that the person pointed out that most businesses are now exiting the country and this was only because the BJP was threatening them using the CBI and the ED. 

The CM said that the people of the country are aware that the media is being controlled by the BJP, but said that this is happening only because the BJP has falsely filed 3-4 ED cases against most owners of media companies. He said that the day these owners do not show what the BJP wants them to show, they will be out behind bars. He further said that the day these people know that the BJP is going out of power, these media institutions will gobble the BJP up. 

Highlighting that the BJP-led Central Government is not allowing any Opposition-ruled state to work, Shri Arvind Kejriwal gave the example of Punjab to say that the Governor was not allowing the Budget session of Punjab Assembly. “Punjab CM Sardar Bhagwant Mann had to go to the Supreme Court to ensure that the Budget session of Punjab Assembly takes place. What kind of politics is this? Just because the Governor took offence to some letter that Sardar Bhagwant Mann had written earlier, he decided to withhold the Budget session from taking place. Recently the Telangana Government also had to approach the Supreme Court as the Governor has kept 12 bills pending for over 6 months. How can democracy function in such a manner?,” he asked. 

The CM concluded by urging the Leader of Opposition in Vidhan Sabha Shri Ramvir Singh Bidhuri to not indulge in this negative politics of No-Confidence Motion without any basis. “We have 62 MLAs at present and after the Assembly elections in 2025, hopefully this number will only increase. We hope the BJP does not indulge in negative politics,” he said.

मुख्यमंत्री अरविंद केजरीवाल ने बुधवार को सदन में विश्वास प्रस्ताव पेश किया। यह विश्वास प्रस्ताव विपक्षी दल भाजपा द्वारा अविश्वास प्रस्ताव को वापस लेने के बाद पेश किया गया, ताकि वह अपनी बात रख सके। सीएम की ओर से पेश विश्वास प्रस्ताव पर सदन में चर्चा हुई और ध्वनि मत पारित कर दिया गया। इस दौरान सीएम अरविंद केजरीवाल ने कहा कि दिल्ली की जनता को अपनी चुनी हुई सरकार पर ढृढ़ विश्वास है। विपक्ष की साजिशें जनता के इस विश्वास को हिला नहीं सकतीं। हम जनतंत्र में यकीन करने वाले लोग हैं। जनतंत्र में विपक्ष को अपनी बात रखने का मौका मिलना चाहिए। इसलिए मैंने सदन में विश्वास प्रस्ताव रखा, ताकि विपक्ष अपनी बात रख सके। भाजपा ने ईडी-सीबीआई और करोड़ों का ऑफर देकर अपना पूरा जोर लगा लिया, फिर भी 14 विधायक नहीं जुटा पाई। अविश्वास प्रस्ताव के लिए 14 सदस्य होने चाहिए थे लेकिन भाजपा के पास 8 ही सदस्य हैं। सदन में विश्वास प्रस्ताव पर 65 मिनट चर्चा हुई, जिसमें विपक्ष को बात रखने के लिए 35 मिनट दिया गया।  उन्होंने कहा कि भाजपा वालों में अगर थोड़ी भी शर्म बची है तो अब ऑपरेशन लोटस की कोशिश भी न करें। हम भगत सिंह के चेले हैं। हम देश के साथ गद्दारी नहीं करते।

सदन विश्वास प्रस्ताव पर चर्चा के दौरान सीएम अरविंद केजरीवाल ने कहा कि ऐसे समय में जब भाजपा की केंद्र सरकार ने देश में जनतंत्र को कुचलने में कोई कसर नहीं छोड़ी, आज इस सदन के अंदर जो कुछ घटनाएं घटी हैं, वो शायद जनतांत्रित मूल्यों के लिए बहुत बड़ा और अच्छा उदाहरण पेश करती हैं। विपक्ष के लोगों ने अविश्वास प्रस्ताव पेश किया। जब आठ दिन पहले सदन शुरू हुआ था, तभी इन्होंने घोषणा कर दी थी कि अविश्वास प्रस्ताव लाएंगे। सभी को लग रहा था कि ये कैसे अविश्वास प्रस्ताव लाएंगे, क्योंकि इसके लिए कम से कम 14 विधायक होने चाहिए। इनके पास तो आठ ही विधायक हैं। एक पत्रकार ने मुझे बताया कि उनकी छह लोगों से और बात हो गई है। मैंने कहा कि मेरे विधायक तो ऐसे नहीं हैं। फिर भी मैंने एक-एक विधायक से बात की। विधायकों ने मुझे बताया कि धमकियां तो बहुत आ रही हैं कि जैसे मनीष सिसोदिया और सत्येंद्र जैन का हाल किया, वैसे ही तुम्हारा भी कर देंगे। मनीष सिसोदिया और सत्येंद्र जैन पर झूठे आरोप लगा दिए। झूठे केस लगाकर तुमको भी अंदर कर देंगे। 20-25 करोड़ रुपए का भी लालच दिया। इनको उम्मीद थी कि इनके 14 विधायक हो जाएंगे लेकिन एक भी विधायक नहीं गया। हमारे कुल 62 विधायक हैं। मनीष सिसोदिया और सत्येंद्र जैन हमारे बीच नहीं है। उन्हें छोड़कर 60 विधायक बचे। इन 60 में राजेश गुप्ता, प्रकाश झारवल और रोहित मेहरौलिया दिल्ली के बाहर हैं। एक विधानसभा अध्यक्ष महोदय हैं। इन्हें छोड़कर 56 विधायक बचे जो सदन में मौजूद हैं। ईडी-सीबीआई और करोड़ों रुपए का लालच देने के बाद भी इनको कुछ नहीं मिला। कल इनको लगने लगा कि हमारे पास पर्याप्त विधायकों का समर्थन नहीं है तो कल इन्होंने अविश्वास प्रस्ताव को वापस ले लिया।

*सत्ता पक्ष की तुलना में विपक्ष को सदन में बोलने के लिए पांच गुना अधिक समय दिया गया- अरविंद केजरीवाल*

सीएम अरविंद केजरीवाल ने कहा कि भाजपा की जगह हमारी पार्टी ने अविश्वास प्रस्ताव वापस लिया होता तो ये मीडिया में जाकर कहते कि इनका प्रस्ताव गिर गया। हम जनतंत्र में यकीन करने वाले लोग हैं। मेरे दिल में आया कि अगर विपक्ष अविश्वास प्रस्ताव ला रहा है, तो ये जरूर कुछ न कुछ अपनी बात कहना चाहते हैं, इनको अपनी बात कहने का मौका मिलना चाहिए। तब मैंने कहा कि ये अविश्वास प्रस्ताव नहीं ला सके, कोई बात नहीं है। ये लोग भी अपने ही लोग हैं। आज ये भाजपा में हैं, कल हमारी पार्टी में आएंगे। इसीलिए हम विश्वास प्रस्ताव लेकर आए हैं। भारत में पहली बार ऐसा है कि अविश्वास प्रस्ताव विपक्ष ला ही नहीं पाया, तब भी एक पार्टी अपनी मर्जी से विश्वास प्रस्ताव लेकर आई है कि कहो जो कहना है। हम चाहते हैं कि ये हमारी आलोचन करें और कमियां निकलें, जिससे हम सीख सकें। सीएम अरविंद केजरीवाल ने विधानसभा अध्यक्ष को साधुवाद देते हुए कहा कि सदन में विश्वास प्रस्ताव पर 65 मिनट चर्चा हुई, जिसमें से 35 मिनट विपक्ष को दिए गए और 30 मिनट सत्ता पक्ष को दिए गए। जबकि हमारे 62 विधायक हैं और भाजपा के 8 विधायक हैं। मैंने पूरे देश के संसद और विधानसभाओं के ट्रांजेक्शन बिजनेस रूल्स पढ़े। इनके सदन में 11 फीसद लोग हैं। इस हिसाब से इनके मात्र 7 मिनट बनते थे। लेकिन विधानसभा अध्यक्ष ने 7 मिनट के बजाय 35 मिनट दिए। यानि विपक्ष को सदन में बोलने के लिए पांच गुना अधिक समय दिया गया।

*भाजपा ने 2017, 2019 और 2020 में हमारी सरकार गिराने की कोशिश की, पर फेल रही, अगर थोड़ी भी इज्जत बाकी है तो अब मत करना- अरविंद केजरीवाल*

सीएम अरविंद केजरीवाल ने कहा कि केवल आलोचना के दृष्टिकोण से आलोचना करना अच्छी बात नहीं है। कुछ तो जनता की बात करो। इन्होंने 2017 में भी कोशिश की थी। ये बोले कि हमारी सरकार गिरा देंगे। तब तक हमें लगता था कि ये ज्यादा ही चाणक्य हैं, लेकिन पता चल गया कि ये खोखले हैं। इनके पास कुछ नहीं है। इनका दिखावा और शोर ज्यादा है। 2017 में ये चाहते थे कि 21 विधायकों को अयोग्य कर देंगे, कुछ को तोड़ लेंगे और फिर सरकार बना लेंगे। जबकि 70 में से 67 विधायक हमारे पास थे और तीन इनके पास थे। अगर हमारे पास 4 भी विधायक हैं तो हमारे पास बहुमत है। मेरी समझ से बाहर था कि ये कैसे सरकार गिराएंगे। लेकिन पत्रकार बताते थे कि अमित शाह लगे हुए हैं, सरकार गिरा देंगे। 2017 के बाद 2019 और 2020 में भी कोशिश कर ली। अगर थोड़ी भी इज्जत बाकी है तो अब मत करना। हम सबने देखा था कि तेलंगाना में नवंबर महीने में स्टिंग हुआ था। भाजपा के तीन नेता तेलंगाना की सरकार गिराने के लिए वहां विधायकों को खरीदने पहुंचे। भाजपा के तीन नेता और बीआरएस के चार विधायकों के बीच चली तीन घंटे की सारी बात रिकॉर्ड हो गई। उसमें वो कह रहे हैं कि हमारे बीएल संतोष साहब और अमित शाह तुमसे मिलेंगे और 50-50 करोड़ रुपए ऑफर कर रहे हैं। साथ ही बोले कि हमने 25-25 करोड़ रुपए में दिल्ली के विधायक खरीद लिए हैं, दिल्ली की सरकार गिरने वाली है। उसी दिन शाम को मेरे पास केसीआर साहब का फोन आया और बोले कि मेरे पास पूरी सूचना है कि आपकी सरकार गिरने वाली है। यह आम आदमी पार्टी है। हम भगत सिंह के चेले हैं। हम फांसी पर चढ़ जाते हैं, बिकते नहीं है। हमें फांसी पर चढ़ना मंजूर है लेकिन देश के साथ गद्दारी नहीं करेंगे। अपने सभी विधायकों को हीरा बताते हुए कहा कि दुनिया की कोई ताकत इनको नहीं तोड़ सकती है। ये हमारे 14 विधायक तोड़ने चले थे, लेकिन एक भी विधायक नहीं टूटा है। सीएम ने विधायकों से कहा कि डरना नहीं है। ज्यादा से ज्यादा सात-आठ महीने जेल में रहना होना, इससे ज्यादा कुछ नहीं होगा। मैं बड़े से बड़ा वकील दूंगा, चिंता मत करना। साथ ही आपके घर का ख्याल भी रखूंगा। 

*देश में जितने भी चोर- लुटेरे हैं, सारे अब एक ही पार्टी में हैं- अरविंद केजरीवाल*

सीएम अरविंद केजरीवाल ने कहा कि प्रधानमंत्री जगह-जगह बोल रहे हैं कि ईडी-सीबीआई ने सारे भ्रष्टाचारियों को एक मंच पर इकट्ठा कर दिया। प्रधानमंत्री के इस बयान में थोड़ी सी गलती है। ईडी और सीबीआई ने इस देश के सारे भ्रष्टाचारियों को एक मंच पर नहीं बल्कि एक पार्टी में इकट्ठा कर दिया। ईडी-सीबीआई वाले रेड मारते हैं, सिर पर बंदूक रखते हैं और कहते हैं कि जेल जाना है या भाजपा में जाना है। मनीष सिसोदिया और सत्येंद्र जैन के सिर पर भी बंदूक रखी। दोनों ने कहा कि जेल मंजूर है, लेकिन भाजपा में जाना मंजूर नहीं है। हिमंत बिस्व सरमा के सिर पर भी बंदूक रखी और वो बोले कि भाजपा मंजूर है, क्योंकि उसने चोरी कर रखी थी। मनीष सिसोदिया और सत्येंद्र जैन ने चोरी नहीं कर रखी थी। कुछ किया ही नहीं है। कुछ महीने जेल में रख लेंगे। आखिर में जमानत तो मिलनी ही है। नारायण राणे के सिर पर बंदूक रखी और बोले कि भाजपा में जाएंगे। इसी तरह सुभेंदु अधिकारी, मुकुल राय के सिर पर भी बंदूक रखी। इन्होंने घोटाले कर रखे थे। देश के जितने भी चोर, लुटेरे, डाकू, लुच्चे-लफंगे हैं, सारे अब एक ही पार्टी भाजपा में हैं। 

*सारे चोर-उचक्के एक ही कमरे में हैं, उनको पकड़ने में बड़ी आसानी होगी- अरविंद केजरीवाल*

सीएम अरविंद केजरीवाल ने कहा कि समय एक जैसा नहीं रहता है। समय बदलता रहता है। आज इनकी सरकार है और मोदी जी प्रधानमंत्री हैं। लेकिन हमेशा तो नहीं रहेंगे। कभी न कभी तो जाएंगे ही। उस समय भ्रष्टाचार मुक्त भारत होगा। क्योंकि जितने चोर-उचक्के हैं, वो सारे एक ही कमरे में हैं। उनको पकड़ने में बड़ी आसानी होगी। ज्यादा जांच नहीं करनी पड़ेगी। ईडी-सीबीआई का डर दिखाकर इन्होंने देश के सारे लुटेरों को अपनी पार्टी में कर लिया। जिस दिन भाजपा की केंद्र से सरकार जाएगी और मोदी जी प्रधानमंत्री नहीं होंगे, भाजपा वालों को जेल में डाल दो, देश भ्रष्टाचार मुक्त हो जाएगा। प्रधानमंत्री को भगवान ने बहुत बड़ा मौका दिया था। इस देश की जनता ने भारी जनादेश दिया था। वो चाहते तो इस देश की सूरत बदल सकते थे। कुछ भी कर सकते थे। लेकिन उन्होंने क्या किया- देश में लूट-मार, नफरत, लड़ाई-झगड़ा। आज देश के अंदर हर आदमी डरा हुआ है। जैसे हम सबको साथ लेकर चल रहे हैं, वैसे ही वो भी सबको साथ लेकर चलते। मनीष सिसोदिया ने इतने अच्छे स्कूल बना दिए। प्रधानमंत्री जी मनीष सिसोदिया को बुलाकर कहते कि मैं आपको देश का शिक्षा मंत्री बना रहा हूं, देश के 10 लाख सरकारी स्कूल ठीक कर दो। तब बड़ी बात होती। कल एक बड़ा उद्योगपति मिलने आया था और कहा कि एक-एक करके सब लोग भारत छोड़कर जा रहे हैं और विदेशों की नागरिकता ले रहे हैं। क्योंकि सभी को ईडी-सीबीआई, इनकम टैक्स से डरा रखा है। ये न खुद काम करते हैं और ना किसी को काम करने देते हैं। दो लोगों को छोड़कर बाकी सारी भाजपा भी डरी हुई है। 

*ये लोग किसी भी विपक्षी पार्टी की सरकार को नहीं चलने देते हैं- अरविंद केजरीवाल*

सीएम अरविंद केजरीवाल ने कहा कि मीडिया को भी डरा रखा है। गलत खबरें दिखाने पर लोग मीडिया को गालियां देते हैं। इन्होंने एक-एक मीडिया हाउस के मालिक के ऊपर ईडी के चार-चार केसेज बना रखे हैं। उनकी मजबूरी है। जिस दिन यह पता चल गया कि मोदी जी जा रहे हैं उस दिन मीडिया इनको खा जाएगा। सब डरे हुए हैं। जब मर्जी इनको जेल में डाल सकते हैं। इन्होंने जजों को भी डरा रखा है। देश के सारे जज डरे हुए हैं। सुप्रीम कोर्ट, हाईकोर्ट और डिस्ट्रिक्ट कोर्ट के जज डरे हुए हैं। उद्यमी डरे हुए हैं। ये किसी भी विपक्षी पार्टी की सरकार को नहीं चलने देते हैं। हमारी पंजाब में सरकार है। उसको बजट सत्र नहीं लाने दिया। पंजाब सरकार को बजट सत्र कराने के लिए सुप्रीम कोर्ट से आदेश लाना पड़ा। बजट सत्र की फाइल लेकर राज्यपाल बैठ गए थे। एक दिन सीएम भगवंत मान ने राज्यपाल को कोई चिट्ठी लिख दी और वो चिट्ठी उनको पसंद नहीं आई। इसलिए उन्होंने फाइल पर हस्ताक्षर करने से इन्कार कर दिया। ये क्या बात हुई कि बजट सत्र नहीं होगा। अभी तेलंगाना सरकार भी सुप्रीम कोर्ट गई हुई है। वहां राज्यपाल 12 बिल पर हस्ताक्षर नहीं कर रहे हैं। क्या ऐसे देश तरक्की करेगा? 

सीएम अरविंद केजरीवाल ने भाजपा से गुजारिश करते हुए कहा कि अविश्वास प्रस्ताव और विश्वास प्रस्ताव का खेल अब खत्म करो। भाजपा ने बहुत प्रयास करके देख लिया, हमारे विधायक नहीं बिकने वाले हैं। अभी हमारे 62 विधायक हैं और उम्मीद करता हूं कि 2025 के चुनाव में वापस बढ़कर 67 हो जाएंगे। मैं विश्वास प्रस्ताव का समर्थन करता हूं।

*अविश्वास प्रस्ताव के लिए 14 विधायक भी नहीं जुटा पाया विपक्ष- अरविंद केजरीवाल*

दिल्ली विधानसभा के बजट सत्र में बुधवार को सीएम अरविंद केजरीवाल ने सदन को संबोधित करते हुए कहा कि विपक्ष के लोग सदन में अविश्वास प्रस्ताव (नो कांफिडेंस मोशन) लाना चाहते थे, लेकिन नहीं ला पाए। अविश्वास प्रस्ताव लाने के लिए कम से कम 20 फीसद विधायकों के हस्ताक्षर की जरूरत होती है। दिल्ली विधानसभा का सदन 70 विधायकों का है। इसलिए अविश्वास प्रस्ताव के लिए कम से कम 14 विधायकों के हस्ताक्षर की जरूरत थी। विपक्ष 14 विधायक भी एकत्र नहीं कर पाया। हालांकि इन्होंने बहुत डरा-धमकाया और लालच दिया, लेकिन असफल रहे। शायद इसलिए इन्होंने अविश्वास प्रस्ताव वापस ले लिया।

*सीएम अरविंद केजरीवाल ने सदन में रखा विश्वास प्रस्ताव*

सीएम अरविंद केजरीवाल ने विपक्ष के विरोध में सदन के अंदर विश्वास प्रस्ताव (कांफिडेंस मोशन) रखते हुए कहा कि एक मिनट के लिए भी अगर हम सदन का विश्वास खो देते हैं तो हमें बने रहने का कोई अधिकार नहीं है। विपक्ष के लोग अविश्वास प्रस्ताव नहीं ला पाए लेकिन मैं सदन में विश्वास प्रस्ताव रख रहा हूं। सदन में विपक्ष की सीटें खाली हैं। अगर सदन में विपक्ष के सभी लोग होते तो वे अविश्वास प्रस्ताव में जो बोलना चाहते थे, हम उनको विश्वास प्रस्ताव में बोलने का मौका देते। वो सदन में सरकार के खिलाफ जो भी बोलना चाहते हैं, बोलते। सीएम अरविंद केजरीवाल ने विधानसभा अध्यक्ष की अनुमति लेकर विश्वास प्रस्ताव प्रस्तुत करते हुए कहा कि यह सदन मंत्री परिषद में विश्वास व्यक्त करता है।
