सुप्रीम कोर्ट के स्पष्ट आदेश के बावजूद दिल्ली सरकार द्वारा सर्विसेज सेक्रेटरी को बदलने के लिए दो दिन पहले भेजी गई फाइल को लेकर एलजी बैठे हुए हैं। अभी तक फाइल को मंजूरी नहीं मिलने पर सीएम अरविंद केजरीवाल ने शुक्रवार को एलजी से तीखे सवाल किए। सीएम केजरीवाल ने ट्वीट कर पूछा कि एलजी साहब सुप्रीम कोर्ट के आदेश क्यों नहीं मान रहे हैं? दो दिन से पड़ी सर्विसेज़ सेक्रेटरी की फाइल साइन क्यों नहीं की? कहा जा रहा है कि केंद्र सरकार अगले हफ़्ते आर्डिनेंस लाकर सुप्रीम कोर्ट के आदेश को पलटने वाली है। क्या केंद्र सरकार सुप्रीम कोर्ट के आदेश को पलटने की साज़िश कर रही है? क्या एलजी साहब केंद्र सरकार के ऑर्डिनेंस का इंतज़ार कर रहे हैं और इसीलिए सर्विसेज सेक्रेटरी की फाइल साइन नहीं कर रहे हैं?’ उधर, दिल्ली सचिवालय में प्रेस कॉफ्रेंस कर सर्विसेज मंत्री सौरभ भारद्वाज ने एलजी से निवेदन करते हुए कहा कि जल्द से जल्द फाइल को वापस भेजे, ताकि दिल्ली के और काम हो सकें।

दिल्ली के सर्विसेज मंत्री सौरभ भारद्वाज ने कहा कि 11 मई 2023 को सुप्रीम कोर्ट के पांच जजों की संवैधानिक पीठ ने सर्व सम्मति से फैसला दिया था कि दिल्ली में ट्रांसफर-पोस्टिंग और विजिलेंस विभाग चुनी हुई सरकार के अंतर्गत है। ये विभाग केंद्र सरकार या एलजी साहब के अधीन नहीं है। इसके बाद सीएम अरविंद केजरीवाल ने कहा था कि हमें दिल्ली सरकार के अंदर बड़े फेर-बदल करने हैं। दिल्ली के काम रोकने वाले और जनता को परेशान करने वाले अफसरों को उनके पदों से हटाकर उनकी जगह अच्छे अफसरों को लाया जाएगा। यानी कि जिन अफसरों ने कई महीनों तक बुजुर्गों की पेंशन रोकी, अस्पतालों में गरीब मरीजों को परेशान किया, जानबूझकर मोहल्ला क्लीनिक में दवाइयां, टेस्ट और डॉक्टरों की सैलरी को रोका, जनता को सताने वाले ऐसे अफसरों को उनके पदों से हटाया जाएगा। 

*पद से हटाने का आदेश जारी होते ही सर्विसेज सेक्रेटरी कई दिन गायब रहे- सौरभ भारद्वाज

उन्होंने कहा कि चुनी हुई दिल्ली सरकार की ओर से 11 मई को आदेश दिया गया कि सबसे पहले दूसरे अफसरों को बदलने के लिए आर्डर देने वाले सर्विसेज सेक्रेटरी को बदला जाए, ताकि चुनी हुई सरकार जल्द से जल्द अपने आदेश को लागू करा सके। 11 मई को ही सर्विसेज सेक्रेटरी बिना बताए गायब हो गए और कई दिनों तक गायब रहे। उन्हें कारण बताओ नोटिस दिया गया। सर्विसेज सेक्रेटरी ने अपना मोबाइल फोन बंद कर लिया। इसके बाद उनके घर पर चिट्ठी भेजी गई, लेकिन चिट्ठी नहीं ली और फिर सर्विसेज सेक्रेटरी वापस आए। कई दिनों तक देरी करने के बाद 17 मई को सर्विसेज सेक्रेटरी को बदलने की फाइल एलजी साहब के पास गई। एलजी के पास फाइल भेजे आज 2 दिन हो चुके हैं, लेकिन अभी भी फाइल एलजी साहब के पास ही है। जबकि सुप्रीम कोर्ट का स्पष्ट आदेश है कि एलजी साहब के पास अधिकार नहीं है कि वे चुनी हुई सरकार को बताएं कि किस अफसर को कहां पर लगाना है? यह फैसला लेना चुनी हुई सरकार का काम है। मगर एलजी साहब और केंद्र सरकार सुप्रीम कोर्ट का फैसले मानने के लिए तैयार नहीं है। यह बात सबके सामने है।

सर्विसेज मंत्री सौरभ भारद्वाज ने कहा कि अब यह सुनने में आ रहा है कि एलजी हाउस के सूत्र अफसरों को फोन करके धमका रहे हैं कि जल्द ही केंद्र सरकार ऑर्डिनेंस लेकर आ रही है। तब तक सभी काम रोक कर रखो। हम एलजी हाउस से यह जानना चाहेंगे कि क्या यह बात सही है? क्या केंद्र सरकार और एलजी हाउस षड्यंत्र कर रहे हैं कि सुप्रीम कोर्ट के चीफ जस्टिस की संवैधानिक पीठ के फैसले को पलटने के लिए ऑर्डिनेंस लाकर दिल्ली की चुनी हुई सरकार को रोका जाए। क्या यह पूरी दिल्ली के साथ षड्यंत्र नहीं है? क्या केंद्र और एलजी साहब इस तरह का ऑर्डिनेंस लाने की तैयारी का षड्यंत्र कर रहे हैं? एलजी के पास फाइल भेजे हुए दो दिन हो गए है, लेकिन इसमें सुप्रीम कोर्ट के फैसले को न मानने वाला भाव केंद्र और एलजी का सामने आ रहा है। एलजी साहब से निवेदन हैं कि जल्द से जल्द फाइल को वापस भेजे, ताकि दिल्ली के और काम हो सकें। जिसके लिए दिल्ली के लोगों ने चुना है और सुप्रीम कोर्ट के संवैधानिक फैसला दिया है, वो काम आगे बढ़ सके।

*आशीष मोरे के आरोपों का सर्विसेज मंत्री सौरभ भारद्वाज ने दिया जवाब

इस दौरान सर्विसेज मंत्री सौरभ भारद्वाज ने सर्विसेज सेक्रेटरी आशीष मोरे द्वारा लगाए गए उत्पीड़न करने के आरोपों का भी जवाब दिया। मंत्री ने कहा कि सर्विसेज सेक्रेटरी आशीष मोरे अगर शरीरिक हमला करने का आरोप भी लगा देते तो मैं क्या कर सकता था। वे यह भी सकते थे कि मैंने उन्हें गन दिखाई। कहने को तो कुछ भी कहा जा सकता है। यह ऑन रिकॉर्ड है कि 11 मई को मंत्री ने उन्हें आदेश दिया और वे यह बोलकर गए कि 3 बजे तक आदेश का पालन करूंगा। लेकिन वे गायब हो गए। यह सब कुछ ऑन रिकॉर्ड है। इसके बाद उन्होंने अपना मोबाइल फोन स्विच ऑफ कर लिया। उनको ईमेल भेजी गई, लेकिन उसका कोई जवाब नहीं दिया। उनके पास बकायदा एक पत्र भिजवाया गया, लेकिन उनकी पत्नी ने कहा कि वे घर के अंदर नहीं है, जबकि वे घर के अंदर ही थे। यह बात उनके मोबाइल लोकेशन से सामने आ जाएगा। अगर उनकी कॉलोनी की सीसीटीवी कैमरा को बरामद करें, तो उससे भी यह स्पष्ट हो जाएगा कि वे अपने घर में ही थे। फिर भी उन्होंने पत्र लेने से मना कर दिया कि वे घर में नहीं हैं। उसके अगले दिन भी पत्र भेजा गया, लेकिन वे घर में नहीं मिले। व्हाट्सएप पर भी कोई रिप्लाई नहीं आया। यह सभी चीजें ऑन रिकॉर्ड है। अब उन्हें कारण बताओ नोटिस भेजा गया है। कई अधिकारियों पर कार्यवाही होने वाली है। ऐसे में कई सारी बाते सामने आ सकती हैं।

The Delhi Government on Friday hit out at the Lieutenant Governor of Delhi Shri Vinai Kumar Saxena for not following the orders of the Supreme Court and delaying important files of the state government relating to the Services Department.  Chief Minister Shri Arvind Kejriwal raised serious questions regarding the delay in the appointment of the Services Secretary by Lieutenant Governor (LG) and the evident non-compliance with the orders of the Supreme Court. The CM expressed his frustration on social media and asked why hasn’t the LG signed the file for the Services Secretary’s appointment? Why is he not obeying the Supreme Court’s orders?, he further said. Adding to the concerns, the CM also mentioned speculation surrounding the central government’s intention to quash the Supreme Court order by introducing an ordinance next week. 

Supporting the Chief Minister’s stance, Services Minister Shri Saurabh Bhardwaj, expressed his disappointment over the delay in the transfer of the service secretary. He emphasised that after the order of the Supreme Court, LG does not have the right to change the officers; now this has to be done by the elected government. The government’s concern is further fueled by the fact that the file, which was sent to the LG’s office on May 17, remains unprocessed even after two days. In light of these developments, Shri Saurabh Bhardwaj made an appeal to the LG, urging him to promptly process the file for the transfer of the Services Secretary. He also requested the LG to process the file for transfer of the service secretary as soon as possible so that work can get back on track.

Addressing a press conference on the issue, Services Minister Shri Saurabh Bhardwaj said that on 11th May a five-judge Constitution Bench gave a unanimous verdict that the services department of the state government should be under the control of the democratically elected government, and not under the Lieutenant Governor of Delhi, who is appointed by the Central Government. He said that it was a very clear and unambiguous order of the Supreme Court. 

The Delhi Cabinet Minister also said that later that day Chief Minister Shri Arvind Kejriwal made it very clear that the state government will bring in several changes in the structure of administration in Delhi. The Delhi CM had pointed out that government officers who were working against the people of Delhi would be transferred out of their posts. “There were government officers who were involved in blocking the pension of elderly citizens, some officers were involved in purposely stopping the remuneration of doctors and other nursing staff of Mohalla Clinics so that the poor patients of Delhi would suffer. So, officers who purposely worked to make life difficult for the citizens of Delhi will be phased out and those officers who genuinely are willing to work hard for the benefit of the people will take their place,” he said.

Shri Saurabh Bhardwaj added that soon after the Delhi CM made this important announcement, it was decided by the Delhi Government that before removing officers who failed to perform their duty, it was important to remove the Services Secretary, whose job it is to give orders to other non-performing officers. He said that without the removal of such an officer, it will be difficult for the Delhi Government to get its important decisions implemented on ground. 

“On the 11th of May itself the Delhi Government took the decision to relieve the Services Secretary of his charge, but he suddenly vanished during the day. He remained out of reach of other staff members over the next couple of days and eventually a show cause notice was also issued to him. He even switched off his phone, a letter was sent to his residence and this was not collected, and finally after a couple of days the secretary finally came to office, and even then he tried to delay the implementation of the order. So, therefore finally on May 17th the file was sent to the LG Office. It has been two days now and this file is still lying in the office of the Lieutenant Governor,” he said. 

Shri Saurabh Bhardwaj made it very clear that after the recent order of the Supreme Court the LG does not have the authority to tell the state government which officer to keep at what post. He added that the court order made it amply clear that these decisions are to be taken by the elected government of Delhi. He said that it is in front of everyone today that the LG and the Central Government are unwilling to listen to what the Supreme Court has to say on this matter. “We have also heard through our sources in the LG House that officers present over there are calling up secretaries of departments in Delhi Government and informing them that the Central Government is going to bring an ordinance in the case to upturn the order of the Supreme Court. So, these officers have been instructed to halt all the works of the Delhi Government until such an ordinance is out next week. We want to know whether this information is true? Is the Central Government and the LG Office once again conspiring to upturn the order of the court to snatch away the powers that the Constitution rests with the elected government of Delhi?” he asked. 

The Delhi Cabinet Minister asked whether this would not be a conspiracy against the citizens of Delhi as well. He pointed out that if Shri Arvind Kejriwal has been elected by the people of Delhi for the third time with such a majority, would it not be a betrayal of their mandate. Revealing the further course of action of the state government, Shri Saurabh Bhardwaj said that the Cabinet Ministers of Delhi will today proceed to go and meet the Lieutenant Governor of Delhi. “I have requested my colleagues in the Cabinet today that we all go and meet the LG on this issue and request him to accept the decision taken collectively by the Delhi Cabinet. Any delay caused by the LG on such an issue will go on to hamper the developmental works of the residents of Delhi. This will be against the mandate of the people of Delhi, and will also be against the order of the Supreme Court. So, we will go to the LG Office and request him to follow the orders of the court and in the process also listen to the desires of the people of Delhi,” he said.

सड़क सुरक्षा को बढ़ाने और ड्राइविंग मानकों में सुधार की दिशा में एक महत्वपूर्ण कदम के रूप में प्रधान सचिव-सह-परिवहन आयुक्त आशीष कुंद्रा ने आज दिल्ली के 16वें ऑटोमेटेड ड्राइविंग टेस्ट ट्रैक (एडीटीटी) का उद्घाटन किया। उद्घाटन समारोह लाडो सराय स्थित एडीटीटी में हुआ। दिल्ली में अब सभी ड्राइविंग टेस्ट केंद्र अब पूरी तरह से स्वचालित हैं।

एक बयान में परिवहन मंत्री कैलाश गहलोत ने कहा, “हम अक्सर लोगों से सुनते हैं कि दिल्ली में ड्राइविंग लाइसेंस प्राप्त करने के लिए वास्तव में ड्राइविंग में कुशल होने की आवश्यकता होती है। हमने ड्राइविंग टेस्ट और लाइसेंस की प्रक्रिया को बेहतर बनाया है ताकि यह सुनिश्चित हो सके कि दिल्ली की सड़कें ड्राइव करने के लिए सुरक्षित हों। इससे दिल्ली में सड़क दुर्घटनाओं को कम करने के मुख्यमंत्री अरविंद केजरीवाल के दृष्टिकोण को भी मजबूती मिलेगी। मैं मारुति सुजुकी के सीएसआर डिवीजन को निर्माण और रखरखाव में परिवहन विभाग के सहयोग के लिए बधाई देना चाहता हूं।”

दिल्ली में पहला ऑटोमेटेड ड्राइविंग टेस्ट ट्रैक मार्च 2019 में स्थापित किया गया था। 16वें एडीटीटी के शामिल होने के साथ, दिल्ली में अब कुल 13 एडीटीटी और 3 इंटीग्रेटेड ड्राइविंग टेस्ट ट्रैक्स (आईडीटीआर) हैं।

औसतन, दिल्ली में प्रत्येक ऑटोमेटेड ड्राइविंग टेस्ट ट्रैक में रोज़ाना 150 से 170 टेस्ट होते हैं। हालांकि, दिन और रात दोनों सुविधाएं प्रदान करने वाले टेस्ट सेंटर पर प्रतिदिन 180 से 210 टेस्ट ली जाती है। वर्तमान में, ADTT तीन स्थानों पर रात्रि ड्राइविंग परीक्षण की सुविधा प्रदान करता है: मयूर विहार, शकूर बस्ती और विश्वास नगर।

दिल्ली सरकार ने शैक्षणिक संस्थानों के साथ भी साझेदारी करके शहर में नए ड्राइविंग टेस्ट ट्रैक स्थापित करने के लिए एक अनूठा तरीका तैयार किया है। नतीजतन, दिल्ली में इन संस्थानों के भीतर स्थित अतिरिक्त आठ एडीटीटी होंगे। जून 2023 तक इनमें से छह नई सुविधाएं संचालन के लिए तैयार हो जाएंगी। इस पहल में शामिल संस्थानों में आईटीआई जेल रोड, आईटीआई शाहदरा, आईटीआई पूसा, आईटीआई जाफरपुर, आईटीआई मयूर विहार और आईटीआई नरेला शामिल हैं। ये छह ADTT जून 2023 के अंत तक पूरी तरह से चालू होने वाले हैं। दूसरी ओर, दिल्ली प्रौद्योगिकी विश्वविद्यालय और इंदिरा गांधी दिल्ली महिला तकनीकी विश्वविद्यालय, कश्मीरी गेट में ADTT का विकास वर्तमान में योजना के चरण में है।

मारुति सुजुकी ने अपने सीएसआर पहल के रूप में एडीटीटी के विकास में महत्वपूर्ण भूमिका निभाई है। कंपनी ने न केवल टेस्ट ट्रैक्स का निर्माण किया है बल्कि ड्राइविंग टेस्ट करने के लिए आवश्यक उपकरण भी उपलब्ध कराए हैं। परिवहन विभाग को सौंपने से पहले मारुति सुजुकी इन टेस्ट ट्रैक्स को शुरुआती तीन साल तक मेंटेन करेगी। इस अवसर पर राहुल भारती, एक्जीक्यूटिव ऑफिसर, कारपोरेट अफेयर्स, मारुति सुजुकी ने कहा, ”मारुति सुजुकी द्वारा ऑटोमेटेड ड्राइविंग टेस्ट ट्रैक्स (एडीटीटी) की स्थापना कंपनी द्वारा की गई अपनी तरह की अनूठी पहल है। इन ADTTs में, ड्राइविंग लाइसेंस के लिए 10 मिनट में बिना किसी मानव हस्तक्षेप के वीडियो एनालिटिक्स तकनीक द्वारा ड्राइविंग कौशल का परीक्षण किया जाता है। हम दिल्ली के परिवहन मंत्री कैलाश गहलोत को हमें यह अवसर देने के लिए धन्यवाद देते हैं।”

ADTTs को दोपहिया और चौपहिया दोनों वाहनों के लिए आवेदकों के ड्राइविंग कौशल का अलग-अलग मूल्यांकन करने के लिए डिज़ाइन किया गया है। वैज्ञानिक रूप से तैयार किए गए ये परीक्षण ट्रैक विभिन्न ड्राइविंग क्षमताओं का आकलन करते हैं, जिनमें रिवर्स पैरेलल पार्किंग, अप-ग्रेडिएंट्स, रिवर्स-एस पैटर्न, आपातकालीन ब्रेकिंग और रैंप पर सवारी करना शामिल है। सटीकता और निष्पक्षता सुनिश्चित करने के लिए, हाई-डेफिनिशन कैमरे स्थापित किए गए हैं, जो बिना किसी मानवीय हस्तक्षेप के परीक्षण के हर पल को कैप्चर करते हैं।

ADTTs की प्रमुख विशेषताओं में से एक कौशल परीक्षणों की समयबद्ध प्रकृति है, जो एक अधिक कुशल और सुव्यवस्थित प्रक्रिया सुनिश्चित करती है। प्रत्येक कौशल परीक्षण के पूरा होने पर, उत्तीर्ण या अनुत्तीर्ण परिणाम तुरंत एक एलईडी बोर्ड पर प्रदर्शित होता है, जिससे आवेदक अगले परीक्षण के लिए आगे बढ़ सकते हैं।

In a significant step towards enhancing road safety and improving driving standards, the Pr.Secretary-cum- Transport Commissioner, Shri Ashish Kundra, today inaugurated the Delhi’s 16th Automated Driving Test Track (ADTT). The inauguration ceremony took place at the newly developed ADTT located at Lado Sarai. This latest addition marks a milestone in Delhi’s commitment to providing state-of-the-art infrastructure for conducting driving tests and all the Driving Test centers in Delhi are fully automated now.

In a statement issued by Transport Minister Shri Kailash Gahlot, he stated “At times, we do hear from people that to get a Driving license in Delhi, one really needs to be skilled in driving. It has ensured that the Delhi roads will be safer and safer to drive in the coming years. This shall also strengthened the vision of Chief Minister Shri Arvind Kejriwal of lesser road accidents in Delhi and reduction in the number of fatalities due to it. Using the technology, Delhi has gone faceless in 2021 for all of its services barring actual driving test and fitness of vehicles. I would like to congratulate CSR division of Maruti Suzuki for its collaboration with the Transport department in constructing and maintaining these scientifically designed Driving test tracks. Delhi is committed to revolutionalise complete transportation along with the usage of technology to have more efficient systems all around.”

The first Automated Driving Test Track in Delhi was established in March 2019, and since then, the city has seen rapid progress in this domain. With the addition of the 16th ADTT, Delhi now boasts a total of 13 ADTTs and 3 Integrated Driving Test Tracks (IDTRs) strategically located across the city.

On average, daily test at the ADTT (Automated Driving Test Track) in Delhi is 150 to 170 per day, specifically at facilities that operate during the day only. However, at test centers that provide both day and night facilities, the number of tests conducted increases to 180 to 210 on a daily basis. Currently, the ADTT offers night driving test facilities at three locations: Mayur Vihar, Shakur Basti, and Vishwas Nagar.

Looking ahead, the Delhi government has devised a unique approach to establish new driving test tracks in the city by partnering with educational institutes. As a result, Delhi will have an additional eight ADTTs located within these institutes. By June 2023, six of these new facilities will be ready for operation. The institutes involved in this initiative include ITI Jail Road, ITI Shahdara, ITI Pusa, ITI Jaffarpur, ITI Mayur Vihar, and ITI Narela. These six ADTTs are scheduled to be fully operational by the end of June 2023. On the other hand, the development of ADTTs at Delhi Technological University and Indira Gandhi Delhi Technical University for Women, Kashmere Gate, is currently in the planning phase.

Maruti Suzuki, a leading automobile manufacturer, has played a crucial role in the development of the ADTTs as part of its Corporate Social Responsibility (CSR) initiative. The company has not only constructed the test tracks but has also provided the necessary equipment required for conducting the driving tests. Maruti Suzuki will further maintain these test tracks for the initial three years before handing them over to the Transport department. Speaking at the occasion, Mr. Rahul Bharti, Executive Officer, Corporate Affairs, Maruti Suzuki said, “Setting up Automated Driving Test Tracks (ADTTs) by Maruti Suzuki is a one-of-its-kind initiative undertaken by the company in partnership with the Delhi Transport Department by use of technology for evaluation. In these ADTTs, driving license seekers get tested on their driving skills by video analytics technology with zero human intervention, all within 10 minutes cycle time. We thank the Transport Minister of Delhi, Shri Kailash Gahlot for giving us this opportunity, facilitation and encouragement.”

The ADTTs are designed to evaluate applicants’ driving skills for both two-wheelers and four-wheelers separately. These scientifically engineered test tracks assess various driving abilities, including reverse parallel parking, negotiating up-gradients, maneuvering reverse-S patterns, emergency braking, and riding on ramps. To ensure accuracy and impartiality, high-definition cameras are installed along the tracks, capturing every moment of the test without any human intervention.

One of the key features of the ADTTs is the time-bound nature of the skill tests, which ensures a more efficient and streamlined process. Upon completion of each skill test, the pass or fail result is promptly displayed on an LED board, allowing the applicants to proceed to the next test. Moreover, special exit passages have been constructed on each track, enabling those who fail a test midway to exit without disturbing other applicants.

The Kejriwal government is actively engaging in the preservation of numerous historical structures across the national capital. Among these notable landmarks is the Mughal-era “Dara Shikoh Library” located in the walled city, which has now been transformed into Delhi’s first “1947 Partition Museum.” The museum was inaugurated by Arts, Culture and Languages Minister Ms. Atishi amidst a gathering of renowned history and culture enthusiasts on Thursday evening.

During the inauguration, Ms. Atishi said, “The Partition is a significant event in Delhi’s history that has shaped the city’s past and present. Several neighborhoods, such as South Delhi’s C.R. Park and West Delhi’s Punjabi Bagh, were established to rehabilitate Partition survivors. This museum is a unique tribute to the people who witnessed that life-changing event firsthand, instead of focusing on the history of kings, queens, and leaders. The Partition Museum showcases personal belongings and oral testimonies of the witnesses.”

She added that historical buildings across Delhi symbolise the country’s evolution over time. The Delhi government, under the leadership of CM Shri Arvind Kejriwal, has prioritised the restoration of these masterpieces of history to help future generations understand the country better.

The ACL Minister said, “Through the new Partition museum, the government plans to depict the moments of Partition and help people understand how things were during that time. Many people who witnessed the Partition firsthand have donated their long-preserved belongings to the museum for display.” Seven galleries have been created to explain every aspect of India’s Partition journey to visitors.

Ms. Atishi also added that this museum not only showcases the memories of historical events but also teaches us to connect ourselves with history in our present lives. She mentioned being a representative from Kalkaji, where many families have experienced the aftermath of Partition. The 1947 Partition is a lesson for everyone that it takes very little time with hatred to break the society, but decades to heal the wounds of separation, homelessness and violence. 

While sharing the experiences of the Partition endured by her own family, Ms Atishi said, “My grandfather was working in the services in Lahore. During the partition, he was supposed to stay in Lahore until August 15th. At that time, he arranged for my mother and her siblings to shift to the city of Baroda in India. He himself stayed there, and during this time, on August 12th, he attempted to send the rest of the family members to India by train. However, upon witnessing the riots in the city, he changed his mind. It is said that there was no survivor left on the train they were supposed to travel in.

She added that this narrative represents the lives of thousands of families. People had to leave their homes and start from scratch. Through this experience, she gave an example that the Partition was a process that divided people and separated them from their family members. This heartbreaking event deeply impacted the lives of those millions of families. 

She further said, “The era we are living in today is a significant lesson for all of us. Just as during the time of 1947, the dirty politics of a few individuals generated hatred within society and shattered the peace of our nation. It is crucial for us to reflect upon the type of politics we are embracing in our country with the decisions we are making today. These decisions will not only impact the present but can shape the future of our nation for the next hundred years.”

On this occasion, she also congratulated the art and culture team and mentioned that this could possibly be the only museum that gathers such diverse memories of history in India.

The ACL Minister further stated, “Usually, museums only showcase moments of historical importance, but in this museum, we have added a ‘Gallery of Hope and Courage’ that showcases photographs, mementos, and experiences of people revisiting their ancestral properties and places in Pakistan decades after the Partition. These photographs and mementos have been donated to the museum by the witnesses of the Partition themselves.”

Some of the most exciting exhibits include original rail coaches from the Independence era, ancient havelis, and replicas of refugee camps. Witnesses of the Partition have donated various belongings such as clothes, items from refugee camps, books, letters, utensils, and trophies to provide a real-time experience to the visitors. The museum will also have a special gallery dedicated to Sindh, and it offers an immersive virtual reality experience to explore the partition memories of the people.

Along with the museum, the Dara Shikoh Library building will also be converted into a hub for curated cultural experiences, paying homage to its cultural and historical significance. It will display narratives and exhibitions on different aspects of the city and the individuals associated with it. The museum will also feature facilities such as a cafeteria, a souvenir shop with a small library and a reading area.

मुख्यमंत्री श्री  अरविंद केजरीवाल के नेतृत्व में दिल्ली सरकार राष्ट्रीय राजधानी में विभिन्न ऐतिहासिक इमारतों को संरक्षित करने की दिशा में तेज़ी से काम कर रही है। भारतीय इतिहास के इन खूबसूरत प्रतीकों में से एक कश्मीरी गेट स्थित “दारा शिकोह लाइब्रेरी” है जिसे केजरीवाल सरकार द्वारा “विभाजन संग्रहालय” और कल्चरल हब में परिवर्तित किया गया है। गुरुवार को कला,संस्कृति व भाषा मंत्री आतिशी ने इसका उद्घाटन कर इसे जनता को समर्पित किया।

इस मौक़े पर कला,संस्कृति व भाषा मंत्री आतिशी ने कहा कि,“दिल्ली में ऐतिहासिक इमारतें समय के साथ देश के विकास का प्रतीक हैं। मुख्यमंत्री अरविंद केजरीवाल के नेतृत्व में दिल्ली सरकार ने देश को बेहतर ढंग से समझने में मदद करने के लिए ऐतिहासिक इमारतों के जीर्णोद्धार को प्राथमिकता दी है। उन्होंने कहा कि विभाजन के संग्रहालय को स्थापित करने के लिए दारा शिकोह लाइब्रेरी की बिल्डिंग से बेहतर कोई जगह नहीं हो सकती थी। यह 1947 के विभाजन की यादों से जुड़ा लोक संग्रहालय होगा, जिसने दिल्ली को भी नाटकीय रूप से बदल दिया था।और इसके बाद राजधानी में कई कालोनियाँ स्थापित हुई जिसमें लाजपत नगर, सीआर पार्क, और पंजाबी बाग आदि जैसे क्षेत्र शामिल हैं। यह भारत में विभाजन पर बनाया जाने वाला दूसरा और दिल्ली में पहला ऐसा संग्रहालय है।

कला,संस्कृति व भाषा मंत्री आतिशी ने कहा कि, “आमतौर पर संग्रहालय केवल ऐतिहासिक महत्व के क्षणों को प्रदर्शित करते हैं, लेकिन इस संग्रहालय में, हमने एक” गैलरी ऑफ होप “जोड़ी है, जो दशकों बाद पाकिस्तान में अपनी प्राचीन संपत्तियों को फिर से देखने वाले लोगों की तस्वीरों और अनुभवों को प्रदर्शित करेगी। ये तस्वीरें खुद विभाजन की विभीषिका झेलने वाले लोगों द्वारा संग्रहालय को दान की गई हैं।”

मंत्री आतिशी ने कहा कि ये संग्रहालय सिर्फ ऐतिहासिक घटनाओं की यादों को नहीं दर्शाता है, बल्कि  हम सभी को यह सिखाता है कि हम आज की जिंदगी में इतिहास को खुद से जोड़ सकते हैं। उन्होंने कहा कि मै कालका जी से विधायक हूं और वहां के अधिकांश परिवार ऐसे है जिन्होंने विभाजन के द्वंश को झेला है | विभाजन हम सभी के लिए एक सीख है कि नफ़रत के ताने बाने से समाज को तोड़ने में बहुत कम समय लगता है लेकिन उन घावों को भरने में कई दशकों का समय लग जाता है।

अपने परिवार द्वारा झेले गए विभाजन की विभीषिका को साझा करते हुए मंत्री आतिशी ने कहा कि, मेरे नानाजी लाहौर में सर्विसेज़ में कार्यरत थे। विभाजन के दौरान उन्हें 15 अगस्त तक लाहौर में ही रहना था। तब उन्होंने मेरी माँ को और उनके भाई बहन को भारत में बरोड़ा शहर में शिफ्ट करवा दिया। और ख़ुद वहाँ रुके इस दौरान 12 अगस्त को उन्होंने परिवार के बाक़ी लोगों को ट्रेन से भारत भेजने का प्रयास किया लेकिन शहर में हुए दंगों को देख उन्होंने ये विचार बदल दिया। और जिस ट्रेन से वे लोग जाने वाले थे बताया जाता है कि उस ट्रेन में कोई भी जीवित नहीं रहा।

विभाजन के दौरान लोगों को अपना घर बार छोड़ना पड़ा, सभी को शून्य से शुरुआत करनी पड़ी। उन्होंने इस अनुभव के माध्यम से उदाहरण दिया कि विभाजन एक ऐसी प्रक्रिया थी जो लोगों को विभाजित करके अपने परिवार के साथियों से अलग कर देती थी। यह दुखभरी घटना उन लाखों  परिवार की ज़िंदगी पर गहरा प्रभाव डाला 

उन्होंने कहा कि आज जिस दौर में हम अपनी जिन्दगी जी रहे है हम सब के लिए बहुत बड़ी सीख है कि जिस तरह 1947 के समय कुछ लोगो की गन्दी राजनीति ने समाज के अंदर नफ़रत को पैदा कर दिया और उस राजनीति से हमारे देश के ताना बाना टूट गया | उन्होंने कहा कि हम सभी के लिए सोचने की बात है कि आज हम जो फैसले ले रहे है हम अपने देश में किस प्रकार की राजनीति को स्थान दे रहे है वह सिर्फ आज के फ़ैसले नहीं है बल्कि इस  फैसले से आने वाले 100 साल तक हमारे देश के ताने बाने बन सकते है |

इस मौक़े पर मंत्री आतिशी ने कला और संस्कृति टीम को बधाई दी और कहा कि शायद यह ऐसा कोई म्यूजियम हो सकता है जो भारत में इतने विभिन्न इतिहास के स्मृतियों को एकत्रित करता है।

उल्लेखनीय है कि संग्रहालय में  रेल कोच (जैसा कि वे आजादी के दौरान थे), प्राचीन हवेलियों और शरणार्थी शिविरों की प्रतिकृतियों को भी बनाया गया है। विज़िटर्स को उस समय का अनुभव प्रदान करने के लिए विभाजन से जूझने वाले लोगों ने संग्रहालय को कपड़े, शरणार्थी शिविरों से सामान, किताबें, पत्र, बर्तन, ट्राफियां आदि जैसे विभिन्न सामान दान किए हैं। इसमें सिंध को समर्पित एक विशेष गैलरी भी है। संग्रहालय में वर्चुअल रियलिटी द्वारा भी विज़िटर्स विभाजन से जुड़े पहलुओं भी वाक़िफ़ हो सकते है।

दारा शिकोह लाइब्रेरी के सांस्कृतिक और ऐतिहासिक महत्व को श्रद्धांजलि देने वाले संग्रहालय के साथ-साथ इस इमारत को इमारत को क्यूरेटेड कल्चरल हब के रूप में भी परिवर्तित किया गया है। यह शहर और इससे जुड़े व्यक्तियों के विभिन्न पहलुओं पर कथाओं और प्रदर्शनियों को प्रदर्शित करता है। संग्रहालय में एक कैफेटेरिया, एक स्मारिका दुकान जिसमें एक छोटा पुस्तकालय और एक रीडिंग एरिया जैसी सुविधाएं भी शामिल है।

Kejriwal Government’s tough stand- PWD Minister Atishi issues show cause notice to engineers for delayed school construction work

Zero tolerance for negligence in work of Education- Departmental action to follow show cause notice served to engineers

Taking stringent action against the concerned engineers for the delay in the construction of a school in Rohini Sector 6, PWD Minister Ms. Atishi issued show cause notice to the engineers on Thursday. Earlier, on Wednesday, Ms. Atishi had inspected the new building block being constructed in a Delhi government school located in Rohini Sector-6. During the inspection, the Minister observed delays and negligence in the construction work. In response to this, the department as per her directions promptly issued notices to the Executive Engineer, Junior Engineer, and Assistant Engineer. If the engineers fail to provide a satisfactory response within three days, departmental action will be taken against them.

On Wednesday morning, during a visit to Sarvodaya Vidyalaya in Sector-6, Rohini, the PWD Minister discovered that the construction work of the new building block was significantly behind schedule. The tiling, sanitary fittings and other finishing work in the toilet block were incomplete. Additionally, electrical fittings in the classrooms of the new block were also unfinished. It was observed that while some work was delayed, there was a severe shortage of workers at the site. Furthermore, during the inspection, it was found that the flooring in some rooms was not done properly. The building had paint smudges visible in various places, and the cleaning work was still pending.

Observing all these discrepancies, PWD Minister Ms. Atishi reprimanded the engineers and directed the higher officials to take strict action against all those who show laxity in their work. The PWD Minister stated, “The Kejriwal government will not compromise with those who show negligence towards education-related works. We will not tolerate any kind of laxity in the construction of our schools, and anyone found guilty of such actions will not be spared”.  

Taking cognizance of this, the department has issued notices to the Executive Engineers- Civil and Electrical, seeking their response regarding the reasons behind the negligence. Through the notice, an answer has been sought from the engineers as to why action should not be taken against them. The answer has been sought in three days, and if they fail to reply, strict action will be taken against them. Along with this, PWD Minister has directed the agency to eliminate the discrepancies in 10 days to avoid any stringent action by the government.

स्कूल निर्माण में देरी पर पीडब्ल्यूडी मंत्री आतिशी ने तुरंत एक्शन लिया है| बुधवार को पीडब्ल्यूडी मंत्री आतिशी द्वारा रोहिणी सेक्टर-6 स्थित दिल्ली सरकार के स्कूल में बन रहे नई बिल्डिंग ब्लाक का निरीक्षण किया गया| यहाँ पीडब्ल्यूडी मंत्री आतिशी ने निर्माण कार्य में देरी और लापरवाही पाई| जिसपर तुरंत एक्शन लेते हुए विभाग द्वारा मंत्री के निर्देश पर एग्जीक्यूटिव इंजीनियर, जूनियर इंजीनियर व असिस्टेंट इंजीनियर को कारण बातों नोटिस भेजा गया है| और 3 दिनों के भीतर इंजीनियरों द्वारा संतोषप्रद जबाव नहीं दिया जाता है तो उनके खिलाफ विभागीय कारवाई की जाएगी| 

बुधवार सुबह सर्वोदय विद्यालय, सेक्टर-6, रोहिणी के दौरे पर पीडब्ल्यूडी मंत्री ने पाया कि यहाँ बन रहे नई बिल्डिंग ब्लॉक का निर्माण कार्य तय समय से काफी पीछे चल रहा है| टॉयलेट ब्लाक में टाइलिंग, सैनिटरी फिटिंग और अन्य फिनिशिंग वर्क अबतक पूरा नहीं हुआ है| नए ब्लाक के क्लासरूम में इलेक्ट्रिसिटी फिटिंग का काम भी अबतक पूरा नहीं हुआ है|  

उन्होंने पाया कि एक ओर काम तय समय से पीछे चल रहा है तो दूसरी ओर यहाँ श्रमिकों की संख्या भी बेहद कम है| साथ ही निरीक्षण के दौरान पाया गया कि कुछ कमरों में फ्लोरिंग ठीक से नहीं हुआ है और कुछ पत्थरों में दरारें आ गई हैं। बिल्डिंग में रंग के छींटे इधर-उधर दिखाई दे रहे हैं और अभी सफाई का काम भी बाकी है|

इन सभी लापरवाहियों को देखते हुए पीडब्ल्यूडी मंत्री आतिशी ने इंजीनियरों की कड़ी फटकार लगाई और उच्चाधिकारियों को निर्देश दिए कि काम में लापरवाही और ढिलाई बरतने वाले सभी लोगों पर कड़ी कारवाई की जाए|  पीडब्ल्यूडी मंत्री ने कहा कि केजरीवाल सरकार में शिक्षा के प्रति लापरवाही बरतने वाले लोगों के साथ कोई समझौता नहीं किया जायेगा| हम अपने स्कूलों के निर्माण में किसी भी प्रकार की ढिलाई बर्दाश्त नहीं कर सकते है और जो भी ऐसा करता पाया जायेगा उसे बख्शा नहीं जायेगा | 

इसपर संज्ञान लेते हुए विभाग ने एग्जीक्यूटिव इंजिनियर, सिविल व इलेक्ट्रिकल को कारण बातों नोटिस भेजते हुए जबाव माँगा गया है कि ‘फील्ड ड्यूटी पर लापरवाही दिखाने पर एग्जीक्यूटिव इंजीनियर व उनके अधीनस्थ फील्ड स्टाफ जूनियर इंजीनियर व असिस्टेंट इंजीनियर के खिलाफ उचित विभागीय कारवाई क्यों न की जाए’| 

अगर विभाग को  3 दिनों के भीतर संतोषप्रद जबाव नहीं मिलता है तो इन सभी के खिलाफ कड़ी कारवाई की जाएगी| साथ ही पीडब्ल्यूडी मंत्री ने निरीक्षण के दौरान जो खामिया पाई उसे 10 दिन के अन्दर दूर नहीं किया जाता है तो एजेंसी के खिलाफ सख्त से सख्त कार्रवाई की जाएगी।

The incident of a bus failing to stop for women commuters has drawn flak from Chief Minister Shri Arvind Kejriwal. The CM received a video through social media where it was evident that a Cluster Bus did not stop for some female commuters as they would have availed the free travel provision. Expressing deep concern over the incident, the Chief Minister gave instructions for action against the bus driver who did not stop the bus on purpose. Additionally, he directed Transport Minister Shri Kailash Gahlot to take necessary steps to ensure that such incidents do not recur in the future. The CM also stressed the urgent need for sensitisation of bus drivers to ensure the safety and convenience of all passengers. Within an hour of the incident coming to Chief Minister’s notice, swift action was taken to address the matter. The concerned bus driver involved in the incident was also immediately taken off duty.

In a heartfelt appeal to all bus drivers in Delhi, the CM called for their cooperation and urged them to halt at all designated stops without fail. Recognising the pivotal role played by bus drivers in the daily lives of commuters, the Chief Minister emphasised the importance of their adherence to guidelines and regulations. 

Responding to CM Shri Arvind Kejriwal’s proactive approach, the Transport Minister called a departmental meeting aimed at sensitising bus drivers and other staff members. Highlighting the significant strides made in women’s safety and accessibility, Transport Minister Shri Kailash Gahlot, stated that more than 112 crore women have availed free bus travel in public buses so far. The Delhi Government has taken all necessary steps to prioritise the safety and well-being of our passengers, he said. He also acknowledged previous complaints regarding buses not stopping when women were present, explaining that in those instances, action could not be taken as the Services Department was not under the government’s jurisdiction. However, after gaining control of Services, the government remains committed to addressing such issues promptly and effectively to ensure a positive commuting experience for all.

A video circulating on social media captured an alarming incident that unfolded on Thursday, where a bus driver in Delhi failed to halt the bus despite the presence of women at a bus stop. The video highlighted concerns that some drivers may overlook women passengers due to the provision of free travel. Chief Minister Shri Arvind Kejriwal expressed his concern regarding the matter, vowing that such behaviour would not be tolerated under any circumstances. The CM took to Twitter to share the video, stressing the urgency of the issue and emphasising that complaints about buses not stopping for women have been received before. In response, he declared that strict action would be taken against the driver involved in this incident. Recognising the severity of the situation, the Chief Minister promptly instructed Transport Minister Kailash Gahlot to take decisive measures against drivers who fail to stop the bus when women commuters are present and prevent similar incidents from recurring in future. 

The Chief Minister has also made a heartfelt appeal to all bus drivers and other staffers of the Delhi Transport Department to treat all passengers, including women, with sensitivity on this issue. “I appeal to my brothers and sisters who are operating our buses to stop the bus at the designated bus stand. There have been complaints that some bus drivers do not stop on seeing women. This is not right,” the CM tweeted.

Following Chief Minister Shri Arvind Kejriwal’s directives, the Transport Minister swiftly responded by instructing the officials of the Transport Department to take immediate action. “It has been confirmed that the bus driver responsible for the incident has been identified and removed from duty pending further investigation. A replacement driver has been assigned to the same bus. The government strongly condemns such behaviour and emphasises its complete unacceptability,” Shri Kailash Gahlot stated. In light of this incident, the Transport Minister also appealed to all bus passengers to promptly capture and share videos if they witness any similar irregularities.

Shri Kailash Gahlot shared details of the incident, stating that on Thursday morning at approximately 11:20 am, Shri Arvind Kejriwal tweeted a video that clearly depicted four to five female passengers attempting to stop the bus by waving their hands. “Unfortunately, the driver failed to halt the bus. Such complaints have been previously received, and in response to the seriousness of the matter, the driver was identified and immediately relieved of duty. This issue is of utmost concern, as under the leadership of Chief Minister Shri Arvind Kejriwal, the Delhi Government has implemented comprehensive measures to ensure the safety and comfort of women during their travel. It is worth noting that more than 112 crore women have availed free travel on our buses thus far,” he said.

Later in the day, Transport Minister Shri Kailash Gahlot held a crucial meeting with senior officers of the Transport Department and Delhi Transport Corporation (DTC) to discuss and resolve complaints regarding bus drivers failing to stop for women at bus stops. Expressing dissatisfaction with these reports, the Minister instructed the officers to take immediate action to prevent such incidents from occurring. He emphasised the importance of sensitising all bus drivers, conductors, and staff to ensure the comfort and convenience of women passengers during their journey. The Minister reiterated that no woman should face any difficulties while travelling on buses in the future, warning that strict action would be taken against any future complaints.

Notably, under the leadership of Chief Minister Shri Arvind Kejriwal, the Delhi government has implemented a policy of free bus travel for all women on Delhi government buses. Women can avail themselves of this benefit by boarding any government bus from any bus stop, where the bus conductor issues a pink ticket to them. This initiative by the Kejriwal government aims to empower women and ensure their accessibility to public transportation. Clear instructions have been given to all bus drivers to ensure the comfort and safety of women during their bus journeys.

Introduced in 2019, this scheme has witnessed remarkable participation, with over 112 crore women utilising the pink pass on Delhi government buses. Currently, Delhi boasts a fleet of 7,379 buses, including both DTC and cluster buses. On average, these buses transport 4.1 million passengers daily, with approximately 31 percent of them being women.

दिल्ली के एक बस स्टाप पर मुफ्त बस सेवा होने के कारण महिलाओं को देखकर क्लस्टर बस नहीं रोकने को सीएम श्री  अरविंद केजरीवाल ने गंभीरता से लिया है। सोशल मीडिया के जरिए बस न रोकने का वीडियो उन्हें मिला था। जिसके बाद सीएम ने बस न रोकने वाले चालक के खिलाफ कार्रवाई के निर्देश दिए। साथ ही, भविष्य में इस तरह का वाकया न दोहराया जाए, इसके लिए परिवहन मंत्री को जरूरी कदम उठाने के निर्देश दिए। सीएम अरविंद केजरीवाल के निर्देश पर परिवहन मंत्री कैलाश गहलोत ने एक घंटे के अंदर बस चालक को ड्यूटी से हटा दिया और परिवहन विभाग के एमडी समेत वरिष्ठ अधिकारियों की बैठक की। उन्होंने अधिकारियों को बस चालकों और अन्य स्टाफों को महिलाओं समेत सभी यात्रियों के प्रति संवेदनशीन बनाने पर जोर देने का निर्देश दिया, ताकि किसी भी स्थिति में महिला की मौजूदगी में बस रोकना सुनिश्चित करें। 

इस मसले पर सीएम श्री  अरविंद केजरीवाल ने दिल्ली परिवहन विभाग के सभी बस चालकों और अन्य कर्मियों से महिलाओं समेत सभी यात्रियों के प्रति संवेदनशील व्यवहार करने की मार्मिक अपील भी की है। सीएम ने अपील करते हुए कहा है कि सभी चालक तय बस स्टैंड पर बस ज़रूर रोकें। ऐसी कुछ शिकायतें आईं हैं कि महिलाओं को देखकर कुछ ड्राइवर बस नहीं रोकते हैं। ये सही नहीं है। दिल्ली की महिलाएं हमारी माताएं-बहनें हैं। इनका ख्याल हम सभी को रखना है। 

वहीं, परिवहन मंत्री श्री  कैलाश गहलोत ने कहा कि इस तरह की कुछ शिकायतें पहले भी हमारे पास आई थीं, लेकिन तब हमारे पास सर्विसेज विभाग नहीं था। जिसके चलते दिल्ली सरकार इस पर ज्यादा कुछ नहीं कर पाई थी। अब सर्विसेज विभाग दिल्ली सरकार के पास है। इसलिए इस मामले में कार्रवाई की गई है। साथ ही सभी बस चालकों को संवेदनशील बनाया जा रहा है ताकि दोबारा ऐसी घटना न हो।

दरअसल, गुरुवार को सोशल मीडिया में एक वीडियो आया। जिसमें दिल्ली के एक बस स्टाप पर महिलाओं के होने के बावजूद बस चालक ने बस नहीं रोकी। इसके पीछे बस में महिलाओं का मुफ्त सफर होना बताया गया। सीएम श्री  अरविंद केजरीवाल इस वीडिया को बेहद गंभीरता से लिया। सीएम ने उस वीडियो को ट्वीट कर कहा कि ऐसी शिकायतें आ रही हैं कि कुछ ड्राइवर महिलाओं को देखकर बस नहीं रोकते हैं, क्योंकि महिलाओं का सफर फ्री है। इसे बिल्कुल बर्दाश्त नहीं किया जाएगा। इस बस के चालक के खिलाफ सख्त एक्शन लिया जा रहा है। सीएम श्री  अरविंद केजरीवाल ने परिवहन मंत्री श्री  कैलाश गहलोत को महिलाओं को देखकर बस न रोकने वाले चालक के खिलाफ सख्त कार्रवाई के निर्देश दिए। साथ ही इस तरह का कृत्य दोबारा न हो, इसके लिए तत्काल सख्त कदम उठाने के निर्देश दिए।

सीएम श्री  अरविंद केजरीवाल के निर्देश के बाद परिवहन मंत्री हरकत में आए और तत्काल परिवहन विभाग के अधिकारियों को निर्देशित कर कार्रवाई शुरू कर दी। उन्होंने बताया कि बस चालक की पहचान कर उसे अगले आदेश तक के लिए ड्यूटी से हटा दिया गया है। उक्त बस पर दूसरे चालक की तैनाती की गई है। किसी भी चालक द्वारा इस तरह का व्यवहार कतई स्वीकार्य नहीं है। परिवहन मंत्री ने सभी बस यात्रियों से अपील करते हुए कहा कि अगर वे कहीं भी इस प्रकार की अनियमितता देखें तो तुरंत उसकी वीडियो बना कर साझा करें। 

परिवहन मंत्री श्री  कैलाश गहलोत ने बताया कि गुरुवार की सुबह करीब 11ः20 बजे सीएम श्री अरविंद केजरीवाल ने एक वीडियो ट्वीट किया। इस वीडियो में साफ़ नज़र आ रहा है कि चार-पांच महिला यात्री बस को रोकने की कोशिश कर रही हैं। वे हाथ दे रही हैं। इसके बावजूद ड्राइवर ने बस नहीं रोकी। इस तरह की शिकायतें पहले भी हमारे सामने आई हैं। इस मामले को तत्काल गंभीरता से लेते हुए हमने बस ड्राइवर की पहचान की और उसे तुरंत ड्यूटी से हटा दिया। यह बहुत गंभीर मामला है। क्योंकि महिलाओं की सुरक्षा और उनकी सुगम यात्रा के लिए सीएम श्री  अरविंद केजरीवाल के नेतृत्व में सभी ज़रूरी क़दम उठाए हैं। हमारी बसों में अब तक 112 करोड़ से अधिक महिलाओं ने मुफ़्त यात्रा की है। 

*परिवहन मंत्री कैलाश गहलोत ने बैठक कर अफसरों के कसे पेंच*

बस स्टाप पर महिलाओं को देखकर चालकों द्वारा बस नहीं रोकने की शिकायतों को दूर करने को लेकर परिवहन मंत्री श्री  कैलाश गहलोत ने दोपहर बाद डीटीसी के सीनियर अफसरों के साथ अहम बैठक भी की। इस बैठक में उन्होंने इस तरह की आ रही शिकायतों पर अफसरों के पेंच भी कसे। साथ ही, उन्होंने अफसरों को इस प्रकार के मामलों कोू रोकने के लिए तत्काल आवश्यक कदम उठाने के निर्देश दिए। इस दौरान अफसरों को सभी बस चालकों, कंडक्टरों और अन्य स्टाफ को संवेदनशील बनाने के लिए उन्हें प्रेरित करने पर बल दिया गया, ताकि भविष्य में किसी महिला को बस में सफर करने में कोई परेशानी न आए। साथ ही, चेतावनी भी दी गई कि अगर आगे इस तरह की कोई शिकायत आती है तो सख्त से सख्त कार्रवाई की जाएगी।

मुख्यमंत्री श्री  अरविंद केजरीवाल के नेतृत्व में दिल्ली सरकार ने सभी महिलाओं के लिए डीटीसी की बसों में सफर मुफ्त कर रखा है। महिलाएं किसी भी बस स्टैंड से दिल्ली सरकार की बस में बैठकर मुफ्त सफर कर सकती हैं। इसके लिए बस कंडक्टर महिलाओं को एक पिंक टिकट देता है। केजरीवाल सरकार द्वारा यह कदम महिलाओं के सशक्तिकरण को बढ़ावा देने के उद्देश्य से उठाया गया है। सभी बस चालकों को सख्त निर्देश दिए गए हैं कि महिलाओं को बस में सफर के दौरान कोई असुविधा नहीं होनी चाहिए। यह योजना 2019 में शुरू की गई थी और इसके तहत अब तक दिल्ली सरकार की बसों में 112 करोड़ से ज्यादा बार महिलाएं पिंक पास का इस्तेमाल कर चुकी हैं। दिल्ली में फिलहाल डीटीसी और क्लस्टर बस मिलाकर कुल 7379 बसें हैं। इन बसों में प्रतिदिन औसतन 41 लाख लोग यात्रा करते हैं। इनमें महिला यात्रियों की हिस्सेदारी करीब 31 फीसद है।

Cabinet Minister Shri Raaj Kumar Anand met with the family of Dr. Anil Kumar Rawat, a COVID warrior who lost his life while treating people during the coronavirus pandemic. He presented them with a cheque of Rs. 1 crore as a Samman Rashi from the Kejriwal government. During the meeting, Shri Raaj Kumar Anand stated that Shri Dr. Anil Kumar Rawat, as a general surgeon at Saroj Super Specialty Hospital in Delhi, was actively involved in public service during the COVID-19 pandemic and unfortunately succumbed to the grip of the coronavirus. He further said that the Kejriwal government had provided financial assistance of one crore rupees to the families of several COVID warriors in Delhi who sacrificed their lives while serving others during the COVID-19 pandemic as a token of respect for their service.

On Thursday, Shri Raaj Kumar Anand, the Minister of Labour and Social Welfare, visited the residence of the late COVID warrior, Dr. Anil Kumar Rawat, to meet his family members in Rohini. During the meeting, Shri Anand met with Dr. Anil Kumar Rawat’s wife Smt. Rachna Rawat and expressed his condolences, assuring her of all possible assistance in the future if needed. He stated that although the monetary aid could not compensate for the loss suffered by the families, he hoped that this financial aid would provide some support to the family members in shaping their future and sustaining their livelihoods.

Dr. Anil Kumar Rawat, a general surgeon at Saroj Super Specialty Hospital in Delhi, displayed remarkable courage during the COVID-19 pandemic. Despite the risks, he wholeheartedly served and treated patients with unwavering dedication. Tragically, he lost his life to the virus on May 8, 2021. Dr. Anil Kumar Rawat’s selfless and compassionate personality is fondly remembered by his friends and family. 

Shri Anand, expressing his condolences, said, “Amidst the COVID-19 pandemic, doctors, nurses, and staff tirelessly provided 24-hour services for the treatment of patients while staying away from their own families. In the process, many Corona warriors themselves contracted the virus and lost their lives. I pray for their souls to find peace. The Delhi government, under the leadership of Chief Minister Shri Arvind Kejriwal, has provided an honorarium of one crore rupees to the families of over 70 Corona warriors who lost their lives in the pandemic. The Delhi government stands firmly with them, offering support in their time of need. We express gratitude to all our Corona warriors who selflessly served the people without concern for their own lives.”

दिल्ली सरकार के श्रम एवं समाज कल्याण मंत्री श्री  राज कुमार आनंद ने गुरुवार को कोरोना महामारी के समय लोगों का इलाज करते हुए जान गंवाने वाले कोरोना योद्धा डॉ अनिल कुमार रावत के परिवार से मुलाकात की और उन्हें केजरीवाल सरकार की ओर से एक करोड़ रुपए की सम्मान राशि का चेक सौंपा। इस दौरान श्रम एवं समाज कल्याण मंत्री श्री  राज कुमार आनंद ने बताया कि कोरोना वॉरियर डॉ अनिल कुमार रावत बतौर जनरल सर्जन दिल्ली के सरोज सुपर स्पेशलिटी अस्पताल में कार्यरत थे, कोविड-19 महामारी के समय जनसेवा करते हुए कोरोना की चपेट में आकर उनका निधन हो गया। उल्लेखनीय है कि कोरोना महामारी के समय दूसरों की सेवा करते हुए कोविड की चपेट में आकर जान गंवाने वाले दिल्ली के कई कोरोना योद्धाओं के परिजनों को केजरीवाल सरकार एक-एक करोड़ रुपए की आर्थिक मदद दे चुकी है।  

श्रम एवं समाज कल्याण मंत्री श्री  राजकुमार आनंद गुरुवार को कोरोना योद्धा स्वर्गीय डॉ अनिल कुमार रावत के परिवारजनों से मिलने रोहिणी स्थित उनके निवास पर पहुंचे। इस दौरान श्रम एवं समाज कल्याण मंत्री श्री  राजकुमार आनंद ने डॉ अनिल कुमार रावत की पत्नी रचना रावत से मुलाकात कर उन्हें सांत्वना दी और भविष्य में भी जरूरत पड़ने पर हर संभव मदद करने का आश्वासन दिया। उन्होंने कहा कि भले ही अनुग्रह राशि परिवारों को हुए नुकसान की भरपाई नहीं कर पाए, लेकिन मुझे उम्मीद है कि परिजनों को इस आर्थिक मदद से अपना भविष्य संवारने एवं जीवन यापन में थोड़ी सहायता मिलेगी।

*अस्पताल में जनरल सर्जन थे डॉ अनिल कुमार रावत, अंतिम क्षण तक की दूसरों की सेवा* 

श्रम एवं समाज कल्याण मंत्री श्री राजकुमार आनंद ने कहा कि कोरोना वॉरियर डॉ अनिल कुमार रावत बतौर जनरल सर्जन दिल्ली के सरोज सुपर स्पेशलिटी अस्पताल में कार्यरत थे। उन्होंने कोरोना महामारी के समय अदम्य साहस का परिचय दिया। वह कोरोना के समय लोगों की सेवा के लिए अस्पताल में पूरी श्रद्धा के साथ अपनी ड्यूटी करते रहे, कोरोना की मुश्किल घड़ी में मैदान नहीं छोड़ा और लोगों का इलाज करते-करते खुद भी कोरोना की चपेट में आ गए और 8 मई 2021 को उनका निधन हो गया। डॉ अनिल कुमार रावत के परोपकारी और मददगार व्यक्तित्व को आज भी उनके मित्र और परिवार के लोग बहुत याद करते हैं। अस्पताल का स्टाफ आज भी इस बात को याद करता है कि डॉ अनिल कुमार रावत अंतिम क्षण तक लोगों की मदद के लिए हमेशा आगे बढ़कर काम करते रहे, लेकिन खुद कोरोना के खिलाफ जिंदगी की जंग हार गए। अब उनके परिवार में अकेले उनकी पत्नी रचना रावत रह गई हैं। रचना रावत डॉ अनिल कुमार रावत पर आश्रित थी क्योंकि वह कहीं पर कार्यरत नहीं थी, हालांकि पहले वह भी डॉ अनिल के साथ बतौर जूनियर डॉक्टर सरोज अस्पताल में काम करती थीं। स्वर्गीय डॉ अनिल रावत की एक बेटी है जो विवाह के बाद से चंडीगढ़ में रहती हैं। वहीं उनके माता-पिता का पहले ही निधन हो चुका है, इसलिए अब परिवार में सिर्फ उनकी पत्नी ही अकेली रह गई हैं। 

*कोरोना योद्धाओं की मदद के लिए हमेशा तैयार केजरीवाल सरकार*

श्रम एवं समाज कल्याण मंत्री श्री  राज कुमार आनंद ने कहा कि कोरोना महामारी के बीच जनता की सेवा के लिए डॉक्टरों, नर्सों, और कर्मचारियों ने परिजनों से दूर रहकर मरीजों के इलाज के लिए 24 घंटे सेवाएं दी। इस बीच कई कोरोना योद्धा खुद कोरोना संक्रमित हुए और अपनी जान तक गवां दी। मैं भगवान से प्रार्थना करता हूं कि उनकी आत्मा को शांति मिले। महामारी में जान गंवाने वाले दिल्ली के 70 से अधिक कोरोना योद्धाओं के परिजनों को केजरीवाल सरकार एक-एक करोड़ रुपए की सम्मान राशि प्रदान कर चुकी है। उनकी मदद के लिए दिल्ली सरकार हमेशा उनके साथ है। हम अपने सभी कोरोना योद्धाओं का आभार व्यक्त करते हैं, जिन्होंने अपनी जान की परवाह किए बगैर लोगों की सेवा की है।

दिल्ली के परिवहन मंत्री कैलाश गहलोत ने ड्राइवरों द्वारा निर्धारित बस स्टॉप पर महिला यात्रियों के लिए बसों के न रुकने के मुद्दे पर आज एक महत्वपूर्ण बैठक की। बैठक में परिवहन विभाग, दिल्ली परिवहन निगम (डीटीसी) और दिल्ली इंटीग्रेटेड मल्टी-मोडल ट्रांजिट सिस्टम लिमिटेड (डीआईएमटीएस) के वरिष्ठ अधिकारियों ने भाग लिया।

परिवहन मंत्री कैलाश गहलोत ने स्थिति पर गहरी चिंता व्यक्त करते हुए दोषी ड्राइवरों के खिलाफ तत्काल कार्रवाई करने का निर्देश दिया और ऐसी घटनाओं की पुनरावृत्ति को रोकने के लिए उपायों को लागू करने के महत्व पर जोर दिया। उन्होंने कहा “दिल्ली सरकार ने इस घटना को बहुत गंभीरता से लिया है और ड्राइवर, कंडक्टर और मार्शल के खिलाफ तत्काल कार्रवाई की है। पिछले कुछ वर्षों में दिल्ली सरकार ने दिल्ली में सार्वजनिक परिवहन को बढ़ावा देने के लिए कई महत्वपूर्ण क़दम उठाए हैं साथ ही इसे विशेष रूप से महिलाओं के लिए अधिक सुविधाजनक और सुरक्षित बनाने पर ध्यान केंद्रित किया हैं। मुख्यमंत्री अरविंद केजरीवाल के नेतृत्व में दिल्ली सरकार ने महिला सशक्तीकरण की दिशा में कई महत्वपूर्ण कदम उठाए हैं। हमने यह सुनिश्चित करने के लिए कई उपाय किए हैं कि ऐसी घटनाएं दोबारा न हों।”

*बैठक के दौरान निम्नलिखित निर्णय लिए गए:*

*1. ट्रैफिक टीमों की तैनाती:* बसों के सुचारू संचालन को सुनिश्चित करने के लिए कल से 200 से अधिक ट्रैफिक टीमें, जिनमें से प्रत्येक में 2-3 अधिकारी होंगे, प्रमुख टर्मिनलों और बस स्टॉप पर तैनात की जाएंगी।

*2. सादे कपड़ों की टीमें:* स्थिति की बारीकी से निगरानी करने के लिए एक सप्ताह की अवधि के लिए टर्मिनलों और व्यस्त बस क्यू शेल्टर में सादे कपड़ों में अतिरिक्त टीमों को तैनात किया जाएगा।

*3. चालकों और परिचालकों को संवेदनशील बनाना:* डिपो प्रबंधक चालकों और परिचालकों को यात्रियों, विशेष रूप से महिला यात्रियों के प्रति उनकी जिम्मेदारियों के बारे में संवेदनशील बनाने के लिए सत्र आयोजित करेंगे।

*4. रिफ्रेशर कोर्स:* डीटीसी ड्राइवरों और कंडक्टरों के लिए एक रिफ्रेशर कोर्स आयोजित करने के लिए गैर-सरकारी संगठन (एनजीओ) के साथ सहयोग करेगा। पाठ्यक्रम उन्हें विभिन्न पहलुओं के बारे में संवेदनशील बनाने पर ध्यान केंद्रित करेगा, जिसमें निर्दिष्ट बस स्टॉप पर रुकना और निर्दिष्ट बस लेन में ड्राइविंग करना शामिल है।

*5. निगरानी के लिए मोबाइल टीमें:* डीटीसी और डिम्ट्स क्रमशः 10 और 16 सदस्यों वाली मोबाइल टीमें स्थापित करेंगी, जो चालकों और परिचालकों के व्यवहार पर नजर रखने के लिए बसों में यात्रा करेंगी।

*6. केंद्रीकृत डेटाबेस:* चालकों का एक केंद्रीकृत डेटाबेस बनाया जाएगा, जिससे ड्राइवरों का पूरा रिकॉर्ड होगा। ड्राइवरों की भर्ती इस डेटाबेस से उनके रिकॉर्ड की गहन जांच पर निर्भर करेगी।

*7. शिकायतों पर त्वरित कार्रवाई:* वाहन चालक के विरुद्ध किसी भी प्रकार की शिकायत होने पर तत्काल कार्रवाई की जाएगी, जिसमें जांच लंबित रहने तक चालक को निलंबित करना शामिल है।

*8. जन जागरूकता अभियान:* परिवहन विभाग एक विज्ञापन जारी कर यात्रियों से ड्राइवरों या कंडक्टरों द्वारा दुर्व्यवहार या अनुशासनहीनता की घटनाओं की रिपोर्ट ‘वन-दिल्ली’ ऐप के माध्यम से करने का आग्रह करेगी। यह संदेश बसों के भीतर एलईडी डिस्प्ले पर भी प्रदर्शित किया जाएगा।

इसके अतिरिक्त, एक आदेश, जो पहले 18 फरवरी, 2020 को जारी किया गया था, जिसमें ड्राइवर द्वारा इस तरह की घटना के लिए जुर्माने का प्रावधान था, को फिर से जारी किया जाएगा और व्यक्तिगत रूप से सभी ड्राइवरों को उनके संबंधित डिपो प्रबंधकों द्वारा दिया जाएगा। एक रेडियो जिंगल भी प्रसारित किया जाएगा, जो यात्रियों को ड्राइवर या कंडक्टर की अनुशासनहीनता के बारे में शिकायत दर्ज करने के लिए प्रोत्साहित करेगा।

इन पहलों के साथ, दिल्ली सरकार का लक्ष्य महिला यात्रियों की सुरक्षा सुनिश्चित करना और शहर में सार्वजनिक परिवहन की समग्र गुणवत्ता में सुधार करना है। इन उपायों के कार्यान्वयन से चालकों और परिचालकों के व्यवहार और आचरण में सकारात्मक बदलाव आने की उम्मीद है।

इससे पहले दिन में, दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने ट्वीट किया था कि कैसे कुछ ड्राइवर दिल्ली सरकार की मुफ्त बस यात्रा योजना के कारण महिला यात्रियों के लिए बसों को नहीं रोकते हैं। जिसके बाद परिवहन मंत्री ने तुरंत संज्ञान लेते हुए दोषी बस कर्मचारियों के खिलाफ त्वरित कार्रवाई की।

NEW DELHI:

Transport Minister Shri Kailash Gahlot presided over a crucial meeting today to address the issue of non-stoppage of buses for women passengers at designated bus stops by the drivers. The meeting was attended by senior officers from the Transport Department, Delhi Transport Corporation (DTC) and Delhi Integrated Multi-Modal Transit System Limited (DIMTS).

Expressing deep concern over the situation, Transport Minister Shri Kailash Gahlot directed immediate action against the errant drivers and emphasised the importance of implementing measures to prevent any recurrence of such incidents. “In last few years, we have been working tirelessly to transform the public transportation in Delhi focussing on making it more convenient and safer for all, especially women. Delhi government has always been at the forefront in empowering women which is not limited to the transport sector only. Delhi government has taken this incident very seriously and an immediate action was taken against the Driver, Conductor and the Marshall. All have been debarred from the cluster bus operations. Under the leadership of Chief Minister Shri Arvind kejriwal, Delhi government has taken many steps for the welfare of its people but Delhi government also has zero tolerance against the people for not performing their duties in the right manner. We have taken multiple measures to ensure no such incidents occur again.”

*The following decisions were made during the meeting:*

*1. Deployment of Traffic Teams:* From tomorrow, more than 200 Traffic Teams, comprising 2-3 officials each, will be stationed at major terminals and bus stops to ensure the smooth operation of buses.

*2. Plain Clothes Teams:* Additional teams in plain clothes will be stationed at terminals and busy bus queue shelters for a period of one week to monitor the situation closely.

*3. Sensitization of Drivers and Conductors:* Depot Managers will conduct sessions to sensitize drivers and conductors regarding their responsibilities towards passengers, especially women commuters, during out-shedding.

*4. Refresher Course:* The DTC will collaborate with a non-governmental organisation (NGO) to conduct a refresher course for drivers and conductors. The course will focus on sensitising them about various aspects, including stopping at designated bus stops and driving in designated bus lanes.

*5. Mobile Teams for Surveillance:* The DTC and DIMTS will establish Mobile Teams consisting of 10 and 16 members, respectively, who will travel in buses to monitor the behaviour of drivers and conductors.

*6. Centralised Database:* A centralised database of drivers will be created, enabling the recording of any act of misconduct. Recruitment of drivers will be contingent upon a thorough check of their records from this database.

*7. Prompt Action on Complaints:* In case of any complaint against a driver, immediate action will be taken, including suspending the driver pending inquiry.

*8. Public Awareness Campaign:* The Transport Department will issue an advertisement urging commuters to report incidents of misbehaviour or indiscipline by drivers or conductors through the ‘One-Delhi’ App. This message will also be displayed on LED displays within the buses.

Additionally, an order, previously issued on February 18, 2020, outlining fines for driver misconduct, will be reissued and individually served to all drivers by their respective Depot Managers. A radio jingle will also be broadcasted, encouraging commuters to come forward and file complaints regarding driver or conductor indiscipline.

With these initiatives, the Delhi government aims to ensure the safety and comfort of women passengers and improve the overall quality of public transportation in the city. The implementation of these measures is expected to bring about a positive change in the behavior and conduct of drivers and conductors.

Education Minister Ms Atishi on Thursday visited an MCD school in New Friends Colony and attended the Mission Buniyaad class with the students. During the visit and interaction with students and teachers, she boosted their morale. Additionally, the Education Minister gave instructions for monitoring the learning progress of each child and emphasised the need to provide customised learning based on their individual learning requirements.

Adding on she said, “The process of transformation has begun in the MCD schools now. Following this MCD schools are now focusing on creating a conducive learning environment for every child studying in them.” She added that in the past 15 years, BJP always neglected MCD schools and disregarded the efforts of teachers but now the atmosphere of schools is changing with the new government. 

While encouraging the teachers, the Education Minister said that children sitting in these classrooms are the future of the country. In order to strengthen the future of the country, it is necessary to strengthen the foundation of these children. For this, it is necessary for teachers to take the lead and always inspire every child in their class to learn better. It is only by taking these actions that the objectives of Mission Buniyaad will be accomplished. 

Ms. Atishi emphasised that each child should be given equal opportunity to learn better and encouraged to improve foundational skills. “It is now our responsibility to give them that opportunity and ensure that they have equitable learning levels as their counterparts in other schools while leaving from here,” she said. 

She stated that Mission Buniyaad was initiated to bridge the learning gap among children. Under this mission, children participate in classrooms of different levels. The objective is to take students from the basic level to the advanced learning levels. Merely relying on bookish knowledge is not sufficient to achieve this. Students should be provided with an environment where they can learn through play.

During a visit, the Education Minister observed unique methods of teaching in a Hindi class where children formed words using play-cards, and an English class where interactive activities were used. The Minister praised the teachers, stating that their efforts would lead MCD schools to a future where every child meets the designated learning benchmark.

*Preparations for Mission Buniyaad in new session* 

This year, various approaches have been implemented in DIET and MCD schools to strengthen the foundational skills in children and bridge the learning gaps for students from third to eighth grade.

->  Students from grades 3 to 5 are being prepared to read short stories fluently, without hesitation, while students from grades 6 to 8 are being equipped to read advanced stories seamlessly. This will help them in understanding their textbooks. Additionally, all students will be taught the skill of summarizing.

-> Attention is focused on activities that help children read fluently with unfamiliar words, write without errors, comprehend local values clearly, and understand and solve high-order mathematical problems related to multiplication and division.

In addition, a nodal team led by senior officials from SCERT, DoE and MCD has prepared a joint curriculum strategy to monitor children’s progress meticulously. Training sessions have also been organized by SCERT for principals, teachers, mentor teachers, and Mission Buniyaad coordinators from schools under the DoE and MCD.

शिक्षा मंत्री आतिशी ने स्कूल विजिट की श्रृंखला जारी रखते हुए गुरुवार को न्यू फ़्रेंड्स कॉलोनी स्थित एमसीडी स्कूल का दौरा किया। विजिट के दौरान शिक्षा मंत्री ने मिशन बुनियाद की क्लासेज़ का निरीक्षण किया व शिक्षकों और बच्चों से बातचीत कर उनका उत्साह बढ़ाया। साथ ही शिक्षा मंत्री ने निर्देश दिए कि हर बच्चे के सीखने की गति की मॉनिटरिंग की जाए और उनकी सीखने की ज़रूरत के अनुसार उन्हें लर्निंग दी जाए।

इस मौक़े पर शिक्षा मंत्री ने कहा कि एमसीडी स्कूलों में बदलाव की शुरुआत हो चुकी है। बदलाव की इस शुरुआत के साथ अब एमसीडी के स्कूलों में सीखने का शानदार माहौल तैयार किया जा रहा है। उन्होंने कहा कि भाजपा के 15 सालों के शासन में एमसीडी स्कूलों में पढ़ाई की बदहाली रही, शिक्षकों को उपेक्षा की गई। भाजपा शासन में हमेशा ये माना गया कि यहाँ आने वाले बच्चे गरीब घरों से आते है तो उन्हें नज़रअंदाज़ किया जा सकता है। लेकिन अब ये परिदृश्य बदल चुका है अब एमसीडी में हमारी सरकार आने के बाद शिक्षकों का आत्मविश्वास बढ़ा है और उसके साथ एमसीडी स्कूलों में पढ़ने-पढ़ाने का बेहतर माहौल तैयार हुआ है।

उन्होंने शिक्षकों को प्रेरित करते हुए कहा कि इन क्लासरूम में बैठे बच्चे देश का भविष्य है| हम देश के भविष्य को मजबूत कर सकें इसके लिए जरुरी है कि हम अपनी कक्षाओं में बैठे बच्चों की बुनियाद को मजबूत करें| इसके लिए ज़रूरी है कि टीचर्स आगे बढ़कर ऑनरशिप ले| अपनी क्लास में हमेशा हर बच्चों को बेहतर सीखने में मदद करने के लिए प्रेरित करें। ऐसे करने के बाद ही हम मिशन बुनियाद के लक्ष्य पूरी तरह से हो प्राप्त कर पाएंगे|

शिक्षा मंत्री ने कहा कि टीचर्स हमेशा इस बात का ध्यान रखे कि मिशन बुनियाद द्वारा हम बच्चों की भाषा और बुनियादी गणित की समझ को बेहतर नहीं किया जा रहा  बल्कि हर बच्चे को बराबरी का अवसर देने के लिए तैयार किया जा रहा है। इसलिए हम सभी की जिम्मेदारी है कि हमारे स्कूलों में आने वाले बच्चों को चाहे आजतक कोई शिक्षा न मिली हो लेकिन जब वो हमारे स्कूलों से बाहर निकले तो बराबरी के स्तर और मौके के साथ निकले| 

उन्होंने कहा कि बच्चों के लर्निंग गैप को भरने के लिए मिशन बुनियाद की शुरुआत की गई‌। मिशन बुनियाद के तहत बच्चे अलग-अलग स्तर की कक्षाओं में भाग लेते हैं। हमारा उद्देश्य है कि छात्रों को बेसिक से लेकर एडवांस स्टेज तक लेकर जाना है। इसको संभव बनाने के लिए किताबी ज्ञान पर्याप्त नहीं है। छात्रों को ऐसा माहौल प्रदान किया जाए, जिसमें वह खेल-खेल में पढाई कर सकें। 

*शिक्षकों ने अपनाया सिखाने का अनूठा तरीक़ा तो शिक्षा मंत्री से मिली तारीफ़*

विजिट के दौरान शिक्षा मंत्री ने देखा कि हिन्दी की एक क्लास में बच्चे बेहद अनूठे तरीक़े से शब्दों को सीख रहे है। यहाँ टीचर ने प्ले-कार्ड पर अक्षर लिखे थे जिन्हें खोजकर और जोड़कर बच्चे शब्दों बना रहे थे। साथ ही एक अन्य कक्षा में शिक्षा मंत्री ने पाया कि बच्चों को अंग्रेज़ी एक्टिविटी के माध्यम से सिखाई जा रही है। पढ़ाने के इस बेहद रोचक तरीक़े को देख शिक्षा मंत्री ने दोनों शिक्षकों की सराहना की। 

उन्होंने कहा कि ये बेहद ख़ुशी कि बात है कि एमसीडी स्कूलों में शिक्षक पूरी मेहनत के साथ मिशन बुनियाद को सफल बना रहे है। इनकी मेहनत से वो दिन दूर नहीं जब एमसीडी स्कूलों से निकला हर बच्चा लर्निंग के एक निश्चित बेंचमार्क पर ज़रूर होगा जो हमने उनके लिए निर्धारित किया है।

*नए सत्र में मिशन बुनियाद की क्या तैयारियाँ हुई*

इस वर्ष डीओई और एमसीडी स्कूलों में बुनियादी सीखने के स्तर को मजबूत करने और कक्षा तीसरी से आठवीं तक सभी बच्चों के सीखने अंतर को पाटने के लिए विभिन्न एप्रोच लागू किए गए है।

1. कक्षा 3 से 5 के बच्चों को बिना अटके शोर्ट स्टोरी पढ़ने के लिए और कक्षा 6 से 8 के शेष सभी बच्चों को धाराप्रवाह एडवांस स्टोरी पढ़ने के तैयार किया जा रहा है|  इससे उन्हें अपनी कक्षा की पाठ्यपुस्तकों को पढ़ने में मदद मिलेगी। साथ ही, सभी बच्चों को सरल भाग करना सिखाया जायेगा| 

2. उन गतिविधियों पर ध्यान केंद्रित किया जा रहा है जो बच्चों को अपरिचित शब्दों के साथ धाराप्रवाह पढ़ने, गलतियों  के बिना लिखने और स्थानीय मान की स्पष्ट समझ के साथ गुणा और भाग से जुड़े हाई आर्डर गणितीय सवालों को समझने और हल करने में मदद करे|

साथ ही एससीईआरटी,शिक्षा निदेशालय और एमसीडी के वरिष्ठ अधिकारियों के नेतृत्व में एक नोडल टीम ने एक संयुक्त पाठ्यचर्या रणनीति तैयार की है जिससे बच्चों की प्रगति की बारीकी से मोनिटरिंग की जा रही है।

इस साल के लिए शिक्षा निदेशालय, एमसीडी और एससीईआरटी साथ मिलकर लर्निंग मटेरियल तैयार कर रही है| साथ ही शिक्षा निदेशालय व् एमसीडी के स्कूलों के प्रिंसिपलों,शिक्षकों, मेंटर टीचर व मिशन बुनियाद कोओर्डीनेटरों के लिए ट्रेनिंग आयोजित की गई है|

Cabinet Minister Shri Imran Hussain paid a visit to the residences of two Covid-19 warriors and handed over a cheque of Rs. 1 crore each on behalf of the Delhi government. He visited the residence of Late Smt. Rajni Chauhan in Vikaspuri and the residence of Late Smt. Madhu Rana in Basaidarapur, New Delhi. Late Smt. Rajni Chauhan served as a Nursing Officer in the Maternity and Child Health Centre, while Late Smt. Madhu Rana worked as a Teacher in Nigam Pratibha Vidyalaya, Basaidarapur, Delhi.

In attendance during this significant occasion were Shri Jarnail Singh, the MLA of Tilak Nagar, Shri Girish Soni, the MLA of Madipur

During his visit, Shri Imran Hussain expressed his heartfelt condolences to the family members of the Corona warriors. He assured them that the Kejriwal government is committed to providing all possible assistance and support. Shri Imran Hussain stated, “The Kejriwal Government will always stand with the families of the Covid warriors who selflessly sacrificed their lives to protect humanity and society without considering their own safety.”

Late Smt. Rajni Chauhan was born on 2nd January 1966 in Lucknow and was approximately 55 years old. She served as a nursing officer at the Mother and Child Health Centre in Tilak Nagar. While dedicatedly serving and supporting patients at the hospital, she, unfortunately, contracted the Coronavirus herself and tragically lost her life. She had completed 31 years of service and is survived by her husband and two children.

Late Smt. Madhu Rana was born on 28th August 1976 in Rana Pratap Bagh, New Delhi, and was approximately 44 years old. She worked as a Teacher at an MCD School. This braveheart teacher passed away on 27th June 2020 after getting infected while on Covid duty. She is survived by her husband and a daughter who is currently pursuing her 12th class.

Shri Imran Hussain, while addressing the families of the Covid warriors, expressed that no ex-gratia amount could fully compensate for the immense loss suffered by the families. However, he assured them that the financial assistance would provide some relief and aid them in building a better future, enabling them to lead a dignified life.

Shri Imran Hussain emphasised that Late Smt. Rajni Chauhan, a Nursing Officer and Late Smt. Madhu Rana, a Teacher, made the ultimate sacrifice for the country while serving humanity. He expressed the pride of the entire nation in their selfless acts and reaffirmed that the Delhi Government would always support their families. The Food Supply Minister instructed the District Administration to extend any further necessary government assistance to the families.

Shri Imran Hussain, the Food Supply Minister of Delhi, further added, “During the COVID-19 pandemic, doctors, nurses, teachers, and government employees devoted themselves to serving the public. They stayed away from their own homes and dedicated themselves to 24-hour service. Unfortunately, many of these Corona warriors contracted the virus themselves and even lost their lives. In recognition of their sacrifices, the Kejriwal government has provided an ex-gratia amount of Rs. one crore each to the families of over 80 Corona Warriors in Delhi who lost their lives during the pandemic.”

Shri Imran Hussain, on behalf of the Delhi Government, emphasised the unwavering support they provide to the families of the braveheart Covid warriors. He stated, “The Arvind Kejriwal government always stands with the families of our Covid warriors, who have shown remarkable dedication in serving the people without considering their own lives. We express our heartfelt gratitude to all our corona warriors. The government’s initiative to provide financial assistance to the families of these courageous individuals, who made the ultimate sacrifice while serving humanity, has garnered immense appreciation. This step not only acknowledges the selfless service of the Corona warriors but also reflects the government’s steadfast commitment to standing by their families in their time of need.”

केजरीवाल सरकार द्वारा कोरोना योद्धाओं को सम्मान देने के लिए शुरू की गई महत्वाकांक्षी योजना के तहत दिल्ली के खाद्य एवं आपूर्ति मंत्री इमरान हुसैन ने दो दिवंगत कोविड -19 कोरोना योद्धाओं के परिवारजनों से मुलाकात की और एक- एक करोड़ रुपये के सम्मान राशि का चेक सौंपा। मंत्री इमरान हुसैन ने विकासपुरी में स्वर्गीय रजनी चौहान और स्वर्गीय मधु राणा के बसईदारापुर स्थित आवास पर जाकर उनके परिवारों को एक करोड़ की ‘सम्मान राशि’ का चेक सौपा । स्वर्गीय रजनी चौहान प्रसूति एवं शिशु स्वास्थ्य केंद्र , तिलक नगर में नर्सिंग ऑफिसर थीं, जबकि स्व. मधु राणा निगम प्रतिभा विद्यालय, बसईदारापुर, दिल्ली में शिक्षिका के पद पर तैनात थीं। इस मौके पर तिलक नगर के विधायक जरनैल सिंह, विधायक मादीपुर गिरीश सोनी, खाद्य आपूर्ति मंत्री के सचिव और संबंधित जिलों के एडीएम, एसडीएम और एसडीएम भी मौके पर मौजूद रहे ।

इस दौरान मंत्री श्री  इमरान हुसैन ने कोरोना योद्धा के परिवार के प्रति अपनी संवेदना व्यक्त की और उन्हें केजरीवाल सरकार की ओर से हर संभव मदद का आश्वासन दिया। मंत्री ने यह भी कहा कि केजरीवाल सरकार हमेशा उन कोरोना योद्धाओं के परिवारों के साथ खड़ी रहेगी, जिन्होंने अपनी जान की परवाह किए बिना मानवता और समाज की रक्षा के लिए अपने प्राणों की आहुति दे दी।

बता दें कि स्वर्गीय रजनी चौहान का जन्म 2 जनवरी 1966 को लखनऊ में हुआ था और तिलक नगर स्थित मातृ एवं शिशु स्वास्थ्य केंद्र में नर्सिंग अधिकारी थीं। अस्पताल में मानवता और रोगियों की सेवा करते हुए लगभग 55 वर्ष की आयु वह स्वयं कोरोना की चपेट में आ गई और इसके चलते उनका निधन हो गया । उन्होंने 31 साल की सेवा पूरी कर ली थी। उनके परिवार में उनके  पति और दो बच्चों हैं ।

वहीं, स्वर्गीय मधु राणा का जन्म 28 अगस्त 1976 को राणा प्रताप बाग, नई दिल्ली में हुआ था। वे एमसीडी स्कूल में अध्यापिका थीं। 27 जून 2020 को कोविड ड्यूटी के दौरान संक्रमित होने के बाद लगभग 44 वर्ष की आयु में उनका निधन हो गया। कोविड महामारी के दौरान भी उन्होंने एक सच्चे कोरोना योद्धा की तरह अपने कर्तव्यों का निष्ठापूर्वक पालन किया। उनके परिवार में उनके पति और एक बच्ची है। बच्ची 12वीं की पढ़ाई कर रही है।

मंत्री श्री  इमरान हुसैन ने उनके परिवारों से कहा कि दिल्ली सरकार इनके जज़्बे को सलाम करती है। इस अनुग्रह राशि दिवंगत कोरोना योद्धाओं के परिवार के नुकसान की पूर्ति तो नहीं की जा सकती फिर भी अपने भविष्य को बेहतर बनाने और सम्मानजनक जीवन जीने में मदद जरूर मिलेगी। उन्होंने कहा कि स्वर्गीय रजनी चौहान और स्वर्गीय मधु राणा ने मानवता की सेवा करते हुए देश के लिए अपना सर्वोच्च बलिदान दिया, जिसके लिए पूरे देश को उन पर गर्व है और केजरीवाल सरकार हमेशा उनके परिवारों के साथ खड़ी रहेगी। खाद्य आपूर्ति मंत्री ने जिला प्रशासन को परिवारजनों  को और भी आवश्यक सरकारी सहायता प्रदान करने का भी निर्देश दिया।

दिल्ली के खाद्य आपूर्ति मंत्री श्री  इमरान हुसैन ने कहा कि कोरोना महामारी के बीच जनता की सेवा करने के लिए डॉक्टरों, नर्सों, शिक्षकों और सरकारी कर्मचारी ने अपने घरों से दूर रहकर 24 घंटे सेवाएं दी। महामारी के दौरान कई कोरोना योद्धा खुद कोरोना संक्रमित हो गए और अपने प्राणों की आहुति दे दी । केजरीवाल सरकार ने महामारी में जान गंवाने वाले दिल्ली के 80 से अधिक कोरोना वॉरियर्स के परिवारों को एक-एक करोड़ रुपये की सम्मान राशि प्रदान की है ।

मंत्री श्री  इमरान हुसैन के कहा कि हम अपने सभी कोरोना योद्धाओं के प्रति सम्मान व्यक्त करते हैं,जिन्होंने अपनी जान की परवाह किए बिना लोगों की सेवा की है। जैसा कि मानवता की सेवा करते हुए अपने प्राणों की आहुति देने वाले कोरोना योद्धाओं के परिवारों की आर्थिक सहायता करने की केजरीवाल सरकार की पहल की कई लोगों ने सराहना की है। यह कदम न केवल कोरोना योद्धाओं की निस्वार्थ सेवा को केजरीवाल सरकार द्वारा सम्मान देने का एक पहल है बल्कि उनके परिवारों को उनकी जरूरत की घड़ी में संबल देने के लिए सरकार की प्रतिबद्धता को भी दर्शाता है।

परिवहन मंत्री श्री  कैलाश गहलोत ने आज आईटीओ स्थित बस क्यू शेल्टर (बीक्यूएस) में लगाए गए अत्याधुनिक बस रूट नेविगेशन मानचित्र का उद्घाटन किया। दिल्ली में 2000 बस क्यू शेल्टर में दिल्ली मेट्रो रेल कॉर्पोरेशन (DMRC) के साथ साझेदारी में इस तरह के बस रूट नेविगेशन मानचित्र स्थापित किए जा रहे हैं। दिल्ली सरकार इस पर कुल 27 करोड़ रुपये खर्च कर रही है जिसमें इन नए रूट मैप का 3 साल का रखरखाव भी शामिल होगा।

इस अवसर पर बोलते हुए, परिवहन मंत्री श्री  कैलाश गहलोत ने कहा, “मुख्यमंत्री  श्री अरविंद केजरीवाल के दूरदर्शी नेतृत्व में, दिल्ली सरकार सार्वजनिक परिवहन में क्रांति ला रही है। यात्रियों को अक्सर यह भ्रम होता है कि कौन सी बस कहाँ जाएगी और समस्या तब और बढ़ जाती है जब किसी को बीच में बस बदलनी पड़े। बीक्यूएस में स्थित इन नए रूट मैप से, कोई भी आसानी से बस रूट नंबर और गंतव्यों का पूरा अंदाजा लगा सकता है। इन नए रूट मैप में हिंदी और अंग्रेजी दोनों का उपयोग किया गया है, जिससे कोई भी इसे आसानी से पढ़ सकता हैl विश्वस्तरीय इलेक्ट्रिक बसों के साथ, यह सार्वजनिक परिवहन को और अधिक सुविधाजनक बनाने की दिशा में एक और महत्वपूर्ण कदम है।”

दिल्ली सरकार ने बीक्यूएस में बड़े आकार के रूट मैप स्थापित करने के लिए डीएमआरसी के साथ साझेदारी की है। डीएमआरसी बीक्यूएस में बैकलिट रूट मैप के साथ स्टेनलेस स्टील फ्रेम लगाएगी। ये बस रूट नेविगेशन मैप्स 4 फीट चौड़े और 6 फीट ऊंचे होंगे। डीएमआरसी अगले 6 महीनों में पूरी दिल्ली में इस परियोजना को क्रियान्वित करेगी। समग्र परियोजना में इन नए रूट मैप का 3 साल का पूर्ण रखरखाव भी शामिल होगा।

नया रूट मैप यात्रियों को सटीक जानकारी प्रदान करता है और शहर भर में सुगम यात्रा सुनिश्चित करता है।

*नए रूट मैप के लाभ:*

*1. आसान नेविगेशन:* रूट मैप यात्रियों को बस क्यू शेल्टर पर प्रतीक्षा करते समय आसानी से उपयुक्त बस मार्ग और गंतव्य की पहचान करने में सक्षम बनाता है। यह भ्रम को समाप्त करता है और उनकी यात्रा के लिए सही बस चुनने की प्रक्रिया को सरल करता है, जिससे समय की बचत होती है।

*2. निर्बाध इंटरमोडल यात्रा:* आस-पास के मेट्रो स्टेशनों के बारे में जानकारी शामिल करके, रूट मैप इंटरमोडल यात्रा की सुविधा प्रदान करता है।

*3. महत्वपूर्ण सुविधाओं तक पहुंच:* मार्ग में आईएसबीटी, अस्पतालों और रेलवे स्टेशनों के बारे में जानकारी शामिल करने से यात्रियों को आस-पास की सुविधाओं की आसानी से पहचान करने में मदद मिलती है।वैसे लोग जो दिल्ली में नयें हैं या जिन्हें आसपास के इलाकों की जानकारी नहीं हैं, उनके लिए यह मानचित्र काफी मददगार होगा।

*4. बढ़ी हुई सुविधा:* रूट मैप्स का बड़ा आकार यह सुनिश्चित करता है कि बस क्यू शेल्टर में किसी को भी जानकारी आसानी से दिखाई दें। यह यात्रियों के लिए उनकी आंखों पर दबाव डाले बिना प्रदर्शित जानकारी को पढ़ना और समझना सुविधाजनक बनाता है।

इसके अलावा दिल्ली सरकार बीक्यूएस में पैसेंजर इनफार्मेशन सिस्टम (पीआईएस) लागू करने पर भी काम कर रही है, जो रेलवे स्टेशनों या हवाई अड्डों पर प्रदर्शित डिस्प्ले के समान होगी। पीआईएस से यात्रियों को बस क्यू शेल्टर पर बसों के आगमन और प्रस्थान की रियल टाइम में जानकारी मिल सकेगी।

Delhi’s public transportation system gets an upgrade as Transport Minister Shri Kailash Gahlot inaugurated the state-of-the-art Bus Route Navigation map installed at the Bus Queue Shelter (BQS) at ITO. These Bus Route Navigation maps are being installed in partnership with Delhi Metro Rail Corporation (DMRC) at 2000 BQS in Delhi. The Delhi Government shall be spending Rs 27 crores on the same, including 3 years of maintenance.

Speaking at the occasion, Shri Kailash Gahlot said “Under the visionary leadership of Chief Minister Shri Arvind Kejriwal, the Delhi government is revolutionizing public transportation. A bus traveller, especially an occasional traveller, is often confused as to which bus will go where and the problem is further increased if one has to change buses in between. With these maps located at BQS, one can easily get a complete idea of the bus route number and the destinations. These maps use both Hindi and English, making it comfortable to be read by anyone. With world class electric buses plying on the road, this is another step in making public transportation more convenient.”

The Delhi Government has partnered with DMRC to install large-sized route maps at the BQS. DMRC will be building the stainless steel frame along with the Backlit Route Map at these BQS. These Bus Route Navigation maps will be 4 ft wide and 6 ft high. DMRC will execute this project across Delhi in the next 6 months. The overall project will include 3-year complete maintenance of these Bus Route Navigation maps.

The innovative Bus Route Navigation Map promises to enhance accessibility, convenience, and efficiency for commuters, providing them with accurate information and ensuring smoother journeys across the city.

*Benefits of the new route map:*

*1. Easy Navigation:* The route map enables commuters to easily identify the appropriate bus route and destination while waiting at the BQS. This eliminates confusion and simplifies the process of choosing the right bus for their journey, saving time and effort.

*2. Seamless Intermodal Travel:* By incorporating information about nearby Metro stations, the route map facilitates smooth intermodal travel, allowing commuters to seamlessly transition between buses and the Metro. This integration promotes a more efficient and interconnected transportation system.

*3. Access to Important Facilities:* The inclusion of information about ISBTs, hospitals, and railway stations along the route helps commuters easily identify nearby facilities. This proves particularly beneficial for those unfamiliar with the area, providing them with essential information for their travel needs.

*4. Enhanced Convenience:* The large size of the route maps ensures that they are easily visible to anyone at the BQS. This makes it convenient for commuters to read and understand the displayed information without straining their eyes, further enhancing the overall commuting experience.

Looking ahead, the Delhi government is also working on implementing a Passenger Information System (PIS) at the BQS which will be similar to displays found at railway stations or airports. The PIS will provide real-time information on the exact arrival time of the next bus at the BQS, further enhancing the convenience of bus travel for commuters.

The introduction of these route maps and future plans for the Passenger Information System demonstrate the Delhi government’s commitment to transforming public transportation, making it more accessible and efficient for the residents of the city.
