After Kejriwal Government’s objections, the contentious textile GST hike proposal was rolled back in the GST council meeting. The Kejriwal Government had demanded the rollback of the proposed hike while amplifying the voice of lacs of small traders. The decision was withdrawn during the GST council meeting on Friday, which was chaired by Union Finance Minister Niramala Sitharaman. The Kejriwal government along with other states and textile traders had opposed the decision to hike GST on textiles from 5% to 12% and demanded its withdrawal. Textile industry is more than a high tax paying industry. They have a major role in boosting India’s economy and is one of the biggest job providing industries of India, said Deputy Chief Minister Shri Manish Sisodia during the GST Council meeting.

Talking about the need for improving the textile industry in the council meeting, the Deputy CM said that the Central government should pay special attention to its development. 4 crore people of the country get employment from this industry. In this way this industry is running 4 crore families. There are huge job opportunities in this industry. Food, clothes and shelter are the basic needs of every human being. Therefore, while making any policy for the textile industry, NITI Aayog should make a policy for textile industries by keeping the common man in consideration.

He added that the Kejriwal government is standing with the common man at every step and we will always strongly oppose any decision taken against the common man.

Deputy Chief Minister Shri Manish Sisodia said that the textile industry provides jobs to 4 crore people and is a source of earning for many. “Central government should focus on creating policies to boost job opportunities in this sector. NITI Aayog along with textile traders should work on strategies and policies to address the basic operational and taxation issues being faced by the traders and work on creating more jobs,” he said.

“Textile industry plays a major role in boosting India’s economy, especially in the import and export industry. The central government must consider this as a potential industry which can help India boost its presence across the world. The Central Government should work on policies and strategies that will increase textile  export in future,” said Deputy CM Manish Sisodia. “It is to be noted that exports account for 60% of the ₹55,000 crore Indian home textiles industry. NITI Aayog along with traders should create more jobs in this sector, which can help the industry to boost the production and exports in future,” Shri Manish Sisodia added

Deputy CM Shri Manish Sisodia said, “the Kejriwal Government will oppose every decision that is not in the welfare of a common man. Food, clothes and shelter is the basic need of every common man and central government while making the policies should consider that, whatever GST they raise on textile will directly impact the common man and will disrupt their life.  Currently, a 5% tax on sales up to Rs 1000 per piece is charged, but the government had announced to raise it to 12% in the coming year. This would have disrupted the budget of a common man. I am happy that they have withdrawn the proposal.”

जीएसटी काउंसिल की बैठक में कपड़े पर बढ़े टैक्स को वापस ले लिया गया है। केजरीवाल सरकार ने कपड़े पर टैक्स बढ़ोतरी का विरोध किया था। शुक्रवार को काउंसिल की बैठक में जब मुद्दा उठा तो उपमुख्यमंत्री मनीष सिसोदिया ने कपड़े पर बढ़े टैक्स को वापस लेने की मांग की। उपमुख्यमंत्री ने काउंसिल की बैठक में टैक्सटाइल इंडस्ट्री को बेहतर बनाए जाने की जरुरत की बात कही। उन्होंने कहा कि टेक्सटाइल उद्योग देश की अर्थव्यवस्था का मजबूत स्तंभ है।केंद्र सरकार को इसके विकास पर विशेष ध्यान देना चाहिए। इस उद्योग से देश के 4 करोड़ लोगों को रोजगार मिलता है। इस तरह से यह इंडस्ट्री 4 करोड़ परिवारों को चला रही है। इस उद्योग में जॉब की प्रचुर संभावनाएं हैं। रोटी, कपड़ा और मकान हर एक इंसान की सबसे पहली जरुरत होती है। इसलिए टेक्सटाइल इंडस्ट्री के लिए कोई भी नीति बनाते समय नीति आयोग  आम आदमी को ध्यान में रख  नीति बनाए। उपमुख्यमंत्री ने कहा कि केजरीवाल सरकार आम आदमी के साथ हर कदम पर खड़ी है और हम आम आदमी के खिलाफ लिए किसी भी निर्णय का हमेशा जोरदार विरोध करेंगे।

डिप्टी सीएम श्री मनीष सिसोदिया ने कहा कि केजरीवाल सरकार हर उस फैसले का विरोध करेगी जो आम आदमी के हित में नहीं है। भोजन, कपड़ा और मकान हर आम आदमी की बुनियादी जरूरत है और केंद्र सरकार को नीतियां बनाते समय इस बात पर विचार करना चाहिए कि कपड़ा पर वे जो भी जीएसटी लगाएंगे उसका सीधा असर आम आदमी पर पड़ेगा और उनका जीवन अस्त-व्यस्त हो जाएगा। वर्तमान में 1000 रुपये प्रति पीस तक की बिक्री पर 5% कर लगाया जाता है, लेकिन सरकार ने आने वाले वर्ष में इसे बढ़ाकर 12% करने की घोषणा की थी। इससे आम आदमी का बजट बिगड़ जाता। मुझे खुशी है कि उन्होंने यह फैसला वापस ले लिया है।
उपमुख्यमंत्री श्री मनीष सिसोदिया ने कहा कि कपड़ा उद्योग 4 करोड़ लोगों को रोजगार देता है और कई लोगों की कमाई का जरिया है. केंद्र सरकार को इस क्षेत्र में रोजगार के अवसरों को बढ़ावा देने के लिए नीतियां बनाने पर ध्यान देना चाहिए। नीति आयोग को कपड़ा व्यापारियों के साथ मिलकर रणनीतियों और नीतियों पर काम करना चाहिए ताकि व्यापारियों के सामने आने वाले बुनियादी समस्याओं और कराधान के मुद्दों का समाधान किया जा सके और अधिक रोजगार सृजन करने पर काम किया जा सके।
उपमुख्यमंत्री ने कहा कि कपड़ा उद्योग भारत की अर्थव्यवस्था, विशेष रूप से निर्यात उद्योग को बढ़ावा देने में एक प्रमुख भूमिका निभाता है। केंद्र सरकार को इसे एक संभावित उद्योग के रूप में देखना चाहिए जो भारत को दुनिया भर में अपनी उपस्थिति बढ़ाने में मदद कर सकता है। डिप्टी सीएम मनीष सिसोदिया ने कहा कि केंद्र सरकार को उन नीतियों और रणनीतियों पर काम करना चाहिए जिससे भविष्य में कपड़ा निर्यात बढ़े। फिलहाल 55,000 करोड़ रुपये के भारतीय घरेलू वस्त्र उद्योग का विदेशों में निर्यात 60% है। नीति आयोग को व्यापारियों के साथ मिलकर इस क्षेत्र में और अधिक रोजगार सृजित करने चाहिए, जिससे भविष्य में इस उद्योग को उत्पादन और निर्यात को बढ़ावा देने में मदद मिल सके।

With the aim of creating the next generation of dynamic job givers, Business Blasters, the world’s largest entrepreneurship show run by the Kejriwal Government aired its sixth episode on Friday, December 31st, 2021. After drawing considerable praise from people, and prominent entrepreneurs across India, this episode featured students of Delhi Government schools who pitched their innovative business ideas to judges Priya Paul, Chairperson- Apeejay Surrendra Park Hotels, and Ram Kuppuswamy, Chief Procurement and Supply Chain Officer- Hero Motocorp, and Dy. CM of Delhi, Mr Manish Sisodia.
*Rules Breaker fuses fashion and technology in style*
The first team on the show was called ‘Rules Breaker’. As the name goes, the group amalgamated the power of technology with fashion, creating a bluetooth enabled ring that would allow users to attend calls, listen to music and of course, wear the ring as a fashion accessory. Faisal, Chandan, Kamlesh, and Rohit who also happen to be childhood friends, conceptualized this idea with a seed capital of Rs 14000 given to them by the government of Delhi. Team lead Faisal, along with his team are amplifying their business idea through door to door marketing and social media. Talking about their business, Kamlesh mentioned that, “The feedback we got was encouraging. An army officer applauded our product and said that we should be making such things for them as it can help officers attend calls easily when on duty. A gym trainer too appreciated the product highlighting that it is handy during exercises as they cannot access their phones during their workout. With this, we do see the utility of our product.” This team bagged a cumulative investment of INR Rs.50,000 from both the investors with each investor investing INR 25,000. Furthermore, both Priya and Ram offered them mentorship in marketing and technical expertise to build their product better. Expressing his gratitude, Kamlesh said, “With Business Blasters, I have been more than enthusiastic about working towards building this business idea. My parents fully support me and are proud to see me take responsibility. It is a great feeling to know I can be someone who can be an employer and help people with a livelihood.”
*Next Innovation presents a ‘Non-Conventional’ power bank with solar power charging*
Harnessing the power of solar energy, ‘Next Innovation’, the second team presented the idea for a power bank which is chargeable with solar energy. With the impactful pricing the team- Mayank, Mohd. Sameer, Sujaan- has already sold 17 pieces. Presenting the idea, team lead Sujaan said, “We wanted to create this project for delivery boys and police officers functioning in rural areas where there is a shortage of electricity. We, however, want to upgrade this technology so that it can be adapted for laptops too. Our product is already getting great responses from word of mouth marketing and social media.” On receiving a seed capital of INR 25,000 from Ram and INR 20,000 from Priya he added, “My parents are really proud of the fact that we are running a business in such a competitive market. With Business Blasters, we made a start and we hope to make it bigger in the time to come.”
*The craft house spreads light with its eco-friendly handmade lamps*
Inspired as a child by decorative items sold during Durga Puja, Hemant, the team lead of ‘The Craft House’ decided to manufacture cost effective decorative lamps to make it accessible to everybody. The catch of these lamps is they are eco-friendly and made out of wood, bamboo, wool and jute. Presenting their idea on the show, Hemant, Vishal, Devashish and Rakesh said, “We have already sold 50 lamps and the business is gaining momentum with more orders in the pipeline. I am extremely happy to be pursuing this project and plan on scaling it up as our team has been working hard to reach more customers with door to door marketing, and participating in exhibitions to market our product”.
The team received a combined investment of Rs.70,000 for the venture, with Priya investing 50, 000 and Ram investing INR 20, 000. They both also offered to mentor the group and help them further build their products. 
Business Blasters is India’s first of its kind televised event which will give class 11th and 12th students of Delhi government schools an opportunity to present their projects to investors and obtain investment capital to take them to the next level. The show will witness students’ business ideas, shortlisted from 51,000 ideas submitted by 3,00,000 students. Watch students face some tough questions, and convince judges to support them with seed capital to scale their businesses, every Sunday, 7 pm.

केजरीवाल सरकार द्वारा शुरू किया गया कार्यक्रम बिज़नेस ब्लास्टर्स दिल्ली के सरकारी स्कूलों में भविष्य के जॉब प्रोवाइडर्स तैयार कर रहा है। इस कार्यक्रम की पूरे भारत में चर्चा हो रही है। साथ ही बहुत से निवेशक दिल्ली के सरकारी स्कूलों के बिज़नेस स्टार्स के स्टार्टअप में निवेश कर रहे है। जिससे कार्यक्रम को शानदार सफलता भी मिल रही है। इसी कड़ी में शुक्रवार को टीवी पर बिजनेस ब्लास्टर्स का छठा एपिसोड प्रसारित किया गया। जहां दिल्ली के सरकारी स्कूलों के बिज़नेस स्टार्स ने प्रसिद्ध निवेशकों के सामने अपने बिज़नेस आईडिया प्रस्तुत किए। एपिसोड में एपीजे सुरेंद्र पार्क होटल्स की चेयरपर्सन प्रिया पाल और हीरो मोटोकॉर्प के चीफ प्रोक्योरमेंट एंड सप्लाई चेन ऑफिसर राम कुप्पुस्वामी जैसे प्रसिद्ध उद्यमियों ने जज की भूमिका निभाते हुए इन युवा एंत्रप्रेन्योर्स के स्टार्टअप को समझा और उसमे निवेश किया। उपमुख्यमंत्री व शिक्षा मंत्री मनीष सिसोदिया भी बतौर जज की भूमिका में इस कार्यक्रम में शामिल रहे।
 *फैशन और टेक्नोलॉजी को स्टाइल से फ्यूजन करवाती टीम ‘रूल्स ब्रेकर’*
शो में पहली टीम को ‘रूल्स ब्रेकर’ ने टेक्नोलॉजी का फैशन के साथ फ्यूज़न कर ‘ब्लूटूथ रिंग’ तैयार किया है। यह उपभोक्ता को फैशन एक्सेसरी के रूप में अंगूठी पहनने के साथ-साथ उससे कॉल अटेंड करने, म्यूजिक सुनने जैसी सुविधाएं देता है। इस आइडिया को दिल्ली सरकार की और से मिले 14 हजार रूपये की सीडमनी के साथ डेवलप किया है। दिल्ली सरकार के स्कूलों में पढ़ने वाले स्टूडेंट्स फैसल, चंदन, कमलेश और रोहित ने इसे बनाया है। यह बचपन के दोस्त भी हैं। टीम लीडर फैसल अपनी टीम के साथ डोर टू डोर मार्केटिंग और सोशल मीडिया के जरिए अपने बिजनेस आइडिया को आगे बढ़ा रहे हैं। अपने स्टार्ट-अप के बारे में बात करते हुए कमलेश ने कहा कि हमें लोगों से जो प्रतिक्रिया मिली वह उत्साहजनक थी। सेना के एक अधिकारी ने हमारे प्रोडक्ट की सराहना की और कहा कि हमें उनके लिए ऐसी चीजें बनानी चाहिए। क्योंकि इससे अधिकारियों को ड्यूटी पर आसानी से कॉल अटेंड करने में मदद मिल सकती है। एक जिम ट्रेनर ने भी प्रोडक्ट की सराहना करते हुए कहा कि एक्सरसाइज के दौरान किसी फ़ोन को अटेंड करने के लिए ये काफी उपयोगी प्रोडक्ट है क्योंकि लोग एक्सरसाइज करने के दौरान बार-बार अपने बैग से फ़ोन नहीं निकाल सकते। इस टीम के आईडिया से प्रभावित होकर दोनों निवेशकों ने इनके स्टार्ट-अप में 50 हजार रुपये का इनवेस्टमेंट किया। साथ ही निवेशकों ने टीम को अपने प्रोडक्ट को बेहतर बनाने के लिए मार्केटिंग और टेक्निकल स्पेशलाइजेशन में गाइडेंस देने की बात भी की। इस मौके पर कमलेश ने कहा कि बिजनेस ब्लास्टर्स के साथ मैं इस बिजनेस आइडिया को बनाने की दिशा में काम करने को लेकर काफी उत्साहित हूं। मेरे माता-पिता मेरा पूरा समर्थन करते हैं और मुझे जिम्मेदारी लेते हुए देखकर गर्व महसूस करते हैं। यह जानकर बहुत अच्छा लगा कि हमारा ये स्टार्ट-अप भविष्य में लोगों को नौकरियां दे सकता है।”

शो की दूसरी टीम ‘नेक्स्ट इनोवेशन’ ने सोलर एनर्जी से चार्ज होने वाले अपने पॉवर बैंक के आईडिया को निवेशकों के सामने पेश किया। टीम अपने इम्पैक्टफुल प्राइसिंग के साथ 17 पॉवर-बैंक बेच चुकी है। अपने आईडिया के बारे में बताते हुए टीम लीडर सुजान ने कहा कि हम ग्रामीण क्षेत्रों में काम करने वाले डिलीवरी बॉय और अन्य लोगों तक इस आईडिया को पहुंचाना चाहते हैं, जहां बिजली की कमी है। साथ ही हम इस तकनीक को अपग्रेड करना चाहते हैं ताकि इसे लैपटॉप के लिए भी प्रयोग में लाया जा सके। हमारे प्रोडक्ट को पहले से ही वर्ड ऑफ माउथ मार्केटिंग और सोशल मीडिया से शानदार प्रतिक्रिया मिल रही है। 
टीम को अपने इस शानदार स्टार्ट-अप आईडिया के लिए निवेशकों से 45 हजार रुपये का इनवेस्टमेंट मिला है। इस मौके पर टीम लीडर सुजान ने कहा कि हमारे पेरेंट्स को वास्तव में इस बात पर गर्व है कि हम इस तरह के प्रतिस्पर्धी बाजार में एक व्यवसाय चला रहे हैं। बिजनेस ब्लास्टर्स के साथ हमने एक शुरुआत की है और हम आने वाले समय में इसे और बड़ा करने की उम्मीद करते हैं।
*इको-फ्रेंडली हैण्ड-मेड लैंप से घर को रौशन करती टीम क्राफ्ट-हाउस*
बचपन में दुर्गा पूजा के दौरान बेचे जाने वाले सजावटी सामानों से प्रेरित होकर ‘द क्राफ्ट हाउस’ के टीम लीडक हेमंत ने इसे सभी के लिए सुलभ बनाने के लिए कऑस्ट-इफेक्टिव सजावटी लैंप बनाने का फैसला किया। इन लैंपों की खासियत यह है कि ये इको-फ्रेंडली होते हैं और लकड़ी, बांस, ऊन तथा जूट से बने होते हैं। शो में निवेशकों के सामने अपने आईडिया को प्रस्तुत करते हुए हेमंत, विशाल, देवाशीष और राकेश ने कहा कि हम पहले ही 50 लैंप बेच चुके हैं और हमारे पास बहुत से एडवांस ऑर्डर भी हैं। जिससे हमारा बिज़नेस गति पकड़ रहा है। मुझे इस स्टार्ट-अप को आगे बढ़ाने की योजना तैयार करते हुए बेहद खुशी हो रही है, क्योंकि हमारी टीम डोर टू डोर मार्केटिंग के साथ और अधिक ग्राहकों तक पहुंचने के लिए कड़ी मेहनत कर रही है। साथ ही अपने प्रोडक्ट की मार्केटिंग के लिए एग्जिबिशन में भी भाग ले रहे हैं। टीम को अपने स्टार्ट-अप के लिए निवेशकों से 70 हजार रुपये का निवेश प्राप्त हुआ है। साथ ही निवेशकों की और से मार्केटिंग को लेकर गाइडेंस की पेशकश भी की है।

The Kejriwal government has demanded from the Center that like the funds allocated for other corporations of the country, the central government should also provide funds to the municipal corporations of Delhi. The national capital is the face of the country, but today the Municipal Corporations of Delhi are facing acute shortage of funds and are not able to maintain the cleanliness and development in the capital. Therefore, funds should be provided to the municipal corporations of Delhi like other states, said Delhi’s Deputy Chief Minister Shri Manish Sisodia during the annual meeting of chief ministers with the Union Finance Minister Niramala Sitharaman for the Union Budget 2022-2023.

Shri Manish Sisodia added that due to COVID induced lockdown, the economic system of all the states including Delhi has been impacted, so the central government should pursue GST compensation. Also, for the last 21 years, Delhi has been getting only Rs 325 crore out of central tax, now it is necessary that the central government should increase it. He said that 21 years ago from today, Central Assistance used to be 5.14% of Delhi’s budget, which has now come down to 0.9 percent.

The Dy CM said that we have written a separate letter to the Home Minister requesting to provide central assistance of 1,925 crores to Delhi. He further said that there are wide discrepancies in the allocation of funds to Delhi, which should be removed by the Central Government. The Deputy Chief Minister said that Kejriwal has brought the government’s e-vehicle policy to remove Delhi’s pollution. But it will be successful only if we make more and more charging points. But as DDA has land and will be able to establish charging points. So the central government should support DDA with funds for the same.

Dy CM Shri Manish Sisodia further added that Delhi’s contribution to the country’s GDP is 4.4%, despite the fact that Delhites constitute only 1.49% of the total population of the country. Per capita income of Delhi is three times the national average. Per Capita Income of Delhi is ₹3,54,004 at current prices which is about three times higher than the National average of ₹1,28,829 for the year 2020-21.

*No funds to Municipal Corporations of Delhi from Union Finance Commission

The Fifteenth Finance Commission allocated grant-in-aid of Rs 4,36,361 crore for the local bodies for the award period 2021-2026. But the local bodies of NCT of Delhi were omitted from this, on the principle that only states are covered under the award scheme. The omission of the local bodies of Delhi by the Union Finance Commission on technical grounds does not help the constitutional mandate of strengthening the local bodies, said Shri Manish Sisodia.

At present the three MCDs are facing acute financial crunch and they must be considered for this GIA, the Dy CM added.

*Appeal to increase share of Delhi in central taxes distribution by Union Finance Commission

Being a Union Territory Delhi does not get any fair share in central taxes from the Finance Commission and this policy by the central government has not been changed since the past 21 years. Government of NCT of Delhi is only getting a fixed amount of Rs. 325 crore per annum in lieu of share in central taxes since 2001-02 while all other states get an enhanced share in central taxes every year, said Deputy CM Manish Sisodia.

Dy CM Shri Manish Sisodia added that when the Delhi government needs to give funds to municipal corporations of Delhi, it is asked to follow the Finance Commission like other states but when the Delhi government asks for funds from the Finance Commission, it is told that Delhi is a Union Territory and thus its share in central taxes cannot be raised. This contradiction must be addressed by the central government.

*Corona and lockdown worsened the economic condition of the states, Center must increase GST compensation: Dy CM Manish Sisodia

Shri Manish Sisodia said that when the GST was implemented, in the pre-GST scheme, every state used to take big or small decisions regarding tax, budget or revenue according to their challenges. Now these decisions are taken collectively. Many times it is facing a lot of difficulties. Due to Covid-19, business came to a standstill. In Delhi, due to pollution also we have to face the lockdown. So in view of all this, if GST compensation is not carried forward, then it will definitely be difficult for all the states to run the governments.

*Central assistance should be increased to Rs 2,020 crores in next budget: Dy CM Manish Sisodia

Explaining the need to increase the central assistance, Shri Manish Sisodia said that normal Central Assistance to NCT of Delhi which was Rs. 370 crore in 2000-01 has been raised to only Rs. 626 crore in 2020-21. However, the expenditure of Delhi has increased more than 9 times from ₹7,200 crore in 2000-01 to ₹69,000 crore in 2021-22. Government of Delhi has incurred expenditure on various COVID-19 related urgent and emergent activities which is still continuing in view of the prevailing pandemic of COVID-19. Thus an increase in central assistance is required now.

It has been requested to MHA, GOI to allocate ₹1925 crore in RE 2021-22 and Rs 2020 crore in 2022-23.

*Center should remove the wide discrepancies in the allocation of funds to the Union Territory of Delhi: Dy CM Manish Sisodia

The Deputy Chief Minister said that the Central Government should immediately remove the discrepancies recorded in allotment of funds to the states. Before 2015, a sub-group of Chief Ministers was formed, it was decided that the Center would give full money to the Union Territories in the scheme of the Central Government. But during implementation of the same decision, Delhi is not given the 100% amount.

*Kejriwal government’s e-vehicle policy will remove Delhi’s pollution

The Deputy Chief Minister said that the states of North India including Delhi NCR are facing the problem of pollution. One kind of pollution takes place for a fixed time for one or two months and the other kind is pollution from the vehicles. To reduce vehicle pollution, the Delhi government has come up with an e-vehicle policy.

*Establishment of Sainik School needed in Delhi too*

Dy CM Shri Manish Sisodia said that in the last financial year, the Central Government had announced that Sainik Schools would be opened in the whole country. One Sainik School must be established in Delhi too, so that children here can get the quality education at an institution of such repute.

केजरीवाल सरकार ने केंद्र से मांग की है कि देश के अन्य निगमों के लिए आवंटित फंड में से केंद्र सरकार दिल्ली के नगर निगमों को भी फंड मुहैया करे। दिल्ली नगर निगमों पर यह जिम्मेदारी है कि वो देश के राजधानी दिल्ली को साफ सुथरा रखें, चमका कर रखें। राजधानी किसी देश के चेहरे की तरह होती है लेकिन आज दिल्ली के नगर निगम फंड की कमी से जूझ रहे हैं। इसलिए केंद्र सरकार जिस तरह से देश के अन्य नगर निगमों को पंड मुहैया कराती है वैसे ही दिल्ली नगर निगमों को भी फंड मुहैया करे। ये बातें दिल्ली के उपमुख्यमंत्री और वित्त मंत्री मनीष सिसोदिया ने केंद्रीय बजट पहले  देश भर के वित्त मंत्रियों की बुधवार को आयोजित बैठक में कही।उन्होंने इस बैठक में दिल्ली की 6 महत्वपूर्ण मांगें रखी। उपमुख्यमंत्री ने कहा कि कोरोना के कारण हुए लॉकडाउन से दिल्ली सहित सभी राज्यों की आर्थिक व्यवस्था पर भारी असर पड़ा है इसलिए केंद्र सरकार जीएसटी कंपनसेशन को आगे बढ़ाए.  साथ ही पिछले 21 साल से केंद्रीय टैक्स में से दिल्ली को सिर्फ 325 करोड़ रुपए मिलता रहा है अब जरुरत है कि केंद्र सरकार इसमें बढ़ोतरी करे। उन्होंने कहा कि आज से 21  साल पहले सेंट्रल असिस्टेंस दिल्ली के बजट का 5.14 हुआ करता था जो अब घटकर 0.9 फीसदी हो गया है। उन्होंने कहा कि हमने गृह मंत्री को अलग से पत्र लिखकर दिल्ली को 1925 करोड़ की केंद्रीय सहायता मुहैया करने का अनुरोध किया है। उन्होंने आगे कहा कि दिल्ली को फंड आवंटन में व्यापक विसंगतियां हैं उसे केंद्र सरकार दूर करे। उपमुख्यमंत्री ने कहा कि दिल्ली के प्रदूषण को दूर करने के लिए केजरावाल सरकार की ई- वेहिकल पॉलिसी लेकर आई है। लेकिन ये तभी सफल होगी जब हम ज्यादा से ज्यादा चार्जिंग प्वाइंट बनाएंगे। लेकिन दिल्ली सरकार के पास जमीन नहीं है। जमीन डीडीए के पास है। तो इसमें केंद्र सरकार मदद करे और डीडीए चार्जिंग प्वाइंट बनाए।

दिल्ली के उपमुख्यमंत्री ने कहा कि दिल्ली की अर्थव्यवस्था, देश की अर्थव्यवस्था में अच्छा योगदान दे रही है। 2020-21 में करंट प्राइसेस पर दिल्ली की जीएसडीपी नेशनल जीडीपी का 4.04 परसेंट रहा है। जबकि दिल्ली की आबादी देश की आबादी का 1.49 फीसदी है। राज्य सरकार की मार्केट फ्रेंडली नीति, हेल्थ और एजुकेशन जैसे सोशल सेक्टर में इन्वेस्टमेंट की वजह से दिल्ली की प्रति व्यक्ति आय में भी काफी सुधार हुआ है। इस वक्त दिल्ली की प्रति व्यक्ति आय 3 लाख 54 हजार रुपए है। जो कि राष्ट्रीय औसत का 3 गुना है। इसमें सरकार की बहुत सारी नीतियों का स्टार्टअप पॉलिसी और इन सब का योगदान रहा है।

*उपमुख्यमंत्री मनीष सिसोदिया ने बैठक में रखी 6 मांगे

*देश के अन्य निगमों की तरह ही दिल्ली नगर निगमों को भी फंड दे केंद्र सरकार

उपमुख्यमंत्री ने कहा कि दिल्ली की तीनों एमसीडी देश की राजधानी दिल्ली में साफ सफाई सहित लोकल हैल्थ और प्राइमरी एजुकेशन का काम देखती है।  15वें फाइनेंस कमिशन में केंद्र सरकार ने  लोकल बॉडीज को देने के लिए 2021 से 2026 के बीच में  4 लाख 36 हजार करोड रुपए रखा है। उन्होंने कहा कि अब तक इसमें दिल्ली नगर निगमों को शामिल नहीं किया गया है। इस फंड वितरण में दिल्ली के नगर निगमों को भी शामिल किया जाए क्योंकि दिल्ली नगर निगमों की आर्थिक हालत ठीक नहीं है। दिल्ली को लेकर एक बड़ी नीतिगत विसंगति है उसे दूर करने की जरुरत है। जब केंद्र सरकार से पैसे लेने की बारी आती है तो  केंद्र सरकार दिल्ली को फाइनेंस कमिशन में पैसा नहीं देती है. ये तर्क दिया जाता है कि दिल्ली केंद्र शासित प्रदेश है इसलिए फाइनेंस कमिशन से पैसा नहीं दिया जा सकता। लेकिन जब राज्य सरकार से फाइनेंस कमीशन के तहत नगर निगमों को पैसा देने की बारी आती है तो कहा जाता है कि आप राज्य हो, आपको पैसा देना ही होगा। इस विसंगति को ठीक किया जाए और केंद्र दिल्ली के नगर निगमों को भी अन्य निगमों की तरह ही पैसा दे।

*कोरोना और लॉकडाउन से दिल्ली सहित बाकी राज्यों की आर्थिक हालत खराब, जीएसटी कंपनसेशन आगे बढ़ाए केंद्र

उपमुख्यमंत्री श्री मनीष सिसोदिया ने कहा कि जब जीएसटी लागू हुआ था तो प्री जीएसटी स्कीम में हर राज्य अपनी-अपनी चुनौतियों के अनुसार टैक्स को लेकर, बजट को लेकर या रिवेन्यू को लेकर कड़े या नरम फैसले लेता था। अब ये फैसले सामूहिक रुप से लिए जाते हैं। इसमें कई बार बहुत मुश्किलों का सामना करना पड़ रहा है। कोविड-19 वजह से, लाकडाउन की वजह से व्यापार ठप्प रहा। दिल्ली में तो पोलूशन की वजह से भी लाकडाउन का सामना करना पड़ जाता है। तो इन सबको देखते हुए अगर जीएसटी कंपनसेशन आगे नहीं बढ़ाया गया तो निश्चित रूप से सभी राज्यों के लिए सरकारें चलाना मुश्किल होगा । जब जीएसटी लागू हो रही थी तो उस वक्त की परिस्थिति में यह तय कर लिया गया था कि 5 साल में सब कुछ ठीक हो जाना चाहिए लेकिन इसके बाद के हालात अच्छे नहीं रहे।  पर क्योंकि वे सामूहिक सोच थी, सामूहिक चिंतन था कि 5 साल में अच्छा हो जाएगा. और अब अच्छा नहीं हुआ तो हम सबको इसकी सामूहिक जिम्मेदारी लेनी चाहिए । केंद्र और राज्यों दोनों को इसकी जिम्मेदारी लेनी चाहिए। और जीएसटी कंपनसेशन को 5 साल से आगे बढाया जाना चाहिए।

उपमुख्यमंत्री ने कहा कि पिछले करीब 21 साल से दिल्ली को सेंद्रल टैक्स में से 325 करोड रुपए मिलता रहा है। जबकि बाकी सब राज्यों को 42 फीसदी मिलता है। उन्होंने कहा कि दिल्ली को भी इसमें कंसीडर उसमें किया जाए। दिल्ली में आबादी बढ़ी है और उस आबादी के बेहतरी के लिए जरूरत है कि केंद्र सरकार इस राशि को बढ़ाए

उपमुख्यमंत्री ने कहा कि  आज से 21 साल पहले 2000- 2001  में दिल्ली को सेंट्रल असिस्टेंस 370 करोड़ की थी । ये पिछले 21 साल में  370 करोड़ से बढ़कर 626 करोड़ हो गई है। दिल्ली की आर्थिक स्थिति को देखें तो उस वक्त यह सेंट्रल असिस्टेंस दिल्ली के कुल बजट का 5.14 फीसदी हुआ करती थी। लेकिन 21 साल बाद ये सेंट्रल असिस्टेंस घटकर मात्र 0.9 फीसदी रह गई है। दिल्ली की पापुलेशन बढ़ी है, दिल्ली में खर्चे बढ़े हैं, दिल्ली की डिमांड बढ़ी है तो सेंट्रल असिस्टेंट बढ़ने चाहिए थे लेकिन ये कम होते जा रहे हैं। उपमुख्यमंत्री ने कहा कि इसके लिए अलग से गृह मंत्रालय के माध्यम से रिक्वेस्ट की है कि एडिशनल सेंटर असिस्टेंस जो दी जाती है उसके तहत 1925 करोड़ रुपए दिल्ली को दिए जाएं।

*केंद्र शासित प्रदेश दिल्ली को फंड आवंटन में व्यापत विसंगतियों को दूर करे केंद्र

उपमुख्यमंत्री ने कहा कि केंद्र सरकार को राज्यों को फंड अलॉट करने में दर्ज विसंगतियों को तत्काल दूर करना चाहिए। 2015 से पहले चीफ मिनिस्टर्स का एक सब ग्रुप बना था उसने तय किया था कि केंद्र सरकार की स्कीम में केंद्र शासित प्रदेशों को केद्र पूरा पैसा देगा।  केंद्र शासित प्रदेशों में स्कीम को लागू करने के लिए 100 फीसदी पैसा केंद्र सरकार देगी। राज्यों के लिए अलग फॉर्मूला बना था।  लेकिन हमें जब पैसा दिया जाता है तो राज्यों के हिसाब से दिया जाता है। इस विरोधाभास को खत्म करने की जरुरत है। हमें फाइनेंस कमीशन का पैसा इसलिए नहीं दिया जाता कि  हम राज्य नहीं है। लेकिन जब स्कीम्स में पैसे देने की बारी आती है तो कहते हैं कि नहीं-नहीं आप तो राज्य सरकार हैं तो आपको तो राज्य सरकार के फार्मूले से इस स्कीम का पैसा मिलेगा। आपको 100 परसेंट नहीं मिल सकता है। तो यह जो विसंगति है उसे दूर किया जाए।

*केजरीवाल सरकार की ई- वेहिकल पॉलिसी करेगी दिल्ली का प्रदूषण दूर;  केंद्र सरकार करे सहयोग, डीडीए बनाए चार्जिंग प्वाइंट

उपमुख्यमंत्री ने कहा कि दिल्ली एनसीआर सहित उत्तर भारत के राज्य प्रदूषण की समस्या से जूझ रहे हैं। एक प्रदूषण तो निश्चित समय के लिए होता है एक दो महीने के लिए और दूसरा व्हीकल से पोलूशन होता है। व्हीकल पॉल्यूशन को कम करने के लिए दिल्ली सरकार ई- व्हीकल पॉलिसी लेकर आई है। लेकिन ई-व्हीकल पॉलिसी तभी सफल हो सकती है या लोग तभी ई- वेहिकल खरीदेंगे जब दिल्ली में खूब सारे चार्जिंग स्टेशन होंगे। कोई भी  आज पेट्रोल की गाड़ी इसलिए कंफर्टेबल तरीके से खरीद लेता है क्योंकि उसको पता है कि कहीं ना कहीं से भी पेट्रोल डलवा सकता हूं, तो ई व्हीकल के अगर चार्जिंग स्टेशन खूब बनेंगे तभी लोग अपनी डीजल पेट्रोल वाली गाडियां छोड़कर इलेक्ट्रिक से चलने वाली गाड़ी खरीदेंगे। अब दिल्ली में जमीन  डीडीए के पास होती है। उन्होंंने कहा कि केंद्र सरकार इसमें सहयोग दे, डीडीए चार्जिंग स्टेशन बनाए। अगर एनसीआर में भी चार्जिंग स्टेशन बन जाएं तो हम पूरे एनसीआर में ई-व्हीकल का एक मूवमेंट चला सकते हैं। और अगले चार-पांच साल में धीरे-धीरे पेट्रोल, डीजल के व्हीकल को इलेक्ट्रिक वेहिकल से रिप्लेस करने का प्लान बना सकते हैं।

*दिल्ली में भी हो सैनिक स्कूल की स्थापना

उपमुख्यमंत्री ने कहा कि पिछले वित्त वर्ष में  केंद्र सरकार ने घोषणा की थी कि पूरे देश में सैनिक स्कूल खोले जाएंगे।अगर उसमें से दिल्ली के लिए एक सैनिक स्कूल खुल जाएं तो दिल्ली सरकार की ओर से उसमें जो व्यवस्थाएं होंगी दिल्ली सरकार करने के लिए तैयार है।

केजरीवाल सरकार शुक्रवार को होने वाली जीएसटी परिषद् की बैठक में कपडे पर बढ़े टैक्स का कड़ा विरोध करेगी| साथ ही वित्त मंत्री मनीष सिसोदिया बैठक में इस बढ़े हुए टैक्स को वापस लेने की मांग करेंगे| उपमुख्यमंत्री ने गुरुवार को कहा कि कपड़ों पर बढ़े टैक्स से छोटे व्यापारियों का कारोबार प्रभावित होगा साथ ही आम आदमी के बजट पर भी भार पड़ेगा| लेकिन केजरीवाल सरकार इसका विरोध करेगी और हमेशा छोटे व्यापारियों और आम आदमी के हक़ की लड़ाई लड़ती रहेगी| उन्होंने कहा कि केंद्र द्वारा टेक्सटाइल पर जीएसटी दरों को 5% से बढ़ाकर 12% किया गया है जिसका कपड़ा व्यापारी विरोध कर रहे है| इन व्यापारियों की मांगे जायज है जिसे केजरीवाल सरकार आगे बढ़ाने का काम करेगी| श्री सिसोदिया ने कहा कि मुख्यमंत्री अरविंद केजरीवाल के नेतृत्व में दिल्ली सरकार हमेशा टैक्स दरों को कम रखने के पक्ष में रही है| लेकिन केंद्र सरकार लगातार टैक्स बढ़ाकर लोगों की कमर तोड़ने का काम कर रही है| केंद्र सरकार को अपनी कुम्भकर्णी नींद से जागकर महंगाई कम करने की जरुरत है|

देश में बढ़ती महंगाई के बावजूद केंद्र सरकार ने नई जीएसटी व्यवस्था के तहत टेक्सटाइल पर भारी कर वृद्धि किया गया है। केंद्र सरकार ने आम आदमी की परेशानियों की पूरी तरह उपेक्षा करते हुए टेक्सटाइल पर मौजूदा जीएसटी दरों को 5% से बढ़ाकर 12% कर दिया है। जिसका विरोध शुक्रवार को उपमुख्यमंत्री जीएसटी काउंसिल की बैठक में करेंगे और इस कर बढ़ोतरी को वापस लेने की मांग करेंगे।

टैक्स वृद्धि पर दिल्ली सरकार के रुख से जनता को अवगत कराते हुए, श्री मनीष सिसोदिया ने कहा कि, “कपड़ा व्यापारी जीएसटी दरों को 5% से बढ़ाकर 12% करने का विरोध कर रहे हैं और उनकी मांग जायज है। आम आदमी पार्टी और मुख्यमंत्री अरविंद केजरीवाल के नेतृत्व में दिल्ली सरकार हमेशा टैक्स दरों को कम रखने के पक्ष में रही है। कल होने वाली जीएसटी काउंसिल की बैठक में मैं कपड़ों पर टैक्स कम करने और इस कर वृद्धि को वापस लेने की मांग करूंगा|

उल्लेखनीय है कि जीएसटी परिषद ने जीएसटी दर में संशोधन के लिए कुछ सिफारिशें की थीं, जिनमें से ज्यादातर ड्यूटी स्ट्रक्चर और अन्य विसंगतियों को दूर करने के लिए थीं। इसमें कपड़ा क्षेत्र में दरों में संशोधन शामिल है जो 1 जनवरी, 2022 से लागू होगा। फिलहाल कपड़े पर 1000 रुपये प्रति पीस तक की बिक्री पर 5% टैक्स लगता है। जीएसटी परिषद की कपड़ा पर जीएसटी दरों को 5% से बढ़ाकर 12% करने पर  टेक्सटाइल क्षेत्र में काम करने वाले छोटे व्यापारियों की एक बड़ी संख्या के साथ-साथ उपभोक्ताओं को भी प्रभावित करेगी| इस तरह के निर्णय से मार्केट पर नकारात्मक प्रभाव पड़ सकता है जिसके परिणामस्वरूप मांग में गिरावट आ सकती है और मार्केट को मंदी का सामना करना पड़ सकता है।

Deputy Chief Minister Shri Manish Sisodia informed that the Delhi Government will vehemently protest against the proposed tax hike on textiles. Shri Manish Sisodia said that the government won’t let the common man’s voice be suppressed. He stated that the textile traders are opposing the increase in GST rates from 5% to 12% and their demands are justified and the AAP Government shall take them forward. He further said that the Delhi Government under the leadership of CM Arvind Kejriwal has always been in favour of keeping tax rates low. The Deputy CM will raise the demand to withdraw the increased tax on textiles in GST council meeting tomorrow. He further said that the Central Government should wake up and take note of the backbreaking inflation; they can’t rub salt on the wounds of the poor like this. He added that the businesses of small traders will die a slow death if taxes on clothes increase.

Despite the backbreaking inflation in the country, the Central Government has proposed a humongous tax hike on textiles under the new GST regime. The Centre has proposed to shoot up GST rates to 12% from the current rates of 5% in a complete disregard of the common man’s woes. The Delhi Government has always stood for the rights of the poor and underprivileged and has decided to protest against the hike and demand the rollback of the proposal in the GST council meeting tomorrow.

Informing the public about Delhi Government’s stance on the tax hike, Shri Manish Sisodia tweeted, “Textile traders are opposing the increase in GST rates from 5% to 12%. Their demand is justified. The Aam Aadmi Party and the Delhi government under the leadership of Shri Arvind Kejriwal have always been in favour of keeping the tax rates on the low. In the meeting of the GST council to be held tomorrow, I will raise the demand for keeping the tax on clothes low.”

It is noteworthy that the GST Council had made certain recommendations for revision in GST rate, mostly to correct inverted duty structure and other anomalies. This includes revision of rates in the textiles sector which shall come into effect from the 1st January, 2022. Currently, a 5% tax on sales up to Rs 1000 per piece is charged. The recommendation of the GST Council to increase the GST rates on textiles from 5% to 12%, shall impact a large number of small traders dealing in the textile sector as well as the consumers who will be forced to pay exorbitant rates if the regime is implemented. The textile sector has argued that such a decision may create a negative impact resulting in drop in demand and recession.

Under the leadership of Chief Minister Shri Arvind Kejriwal, the Delhi Government has decided to continue the reduced Circle Rates of residential or commercial or industrial and other properties in Delhi by 20% for the next six months till 30.06.2022. Revenue Minister Shri Kailash Gahlot said that as the third wave of Covid is approaching, it is the duty of our government to take all steps to further reduce the financial burden on the common man. This decision is expected to make it substantially cheaper for people to do property transactions and help revive the real estate sector.

To boost the slumped economy after the devastating first wave of COVID pandemic, the Delhi Government had earlier decided to reduce the prevalent circle rates by 20 percentage points with effect from 01/04/2021 till 30/09/2021. It had provided much-needed relief to the home buyers in Delhi. Again due to the ramification of the second wave of COVID19 Delta variant which upended the normal life and devastated millions of homes, the Delhi Government further decided to continue the reduced circle rates for another three months with effect from 01/10/2021 to 31/12/2021.

The decision to continue the reduced Circle Rate will help the long term recovery in the real estate sector. Revenue Minister of Delhi Shri Kailash Gahlot tweeted “The 20% reduction in circle rates for all categories announced by Delhi government will continue till 30th June 2022. Under Chief Minister Shri Arvind Kejriwal’s guidance, we assure all Delhiites that we will continue to stand with our people in times of need.”

मुख्यमंत्री श्री अरविंद केजरीवाल के नेतृत्व में दिल्ली सरकार ने दिल्ली में आवासीय, वाणिज्यिक और औद्योगिक समेत अन्य संपत्तियों के सर्किल दरों में 20 प्रतिशत की कम दर को अगले छह महीनों के लिए यानी कि 30 जून 2022 तक जारी रखने का निर्णय लिया है। दिल्ली के राजस्व मंत्री कैलाश गहलोत ने यह जानकारी देते हुए कहा कि कोविड की तीसरी लहर की संभावनाओं को देखते ही यह फैसला किया गया है । आम आदमी पर आर्थिक बोझ को कम करने के लिए केजरीवाल सरकार हर संभव कदम उठा रही है।
कोविड महामारी की पहली लहर के बाद गिरती अर्थ व्यवस्था को बढ़ावा देने के लिए दिल्ली सरकार ने इससे पहले 01 अप्रैल 2021 से 30 सितंबर 2021 तक सर्किल दरों को 20 प्रतिशत कम करने का निर्णय लिया था। इस फैसले से दिल्ली में घर खरीदारों को बड़ी राहत मिली थी। उसके बाद डेल्टा वेरिएंट के कारण कोविड की दूसरी लहर के बाद जिस प्रकार से सामान्य जीवन अस्त-व्यस्त हो गया था, उसे देखते हुए केजरीवाल सरकार ने इस फैसले को 01 अक्टूबर 2021 से  31 दिसंबर 2021 तक जारी रखने का निर्णय लिया था।

दिल्ली में घटे हुए सर्किल रेट को जारी रखने के इस फैसले से रियल एस्टेट सेक्टर में लॉन्ग टर्म रिकवरी होने की उम्मीद है । राजस्व मंत्री शकैलाश गहलोत ने ट्वीट कर कहा, “दिल्ली सरकार द्वारा घोषित सभी श्रेणियों के लिए सर्कल दरों में 20 फीसद की कटौती 30 जून 2022 तक जारी रहेगी। मुख्यमंत्री श्री अरविंद केजरीवाल के मार्गदर्शन में, हम सभी दिल्लीवासियों को विश्वास दिलाते हैं कि हम जरूरत की हर घड़ी में आपके साथ खड़े रहेंगे।”

Health Minister Shri Satyendar Jain addressed the press on Thursday, providing detailed information on the situation in Delhi regarding the new variant, Omicron. Genome sequencing has revealed that most of the corona-positive cases in Delhi are related to Omicron and are thus mild. He further informed that out of 200 patients admitted in Delhi hospitals, only 102 are residents of Delhi and the remaining 98 are from outside Delhi. All Omicron patients are admitted to different hospitals in Delhi. The Delhi government is keeping a close watch on the increasing cases. The team of experts is constantly sharing information on the situation with the Delhi government. Delhi Government has decided to open step-down COVID Care Centers at 4 locations (Terapath Bhawan, Sardar Patel Covid Care Centre, Commonwealth Games Village Akshardham and IBIS Hotel).

 Health Minister Shri Satyendar Jain gave detailed information on the situation in Delhi on the new variant of the coronavirus, Omicron. He said, “Corona cases have increased rapidly in the last few days. According to the latest report of Genome Sequencing, 54% of the cases are of the omicron variant. This includes both, those who have a travel history and those who do not have travel history. This means the possibility of community spread in Delhi now seems to be increasing. None of the hospitalized patients have required oxygen at present and most patients have only had minor symptoms. However, the most serious problem is that it is spreading much faster than the Delta variant. Most of the patients are having very subtle symptoms of corona and they do not need to be hospitalized. Therefore, the Delhi Government has decided to open step-down COVID Care Centers at 4 locations (Teerapath Bhawan, Sardar Patel Covid Care Centre, Commonwealth Games Village Akshardham, and IBIS Hotel). Step Down Covid Care Center is used when the patient’s health improves after keeping the patient in the hospital for a few days, then the patient does not require medical attention in the hospital. The patient is then sent to the step-down Covid Care Center where he/she is looked after by health care workers. Each Covid Care Center has a capacity of 100 to 500 patients.”

Shri Satyendar Jain further informed, “there are about 200 patients admitted in the hospital in Delhi, out of which 115 people have come positive at the airport and they have been kept in the hospital in isolation”. Out of these 200 patients, 102 are from Delhi (mostly returned to India from abroad) and the remaining 98 are from outside Delhi. Apart from this, in view of the third wave of Corona, the Delhi Government has issued instructions to all its hospitals to keep stock of medicines ready for the next 3 months.”

Giving more details about the Yellow Alert, Shri Satyendar Jain said, “according to the GRAP, a Yellow Alert has been issued in Delhi. For the time being, the government has decided not to issue a Level 2 alert. Alerts will be issued according to the GRAP in Delhi. The probability of issuing a Level 2 alert is based on three main factors. If more than 1% of corona cases are reported for 2 consecutive days or more than 3500 cases are reported for 7 consecutive days or 700 oxygen beds are occupied for 7 consecutive days. Apart from this, he said that “DDMA meetings are being held from time to time, in which discussions are being done whether to increase the alert level or not and accordingly the people of Delhi are being informed about the situation.

While assuring the people of Delhi, Shri Jain said that the Health Department is keeping a close watch on the situation in Delhi. The Delhi government is ready to take all possible steps if needed. All experts related to pandemic and health are in touch with the Delhi government and are cooperating with the government in every step related to health security. Delhi government is ready with all possible resources to control Corona. We have enough oxygen, medicines and beds available in hospitals.

The Health Minister urged the people of Delhi to strictly follow the Covid protocol. He appealed to the people of Delhi  to wear masks and follow social distancing for safety in public places and said that there is no need to panic with Corona, as prevention is better than cure.The Omicron variant is a variant of the corona itself and the protocol for its treatment and prevention is also the same as before. Everyone should wear a mask and follow social distancing.

दिल्ली के स्वास्थ्य मंत्री श्री सत्येंद्र जैन ने कहा कि ओमिक्रोन से घबराने की नहीं, बल्कि सावधानी बरतने की जरूरत है। सभी लोग मास्क लगाएं और सोशल डिस्टेंसिंग का पालन करें। डेल्टा वेरिएंट के मुकाबले ओमिक्रोन वेरिएंट कम घातक प्रतीत हो रहा है। इसमें मरीजों को अस्पताल में भर्ती होने की ज़रूरत नहीं पड़ रही है। अभी तक ओमिक्रोन के किसी भी मरीज़ को ऑक्सिजन सपोर्ट की आवश्यकता नहीं पड़ी है। उन्होंने कहा कि जिनोम सीक्वेंसिंग से पता लगा है कि दिल्ली में कोरोना पॉजिटिव आ रहे 54 फीसदी मामले ओमिक्रोन वेरिएंट से सम्बंधित है। दिल्ली के अस्पतालों में भर्ती 200 मरीजों में से केवल 102 दिल्ली के रहने वाले लोग हैं, बाकी 98 दिल्ली से बाहर के हैं। फ़िलहाल सभी ओमिक्रोन के मरीजों को दिल्ली के अलग-अलग अस्पतालों में भर्ती किया गया है। दिल्ली सरकार ने 4 जगहों पर (टेरपंथ  भवन, सरदार पटेल कोविड केयर सेन्टर, कॉमनवेल्थ गेम्स विलेज और आईबीआईएस होटल) स्टेप-डाउन कोविड केयर सेंटर खोलने का फैसला लिया है। दिल्ली सरकार लगातार बढ़ रहे मामलों पर पैनी नज़र बनाए हुए है। विशेषज्ञों की टीम लगातार हालात की जानकारी दिल्ली सरकार के साथ साझा कर रही है।
दिल्ली के स्वास्थ्य मंत्री श्री सत्येंद्र जैन ने गुरुवार को प्रेस को संबोधित कर कोरोना वायरस के नए वेरिएंट ओमिक्रोन पर दिल्ली की स्थिति पर विस्तार से जानकारी दी। उन्होने कहा कि पिछले कुछ दिनों में कोरोना के मामले तेज़ी से बढ़े हैं। जीनोम सिक्वेन्सिंग की लेटेस्ट रिपोर्ट के मुताबिक दिल्ली में जो लोगो कोरोना पॉज़िटिव आ रहे हैं उनमें से 54 फीसदी मामले ओमिक्रोन के हैं। इस 54 फीसदी मामलों में दोनों शामिल हैं, जिनकी ट्रैवल हिस्ट्री है और जिनकी ट्रैवल हिस्ट्री नहीं है वे भी। इसका मतलब दिल्ली में अब कम्यूनिटी स्प्रेड होने की संभावना बढ़ती हुई नज़र आ रही है।
उन्होने बताया कि डीडीएमए की मीटिंग में शामिल एक्स्पर्ट्स के मुताबिक डेल्टा वेरिएंट के मुक़ाबले ओमिक्रोन वेरिएंट कम घातक प्रतीत हो रहा है। इसमें मरीजों को अस्पताल में भर्ती होने कि ज़रूरत नहीं पड़ रही है। अस्पताल में भर्ती मरीजों में से किसी भी मरीज को फिलहाल ऑक्सीजन लगाने की जरूरत नहीं पड़ी है और ज्यादातर मरीजों में मामूली लक्षण ही मिले हैं। उन्हें अस्पताल में भर्ती होने की जरूरत नहीं लग रही है। इसलिए दिल्ली सरकार ने 4 जगहों (तेरापथ भवन, सरदार पटेल कोविड केयर सेन्टर, कॉमनवेल्थ गेम्स विलेज अक्षरधाम और आईबीआईएस होटल) पर स्टेप-डाउन कोविड केयर सेंटर खोलने का फैसला लिया है।

स्टेप डाउन कोविड केयर सेंटर का इस्तेमाल तब किया जाता है, जब मरीज को कुछ दिन अस्पताल में रखने के बाद मरीज का स्वास्थ्य बेहतर हो जाता है। तब उसे अस्पताल की जरूरत नहीं होती। इसके बाद उसे स्टेप-डाउन कोविड केयर सेंटर में भेजा जाता है। जहां स्वास्थ्य कर्मी उसकी देख-रेख करते हैं। प्रत्येक कोविड केयर सेंटर की क्षमता 100 से 500 मरीजों की है। हालांकि सबसे गंभीर समस्या यह है कि डेल्टा वेरिएंट के मुक़ाबले बहुत तेज़ी से फ़ैल रहा है।

उन्होंने बताया कि दिल्ली के अस्पताल में अभी लगभग 200 मरीज़ भर्ती हैं, जिनमें से 115 लोग ऐसे हैं जो एयरपोर्ट पर पॉज़िटिव आए हैं। उन्हे ऐतिहातन अस्पताल में रखा गया है। इन 200 मरीजों में से 102 दिल्ली के हैं (ज़्यादातर विदेशों से भारत लौटे) और बाकी 98 दिल्ली के बाहर से हैं। इसके अलावा कोरोना की तीसरी लहर को देखते हुए दिल्ली सरकार ने अपने सभी अस्पतालों को अगले 3 महीनों के दवाइयों का स्टॉक पहले से तैयार रखने के निर्देश जारी कर दिये हैं।

यलो अलर्ट के बारे में अधिक जानकारी देते हुए स्वास्थ्य मंत्री सत्येंद्र जैन ने बताया कि दिल्ली में ग्रेप के अनुसार यलो अलर्ट जारी कर दिया गया है। सरकार ने फिलहाल फैसला किया है कि अभी लेवेल 2 अलर्ट जारी न किया जाये। दिल्ली में ग्रेप के अनुसार ही अलर्ट जारी किए जाएंगे।

बता दें कि ग्रेप के अनुसार लेवेल 2 अलर्ट जारी होने की संभावना तीन मुख्य फ़ैक्टर पर आधारित है। लगातार 2 दिनों तक 1 फीसदी से ज़्यादा कोरोना के मामले आने या फिर लगातार 7 दिनों तक 3500 से ज्यादा मामले सामने आने पर या लगातार 7 दिनों तक 700 ऑक्सिजन बेड के भरे होने पर जारी किया जाता है। इसके अलावा मंत्री सत्येन्द्र जैन ने बताया की समय-समय पर डीडीएमए की मीटिंग ली जा रही है। जिसमें अलर्ट लेवेल को बढ़ाए जाने या नहीं बढ़ाए जाने पर चर्चा होती है। उसी अनुसार दिल्ली की जनता को अलर्ट के बारे में जानकारी दी जा रही है।

While assuring the people of Delhi, Health Minister Shri Satyendar Jain stated that the Delhi government is prepared at every level to deal with Corona. He said that there is an adequate supply of oxygen, medications, and beds and we are constantly monitoring the situation and are prepared to take all necessary steps. The majority of Omicron cases have been found in international travellers. So far, 238 cases of Omicron have been reported in Delhi. After recovering, 57 of these people have returned home. Health Minister Shri Satyendar Jain stated that we have increased our vaccination capacity and can now perform up to three lakh vaccinations per day. Preparations for administering vaccines to children and booster doses to the elderly beginning in the first week of January have been completed. He has appealed to everyone to panic in the face of Omicron, but exercise caution.

On Tuesday, Health Minister Shri Satyendar Jain provided detailed information on the situation in Delhi regarding the new corona virus variant, Omicron. He stated that 238 Omicron cases had been reported in Delhi. 57 of these patients have recovered and returned home. In Delhi, there are four Genome Sequencing Labs that are fully operational. Omicron variants are less severe and less lethal than Delta variants. People who come to Delhi from other countries are found to be the most infected with this variant. At the moment, no patient requires oxygen, and the majority of patients have only minor symptoms.

Shri Satyendar Jain stated that if the number of corona cases increases, the Delhi government may impose additional restrictions. If the infection rate (positivity rate) remains above 1% for two days in a row, Delhi will be issued with a level two amber alert. On the issuance of the Amber Alert, all schools, colleges, parks, restaurants (except home delivery), and so on will remain closed in Delhi; only essential services will be exempted. The curfew at night will be tightened even more. The situation is being closely monitored by the Health Department. If required, the Delhi government is prepared to take all necessary steps. All public health crisis experts are in contact with the Delhi government and are cooperating with the government in all aspects of the situation.

Shri Jain also stated that the Delhi government is prepared to use all available resources to combat Corona. There is an adequate supply of oxygen, medications, and beds in hospitals. Preparations for the vaccination of children and booster doses for the elderly in the first week of January have been completed. The vaccines will be administered at the centres that have been already established.

The Health Minister has urged residents to strictly adhere to Covid appropriate behaviour. He urged people to wear masks and practise social distancing in public places to ensure their safety, and he stated that there is no need to panic about Corona; only precaution can protect them. The Omicron variant is a variant of the corona itself, and the treatment and prevention protocol is the same as before. Everyone must wear a mask and maintain social distance. During this time, he also urged people to take both doses of the corona vaccine.

दिल्ली के स्वास्थ्य मंत्री श्री सत्येंद्र जैन ने मंगलवार को प्रेस को संबोधित कर कोरोना वायरस के नए वेरिएंट ओमिक्रॉन पर दिल्ली की स्थिति पर विस्तार से जानकारी दी। उन्होंने बताया कि दिल्ली में कुल 238 ओमिक्रॉन के मामले सामने आए हैं। इनमें से 57 मरीज ठीक होकर घर जा चुके हैं। दिल्ली में कुल 4 जीनोम सिक्वेंसिंग लैब हैं, जो अपनी पूरी क्षमता से कार्य कर रही हैं। डेल्टा वेरिएंट के मुक़ाबले ओमिक्रॉन वेरिएंट ज्यादा माइल्ड और कम घातक हैं। विदेशों से दिल्ली आने वाले लोग इस वेरिएंट से सबसे संक्रमित पाए जा रहे हैं। फिलहाल किसी भी मरीज को ऑक्सीजन लगाने की जरूरत नहीं पड़ी है और ज्यादातर मरीजों में मामूली लक्षण ही मिले हैं।

स्वास्थ्य मंत्री श्री सत्येंद्र जैन ने कहा कि दिल्ली सरकार कोरोना के मामले बढ़ने पर और पाबंदियां लागू कर सकती है। यदि लगतार 2 दिन तक संक्रमण दर (पाजिटिविटी रेट) 1 फीसद से ज्यादा रहती है, तो दिल्ली में लेवल दो का अम्बर अलर्ट जारी कर दिया जाएगा। अम्बर अलर्ट जारी होने पर दिल्ली में स्कूल-कॉलेज, पार्क, रेस्टोरेंट (होम डिलीवरी छोड़कर) इत्यादि सब बंद रहेंगे, केवल आवश्यक सेवाओं को छूट रहेगी। नाइट कर्फ्यू को और सख्त कर दिया जाएगा। दिल्ली के हालातों पर स्वास्थ्य विभाग पैनी नज़र बनाए हुए हैं। जरूरत पड़ने पर हर संभव कदम उठाने के लिए दिल्ली सरकार तैयार है। महामारी एवं स्वास्थ्य से संबंधित सभी विशेषज्ञ दिल्ली सरकार के साथ संपर्क में हैं और स्वास्थ्य सुरक्षा से जुड़े हर क़दम में सरकार का सहयोग दे रहे हैं।

With the rise of COVID cases in the country again, Delhi Chief Minister Shri Arvind Kejriwal said that doctors should be in the hospital and not out on the streets struggling for a safe future. He stressed that Prime Minister Shri Narendra Modi should solve the problems of doctors at the earliest. In this regard, CM Shri Arvind Kejriwal wrote a letter to the Prime Minister demanding expedition of NEET-PG counselling. He said that these are the same doctors that have treated COVID patients over the last year and a half, without caring about their own lives during the pandemic. He added that numerous doctors lost their lives to the deadly virus, but they continued to work tirelessly,  and did not neglect their duty. Shri Arvind Kejriwal stated that he strongly condemns the police brutality inflicted on the doctors who were protesting peacefully, adding that a delay in NEET-PG counselling affects the future of these doctors while there remains a shortage of doctors in hospitals. He concluded by urging the government to begin counselling for these doctors at the earliest.

Shri Arvind Kejriwal tweeted, “The doctors under the centre have been on strike for several days. They served during the pandemic by risking their life. COVID-19 is rising again. The doctors should be in the hospitals, not on the streets. We strongly condemn the police brutality inflicted on the doctors. The Prime Minister must accept their demands soon.”

In a letter addressed to Prime Minister Shri Narendra Modi, Chief Minister Shri Arvind Kejriwal said, “On one hand, the Omicon variant of the  coronavirus is spreading at an alarming speed, on the other, doctors in hospitals under the Central Government in Delhi are on strike. Resident doctors at many big government hospitals like AIIMS, Safdarjung, Ram Manohar Lohia are on strike for the last one month due to repeated postponement of NEET-PG counselling. It is a matter of deep despair that even after their persistent struggle, the demands of these resident doctors were not listened to by the central government. However, it is even more upsetting that yesterday, when these doctors were protesting peacefully, the police behaved violently and harassed them.”

He added, “Prime Minister, these are the same doctors who treated COVID patients over the last year and a half, without caring about their own lives during the pandemic. We do not know how many such doctors were killed during the COVID crisis, but they worked tirelessly, and did not neglect their duty on any account. It is very sad to see doctors go on strike. Delay in NEET-PG counselling not only affects the future of these doctors but at the same time also causes a shortage of doctors in the hospitals. The burden on the rest of the doctors increases due to this as well. I request the Central Government to conduct NEET-PG counselling as soon as possible.”

He further wrote , “At present,  COVID-19 cases are again on the rise in the whole country. If our doctors continue to strike then how will we fight against Corona? This situation needs all these doctors to be inside hospitals, taking care of patients, not fighting on the streets. Therefore, I request you to personally solve their problems at the earliest.”

मुख्यमंत्री श्री अरविंद केजरीवाल ने नीट-पीजी की काउंसलिंग करवाने की मांग को लेकर हड़ताल पर गए केंद्र सरकार के डॉक्टरों की मांगें जल्द मानने के लिए आज प्रधानमंत्री श्री नरेंद्र मोदी को पत्र लिखा है। सीएम श्री अरविंद केजरीवाल ने पत्र में कहा है कि कोरोना फिर बढ़ रहा है। डॉक्टरों को अस्पताल में होना चाहिए, ना कि सड़कों पर। मेरा आग्रह है कि इनकी समस्याओं का प्रधानमंत्री जल्द से जल्द समाधान निकालें। डॉक्टरों ने पिछले डेढ़ साल में करोना महामारी के दौरान अपनी जान की परवाह ना करते हुए करोना मरीजों की सेवा की। इस दौरान कितने डॉक्टरों की जानें गईं, लेकिन वो फिर भी अपने कर्तव्य से पीछे नहीं हटे। कल शांतिपूर्ण विरोध-प्रदर्शन कर रहे डॉक्टरों पर जो पुलिस बर्बरता की गई, हम उसकी कड़ी निंदा करते हैं। सीएम अरविंद केजरीवाल ने आगे कहा है कि नीट-पीजी काउंसलिंग में देरी होने से इन डॉक्टरों के भविष्य पर असर पड़ता है। इसके साथ-साथ अस्पतालों में डॉक्टरों की कमी भी होती है। मेरा आग्रह है कि सरकार जल्द से जल्द काउंसलिंग करवाए।

मुख्यमंत्री श्री अरविंद केजरीवाल ने प्रधानमंत्री नरेंद्र मोदी को लिखे पत्र में कहा है कि एक तरफ जहां ओमिक्रॉन करोना वायरस बहुत तेजी से फैलता जा रहा है, वहीं दूसरी तरफ, दिल्ली में केंद्र शासित अस्पतालों के डॉक्टर हरताल पर हैं। पिछले एक महीने से एम्स, सफदरजंग, राम मनोहर लोहिया जैसे कई बड़े सरकारी अस्पतालों के रेजिडेंट डॉक्टर नीट-पीजी काउंसलिंग के बार-बार स्थगित होने की वजह से हड़ताल पर हैं। यह बहुत दुख की बात है। इतने संघर्ष के बाद भी इन रेजिडेंट डॉक्टरों की मांग केंद्र सरकार द्वारा नहीं सुनी गईं। परंतु, इससे ज्यादा दुख की बात है कि कल जब यह डॉक्टर शांतिपूर्ण विरोध-प्रदर्शन कर रहे थे, तब पुलिस ने इनके साथ मार-पिटाई की, इन पर हाथ उठाया और उनके साथ दुर्व्यवहार किया।

मुख्यमंत्री श्री अरविंद केजरीवाल ने पत्र में आगे कहा है कि प्रधानमंत्री जी, ये वही डॉक्टर हैं, जिन्होंने पिछले डेढ़ साल में करोना महामारी के दौरान अपनी जान की परवाह ना करते हुए करोना मरीजों की सेवा की। न जाने इस महामारी के दौरान कितने डॉक्टरों की जानें गईं, लेकिन वो फिर भी अपने कर्तव्य से पीछे नहीं हटे। लेकिन आज अगर डॉक्टरों को हड़ताल पर जाना पड़ रहा है, तो यह बेहद दुख की बात है। नीट-पीजी काउंसलिंग में देरी होने से इन डॉक्टरों के भविष्य पर तो असर पड़ता ही है, लेकिन इसके साथ-साथ अस्पतालों में डॉक्टरों की कमी होती है और बाकी डॉक्टरों पर बोझ बढ़ता है। मेरा आप से आग्रह है कि सरकार जल्द से जल्द नीट-पीजी काउंसलिंग करवाए।

मुख्यमंत्री श्री  अरविंद केजरीवाल ने पत्र में यह भी कहा है कि आज पूरे देश में फिर से करोना के केस बढ़ रहे हैं। अगर हमारे डॉक्टर हड़ताल पर होंगे, तो हम करोना से कैसे लड़ेंगे? आज हमें जरूरत है कि यह सब डॉक्टर अस्पतालों के अंदर हों, मरीजों की देखभाल कर रहे हों, ना कि सड़कों पर संघर्ष कर रहे हों। इसलिए मेरा आप से आग्रह है कि आप व्यक्तिगत तौर पर इनकी समस्याओं का जल्द से जल्द समाधान निकालें।

The CM appealed to everyone to mask up and be responsible as it is painful to see markets get crowded with no mask in sight. The restrictions will be heightened if positivity rates jump higher. The Chief Minister is personally monitoring all developments taking place regarding the COVID-19 situation in Delhi and had held a high-level review meeting today in regard to the same.

Chief Minister Shri Arvind Kejriwal said, “Over the past few days, the number of coronavirus cases is increasing in the country. Delhi is also witnessing a sudden and speedy rise in COVID cases. The positive part this time is that there is absolutely no reason to be worried or scared, as the new cases that are coming up are majorly mild or asymptomatic in nature. In most cases, patients are not needing oxygen support, nor hospitalisation, ventilators or ICU facilities. So people should not stress about the rising number of cases.”

He added, “In addition to this variant of COVID being mild, another reason for people to not worry is that the Delhi Government is fully prepared to tackle these rising numbers this time. Despite these preparations, we are inclined to encourage prevention over treatment later and we do not want anyone to suffer from fever, cough, or any other symptoms. We want to avoid the spread of this variant, no matter how mild it is. Hence, we are repeatedly appealing to the public to mask up whenever they step out of their homes to go to the market, or office, or anywhere else. We have to be responsible and live without fear. It deeply pains us to receive news describing overcrowded markets accompanied with pictures and videos showing people roaming maskless among such crowds. If people don’t take care of themselves, then how will anyone else be able to help them?” 
*GRAP Level 1 implemented due to positivity level remaining over 0.5% for past 2-3 days
The Chief Minister continued, “We are imposing restrictions to avoid this virus from entering anyone’s homes. A few months ago, we had formulated a ‘Graded Response Action Plan’ (GRAP) in order to take appropriate action and impose restrictions depending on the level of spread of the coronavirus. We developed this plan so that we wouldn’t have to sit down and brainstorm our plan of action every time. This would ensure a scientific and systematic approach to impose a certain amount of restrictions at a certain percentage of Covid prevalence. Under GRAP, we had decided that in case the coronavirus positivity rate remains over 0.5% for two days consistently, the Yellow Alert or Level 1 will be imposed. Since the positivity rate has consistently been above 0.5% for the past 2-3 days, we have decided to impose Level 1 starting today. Certain activities and places are having restrictions imposed on them.”

CM Shri Arvind Kejriwal concluded, “I want the public to note that these restrictions are for their own safety. While I understand that people are frustrated with having dealt with Covid restrictions time and again for over two years now. But we have no choice but to take these measures to protect our health and our lives. With folded hands, I beseech the people of Delhi to be responsible citizens and to adhere to the restrictions that the Government is imposing. As I have informed earlier, this variant of Covid is extremely mild. We have been observing trends for the past one month and during that time neither has the consumption of oxygen increased in Delhi, nor the need of ventilators or ICUs. This tells us that a majority of the people who are getting infected by the Omicron variant are recovering in their homes itself. There is no need to panic. There is, however, a crucial need to be responsible and cautious. I am personally monitoring any and all developments taking place regarding the Covid situation in Delhi. I will time and again share the updates and the steps that the Government is taking with the public. In any case any worrisome situation does arise, I will inform the people before all else. For now, I urge you all to exercise utmost caution and hope that no more videos showing overcrowded public places emerge in the news. Otherwise we will be forced to shut markets and other services, and people will lose their livelihoods which is something we want to avoid. Hence, do not step out of your homes without a mask. Do not gather in crowds. Sincerely practise social distancing and keep washing your hands.”

मुख्यमंत्री श्री अरविंद केजरीवाल ने कोरोना के ओमिक्रॉन वेरिएंट के बढ़ते मामलों को लेकर आज डिजिटल प्रेस कॉन्फ्रेंस कर कहा कि पिछले कुछ दिनों से कोरोना के केस बढ़ने लगे हैं। देश भर में भी केस बढ़ रहे हैं और दिल्ली में काफी तेजी के साथ मामले बढ़ रहे हैं। लेकिन अच्छी बात यह है कि घबराने की जरूरत नहीं है। इस बार डरने की जरूरत बिल्कुल भी नहीं है, क्योंकि जो मामले बढ़ रहे हैं, उसमें अधिकांश माइल्ड हैं या एसिम्प्टोमैटिक हैं। अधिकतर मामलों में न तो अस्पताल जाने की जरूरत पड़ रही है, न ऑक्सीजन की जरूरत पड़ रही है, न आईसीयू और वेंटिलेटर की जरूरत पड़ रही है। ओमिक्रॉन के बहुत सारे मामले बहुत ही माइल्ड और एसिम्प्टोमैटिक मामले हैं। इसलिए घबराने की जरूरत नहीं है। पहली चीज कि मामले बहुत कमजोर और माइल्ड हैं। दूसरी चीज यह है कि इस बार कोरोना के मामलों से निपटने के लिए ‘आप’की सरकार 10 गुना और ज्यादा तैयार है। लेकिन फिर भी हम नहीं चाहते हैं कि आपको बुखार भी हो या किसी भी तरह का कोरोना हो और दिल्ली में कोरोना फैले। इसलिए हम बार-बार आपसे अपील कर रहे हैं कि आप मार्केट, दफ्तर या घर से बाहर निकलें, तो मास्क जरूर पहन कर रखें। हमें जिम्मेदार बनना है, लेकिन डरना नहीं है। मार्केट और मॉल्स के अंदर इतनी भीड़ है, उसकी वीडियो और तश्वीरें आती हैं, तो यह देखकर थोड़ा दुख होता है। किसी ने भी मास्क नहीं पहन रखा है। अगर आप अपना ख्याल नहीं रखेंगे, तो फिर कौन रखेगा? हम भी जितनी कड़ाई कर रहे हैं, वो भी इसीलिए कर रहे हैं, क्योंकि हम नहीं चाहते हैं कि आपके घर में कोरोना आए। 
*कोरोना का संक्रमण दर बढ़ने पर उठाए जाने वाले कदमों को लेकर हमने ग्रेडेड एक्शन प्लान बनाया है- अरविंद केजरीवाल
मुख्यमंत्री श्री अरविंद केजरीवाल ने आगे कहा कि अभी कुछ महीने पहले हमने एक ग्रेडेड एक्शन प्लान बनाया था। मतलब यह कि कोरोना कितना प्रतिशत हो जाएगा, तो हम क्या-क्या चीजें बंद करेंगे। यह इसलिए बनाया था, ताकि हर बार रोज बैठ कर देखना न पड़े कि यह बंद करें या न करें। हमें वैज्ञानिक तौर पर यह पता रहे कि कितना करोना हो जाएगा, क्या बंद करें और कितना कोरोना होगा, तो और क्या बंद कर देंगे। प्लान में हमने लिखा था कि 0.50 फीसद से अधिक कोरोना का संक्रमण दर (पॉजिटीविटी रेट) दो दिन लगातार रहेगा, तो ऐसे हालात के अंदर यलो लेवल आ जा जाएगा, यानि लेवल-वन आ जाएगा। इसके तहत हम कुछ-कुछ चीजों को बंद करेंगे। दिल्ली में कोरोना का संक्रमण दर पिछले दो-तीन से 0.50 फीसद से ज्यादा चल रहा है। इसलिए ग्रेडेड एक्शन प्लान के लेवल वन को लागू करने का निर्णय लिया गया है और दिल्ली में कुछ चीजों के उपर पाबंदियां लगाई जा रही हैं। 
*मार्केट में भीड़ न करें, भीड़ बढ़ने पर मार्केट बंद करने पड़ेंगे, इससे लोगों की रोजी-रोटी जाती है- अरविंद केजरीवाल
मुख्यमंत्री श्री अरविंद केजरीवाल ने कहा कि यह पाबंदिया आप के लिए लगाई जा रही हैं। मैं जानता हूं कि आप सब लोग कोरोना से अब थक चुके हैं। कोरोना को दो साल हो गए हैं और इन दो सालों में इतनी बार पाबंदियां लगीं कि आप सब लोग थक चुके हैं, लेकिन क्या करें? यह जरूरत है। आपकी सेहत जरूरी है, आपकी जिंदगी जरूरी है। इसीलिए यह पाबंदियां लगाई जा रही हैं। मेरी हाथ जोड़कर आप सभी लोगों से विनती है कि आप सब लोग इन पाबंदियों का जरूर पालन करेंगे। यह कोरोना बहुत ही माइल्ड है। हमने पिछले एक महीने का डेटा देखा है। दिल्ली में पिछले एक महीने के अंदर न तो ऑक्सीजन की खपत बढ़ी है, न तो वेंटिलेटर की ज्यादा जरूरत पड़ रही है, न ही आईसीयू के अंदर ज्यादा लोगों को जाने की जरूरत पड़ रही है। इससे यह जाहिर है कि जो लोग ओमिक्रॉन से प्रभावित हो रहे हैं, वे लोग अपने आप ही घर के अंदर ठीक होते जा रहे हैं। इसलिए चिंता करने की जरूरत नहीं है, जिम्मेदार बनने की जरूरत है। सीएम श्री अरविंद केजरीवाल ने दिल्ली वासियों को आश्वस्त करते हुए कहा कि मैं व्यक्तिगत तौर स्थिति पर एक-एक मिनट नजर रखे हुए हूं। मैं समय-समय पर आपके साथ बात करता रहूंगा। अगर कुछ भी खतरे और चिंता की बात होगी, सबसे पहले मैं आप लोगों को बताउंगा। लेकिन अभी बिल्कुल भी चिंता की बात नहीं है। लेकिन जिम्मेदारी के साथ काम लेना है। यह तश्वीरें नहीं आनी चाहिए कि मार्केट के अंदर इतनी भीड़ लग रही है। फिर हमें मार्केट बंद करने पड़ेंगे, जो अच्छी चीज नहीं है। इससे लोगों की रोजी-रोटी जाती है। हम चाहते हैं कि आप घर से बाहर निकलें, तो मास्क पहन कर निकलें, भीड़ न करें, सोशल डिस्टेंसिंग का पालन करें और बार-बार हाथ धोते रहें।

The Kejriwal Government is rebuilding a veterinary hospital for pets in East Delhi’s Patparganj. The four storeyed hospital will include a mohalla clinic, an OPD, a lab, a surgical room, and a hall and library on the upper floor. Deputy Chief Minister Shri Manish Sisodia laid the foundation stone of this veterinary hospital on Monday. Along with Patparganj, pet owners from Laxmi Nagar, Pandav Nagar, Trilokpuri and Kondli can also avail the facilities for their pets at this renovated veterinary hospital, informed the Dy CM. The library on the hospital’s top floor will provide a comfortable space for students to study and the hall will be opened to senior citizens for recreation purposes, he added.

*A look at the renovated veterinary hospital*

The renovated veterinary hospital will be a four-storeyed semi permanent building. It will have a doctor’s room, a surgical room, an OPD and a space for treatment of large and small animals on the first floor. On the second floor as well there will be a room for the doctor, a room for the lab and the staff. There is a provision of two flats for the hospital staff on the third floor, and a library and hall on the fourth floor. Along with Patparganj, pet owners from Laxmi Nagar, Pandav Nagar, Trilokpuri and Kondli can also avail the facilities for their pets at this hospital. Library at the upper level of the hospital will provide a comfortable space for students to study and the hall will be opened to senior citizens for recreation purposes. 

*Local people will benefit from Mohalla Clinic, library and hall*

Deputy Chief Minister Shri Manish Sisodia said, “ The government is short of space, so we want to utilize the space available to its maximum capacity. The renovated veterinary hospital building will also have a ‘mohalla clinic’ for the treatment of residents in nearby areas, and so residents living nearby this hospital will not have to go to the farther hospitals for their treatment. They can also avail the facility of 212 free health checkups or tests at this clinic. Along with this library at the upper level of the hospital will provide a comfortable space for students to study and the hall will be opened to the senior citizens for recreation purposes.” 

The total sanctioned amount for this building is Rs 2 crores and the hospital will be ready in next seven months.

केजरीवाल सरकार पूर्वी दिल्ली के पटपड़गंज में पालतू पशुओं के लिए पशु चिकित्सालय का पुनर्निर्माण करा रही है। पशु चिकित्सालय का यह भवन चार मंजिला होगा। इस भवन में मुहल्ला क्लिनिक, ओपीडी,लैब और सर्जिकल रुम के अलावा इस चिकित्सालय की उपरी मंजिल पर लाइब्रेरी और एक हॉल बनाया जाएगा। उपमुख्यमंत्री मनीष सिसोदिया ने सोमवार को इस पशु चिकित्सालय का शिलान्यास किया। इस अवसर पर उन्होंने कहा कि इस पशु चिकिसालय से पटपड़गंज विधानसभा के साथ लक्ष्मी नगर, पांडव नगर, त्रिलोकपुरी और कोंडली को लोगों को अपने पालतू पशुओं को उचित चिकित्सा दिलाने में सहायता मिलेगी। साथ ही इस भवन की उपरी मंजिल में बन रहे लाइब्रेरी से स्थानीय छात्रों को सूकून से पढने के लिए जगह भी मिलेगी।

*कैसा होगा पटपड़गंज में बन रहा पशु चिकित्सालय*

यह एक चार मंजिला सेमी परमानेंट भवन होगा। जिसमें प्रथम तल पर चिकित्सक का कमरा, सर्जिकल रूम, ओपीडी एवं बड़े एवं छोटे पशुओं की चिकित्सा के लिए स्थान होगा। दूसरे तल पर भी चिकित्सक के लिए एक कमरा, लैब एवं स्टाफ के लिए कमरा होगा। तीसरे तल पर अस्पताल के स्टाफ के लिए दो फ्लैट का प्रावधान है एवं चौथे तल पर एक लाइब्रेरी एवं हॉल होगा। इस भवन के पुनर्निर्माण के बाद पटपड़गंज विधानसभा क्षेत्र एवं आसपास के क्षेत्र जैसे कि लक्ष्मी नगर, पांडव नगर, त्रिलोकपुरी, कोंडली आदि की आम जनता को अपने पालतू पशुओं को उचित चिकित्सा दिलाने में बहुत सहायता होगी। साथ ही लाइब्रेरी एवं हॉल की उपलब्धता से  भी स्थान निवासियो के लाभ होगा।

*मुहल्ला क्लिनिक, लाइब्रेरी और हॉल से स्थानीय लोगों को मिलेगी मदद*

उपमुख्यमंत्री ने कहा कि सरकार के पास जगह की कमी है इसलिए सरकार छोटी जगहों का भी अधिकतम उपयोग करती है। चिकित्सालय के इस भवन में मुहल्ला क्लिनिक भी बनेगा। मुहल्ला क्लिनिक से आस पास के लोगों को छोटी मोटी बिमारियों के लिए अस्पताल जाने की जरुरत नहीं पड़ेगी. साथ ही 212 तरह की जांच भी मुफ्त हो सकेगी। साथ ही लाइब्रेरी के बनने से आस पास के छात्रों को एक ऐसी जगह मिल सकेगी जहां वे सुकून से बैठ कर पढ़ाई कर सकें। इस भवन के उपरी मंजिल में हॉल के बनने से आस पास के बुजुर्ग को बैठने की एक शानदार जगह मिल जाएगी जहां वे बैठकर आपस में चर्चा परिचर्चा कर पाएंगे।

इस भवन की कुल स्वीकृत राशि रु 2 करोड़ है और यह भवन अगले सात माह में बन कर तैयार हो जाएगा।
